Furthermore, "SCRAM" as a defined concept is needless and is used only once by the text in a way that could be replaced by its definition. The need for an overarching international organisation, the International Nuclear Compliance Commission (INCC), that sets out operational regulations for nuclear infrastructure is unclear.
