Reflecting throughout the course of history, instances of grave crimes, injustices, and violations of basic rights have occurred;

Believing that the establishment of an international body based on collective action and shared sentiments of justice can ameliorate or prevent the repetition of such actions;

Upholding that the rulings of such a forum will respect the rights, governments, liberties, and domestic policy choices of all members not explicitly ceded to this body;

This body establishes that:

1. Definitions

   1. A "Breach of International Conduct" is behavior consisting of one or more of the following actions:

      1. Actions that violate protections or statutes defined in international law.

      2. Actions where nation(s) or people(s) egregiously infringes on the sovereignty and basic rights of other nation(s) or people(s).

   2. An "Impossible Amelioration of Justice" is a condition where there is a credible lack of infrastructure, intent, or due process to deliver reasonably swift and commensurate justice to plaintiffs subjected to perceived extraordinary damages and/or Breach of International Conduct.

2. The Commission

   1. The Commission to Organize Universal Rights and Treatment (hereafter COURT) shall be established as a forum to listen and bring reconciliation to events meeting the standards in II.2.

   2. The COURT shall only arbitrate on instances of a Breach of International Conduct or where there is an Impossible Amelioration of Justice. Whether such an event meets these standards shall be agreed upon during the hearing by the COURT and one or more involved parties and based on sufficient and reasonable evidence:

      1. Contained in relevant World Assembly resolution(s), when applicable or available,

      2. that the relevant national courts or involved parties are unable, obstructing, or hindering justice,

      3. and that commensurate truth and reconciliation cannot be carried out at a private or national level.

   3. Member states or victims of a Breach of International Conduct or Impossible Amelioration of Justice may bring cases before the COURT as plaintiffs, or the COURT itself may choose to take up cases by direct petition.

   4. Should General Assembly legislation change policies in a way that contradicts past recommendations, plaintiffs, victims, or those accused by the latter may ask the COURT for reassessment of decisions and/or have the case re-heard.

3. Procedure

   1. The COURT shall define its own procedures, conduct of participants, and case management systems.

   2. Upon submission of a case, a hearing will determine if the case meets the Standards in II. If it meets the standards, the involved member states shall determine consent to the hearing's outcome and to participating in the arbitration process. If it’s reasonably deemed that I.1. and I.2. have occurred, the COURT may investigate and arbitrate to the best of its ability with a majority vote.

4. Arbitration & Enactment

   1. The COURT shall issue public decisions, based on the facts of the case, which may entail reconciliation, sanctions, reforms, and collective actions for the international community, and coordinate with them to ensure their enactment. These must respect the sovereignty and reserved powers prescribed by the General Assembly, while still delivering appropriate justice.

   2. Member states consenting to arbitration agree to coordinate to adopt, implement, enforce, and abide by the COURT and its arbitrations through individual political, diplomatic, economic, legal, or law enforcement measures.

   3. Member states who refuse to abide by decisions of the COURT or accept arbitration must submit their reasoning to the public. Other member states are encouraged to assist with the COURT's investigations, and enact sanctions and other geopolitical measures in response.

The Security Council,

Recognizing SC#11 “Liberate Democratia” as this body’s fourth ever liberation of a region, with the stated intent of rescuing it from invasion,

Finding that the region has long been rendered entirely inactive, without much hope for a revival of its old community,

Concluding that without a native community to protect, the liberation’s original purpose of protecting those natives has been rendered obsolete,

Noting that regional governor Fire Eaters has frequently ceased to exist in the past, thereby leaving the region defenceless against invasion,

Asserting that despite this potential vulnerability, thousands of other regions consistently lack an executive governor to ensure regional security without being at any noteworthy risk of occupation,

Understanding that Democratia itself has not seen even trivial forms of raiding in years, and lacks any outstanding characteristics that may lead to it becoming a particularly enticing target in the future,

Affirming that liberations exist to meet exigent or continuing circumstances that warrant them, and

Disappointed that this resolution fails to differentiate itself whatsoever from the nearly identical SC#4 “Liberate Belgium,”

Hereby repeals Security Council Resolution 11 “Liberate Democratia.”

Recognizing that the science of measurement serves as a vital foundation for nearly every matter which this Assembly may concern itself with, as weights, volumes, and distances are relied upon by every member of society from the working class to the ruling class, and

Convinced that measurement is certainly a subject of international consideration, as trade between nations cares not for whether each party understands the units of the other, and mistranslation may lead to scams and frauds reigning supreme, therefore enacts as follows:

1. For the purposes of this resolution:

   1. "national standard of measurement" shall refer to a measurement standard maintained by a member or delegated entity thereof as the basis within that member for assigning values to other measurements of the same kind;

   2. "measurement certificate" shall refer to a document issued by a member, or by a body accredited by a member, attesting to the value and uncertainty of a measurement;

   3. "measurement capability" shall refer to the smallest measurement uncertainty a member or other body can achieve for a given kind of measurement.

2. The Global Agency for Units, Gauges, and Equivalence (GAUGE) is founded. GAUGE shall define fundamental units of measurement, each derived solely from physical invariants so that any member with sufficient capability may realize them independently. GAUGE may update these definitions as it deems appropriate.

3. Members shall provide to GAUGE the units of measurement realized by their national standards of measurement and the definitions of those units, as well as their measurement capabilities. Where any of these change, members shall promptly report the change to GAUGE.

4. GAUGE shall promptly verify the measurement capabilities reported under clause 3 through interlaboratory comparisons. Members shall ensure that any entity maintaining a national standard of measurement participates in such comparisons upon GAUGE's request.

5. GAUGE shall maintain a register, freely available to the public, containing:

   1. Units defined under clause 2 and their definitions;

   2. Units reported by each member under clause 3 and their conversions to the units defined under clause 2; and

   3. Each member's measurement capabilities as reported under clause 3, and whether each has been verified under clause 4;

6. Where a member requires specific measurements as a condition of import, that member shall accept any measurement certificate issued by another member, or by a body accredited by another member, provided that the stated measurement uncertainty satisfies the importing member's applicable requirements and that the certificate is issued by an entity with demonstrated competence for the measurement concerned.

7. Falsification of measurement certificates is prohibited by any member, and if issued by a non-government agency, shall result in the issuing entity's accreditation being revoked.

8. GAUGE shall, upon request by a member, provide that member with technical assistance in establishing or improving its measurement capabilities.

9. Nothing in this resolution requires any member to adopt any particular unit or system of units domestically.
