This region is a trophy of Volstrostia, who has claimed it on behalf of the Brotherhood of Malice during Operation Snake Charmer; a solo stealth operation where Alex used social engineering to hoodwink the regions previous governor into granting them governorship. Unless they are mistaken, it was the first coup to take advantage of the succession mechanic in NationStates history.
Unfortunately, Alex used up all their creative wordsmithing skills swindling their way into LinkPHENOMINAL COSMIC POWERS, and as such they have none leftover to write an adequately clever WFE to celebrate the occasion.
Raider Unity, Maintain a Governor (who isn't a spy), Sign a Treaty, and if a strange nation offers you candy, just say no.

I have bad news... I looked at the WFE these raiders left, and after looking closely, I've discovered several subtle clues that this might, in fact, be the Brotherhood. May the Overseer (whoever that is, I certainly wouldn't know, not being an assassin or anything) have mercy on us all.
