Two Regio nations are bidding to host the 2027 World cup organized by WAAS
Full support!

Shedret’s Gold World Cup Bid
Name of the football association: Shedret
Type of bid: Single bid

The Shedret Football Association are officially bidding for hosting rights of the 2027 WAAS Gold World Cup, the first time a bidding process for this prestigious tournament is being held. The past two editions were held in West Aahina who were excellent hosts but it’s time to pass the baton on to someone else. The SFA hope it will be Shedret. The past two editions produced two different winners and already this edition is proving to be one of the greatest yet, with over 20 applicants, with nearly half of them being debutants. The SFA recognise how critical this tournament is and will do everything in their power to make it a memorable one, at least from the hosting point of view.

Section I: Stadium List
Stadiums (city):
Millennium Stadium (Castravia): 103,000
Ivan Roman Stadium (Castravia): 80,000
DelBet Arena (Aularia): 63,400
Warren Stadium (Warrar): 60,000
Quarben Stadium (Quarben): 57,400
Nettle Arena (Thir): 53,100
Darren Court (Roastar): 47,600
Zellarth Park (Warrar): 42,500
Old Aularia Stadium (Aularia): 36,200
Princes Park (Prikkel): 26,730

The Shedret Football Association has proposed ten stadiums from seven different cities from all over the nation to promote football all over the nation. This is not saying that the cities are ages apart; travelling from one city to another for a match is not difficult, long or arduous. Significant omissions from the stadium list include Amazon Stadium in Castravia with a capacity of 78,200, as well as Community Arena in Warrar with its capacity of 41,000. Overlooking these stadiums in cities that already have two stadiums is necessary to ensure that the tournament is not concentrated in one area, which would deprive other regions of the joy of the Gold World Cup.

Article II: Host City Profiles
Each of the seven proposed host cities for the 2027 Gold World Cup in Shedret have differing personalities, profiles and footballing cultures which is necessary for variety. Here is a summary of each host city’s profile.

Castravia
Status: Capital City
Venues Selected: Millennium Stadium (103,000) & Ivan Roman Stadium (80,000)
National League teams: Castravia City, Royal Castravia, Castravia United, Castravia Athletic

Castravia is the footballing heart of the nation. As capital of Shedret, this is no surprise and it contains more Shedretian National League teams than any other city: four. Castravia City (founded 1926) are the defending National League champions and play at the Ivan Roman Stadium (80,000), Castravia United (founded 1888) are historically the most successful team in National League history and play at the Amazon Stadium (78,200). Castravia Athletic (founded 1929) are the most successful team in the national league cup history and play at Athletic Stadium (70,000). Finally, Royal Castravia (founded 1919) are the most successful Shedretian team overseas and play at the Royal Arena (75,100).

Aularia
Status: Major city
Venues Selected: DelBet Arena (63,400) & Old Aularia Stadium (36,200)
National League Teams: Aularia Lions, Aularia United & Official CF

Aularia is one of the largest cities in Shedret, and where football is most deeply engrained into the culture. A 2021 poll showed that 98.3% of the population of Aularia have some relation to football, 94.2% heavily involved in it, and 78.6% playing some form of it. It has three clubs. Aularia Lions (founded 1911) who play at the Old Aularia Stadium (36,200), Aularia United (founded 1912) who play at the DelBet Arena (63,400), and Official CF, who play at The Arena (36,050). Aularia United created the Wilde-Wolde, a footballing style that is currently used by the national team, used to dominate the league across the 1930s and 1940s.

Warrar
Status: Major City
Venues Selected: Warren Stadium (60,000) & Zellarth Park (42,500)
National League Teams: Warren Rangers & Zellarth

Warrar is a more industrial city with a historical focus on physicality. In the modern era, particularly across the 1990s and 2000s, Warrar football clubs have switched to more defensive and tactical styles. Warren Rangers (founded in 1882) are the oldest football club in the country and play at Warren Stadium (60,000), while Zellarth (founded 1949) are one of the more modern clubs playing in the National League and have one the league once, in 2014-15, and play at Zellarth Park (42,500).

Quarben
Status: Port City
Venues Selected: Quarben Stadium (57,400)
National League teams: Quarben FC

Quarben is smaller city selected for the 2027 Gold World Cup, but is still important as it’s a major port. It has only one National League team: Quarben FC, founded in 1909. They play at Quarben Stadium (57,400), and are part the National League’s bermuda triangle, three clubs which bigger clubs typically fall to.

Thir
Status: Minor city
Venues Selected: Nettle Arena (53,100)
National League Teams: Thir Leaves

Thir is a smaller city whose culture is engraved in football and sustainability. The city became the first to publish an aim to reduce carbon emissions, before the rest of the nation followed suit. Only one Shedretian National League team plays in Thir: the Thir Leaves. They were founded in 1920 and play at Nettle Arena (53,100).

Roastar
Status: City
Venues Selected: Darren Court (47,600)
National League Teams: Roastar Ravens

A city on the outskirts of Castravia the capital, Roastarian football is heavily influenced by Castravian football. Only one club, the Roastar Ravens play in the National League, who were founded in 1925. They play at Darren Court (47,600) and are one of the league’s bermuda triangle like Quarben FC.

Prikkel
Status: Minor city
Venues Selected: Princes Park (26,730)
National League clubs: AFC Prikkel

Prikkel has the smallest venue selected for the 2027 Gold World Cup, barely passing the 25,000-capacity necessary to host a group game. The first ever National Cup final took place here. AFC Prikkel (founded 1917) are the final member of the bermuda triangle and are known for their attacking attractive football and regularly punching above their weight. They play at Princes Park (26,730).

Section III: Transport & Mobility
Transport in Shedret is very complex. Train and tram lines link every city that could host a match in the 2027 Gold World Cup, as well as many cycle lanes, cheap train and tram tickets, and frequent services. Timetables can be accessed at every stop, plus on the trains and trams themselves. Other public transport such as buses and coaches are also very accessible, including many seats, frequent services and cheap tickets. Teams will be encouraged to use these services as it will be easier although the SFA cannot force anyone to do anything. So to summarise: transport is well-established, with an intricate, sustainable tram system, as well as cycle lanes for each road, and many buses. Teams and fans will not have to plan a detailed plan to get to locations as travel is so easy. Pavements are well-looked after, and there are many signs in many different languages to help guide you on your way. Plus, Shedretians are very friendly and so will probably help you find your way if you’re lost.

Section IV: Inside the Stadiums, Facilities & Fan-zones
Before every game, people are checked for dangerous items and must be given a special tag which will allow them past their turnstiles. Anyone found with a dangerous item will not be given access to the stadium, as they will not be given a special tag. The dangerous item will be taken off them. They are allowed to sit outside the stadium and join in with the fan festival.
Each city has world-class training facilities, as most of the cities are home to one or two Shedretian National League clubs. World-class facilities are in every city, with required security and secrecy of each team’s hotel and training so they do not get disturbed. Any person attempting to disturb one of the teams will be arrested. Each stadium is within a mile of a major hospital, allowing quick transport for a player to a proper hospital if necessary. One thousand medical staff will be present at each stadium, with the exception of Princes Park, which will have 900. Each of the ten stadiums are fairly modern and have built-in accessibility features, including elevators to lift disabled people to their seats. The screens are massive inside and outside of the stadiums, allowing people with slightly impaired vision to see, with subtitles for the commentator’s views and also live pundit analysis which people can choose to listen to.

Section V: The Match
Before each match there will be a ceremony celebrating both nations, and there will be one at half-time. The half-time show involving fireworks, singers and other displays will not exceed the 15 minutes. After the playing of both team’s national anthems before the game, fireworks will be released with that nation’s colours. Both country’s national anthems will be sung during the half-time show. Each stadium will have a fan-zone where fans can watch the match, drink, and discuss with any fans. Any incidents during this will be reviewed and the offender arrested. For their own safety, fans are not allowed to drink any more than a certain amount of alcohol. Inside the stadiums is a smoke-free zone.

Section VI: Sustainability
The Shedret Football Association is committed to delivering one of the greenest events in football history. This policy outlines the mandatory environmental frameworks, legal protections, and fan-incentive schemes governing the tournament.

1. Environmental Protection & Biodiversity
-Urban Afforestation: To mitigate carbon emissions and enhance local biodiversity, indigenous trees will be permanently planted outside the immediate perimeter of every tournament stadium.

-Wildlife Conservation: Local ecosystems are strictly protected under statutory law. Any intentional damage to wildlife or habitats within tournament zones is illegal. The Shedret Police will enforce a zero-tolerance policy, leading to the immediate arrest and prosecution of offenders.

2. Waste Management & Circular Economy
-Single-Use Plastics Ban: To drastically cut down on waste, the sale, distribution, and commercial use of single-use plastics are strictly prohibited at all tournament venues and official fan zones. All concessionaires must utilize biodegradable or reusable alternatives.

-Stadium Litter Picks: Multiple community and stadium clean-up operations will be organized throughout the tournament.

-Fan Reward Scheme: The tournament will pilot a "Clean Stadium" incentive. Fans who actively participate in collecting and recycling litter within the stadium grounds post-match will be eligible for exclusive rewards, merchandise discounts, and tournament tokens.

3. Low-Carbon Transport & Transit Integration
-Public Transportation Mandate: To minimize the tournament's carbon footprint, competing teams will travel via low-emission coaches. Both teams and spectators are strongly encouraged to utilize Shedret’s extensive bus network and intricate tram system.

-Integrated Ticketing: To facilitate green travel, a complimentary transit pass is automatically integrated into every match ticket purchased. This pass grants holders unlimited travel on Shedret's public transport network on match days.

4. Energy Efficiency
-Eco-Friendly Infrastructure: All tournament venues will utilize advanced, energy-efficient LED lighting systems for pitches, concourses, and broadcast areas, significantly reducing the event's overall energy load.

Section VII: Legacy
The Shedret Football Association (SFA) is dedicated to ensuring the tournament leaves a profound, enduring impact on both global football culture and the local community. This legacy strategy focuses on youth development, fan equity, historical preservation, and grassroots infrastructure.

1. Grassroots & Youth Development
-School Ticket Allocation Scheme: To inspire the next generation, schools located within stadium catchment areas will receive a dedicated quota of complimentary match tickets, removing financial barriers for local youth.

-Shedret Youth Football Fund: A fixed percentage of tournament broadcast and merchandising revenue will be permanently ring-fenced to upgrade community pitches and fund free coaching clinics across Shedret.

2. Fan Experience & Star Engagement
-Accessible Autograph Zones: Designated fan hubs will host scheduled signing sessions throughout the tournament, allowing supporters to meet international stars safely.

-The "Shirt Scramble" Tradition: During every half-time show, trained stadium staff will launch authenticated, player-signed jerseys into the spectator stands to create lasting memories for matchday fans.

-Historical Matchday Programmes: Every official matchday programme will feature dedicated, educational sections detailing the footballing history, culture, and achievements of the competing national teams.

3. Fan Equity & The "Action-Packed" Guarantee (Pending WAAS Approval)
-Fair Play & Integrity Review: The SFA will enforce an unprecedented fan-first refund policy to promote exciting, ethical football for casual viewers.

-Zero-Nil Refunding: If a match concludes in a 0–0 draw, casual ticket holders will be eligible for a partial refund scheme to ensure the sport is viewed as dynamic and action-packed.

-Anti-Bias Protection: Following an independent SFA review panel, if a refereeing performance is verified to have exhibited systemic bias, impacted fans will be issued a full ticket refund. (Note: This entire framework remains strictly subject to final WAAS approval)

4. Cultural Preservation & Public Art
-Monuments of Merit: Permanent, bronze statues of Shedretian footballing greats will be unveiled outside all newly constructed and renovated stadiums, turning tournament grounds into permanent civic landmarks.

-The Shedret Tournament Museum: Following the final whistle, a curated collection of tournament match balls, signed kits, and historical artifacts will be housed in a new, public exhibition space.

5. Post-Tournament Infrastructure
-Infrastructure Stability:
Following the conclusion of the tournament, infrastructure used for the tournament will be kept in good condition and tours of stadiums that hosted games will become more frequent. This is to avoid stadiums being used for a major tournament then just rotting away.

This official bid by the Shedret Football Association (SFA) has the full backing of the Shedretian government, who will pre-reserve part of their budget to the 2027 Gold World Cup in the hope that the nation can host it. Hosting the prestigious event would bring incredible benefits to the nation including different cultures, thoughts, football and overall a feeling of belonging within the wider football world, not to mention the economic benefits.

Read factbook

Organised by the Fonuan Football Federation (FFF)
Bidding Nation: Fonua
Type of Bid: Single Bid

Section I: Stadium List
Any crucial part of a bid to host a tournament is the stadiums. The stadiums are where the games are actually played and the quality of them determine how great the tournament is. So here is the list of stadiums proposed by the FFF, with the name of the stadium, followed by capacity, followed by city in brackets:

National Stadium: 136,000 (Englara)
Charlie Daleson Arena: 115,000 (Lefthía)
Liberty Arena: 101,000 (Lefthía)
Karlrush Road: 90,000 (Darzen)
Friends Arena: 88,500 (Englara)
Northern Stadium: 76,000 (Centala)
Southern Stadium: 75,200 (Centala)
Darzen City Stadium: 70,000 (Darzen)
Easyern Park: 66,500 (Estra)
House Stadium: 53,000 (Hosjuen)
Edwards’s Park: 51,000 (Edel)

Eleven stadiums in seven host cities have been selected. Notable omissions from the list include: Crown Arena (86,000, Englara), City Stadium (82,000, Lefthía), Stadium of Darkness (68,000, Centala), Stadium of Light (64,000, Centala), and Stadium Republika (59,000, Englara). This omissions allow for more host cities to be involved in the bid and less of a reliance on Englara and Lefthía.
As clearly shown in the list, Fonua has incredible, world-class stadiums, at least in terms of capacity, ready to accommodate the many travelling fans who come to watch their time. All stadiums listed have a minimum capacity of 50,000, and three are over 100,000. Ten of the eleven stadiums host games regularly in the Fonua Premier League and Fonua National Cup, giving all stadiums plenty of experience.

Please note that this stadium list is provisional. The FFF understands that WAAS at any point can choose a stadium to host any game from its the ‘notable omissions list’.

Section II: Final Stadium

As expected, the largest and most prestigious of the Fonuan stadiums has been proposed by the FFF to host the final: National Stadium. With a capacity of 136,000, it can seat the most fans and is located in the centre of the capital, Englara. The National Stadium hosts the final and semi-finals of the Fonua National Cup every year, as well as the final of the Alliance Cup, and is the official home of the Fonua National Team. To ignore this prestigious stadium would be ridiculous.

Third Place Play-off
The FFF will propose Northern Stadium (76,000) in Centala to host the third place play-off. Centala is an established football city, and is used to failure, which makes the neutral crowd for the third place play-off much more friendly to the teams eliminated. In the eyes of the FFF, a massive venue for this match between two eliminated teams would be ridiculous, but Northern Stadium is still fairly large and it also helps give more prestigious games to cities other than Engala and Lefthía

Semi-Finals
The FFF proposes Charlie Daleson Arena (115,000) and Liberty Arena (101,000), both in Lefthía. This reserves the grand National Stadium for the prestigious final event, while still giving the semi-finalists the next biggest stadiums. It also ensures that all quarter-finalists know exactly what city they will be playing in if they reach this stage. Lefthía is the second-largest city in Fonua and has a few Fonua Premier League teams, with its stadiums hosting the quarter-finals of the National Cup and semi-finals of the Alliance Cup each year. Its two stadiums are also back-ups to the National Stadium for the Fonua National Team if the former is unavailable for some reason.

Other Stages
With so many stadiums eligible to host the quarter-finals, the FFF will leave that decision to WAAS to allocate as they see fit. It is unlikely that the National Stadium will get a quarter-final or group stage match, as the FFF proposes that that stadium only hosts one match, the final, however that decision will be up to WAAS.

Section III: Training Facilities
As all but one of the eleven proposed stadiums are Fonua Premier League stadiums in cities that are obsessed with football, the training facilities are world-class. Each city selected to host at least one match has three different training facilities that will be vacant during the tournament, allowing twenty-one different facilities for a tournament of sixteen teams. If more training facilities are required, the FFF can request them and clubs and others will be very likely to accept. Each facility involves training pitches, changing and medical facilities, gyms, indoor training halls, swimming pools including underwater treadmills, sport science labs etc. Each facility has everything needed for a team to train, recover and learn during the tournament.

Section IV: Transport
The Fonuan transport system is already well-developed and so no improvements are needed deliberately for the tournament. There is a highly intricate, environmentally-friendly tram system that runs from city to city, with incredibly cheap prices. The railway service has been running for over a century, providing high-speed transport across long distances, with tickets cheap and easy to purchase. There is also a bus system to add to this that has been running for a long time, with frequent services across cities, as well as cheap tickets and a recent government scheme that has seen children now able to travel free across the summer- when the Gold World Cup is being held.
There are also large ferries and other boats will transport people across areas of water if necessary, as Fonua is a coastal nation.
Air links will be maintained alongside the wider tournament network.
Every valid match ticket holder will be able to purchase a ticket for any of these services for free- all they need is proof of their ticket.
Of course, fans are able to just walk or cycle to any location, as cycle lanes are frequent and Fonua is not the largest nation.
All participating teams will be supplied with the opportunity for travel via air, sea or land based upon their preference. The FFF will supply this.

Section V: Sustainability
Sustainability will be a key feature of the Fonua 2027 bid, as the FFF believes that all major sport competitions should not harm the environment. So, as part of the Fonua 2027 bid, the FFF will not build more stadiums directly for the tournament, as the current infrastructure is already world-class. All transport systems will be low-emissions, with electric buses and less coal for trains. A strict emissions cap will be implemented for each national team based on their travel. Going over that limit will result in a fine. All structures used in the tournament meet high-level green and energy-efficiency standards. Single-use plastics will be banned across all official host venues and fan zones. Efficient pitch irrigation systems will be used. All broadcasting and stadiums will be powered via renewable energy, with a small store of non-renewable energy only to be used if the renewable energy has a problem. Energy-efficient LED lighting in all official stadium places will be held.

Section VI: Ceremonies
Before each match, there will be a mini pre-match ceremony to entertain viewers and at halftime, there will be a show, showing highlights from past Gold World Cups. This will not exceed 15 minutes.
Before each match, there will also be drones in each national team’s colours flying above the stadium, and highlights from each team’s most successful moments will be shown on the screens. Opening and closing ceremony events are subject to WAAS approval.

Section VII: Appealing to the Youth
The FFF realises that promoting the sport to the children of the nations are crucial to the success of the Gold World Cups. And so, they propose, multiple things. Before each match, children will be randomly selected to meet players before the match and receive signed things from them. Schools in Fonua will receive a portion of matchday tickets for their students to watch the games, taking the tickets from the neutral allocation. Tickets for those under the age of 16 will be made free to encourage youth participation, and one Fonuan players will make speeches to schools all across the country. As part of the wider legacy scheme, anyone under the age of 16 can sign up to receive a free version of the official football of the tournament, as well as some will receive free signed things from players at the tournament. The physical tournament will be added to many gaming platforms for the youth to play the tournament by themselves or with or against friends. Virtual reality will be integrated to fan-zones as well. Specialised, robust volunteer programs tailored for young adults will be created to gain professional sports management, marketing and operational experience. Construction of mini pitches in every town, village or city will be made in community areas to ensure youth have safe spaces to play. Linking with sustainability, there will be waste reduction and tree-planting competitions amongst and lead by the youth. The people who can reduce the most waste and plant the most trees will win a free ticket to the final, as well as a signed final match ball, and signed Fonuan or a national team of their choice shirts.
National school programs incorporating football into physical education, health and teamwork will be designed to encourage further football participation. Youth art competitions relating to football will also be held.

Section VIII: Accessibility
Accessibility is a key feature of the Fonua 2027 bid. The FFF wishes the Gold World Cup to be open to everyone, regardless of whether they have a disability or not. In the fan-zones, where screens are, there will be audio of the commentary that people can listen to (by getting headphones that will be given out for free and selecting the required channel), as well as subtitles on the screen of the commentary. Specialised evacuation and rescue protocols for disabled spectators will be included in every stadium. Each version of transport has special ‘disabled seats’ for those who are less able to stand, so that those with a disability are guaranteed for a seat. Fonuans are also quite nice and do regularly give up their seats for others who don’t have one. Dedicated accessible shuttle services from transport hubs to stadium perimeters will be included, as well as ramps and lifts next to any stairs, for anyone who cannot go up stairs. Reserved accessible parking bays will be very close to stadium gates as well. Specialised disability-awareness and sign-language training for venue staff and volunteers will be included. Multi-format communications will be included. Official fan festivals will feature raised viewing platforms, step-free terrain and temporary accessible facilities.

Section IX: Health & Safety
The FFF recognises that health and safety is one of the key features of a successful Gold World Cup. And so they propose that safe entry and exit routes will be included in every stadium, as well as bottleneck prevention. Physical infrastructure in Fonua is very good for queue management, and pitch-invasion prevention will be one of the primary aims for our stewards. Each host venue has many first-aid stations stationed very close to the pitch if they are necessary. There will be many paramedics, emergency doctors, and specialised sports-medicine teams ready if their services are needed, as per the Sports Safety Act 2011. Outside the stadium, there will be strict checks for banned and dangerous items. If anyone is found with a dangerous item, they will not be permitted to enter the stadium for the safety of their fellow fans. There is at least one major hospital within a mile of each host venue, and the swift transport system can help get people from the stadium to the hospital if needed. For each game, there will be at least 10,000 medical staff available in the stadium grounds to respond to a medical emergency, and trained in almost every situation. Fully equipped medical rooms and trauma centres will be included in each host venue, and they are clear, tested timelines and routes for total venue evacuation in the case of an emergency.

Section X: Dedicated Team Nights Plan
In a way to celebrate each national team’s participation in the 2027 Gold World Cup, the FFF proposes the Dedicated Team Nights Plan. Each participating national team will be allocated (randomly) a night in which their team is celebrated. Across fan zones and other places, a compilation of the team’s highlights, history, football leagues and star players will be held to celebrate their achievements. Also, on that night, some children travelling from that national team will be randomly selected to meet that national team, have dinner with them, participate in a training session with them, and receive a signed shirt from their favourite player. A way to make memories that will last a lifetime.

Section XI: Post-Tournament Plan for the Venues
The FFF is aware that after a major tournament, host venues are often just left, move on, and their involvement in the tournament forgotten about. Not in the Fonua 2027 bid. After the tournament, each venue will have the scores of the games they hosted proudly displayed around the stadium, and statues of the star players in those key games erected outside, to join Fonuan legends that will also be there. As all stadiums are pre-existing, there is little chance of them just falling out of order and being a ghost of those who hosted any games in 2027.

Section XII: Legacy
In this section, the FFF will outline anything else that falls into the legacy category not already mentioned in this bid. The most ambitious one, perhaps, is the Every Town, Every Pitch plan. That is where every village, town and city will get at least one section of land allocated to a series of pitches and shed of footballs, shirts, bibs, awards etc for casual football sessions to run. The footballs will be official 2027 Gold World Cup balls, and the shirts will be shirts from the 2027 Gold World Cup. Also, outside of the Every Town, Every Pitch plan will be the Coaching & Refereeing Academy Plan. In order to promote coaching, there will be a simplified online coaching course and simpler in-life coaching training for people to complete, which will work towards coaching badges. There will also be a national academy for coaches to learn and train in every city. With refereeing, it will be the same, as well as free trials in learning to referee in casual matches. The refereeing links to the Every Town, Every Pitch plan in that every football session will be required to take a referee on the free course (for free) so that they can get experience in refereeing matches, even if they are casual. Permanent upgrades to public transport networks will be included after the tournament as well.
To promote football in schools, football will become a major part of the school system. At break and lunch for students, schools will be required to hold mini-tournaments, with referees and coaches on training able to help out as well.

Section XIII: Government Guarantee
The Fonuan Government is in full support of the Fonua 2027 bid by the FFF, noticing the benefits it could lead to in Fonua, and how ready Fonua are to welcome the world. The Government guarantees that all travelling fans from the participating nations will be issued visas as quickly and easily as possible, and will not be rejected entry. Tax exemption will be included for all WAAS officials, as well as fans and officials and players from participating nations. Broadcasting will be guaranteed to all major channels in the participating nation’s nations.
Any fan who feels like they have been treated unfairly during their experience has the right to complain to the FFF, and they may provide refunds.

Fonua is ready to welcome the world
