Observing that religion and its many systems have been an important part of many societies for millennia,

Mindful that different people hold different beliefs, and that no person should be treated less favorably under the law because of their religion or lack of religious belief,

Disturbed that some governments have punished people for their faith, pressured them to abandon it, or forced beliefs upon them,

Maintaining that freedom of conscience and belief helps create more peaceful societies while allowing people to live according to their own values,

Hereby:

• Defines the following for the purposes of this resolution,

  1. Defines "religion" as a system of beliefs concerning the nature or purpose of existence,

  2. Defines "belief" as adherence to or rejection of any religious, spiritual, or ideological system of thought,

• Affirms that every person has the right to practice, change, conceal, or abandon a religion, to adhere to atheism, or to have no religion at all,

• Prohibits governments from coercing any person into adopting, renouncing, or professing a particular religion, atheism, or religious belief,

• Prevents governments from denying employment or education solely because of a person's religion, atheism, or lack of religious belief,

• Protects the practice of religion, provided that such practices do not infringe upon the fundamental human rights or physical autonomy of others, nor involve non-consensual psychological coercion,

• States that nothing in this resolution shall be construed as granting any person immunity from prosecution for criminal acts, violations of civil liberties, or incitement of violence or threats against public safety and order, even if such acts are committed in the name of that person’s beliefs,

Declares that nothing in this resolution shall be interpreted as favoring or endorsing any religion, atheism, or lack of religion.

Recognizing that The Kytler Peninsulae, as well as its associated states of Kaze progressa and Kura-pelland, has been an innovator in the NationStates sporting community for over two decades, having competed since well before World Cup 10,

Noting that the first of these associated states to make its mark on the international scene was Kaze progressa, whose representatives immediately began finding improvements that made international sport more enjoyable for all nations competing, including:

• creating the Baptism of Fire, a tournament meant to introduce nations to multiversal football and to allow them to show off their skill to the multiverse, which has since had 88 successful editions, cementing its role as a pillar of sporting competition,

• bringing style modifiers, a way for nations to indicate how aggressively or defensively their nation plays, to the World Cup, allowing for more accurate and varied scores on the multiverse's biggest stage, and

• developing the KPB rankings, itself named after Kaze Progressa, a successor of which is still used for ranking nations' footballing skill to this day,

Appreciating Kaze Progressa's achievements in the world, both administratively and competitively, with the nation hosting World Cups 12, 17, and 25, becoming only the third nation in the multiverse to host three at the time of their achievement, as well as reaching the final of World Cup 18, where despite a hat-trick from Sani Luvo, Kaze Progressa lost 4-3 to the Orange-Blues of Rejistania in what is widely recognized as one of the most exciting World Cup finals of all time,

Remembering the achievements of Kura-pelland, the second of these associated states, a nation that grew in prominence late in the Jolt Era, the period prior to the growth in international participation starting with World Cup 47, which hosted World Cups 38, 44, and 47, reached the semifinals of World Cups 41 and 47, and was a dominant force in the early days of multiversal gridiron, consistently reaching the semifinals of early World Bowls,

Applauding the tenacity of the Kytlerians in hosting the Games of the IX Olympiad in Zube and Kytler Bay City, where they topped the medal table in an Olympics marred by tragedy after several were killed due to a crowd stampede in an event that could not have been prevented even by the most prepared of nations, saddened by the impact of the tragedies of these games on the nation, which caused it to enter a period of withdrawal known as the Isolation, and glad that after many years of reflection, this period was ended,

Amazed at the persistence of the Kytlerian people after the tragedy of Kytlair Flight 134, in which all 328 passengers and crew, including the vast majority of the Kytlerian national football team, lost their lives, with the national team rebuilding and stunningly qualifying for World Cup 99, led by Vicente Bautista Oleandro, one of the few Kytlerian starters not on Flight 134, before making a run to the quarterfinals in World Cup 100,

Astonished by the sporting achievements of the Kytler Peninsulae, including winning World Lacrosse Championship 13, winning World Baseball Classic 62, and finishing on the podium in seven straight Elephant Chess Cups, the multiverse's premier chess competition,

Impressed at the breakthroughs those at the Margaret Institute at the University of Zube have made, such as the development of LISA, a model that has been shown to accurately measure the relationship between media coverage, rank, and results in sports ranging from football to basketball to chess, which has been recognized by sporting administrators including but not limited to the World Cup Committee,

Extolling the Kytler Peninsulae's continued commitment to the organization and hosting of international sporting events, including two World Cups, two regional football championships, the play-in round of World Bowl LII, and World Baseball Classic 61,

Aware that diligent and trustworthy Kytlerian administrators currently hold the position of President of the World Cup Committee, in charge of organizing the international sporting community's most prestigious tournament, a position both elected and relied on by the community,

Believing that such achievement and innovation should be celebrated, and that the international sporting community would be much worse off if not for the impressive breakthroughs both on and especially off the pitch that the Kytler Peninsulae and their associated states have made,

Hereby commends the Kytler Peninsulae.

1. For the purposes of this resolution, “torture” is defined as any act which seeks to inflict severe psychological or physical pain or trauma against an individual for an interest in:

   1. coercing persons into providing information or consent, or complying with demands that are not strictly necessary to the conduction of law enforcement or military action; or

   2. punishing persons or using their pain or trauma to coerce or influence others.

2. Subjecting a person to torture is to be treated as a serious criminal offence in individual member-states’ jurisdictions and, when done in large scale against a civilian population, a crime against humanity as covered by international law. Aiding the execution of these crimes and complicity in torture must also be criminalised, with sanctions to be set proportionately to involvement.

3. The prior clause shall be interpreted as mandating the criminalization of significant involvement in the planning, ordering, or execution of torture; and as mandating the criminalization of compliance with an order to torture, except where:

   1. compliance was necessary to avoid grave punishment upon the complying person or another person known to the complying person, and

   2. that punishment is not merely financial or on the basis of reputation.

4. Member-states must provide educational materials for persons directly or indirectly serving them in roles that involve interrogation, criminal investigation, or the handling of prisoners or detainees, including instruction on the international prohibition of torture and the rights of persons regarding it.

5. It is the duty of every member-state to combat the practice of torture in its institutions and among its inhabitants. Member-states' governments are required to thoroughly investigate any credible report or accusation of torture within their jurisdiction, and prosecute it.

6. Confessions, testimonies, statements, and any other piece of evidence acquired by means of torture shall be considered inadmissible in every court proceeding, national or otherwise. Evidence an accused produced against themselves by torturing another person is admissible exclusively for the purpose of facilitating proceedings against them. The victims of torture may also use evidence produced by their torturing to prove the innocence of themselves or others on related accusations.

7. Member states may not retaliate against persons via direct or indirect means for reporting or attempting to report a violation of this resolution's mandates that is credible to the best of the reporter's knowledge, and must take effective action to curtail any retaliation which occurs in the jurisdiction of their state.

Understanding the importance of the humanities in the study of societies and therefore believes such utility to aid in the proliferation of cultural preservation,

1. Defines:

   1. Humanities as the study of composition of which, for the the categorical purposes of this Resolution, shall consist of the “social humanities”, describing contextualization within society, and the “natural humanities” representing physical phenomenon including but not limited to the arts;

   2. Art as the study of external composition through a designated medium with the “visual arts” to be categorized as sensory and “performance arts” as bodily;

   3. Language as the mode of communication allowing for the transferral of information between individuals, with “home language” to be seen as local dialects within a Member State and “foreign language” as dialects in the opposite of this respect being representative of external polities;

   4. Secondary or primary education as the elementary attainment of knowledge qualification across varying academic disciplines and tertiary education achieving subsequent advanced qualification including research catering from universities, think tanks and other relevant institutions.

2. Establishes the World Assembly Council for the Humanities (WACH) of which shall encompass a praesidium of researchers with the body to be formed in preserving academic standards within the humanities among all Member States and shall be given the authority to:

   1. Categorize emerging, new empirical disciplines within both the social and natural humanities of which shall be recognized among all Member States;

   2. Encourage cross-research between Member States and facilitate for global research guidelines and etiquette;

   3. Send international observers to Member States and assess metrics within the humanities subjects including institutional rankings, formal counsel and any subsequent recommendations with any necessary screening to be conducted by request of Member States;

      1. The relevancy of metrics and statistical methods utilized shall be formulated by the WACH and moderated by any relevant external committees or bodies within the World Assembly;

   4. Facilitate and administrate global academic journals;

   5. Provide research funding with encouraged subsequent cooperation from Member States;

   6. Create scholarship and bursary opportunities for tertiary degrees among Member States;

   7. Host annual academic conferences and conventions on new frontiers of emerging research.

3. Mandates the WACH to establish the Humanities Accords of which shall serve as long-term aims among Member States and shall encompass the following:

   1. Encourages the promotion of bilingual attitudes within schooling and tertiary institutions and the motivation of foreign language perspectives and learning;

   2. Encourages Member States to promote the arts within education through national curricula and tertiary programs spanning both visual and performance disciplines;

      1. Deems the above provisions to be relevant only where funding for such activities are feasible with any subsequent funding necessary to be delegated on the discretion of Member States to the WACH.

   3. Motivates for the preservation of national culture through museum incentivization, government-sponsored programs, tourist attractions and locales and other provisions necessary in depicting historical and present attitudes deemed important at the discretion of Member States;

   4. Advocates for the inclusion of history within generic tertiary humanities courses with relevancy to be attributed to Member States’ respective cultures and customs.

Recognizing the need for international cooperation in outer space, as the shared fabric of the universe that binds all known life, a medium which is becoming increasingly reachable for developing life,

Motivated by a desire to cooperate on preserving access to, and promoting research of, this medium, through international partnership,

Pursuing collaboration on space research and exploration under the framework of national sovereignty, respecting the internal affairs of member nations while promoting cooperation that will prove beneficial to the World Assembly at large,

Hereby defines as follows:

1. Outer Space: The all-encompassing expanse of vacuum in between celestial objects, including but not limited to stars, planetary bodies, and nebulae.

2. Spacecraft: A flight-capable vehicle operated within outer space by a civilization.

3. Civilian Spacecraft: A spacecraft that is owned or operated for non-military use.

Hereby enacts as follows:

1. The Space Transport and Astronomical Research (STAR) Administration is hereby established with the following directives:

   1. Promoting international research and understanding of outer space, in the interest of uninvasive international cooperation and for the benefit of member nations.

   2. Publishing credible research findings regarding aeronautical travel and outer space phenomena, in cases where such research benefits the international community.

   3. Promoting technology sharing, with consent of any involved parties, to expedite safe, sustainable space travel in developing member nations.

   4. Collaborating with member nations and any further programs established by the General Assembly as needed to minimize internationally relevant risks deriving from spacefaring operations.

2. Member nations are encouraged to follow any applicable guidelines established by the STAR Administration on the topic of inspecting civilian spacecraft, for the purposes of verifying operational, mechanical, and structural soundness, for the purposes of reducing casualties.

   1. Member nations are encouraged to ensure that their spacecraft can last for the whole mission that they will be used for.

   2. Member nations are encouraged to ensure that their spacecraft undergo extensive structural tests and extensive mechanical tests for the purposes of preventing fuel and chemical leakages, as well as averting other dangerous issues that may arise.

3. Member nations, when operating in shared terrestrial orbits, are highly encouraged to coordinate with the STAR Administration to the extent needed to avoid, or reduce to the fullest, the risk of unintended collision between spacecraft, satellites, and other structures.

   1. For the purpose of resolving emergency situations, member nations are encouraged to share communication channels and contact procedures for civilian spacecraft operating in the same terrestrial orbits.

4. The STAR Administration shall respect the sovereignty of all member states regarding exploration, studying, and missions into outer space.

   1. The STAR Administration shall have zero authority to pass discipline onto nations.

Acknowledging that “Liberate Utopia” served an essential purpose in helping Utopia’s residents reclaim their region from rogues, at a time when the region lacked the means to do so itself, restoring Utopia’s idyllic and positive environment,

Noting that the specific security concerns and administrative disruptions that prompted SC#13 to be written have been fully resolved by the region’s current residents and global circumstances,

Observing that no native population of Utopia remains, its founding nations and long-standing residents before its refounding having long since ceased to exist, leaving only recently arrived nations with no historical claim to the region predating this Council’s original intervention,

Recognizing that the Security Council’s resolutions are meant to uphold durable principles rather than preserve dated concerns and grievances,

Reflecting that the vulnerability following the loss of Utopia’s founder, Utopian thoughts, left the region genuinely exposed, and SC#13’s intervention played a real part in seeing it through that period,

Further reflecting that the circumstances behind the one-time occurrence belong to a specific chapter in Utopia’s history that has since closed,

Noting further that the residents of Utopia took matters into their own hands, refounding the region and entrusting it in their own community,

Aware that Utopia, like any other founderless region, can rely on established defender coalitions to defend itself, coordinated through networks such as Libcord, which monitor and respond to raids regardless of formal treaty ties or Security Council resolutions,

Understanding that this Council repeals liberation resolutions once a region has shown long-term stability and no longer requires active World Assembly intervention, as with the recent repeal of “Liberate Portugal de Esquerda,” where the resolution was recognized as unable to serve its intended function without a governor to enforce it, leaving the text ineffective without any active protective effort, and as with the repeal of “Liberate Syria,” where invading forces were found to no longer pose a threat to the region, as they were long gone,

Exhausted that “Liberate Utopia” has stood 17 years past the events that needed it, far longer than its original purpose,

Hereby repeals “Liberate Utopia”.

Understanding the certain risks and dangers relating to nuclear energy generation,

Recognizing the effort and expertise required to maintain nuclear energy infrastructure, and the investments required to fuse and split the atom,

Concerned about the potential mismanagement, misunderstanding, and misuse of nuclear power,

Aiming to establish a concrete, just, and fair governing body to oversee and regulate safe nuclear generation efforts in member nations, establishes the following:

1. For clarity, defines:

   1. “Nuclear Energy”, for this resolution only, as any type of commercial or national power infrastructure, consisting of more than one structure, which uses energy from the interactions of an atomic nucleus with another subatomic particle or nuclei, and propagating any form of radiation or danger of nuclear contamination;

   2. “Criticality”, as any nuclear chain reaction that is self-sustaining, where each splitting atom releases enough neutrons to maintain a chain reaction under the control of Reactor Operators, in terms of Nuclear Fission;

   3. “SCRAM”, as any emergency shutdown or automatic safety system in any nuclear energy, that forces the nuclear reaction to slow to a significant degree, or stop;

2. The International Nuclear Compliance Commission (INCC) is established and funded as the World Assembly organization with the chief end of regulating and ensuring the safe use of Nuclear Energy. INCC shall then be responsible for the following duties:

   1. INCC shall publish and maintain an extensive list of safeguards, rules, regulations, and precautions that World Assembly members will subscribe to, defining the safe use and operations of Nuclear Energy, with revisions as needed;

   2. For member nations with no Nuclear infrastructure, the INCC will oversee any attempts to achieve criticality, and provide reasonable assistance when needed or requested by any member;

   3. Audit and ensure the compliance of member nations’ nuclear energy infrastructure, verifying that all operations are up to INCC standards; however, any facility inspections shall require the full voluntary consent of host nations;

   4. Maintain a safe clause of security around nuclear power, and educate and inform those nations wanting to learn more about the atom, its uses, and the boons of nuclear energy;

3. INCC shall, under good rapport and audit, establish, affirm, and administer the following non-autonomous organizations:

   1. The Advisory Committee on Reactor Safety (ACRS), to advise the Commission, concerning national law, the hazards of proposed or existing reactor facilities in member nations, and to establish a safe working environment and sound SCRAM systems;

   2. The Emergency Nuclear Response Organization (ENRO), to coordinate response time, emergency efforts, and flow of information in the time of a nuclear disaster, with report to the INCC, and to assist with humanitarian organizations and national emergency response to convey prudent information on the disaster;

Declares the atom a safe, now regulated, source of energy.

The Security Council,

Recalling the passage of Commend Vilita and turori in May 2020, which sought to commend the nation for its awe-inspiring successes and extraordinary contributions to the international sports community,

Questioning the merits of that resolution in light of an investigation conducted three years thereafter that exposed Vilita for a litany of grave and reprehensible transgressions committed against that community,

Observing that Vilita’s efforts to foster “a welcoming environment” are enervated by the revelation that they themselves engaged in a behaviour that was both unbecoming of a nation considered a pillar of the international sports community and one commended by this august body:

• Vilita sent the puppet nations of United, Racing, and Esportiva to terrorize Esportiva's regional message board. Vilita and any other nations under its control would wind up being proscribed from ever setting foot on Esportiva.

• Esportiva’s plight was not an isolated incident, as Vilita employed the same tactics under the nation of Pirahna to target The Western Isles.

Repulsed by how Vilita founded two nations which misled the community into believing other prolific nations were engaged in illegal puppetry, causing lasting damage to these nations’ credibility until evidence of their innocence came to light after the investigations:

• East neutralia, signed up for two editions of the Copa Rushmori (Editions XXX and XXXVIII), had a flag bearing resemblance to that of Rushmore resident Oberour Ar Moro.

• New old forest, who had signed up for the Di Bradini Cup 50 immediately after its founding, was widely assumed to be an undeclared puppet of TJUN-ia.

Appalled that Vilita’s criminality does not end there, as Vilita’s worst offenses came in the form of trying to circumvent community regulations by surreptitiously sneaking puppets into multiple competitions undeclared, most notably:

• In World Cup 19 (WC19), Vilita entered 11 undeclared puppets, including Crystilakere, which would go on to win WC19. Throughout the entire tournament, Vilitan sporting officials refereed each of the would-be victor’s matches.

• In World Cup 22 (WC22), Vilita entered 9 undeclared puppets, including Oaker, which finished second. Vilitan sporting officials refereed every one of Oaker’s matches except the final.

• In World Cup 95 (WC95), both of the aforementioned puppets’ appearances were declared null and void: Crystilakere’s title was declared vacated; Oaker’s final appearance met the same fate.

• In World Cups 13 through 27, Vilita would enter 16 other undeclared nations into the competition.

Acknowledging that being granted assent to host a sporting competition anywhere across the multiverse is an honour conferred to those who have earned the trust of the wider sports community,

Saddened that Vilita had, prior to being exposed, been considered a role model to many up-and-coming nations seeking to summit the mountaintop of sporting glory, and that said aspirants sought to model themselves after Vilita,

Noting the subsequent outcry in reaction to Vilita’s shocking misdeeds, culminating in not only its shunning but its expulsion from the Executive World Cup Committee (EWCC) and World Cup Committee (WCC),

Therefore lamenting Vilita’s fall from grace, as the revelations of their duplicity and misconduct were not only antithetical to what was expected of such an applauded and revered nation, but also broke the hearts of an overwrought international sports community awash in a flood of unthinkable grief, incredulity, and indignation,

Laying bare the many repugnant and shameful actions committed by Vilita that are utterly antipodean to the noble virtues embodied by other nations enshrined in the pantheon of those commended by the Security Council,

HEREBY repeals “Commend Vilita and Turori.”

Recognizing that uncountable amounts of individuals disappear each year due to armed conflict, natural disasters, hazards encountered during migration, crime, and other circumstances,

Alarmed that widespread or systematic disappearances may indicate ethnic cleansing, genocide, crimes against humanity, or other large-scale violations of individual rights,

Concerned that gaps in national investigative procedures and recordkeeping can allow disappearances to go unrecognized as part of broader patterns, particularly when authorities lack the means or willingness to investigate them,

Acknowledging that the timely collection and exchange of information concerning missing persons can assist in locating individuals, identifying unidentified remains, and detecting evidence of mass crimes,

Affirming that accurate records concerning missing persons may assist in preventing the concealment, denial, or repetition of large-scale atrocities,

Hereby:

1. Defines a "missing person" as an individual whose whereabouts are unknown and whose disappearance has been reported or otherwise brought to the attention of a government or non-governmental organization with a humanitarian or security mission,

2. Requires member states to maintain records of reported missing persons, including,

   1. identifying information,

   2. the circumstances and approximate date and location of the disappearance,

   3. any information relevant to determining whether the disappearance may be connected to armed conflict, persecution, forced displacement, or other large-scale violence,

   4. updates regarding the status of the investigation,

   5. a readily accessible method for individuals to request the correction or removal of inaccurate information,

3. Mandates member states to establish procedures for identifying unusual patterns or substantial increases in reported disappearances, particularly where such disappearances:

   1. are concentrated within a particular geographic area,

   2. appear to disproportionately affect a particular ethnic, religious, cultural, national, gender identity or other identifiable characteristic,

   3. occur alongside armed conflict, forced displacement, mass violence, or systematic persecution,

4. Encourages member states to establish procedures for sharing relevant identifying information, including fingerprints, medical records, photographs, and DNA profiles when:

   1. the information has been lawfully collected,

   2. appropriate safeguards exist to protect personal privacy,

   3. the exchange is reasonably necessary to locate missing persons, identify unidentified remains, or investigate possible mass atrocities,

5. Calls upon member states to inform the relatives of a missing person when:

   1. the missing person is located,

   2. the missing person's remains are positively identified,

   3. authorities determine that the case has been conclusively resolved,

6. Urges member states to establish procedures allowing relatives of missing persons to submit relevant information to competent authorities and request information concerning the status of an investigation, subject to applicable privacy and security protections,

7. Recommends that member states in which a missing person is located establish procedures for ensuring the person's safe and secure transfer to their country of nationality or residence, where appropriate and with the consent of the individual, including through cooperation with relevant authorities and humanitarian organizations,

8. Promotes cooperation between member states in locating missing persons and identifying unidentified remains, including through the exchange of relevant information and assistance with cross-border investigations,

9. Clarifies that nothing in this resolution shall:

   1. require member states to disclose classified information,

   2. require member states to initiate an investigation in every case involving a reported missing person,

   3. require the collection or exchange of information unrelated to the purposes of this resolution.
