THE UNIVERSAL CONSTITUTION OF ABYDOS
AS GIVEN UNTO US BY THE ANCIENTS OF THIS LAND,
WHICH LEADS US AND GUIDES US IN OUR LEGACY.

THIS, EYE OF ABYDOS, OFFICIATED: DECEMBER 15, 2018

Officiation:
This, the Eye of Abydos, shall serve as the supreme law of the region of Abydos and of all nations who reside within. No document shall supersede these words. No craft shall overpower this intent. No power shall overshadow this authority.

Designation:
We shall declare that this Eye of Abydos, through its own sovereign authority, serve as the designation of the true lineage of Grand Luxarchs of Abydos. Any claim of authority over this jurisdiction, Abydos, the lineage of the Grand Luxarch, or its other offices shall be recognized as illegitimate without this Eye of Abydos as declared, December 15, 2018.

Curse of the Ancients:
By the blessings of the Ancients who inhabited these lands before us, Abydos shall forever be protected from calamity and destruction. Those who seek to desecrate this law of Abydos through illegal nullification, exploitation, circumvention, abolishment, manipulation, revolution, or to otherwise cause discord shall be cursed by the Ancients who guard this land and banished. Likewise, Abydos itself shall be lost to the sands, should we as a people forget our Axioms, stray from the lineage here established for the Grand Luxarch, or seek personal glory before the glory of this place.

Promulgation:
With the alluring Eye of Abydos securely stationed within the ethereal above us, we the mortals of this world have justly inherited the legacy built by ancient imperials, kings, queens, nobles, and Luxites. No inheritance shall ever be so abundant, for with this inheritance comes the wisdom of ages of dynasty, triumph, and tragedy, which have crafted and refined our mortal beings to be of a higher ascendancy and ever closer to completion of the great quest our imperial ancestors began so long ago. This quest, we all know, is the immortality of the idea we herein enshrine.

Thus we know as we called out to the heavens in the old ages, clenched our axioms, prayed for vainglorious victory and cursed the enemies who had surrounded us, consumed us, and left in its wake only despair, the spirits of our ancient ancestors looked down upon us, and pitied us in our darkest of hours. When we turn away from the Eye of Abydos, we brought upon ourselves misery, death, and vile things. We lost our essence, saw the enemy in our friends, and destroyed the very life within us. We know that the Eye of Abydos, who guides us, had mercy upon us, for within these words, commissioned a great new birth with our people; to set clear the course in which we are to follow, heal wounds, and build strong our resolve in this world, the likes of which have never been witnessed before.

We declare that The Eye of Abydos stands today as the resolve and testament of a displaced, war torn, and tired people, who at one time chose to reject enlightenment and paid a sizable ransom. When we cling to this Eye of Abydos we shall inherit the rightful blessings upon which all people can use to prosper and thrive. We shall be made whole and no enemy shall assail our coast. We shall be enlightened and be elevated toward the infinite eye; as close as any mortal being can possibly attain within the confines of this world. This document shall be our highest authority for all those who look upon it, in our quest for enlightenment. We know that of the seen and unseen worlds espoused in this existence that the Eye of Abydos is the everlasting authority for all our acts. The Eye of Abydos is the quickener, the mover, the creator, the preserver, the decider, and if rejected, the destroyer. The Eye is our first, last and only, eternally.

The choice all of us face is simple. Adopt the Eye of Abydos as the will and course set forth for an enlightened and unified future, or reject it and allow the blood of the past to spill again with the demons of chaos reigning. We have thus enacted this, The Eye of Abydos, as the highest authority of all people under its jurisdiction. This we do in honor of the Ancients who lead the way before us.

EYE OF ABYDOS
ARTICLE ONE
LEGAL SUPERIORITY

§1.1. Perpetual Establishment

    We shall establish this Eye of Abydos, in its entirety, as the most supreme law of the region
    of Abydos and of all jurisdiction herein acquired, to stand in perpetuity for our governance
    and organization. This Eye of Abydos shall never be repealed.

1.2. Supreme Law

    We shall insure that this Eye of Abydos supersedes all other legislation, directives, decisions,
    orders, decrees, and any other authoritative document within the jurisdiction of
    Abydos.Words, crafts, or personalities which overshadow this Eye of Abydos shall be nullified
    by default.

§1.3. Conditions of Agreement

    We shall consider residency of nation or account, regardless of citizenship or class status,
    anywhere within the jurisdiction of the region of Abydos as an agreement of recognition and
    consent to this Eye of Abydos for all. Those who do not hold agreement with, or object to the
    Eye of Abydos may voluntarily withdraw from agreement through the removal of their
    presence in all Abydos jurisdictions, forfeiting any class, work, status, office, or privilege.

§1.4. Denial of Access

    We shall never deny the right of any citizens to view and have access to the Eye of Abydos in
    its entirety. We shall insure that the Eye of Abydos is displayed promenantly within the region
    and regional forum.

§1.5. Access Through Jurisdiction

    We shall insure that the Eye of Abydos can be accessed through NationStates, the community
    forums, and, if possible, all other infrastructure intended to be used by the general populous
    of Abydos.

§1.6. Adherence

    We shall seek both the authority and spirit of the Eye of Abydos in all our words and actions
    as resident, citizens, and of all classes under the jurisdiction of Abydos.

§1.7. Contradicting Authorities

    We shall be called to challenge the nature of any authority which stands in contradiction of
    this Eye of Abydos, as it is our duty to uphold this constitution above all else.

§1.8. Denial of Residency

    We shall not grant residency or citizenship to those who openly denounce the authority of the
    Eye of Abydos on any infrastructure under the jurisdiction of the region of Abydos or who
    have publicly denounced it abroad. Likewise, nations who denounce the legitimacy of the
    Grand Luxarch, our Abydos Axioms, our system of government generally or specifically, or
    otherwise cause unprovoked disturbances shall be removed from all infrastructure under the
    jurisdiction of Abydos, it's regions and community forum without digression.

§1.9. Personal Exploitation

    We shall never grant any account, person, nation, group, authority, or document the right to
    edit, alter, abolish, circumvent, nullify, undermine, seek refuge against, or manipulate the
    words herein for the purpose of any gain, profit, point, act, or for the purpose of causing
    discord, delegitimization, trolling, spamming, calling for political upheavel, or otherwise
    disruption.

§1.10. Political Exploitation

    We shall never permit this Eye of Abydos to be used as propaganda, a political weapon, or
    otherwise manipulate the meaning and intents of the law herein written.

§1.11. Automatic Removal of Delinquent Nations

    We shall grant the founder the right to eject or ban any nation from all infrastructure which
    has been found to have abused the Eye of Abydos through these and other means for the
    maintenance of peaceful political and jurisdictional operation.

ARTICLE TWO
FOUNDERSHIP

§2.1. Ensuring Compliance

    The founders of the region of Abydos shall be charged and tasked with the keeping and
    compliance of this Eye of Abydos within all jurisdictions if established legal protocol cannot
    resolve an infraction.

§2.2. Regional Adminship

    The founders shall maintain the right to administer as necessary the region of Abydos with the tools and means provided by NationStates for the purpose of providing compliance to the Eye
    of Abydos and to maintain general harmony of the residents and citizens.

§2.3. Anti-Founder Sentiment

    We shall not ratify any law which restricts the founders from performing the duties and
    administrative tasks afforded to themselves through NationStates game mechanics, nor attempt to remove from the founders the right of sole administrative authority. Politicizing legal acts by
    the founders or otherwise advocating for acts to be performed against the founders, with or
    without reason, shall not be tolerated. General disruption and noncompliance with regards to
    anti-founder sentiment shall result in the removal of citizenship and residency.

ARTICLE THREE
INTERPRETATION & REVISION

§3.1. Interpretations of Law

    We shall grant the right of interpretation of law to the Templars Guild. The Templars Guild shall interpret this Eye of Abydos and all subsequent law. The Templars Guild shall write a Law
    Review on their interpretation of the law to be accepted by all citizens of Abydos.

§3.2. Disputed Legal Interpretations

    Should the general population or any nation dispute the validity of a Law Review by
    the Templars Guild, the Founders shall issue a judgement either upholding the Law Review or
    order the repeal of the law causing the dispute, excluding this Eye of Abydos.

§3.3. Eye of Abydos Revisions

    We shall require all revisions of this Eye of Abydos to be agreed upon and performed jointly
    by the Founders and currently seated Grand Luxarch, through a Writ of Revision.

§3.4. Transparency of Writs

    We shall require all Writs of Revision to be publicly posted and accessed by all residents and
    citizens.

§3.5. Revision Agreement Status

    We shall grant no revision to the Eye of Abydos if the Founders and Grand Luxarch do not
    agree in full to the alteration. This excludes basic coding, grammar, and spelling corrections
    when discovered. We shall require full agreement to a revision to prevent radical changes to
    the harmony of Abydos and its government.

§3.6. Revision Incorporation Policy

    We shall require that all revisions to the Eye of Abydos be incorporated into the text of this in
    such a way as to leave the original text intact, and provide necessary addenda to the text to
    provide the reasoning, dating, and signatures of the revision.

ARTICLE FOUR
GOVERNMENT STRUCTURE

§4.1. Political Branches

    We shall divide the government of Abydos into two distinct separate branches of government:
    The Executive Branch and the Legislative Branch. The executive branch of government shall
    be lead by the Grand Luxarch and the legislative branch shall Consist of The Conclave and The Presidium.

§4.2. Executive Branch

    The executive branch of government for Abydos shall consist of the Grand Luxarch.

§4.3. Legislative Branch

    The legislative branch of government for Abydos shall consist of the Conclave and the Presidium. The Conclave and the Presidium each shall consist of six seats. The Conclave shall consist of six Viziers leading and representing each of the guilds elected by the members of the respective guilds on the 5th day of every month and shall continue daily until all candidacies have been voted upon. Once the voting has begun on the 5th, no new candidacies will be accepted until the following month.

    The Presidium shall comprise the upper chamber of the legislative branch of government in Abydos. It shall consist of seven members, one non-elected and six elected members, elected at large by the citizens on the third day of every third month. Members shall bear the title founder and shall be endowed with the same regional administrative controls as Zyris. Members shall hold no other offices while serving on the Presidium and shall not be affiliated with any political party or faction. However, members retain the right as citizens to vote in elections. Zyris shall have no vote on legislation unless the members are equally divided.

    Vacancies in positions shall be filled through interim election if the vacancy occurs five or more days before the next scheduled election for that position.

§4.4. Abydos Guilds

    Abydos shall operate six guilds for the purpose of carrying out various additional regional
    functions that operate in varying degrees of semi-autonomously from the executive and
    legislative branches of government. These guilds shall include: Templers Guild Ambassadors
    Guild, Roleplay Guild, Citizens Guild, Defense Guild, and History Guild. Membership in guilds aside from default membership in the citizens guild is optional and Citizens may be in more than one guild at once but may not be officers or viziers in more than one guild at once.

§4.5. Templars Guild

    The Templars Guild shall be responsible for the protection and enforcement of the 13 Abydos
    Axioms over the region. The Templars Guild is also charged with promoting the
    history, education, and culture of Abydos to the citizens.

§4.6. Ambassadors Guild

    The Ambassadors Guild shall be responsible for diplomacy, foreign affairs, and embassy
    exchanges for Abydos, excluding that which pertains to signed treaties, military action,
    espionage, and condemnations. The Ambassadors Guild shall carry out diplomatic missions and lead all ambassadors in the fulfillment of foreign affairs missions.


§4.7. Roleplay Guild

    The Roleplay Guild shall be responsible for creating and maintaining a successful roleplay
    environment within Abydos, as well as launch new role play games and scenarios. The guild
    shall be charged with keeping order to all Roleplay Games and events as well as assisting with all
    nations who seek to participate.

§4.8. Citizens Guild

    The Citizens Guild shall be responsible for the creation and maintenance of political party
    headquarters, citizens organization groups, and other civic-centered organizations which may
    be created to facilitate a competitive political atmosphere in Abydos. The Citizens Guild shall
    maintain a fair and unbiased approach to the various political and organizations factions of Abydos.

§4.9. Defense Guild

    The Defense Guild shall act as the official military and intelligence sector of Abydos. The guild
    shall be governed by the Chief General and may have subsequent military ranks below. The
    guild shall be under the strict control of the Grand Luxarch. The Defense Guild shall maintain a standing military capable of defending Abydos and her allies from outside forces.The Grand Luxarch shall reserve the right to promote or demote nations at will for the successful function of the guild.

§4.10. History Guild

    The History Guild shall be responsible for the organization of the history and culture of Abydos.

ARTICLE FIVE
THE GRAND LUXARCH

§5.1. Role of the Grand Luxarch
    The Grand Luxarch of Abydos shall be regarded as the highest attainable position possible
    and the regions public figurehead, highest executive leader and commander of the military.
    The Grand Luxarch shall work with the Conclave and Presidium to set a reasonable foreign policy. The Grand Luxarch shall work with the Founders to ensure a harmonious regional experience, security,and conduct any necessary revisions to this Eye of Abydos. The Grand Luxarch may also issue various decrees which execute their will and regional law.

§5.2.Grand Luxarch Terms

    The Grand Luxarch shall serve for a term of one month. A Conclave election shall occur on the 20th day of the month with all viziers and the incumbent Grand Luxarch on a public ballot to see who among themselves will serve as the next Grand Luxarch. Removal from office may only occur through voluntary resignation, election of a successor, death of a nation or impeachment.
    In the event no Grand Luxarch exists, the Conclave shall convence to elect a new Grand Luxarch
    within 72 hours of any vacancy.

§5.3.Self Proclamations

    Should the government of Abydos collapse and no apparent Grand Luxarch exists, or if any
    Grand Luxarch abandons the 13 Abydos Axioms, or this Eye of Abydos in whole, any nation
    may self proclaim to be the next Grand Luxarch and the title and office shall be respected
    until such time that this Eye of Abydos be re-ordained and restoration of a functioning
    government occur. If no such nation makes a self proclamation to the office of Grand Luxarch,
    the founder shall assume the position by default.

§5.4.Dynasties

    We shall consider a dynasty to be the continuous rule of elected Grand Luxarchs. A new dynasty for Abydos shall begin whenever a Grand Luxarch has been elected.

ARTICLE SIX
LEGISLATIVE PROCEDURE & STANDARDS

§6.1.Role of the Conclave & Presidium

    The Conclave and Presidium shall serve as the primary legislative body of Abydos charged with the passage and repeal of laws. The Conclave and Presidium shall additionally conduct other voting, discussion,debates, and opinions periodically to insure its own function.

§6.2. Legislator Restrictions

    Viziers and Founders shall be regarded as equal to one another, each holding the same rights and responsibilities to propose law and call for votes. Neither the Conclave nor Presidium shall make no law which designates additional responsibilities to the viziers and founders in an imbalanced way, nor create secondary offices for itself.

§6.3. Stop-Gap Rule

    The Conclave and Presidium shall be barred from ratifying or repealing any legislation if fewer than three Scribes or Founders are seated.

§6.4. Record of Laws

    The Conclave and Presidium shall be required to keep a listing of all laws passed and all repeals in a singular chronological list so as to provide a clear and accurate timeline of events.

§6.5. Ratification and Repeal Process

    The Conclave and Presidium shall treat all laws and all repeals equally with repeals being written up as if it were a law. Every proposal shall be discussed in the Conclave and the Presidium, and then put to vote within the respective bodies. Voting shall last for 24 hours, or less if all scribes cast their votes before the time limit ends. From there, the Grand Luxarch shall be notified to sign or veto the law. No law is considered valid if it is not signed by the Grand Luxarch.

§6.6. Conclave Restrictions

    The Conclave and Presidium shall not be permitted to mass ratify or mass repeal laws, nor shall it be granted the right to pass any legislation which is worded in such a way so as to
    unreasonably prevent its own repeal. Exploitation of legal procedure shall not be
    tolerated.

§6.7. Legal Template

    All laws and repeals shall be standardized into a single template format. Each law shall
    have a maximum of three articles. In Article 1 and 2, the first two words of the act
    shall be 'We shall'. The third Article of all laws and repeals shall be 'We shall not'. All
    laws and repeals shall be dated, and recorded chronologically so as to provide a
    timeline of legislative events for Abydos. All scribes shall be listed on every law or
    repeal to account who voted for and against along with the presidents signature and
    date.

§6.8. Crime and Punishment

    The Conclave and Presidium shall determine if crimes have taken place under the law, and what punishments should be given. Punishments exceeding imprisonment on the community forum shall require the Presidium's approval.

ELECTIONS & VOTING

§7.1. Election Duration & Tabulation

    All Abydos elections shall last for 24 hours and performed publically with only the votes of citizens being counted. Elections shall be considered won only if a majority of the votes have been achieved.

History

The Abydos Royalist Party was created by leaders of the Kingdom of Murgenisten, with the belief that conservative, traditional, and monarchial beliefs must be spread throughout the region of Abydos.

The party was officially created on December 21, 2018

-The Kingdom of Murgenisten was selected as scribe, by High Luxarch Ancient Greek Kingdoms. He was also made Elder Statesman by High Priest Zartavaria on January 13, 2019

-Yaqobia, the ARP's first member, was the first High Oracle to join a political party. He was also made Chief Cartographer by High Priest Zartavaria on January 13, 2019.

-Synum gabymus was elected scribe on January 28, 2019.

Beliefs:

1. We believe in maintaining a Monarchy.

2. Support the freedom of speech.

7. Believe in Conservative ideals.

8. Believe that Corporations and powerful organizations are to have limited power in politics.

9. We are neither Globalist or Nationalist. We believe that we should interact with other nations in the region and of other regions, but believe that our home, our country, should be our priority.

10. Believe in legalization of Marijuana as well as medicinal substances.

11. Believes in staying out of foreign conflicts, as much as possible.

12. Against foreign aid.

13. Would like to prevent the creation of a police state.

14. Supports Spiritualism.

15. Believes in small and limited taxation.

In this party, we would like to encourage members to treat others with respect, and dignity, even if the other individual is of opposing ideals.

We do not believe that violence, nor anger is to be allowed in this party, as we are party made of gentlemen and ladies.

Swearing is sometimes allowed, but we prohibit the use of racial slurs against other party members, or of opposing members. However, racial slurs may be used in political discussion.

Preamble

This Party--The Order of The Sacred Eye, unto the protection, preservation, and defense of the Eye of Abydos, its meritocratic culture and way of life; above all, the lofty governing virtues of the Axioms, with a keenness of vision guided by the Eye of Abydos and a doctrinaire determination to observe its precepts do ordain and establish this party and this platform which shall serve as its ideological basis.

I. Law and Legislation

a. The goal of this party shall be the maintenance and preservation of the Eye of Abydos as originally framed and ratified.
b. In accordance with the Thirteenth Axiom, this party believes the purpose of the Conclave is to legislate only in the interests of clarifying the meaning of the Eye of Abydos, or to further the execution of law therein written. Legislative action should not be an end unto itself.
c. This party shall resist any amendments to the Eye of Abydos unless deemed necessary to the clarification of or further execution of law therein written.

II. Culture

a. This party shall defend and affirm the meritocratic culture in Abydos; namely that merit--work, qualifies a citizen to a position of status politically and professionally. Those who aspire to a higher position must begin at a lower position.
b. People of certain personality types do better in some areas and some in others. This party recommends that future new arrivals be given the Myers-Briggs Type Indicator (MBTI) when applying for citizenship that will further assist them in finding useful, purposeful, and active participation in Abydos that is best suited to their specific personality type.
c. It shall be the mission of this party to further a culture of unity, stability, and social cohesion while embracing change.
d. This party shall promote the culture mentioned above through a cultivation of education via the guild system and the propagation and desemination of information conducive to the unity, stability, and social cohesion of Abydos.


III. Government

a. This party shall strive to maintain the highly evolved, hybridized and layered government encompassing five forms of government which operate as a harmonious whole.

IV. Foreign Policy

a. This party shall not seek to create embassies as an end unto itself, particulary where such diplomatic relations are effectively non-existent.
b. Any candidate associated with this party for the office of High Priest if elected shall work with the Grand Luxarch; and any holder of the office of Grand Luxarch associated with this party shall work with the High Priest to create a foreign policy for Abydos that seeks meaningful, active, and purposeful diplomatic relations with the outside world, particularly a foreign policy that is ORB-centered; this party sees value in providing a common defense to founderless regions against raiders.
c. The members of this party are realists in foreign policy and are doubly aware of the reality that Abydos nor ORB can defend against all raiders, nor defend every and all places around the world, but that in an international order virtually devoid of any significant organization committed to region defense. ORB is the only organization capable of doing so, and therefore, the burden falls upon Abydos and ORB.

V. Ideology

a. The Order of The Sacred Eye is neither left nor right in ideology. Its aims, goals, and ideals place it outside the typical left-right political spectrum. It is thought that in such a crucial time as the present with Abydos, the Eye, and the government in their infancy, this party can ill afford to become ensnared in what is viewed from this party's perspective as an ideological trap that would at best distract its members from, and at worst, impair the party's mission to protect, preserve, and defend Abydos, the Eye, the Axioms, and Abydos culture.
b. Additionally, for this reason, while differences in party and ideology do and will exist, and while by law citizens cannot hold membership with more than one party simultaneously, The Order of The Sacred Eye nonetheless welcomes members of other parties to caucus with its members, insofar as it is the duty of all citizens regardless of political party or none at all to uphold the Axioms and the Eye of Abydos. On this basis, there can be cooperation despite slight and/or perceived differences in ideology, and it is thought that such a policy will be most conducive to regional unity.

VI. Membership

a. Approved and continuous membership is contingent upon registered citizenship and honorable standing within society according to the Axioms, The Eye of Abydos, traditions, customs, and cultural norms of Abydos, as well as the ideological and ethical standards of this party.

VII. Role of the Judiciary

THIS, EYE OF ABYDOS, OFFICIATED: DECEMBER 15, 2018

Officiation:
This, the Eye of Abydos, shall serve as the supreme law of the region of Abydos and of all nations who reside within. No document shall supersede these words. No craft shall overpower this intent. No power shall overshadow this authority.

Designation:
We shall declare that this Eye of Abydos, through its own sovereign authority, serve as the designation of the true lineage of Grand Luxarchs of Abydos. Any claim of authority over this jurisdiction, Abydos, the lineage of the Grand Luxarch, or its other offices shall be recognized as illegitimate without this Eye of Abydos as declared, December 15, 2018.

Curse of the Ancients:
By the blessings of the Ancients who inhabited these lands before us, Abydos shall forever be protected from calamity and destruction. Those who seek to desecrate this law of Abydos through illegal nullification, exploitation, circumvention, abolishment, manipulation, revolution, or to otherwise cause discord shall be cursed by the Ancients who guard this land and banished. Likewise, Abydos itself shall be lost to the sands, should we as a people forget our Axioms, stray from the lineage here established for the Grand Luxarch, or seek personal glory before the glory of this place.

Promulgation:
With the alluring Eye of Abydos securely stationed within the ethereal above us, we the mortals of this world have justly inherited the legacy built by ancient imperials, kings, queens, nobles, and Luxites. No inheritance shall ever be so abundant, for with this inheritance comes the wisdom of ages of dynasty, triumph, and tragedy, which have crafted and refined our mortal beings to be of a higher ascendancy and ever closer to completion of the great quest our imperial ancestors began so long ago. This quest, we all know, is the immortality of the idea we herein enshrine.

Thus we know as we called out to the heavens in the old ages, clenched our axioms, prayed for vainglorious victory and cursed the enemies who had surrounded us, consumed us, and left in its wake only despair, the spirits of our ancient ancestors looked down upon us, and pitied us in our darkest of hours. When we turn away from the Eye of Abydos, we brought upon ourselves misery, death, and vile things. We lost our essence, saw the enemy in our friends, and destroyed the very life within us. We know that the Eye of Abydos, who guides us, had mercy upon us, for within these words, commissioned a great new birth with our people; to set clear the course in which we are to follow, heal wounds, and build strong our resolve in this world, the likes of which have never been witnessed before.

We declare that The Eye of Abydos stands today as the resolve and testament of a displaced, war torn, and tired people, who at one time chose to reject enlightenment and paid a sizable ransom. When we cling to this Eye of Abydos we shall inherit the rightful blessings upon which all people can use to prosper and thrive. We shall be made whole and no enemy shall assail our coast. We shall be enlightened and be elevated toward the infinite eye; as close as any mortal being can possibly attain within the confines of this world. This document shall be our highest authority for all those who look upon it, in our quest for enlightenment. We know that of the seen and unseen worlds espoused in this existence that the Eye of Abydos is the everlasting authority for all our acts. The Eye of Abydos is the quickener, the mover, the creator, the preserver, the decider, and if rejected, the destroyer. The Eye is our first, last and only, eternally.

The choice all of us face is simple. Adopt the Eye of Abydos as the will and course set forth for an enlightened and unified future, or reject it and allow the blood of the past to spill again with the demons of chaos reigning. We have thus enacted this, The Eye of Abydos, as the highest authority of all people under its jurisdiction. This we do in honor of the Ancients who lead the way before us.

ARTICLE ONE
LEGAL SUPERIORITY

§1.1. Perpetual Establishment

    We shall establish this Eye of Abydos, in its entirety, as the most supreme law of the region
    of Abydos and of all jurisdiction herein acquired, to stand in perpetuity for our governance
    and organization. This Eye of Abydos shall never be repealed.

1.2. Supreme Law

    We shall insure that this Eye of Abydos supersedes all other legislation, directives, decisions,
    orders, decrees, and any other authoritative document within the jurisdiction of
    Abydos.Words, crafts, or personalities which overshadow this Eye of Abydos shall be nullified
    by default.

§1.3. Conditions of Agreement

    We shall consider residency of nation or account, regardless of citizenship or class status,
    anywhere within the jurisdiction of the region of Abydos as an agreement of recognition and
    consent to this Eye of Abydos for all. Those who do not hold agreement with, or object to the
    Eye of Abydos may voluntarily withdraw from agreement through the removal of their
    presence in all Abydos jurisdictions, forfeiting any class, work, status, office, or privilege.

§1.4. Denial of Access

    We shall never deny the right of any citizens to view and have access to the Eye of Abydos in
    its entirety. We shall insure that the Eye of Abydos is displayed promenantly within the region
    and regional forum.

§1.5. Access Through Jurisdiction

    We shall insure that the Eye of Abydos can be accessed through NationStates, the community
    forums, and, if possible, all other infrastructure intended to be used by the general populous
    of Abydos.

§1.6. Adherence

    We shall seek both the authority and spirit of the Eye of Abydos in all our words and actions
    as resident, citizens, and of all classes under the jurisdiction of Abydos.

§1.7. Contradicting Authorities

    We shall be called to challenge the nature of any authority which stands in contradiction of
    this Eye of Abydos, as it is our duty to uphold this constitution above all else.

§1.8. Denial of Residency

    We shall not grant residency or citizenship to those who openly denounce the authority of the
    Eye of Abydos on any infrastructure under the jurisdiction of the region of Abydos or who
    have publicly denounced it abroad. Likewise, nations who denounce the legitimacy of the
    Grand Luxarch, our Abydos Axioms, our system of government generally or specifically, or
    otherwise cause unprovoked disturbances shall be removed from all infrastructure under the
    jurisdiction of Abydos, it's regions and community forum without digression.

§1.9. Personal Exploitation

    We shall never grant any account, person, nation, group, authority, or document the right to
    edit, alter, abolish, circumvent, nullify, undermine, seek refuge against, or manipulate the
    words herein for the purpose of any gain, profit, point, act, or for the purpose of causing
    discord, delegitimization, trolling, spamming, calling for political upheavel, or otherwise
    disruption.

§1.10. Political Exploitation

    We shall never permit this Eye of Abydos to be used as propaganda, a political weapon, or
    otherwise manipulate the meaning and intents of the law herein written.

§1.11. Automatic Removal of Delinquent Nations

    We shall grant the founder the right to eject or ban any nation from all infrastructure which
    has been found to have abused the Eye of Abydos through these and other means for the
    maintenance of peaceful political and jurisdictional operation.

ARTICLE TWO
FOUNDERSHIP

§2.1. Ensuring Compliance

    The founders of the region of Abydos shall be charged and tasked with the keeping and
    compliance of this Eye of Abydos within all jurisdictions if established legal protocol cannot
    resolve an infraction.

§2.2. Regional Adminship

    The founders shall maintain the right to administer as necessary the region of Abydos with the tools and means provided by NationStates for the purpose of providing compliance to the Eye
    of Abydos and to maintain general harmony of the residents and citizens.

§2.3. Anti-Founder Sentiment

    We shall not ratify any law which restricts the founders from performing the duties and
    administrative tasks afforded to themselves through NationStates game mechanics, nor attempt to remove from the founders the right of sole administrative authority. Politicizing legal acts by
    the founders or otherwise advocating for acts to be performed against the founders, with or
    without reason, shall not be tolerated. General disruption and noncompliance with regards to
    anti-founder sentiment shall result in the removal of citizenship and residency.

ARTICLE THREE
INTERPRETATION & REVISION

§3.1. Interpretations of Law

    We shall grant the right of interpretation of law to the Templars Guild. The Templars Guild shall interpret this Eye of Abydos and all subsequent law. The Templars Guild shall write a Law
    Review on their interpretation of the law to be accepted by all citizens of Abydos.

§3.2. Disputed Legal Interpretations

    Should the general population or any nation dispute the validity of a Law Review by
    the Templars Guild, the Founders shall issue a judgement either upholding the Law Review or
    order the repeal of the law causing the dispute, excluding this Eye of Abydos.

§3.3. Eye of Abydos Revisions

    We shall require all revisions of this Eye of Abydos to be agreed upon and performed jointly
    by the Founders and currently seated Grand Luxarch, through a Writ of Revision.

§3.4. Transparency of Writs

    We shall require all Writs of Revision to be publicly posted and accessed by all residents and
    citizens.

§3.5. Revision Agreement Status

    We shall grant no revision to the Eye of Abydos if the Founders and Grand Luxarch do not
    agree in full to the alteration. This excludes basic coding, grammar, and spelling corrections
    when discovered. We shall require full agreement to a revision to prevent radical changes to
    the harmony of Abydos and its government.

§3.6. Revision Incorporation Policy

    We shall require that all revisions to the Eye of Abydos be incorporated into the text of this in
    such a way as to leave the original text intact, and provide necessary addenda to the text to
    provide the reasoning, dating, and signatures of the revision.

ARTICLE FOUR
GOVERNMENT STRUCTURE

§4.1. Political Branches

    We shall divide the government of Abydos into two distinct separate branches of government:
    The Executive Branch and the Legislative Branch. The executive branch of government shall
    be lead by the Grand Luxarch and the legislative branch shall Consist of The Conclave and The Presidium.

§4.2. Executive Branch

    The executive branch of government for Abydos shall consist of the Grand Luxarch.

§4.3. Legislative Branch

    The legislative branch of government for Abydos shall consist of the Conclave and the Presidium. The Conclave and the Presidium each shall consist of six seats. The Conclave shall consist of six Viziers leading and representing each of the guilds elected by the members of the respective guilds on the 5th day of every month and shall continue daily until all candidacies have been voted upon. Once the voting has begun on the 5th, no new candidacies will be accepted until the following month.

    The Presidium shall comprise the upper chamber of the legislative branch of government in Abydos. It shall consist of seven members, one non-elected and six elected members, elected at large by the citizens on the third day of every third month. Members shall bear the title founder and shall be endowed with the same regional administrative controls as Zyris. Members shall hold no other offices while serving on the Presidium and shall not be affiliated with any political party or faction. However, members retain the right as citizens to vote in elections. Zyris shall have no vote on legislation unless the members are equally divided.

    Vacancies in positions shall be filled through interim election if the vacancy occurs five or more days before the next scheduled election for that position.

§4.4. Abydos Guilds

    Abydos shall operate six guilds for the purpose of carrying out various additional regional
    functions that operate in varying degrees of semi-autonomously from the executive and
    legislative branches of government. These guilds shall include: Templers Guild Ambassadors
    Guild, Roleplay Guild, Citizens Guild, Defense Guild, and History Guild. Membership in guilds aside from default membership in the citizens guild is optional and Citizens may be in more than one guild at once but may not be officers or viziers in more than one guild at once.

§4.5. Templars Guild

    The Templars Guild shall be responsible for the protection and enforcement of the 13 Abydos
    Axioms over the region. The Templars Guild is also charged with promoting the
    history, education, and culture of Abydos to the citizens.

§4.6. Ambassadors Guild

    The Ambassadors Guild shall be responsible for diplomacy, foreign affairs, and embassy
    exchanges for Abydos, excluding that which pertains to signed treaties, military action,
    espionage, and condemnations. The Ambassadors Guild shall carry out diplomatic missions and lead all ambassadors in the fulfillment of foreign affairs missions.


§4.7. Roleplay Guild

    The Roleplay Guild shall be responsible for creating and maintaining a successful roleplay
    environment within Abydos, as well as launch new role play games and scenarios. The guild
    shall be charged with keeping order to all Roleplay Games and events as well as assisting with all
    nations who seek to participate.

§4.8. Citizens Guild

    The Citizens Guild shall be responsible for the creation and maintenance of political party
    headquarters, citizens organization groups, and other civic-centered organizations which may
    be created to facilitate a competitive political atmosphere in Abydos. The Citizens Guild shall
    maintain a fair and unbiased approach to the various political and organizations factions of Abydos.

§4.9. Defense Guild

    The Defense Guild shall act as the official military and intelligence sector of Abydos. The guild
    shall be governed by the Chief General and may have subsequent military ranks below. The
    guild shall be under the strict control of the Grand Luxarch. The Defense Guild shall maintain a standing military capable of defending Abydos and her allies from outside forces.The Grand Luxarch shall reserve the right to promote or demote nations at will for the successful function of the guild.

§4.10. History Guild

    The History Guild shall be responsible for the organization of the history and culture of Abydos.

ARTICLE FIVE
THE GRAND LUXARCH

§5.1. Role of the Grand Luxarch
    The Grand Luxarch of Abydos shall be regarded as the highest attainable position possible
    and the regions public figurehead, highest executive leader and commander of the military.
    The Grand Luxarch shall work with the Conclave and Presidium to set a reasonable foreign policy. The Grand Luxarch shall work with the Founders to ensure a harmonious regional experience, security,and conduct any necessary revisions to this Eye of Abydos. The Grand Luxarch may also issue various decrees which execute their will and regional law.

§5.2.Grand Luxarch Terms

    The Grand Luxarch shall serve for a term of one month. A Conclave election shall occur on the 20th day of the month with all viziers and the incumbent Grand Luxarch on a public ballot to see who among themselves will serve as the next Grand Luxarch. Removal from office may only occur through voluntary resignation, election of a successor, death of a nation or impeachment.
    In the event no Grand Luxarch exists, the Conclave shall convence to elect a new Grand Luxarch
    within 72 hours of any vacancy.

§5.3.Self Proclamations

    Should the government of Abydos collapse and no apparent Grand Luxarch exists, or if any
    Grand Luxarch abandons the 13 Abydos Axioms, or this Eye of Abydos in whole, any nation
    may self proclaim to be the next Grand Luxarch and the title and office shall be respected
    until such time that this Eye of Abydos be re-ordained and restoration of a functioning
    government occur. If no such nation makes a self proclamation to the office of Grand Luxarch,
    the founder shall assume the position by default.

§5.4.Dynasties

    We shall consider a dynasty to be the continuous rule of elected Grand Luxarchs. A new dynasty for Abydos shall begin whenever a Grand Luxarch has been elected.

ARTICLE SIX
LEGISLATIVE PROCEDURE & STANDARDS

§6.1.Role of the Conclave & Presidium

    The Conclave and Presidium shall serve as the primary legislative body of Abydos charged with the passage and repeal of laws. The Conclave and Presidium shall additionally conduct other voting, discussion,debates, and opinions periodically to insure its own function.

§6.2. Legislator Restrictions

    Viziers and Founders shall be regarded as equal to one another, each holding the same rights and responsibilities to propose law and call for votes. Neither the Conclave nor Presidium shall make no law which designates additional responsibilities to the viziers and founders in an imbalanced way, nor create secondary offices for itself.

§6.3. Stop-Gap Rule

    The Conclave and Presidium shall be barred from ratifying or repealing any legislation if fewer than three Scribes or Founders are seated.

§6.4. Record of Laws

    The Conclave and Presidium shall be required to keep a listing of all laws passed and all repeals in a singular chronological list so as to provide a clear and accurate timeline of events.

§6.5. Ratification and Repeal Process

    The Conclave and Presidium shall treat all laws and all repeals equally with repeals being written up as if it were a law. Every proposal shall be discussed in the Conclave and the Presidium, and then put to vote within the respective bodies. Voting shall last for 24 hours, or less if all scribes cast their votes before the time limit ends. From there, the Grand Luxarch shall be notified to sign or veto the law. No law is considered valid if it is not signed by the Grand Luxarch.

§6.6. Conclave Restrictions

    The Conclave and Presidium shall not be permitted to mass ratify or mass repeal laws, nor shall it be granted the right to pass any legislation which is worded in such a way so as to
    unreasonably prevent its own repeal. Exploitation of legal procedure shall not be
    tolerated.

§6.7. Legal Template

    All laws and repeals shall be standardized into a single template format. Each law shall
    have a maximum of three articles. In Article 1 and 2, the first two words of the act
    shall be 'We shall'. The third Article of all laws and repeals shall be 'We shall not'. All
    laws and repeals shall be dated, and recorded chronologically so as to provide a
    timeline of legislative events for Abydos. All scribes shall be listed on every law or
    repeal to account who voted for and against along with the presidents signature and
    date.

§6.8. Crime and Punishment

    The Conclave and Presidium shall determine if crimes have taken place under the law, and what punishments should be given. Punishments exceeding imprisonment on the community forum shall require the Presidium's approval.

ELECTIONS & VOTING

§7.1. Election Duration & Tabulation

    All Abydos elections shall last for 24 hours and performed publically with only the votes of citizens being counted. Elections shall be considered won only if a majority of the votes have been achieved.

The Abydos Royalist Party was created by leaders of the Kingdom of Murgenisten, with the belief that conservative, traditional, and monarchial beliefs must be spread throughout the region of Abydos.

The party was officially created on December 21, 2018

-The Kingdom of Murgenisten was selected as scribe, by High Luxarch Ancient Greek Kingdoms. He was also made Elder Statesman by High Priest Zartavaria on January 13, 2019

-Yaqobia, the ARP's first member, was the first High Oracle to join a political party. He was also made Chief Cartographer by High Priest Zartavaria on January 13, 2019.

-Synum gabymus was elected scribe on January 28, 2019.

I. Law and Legislation

a. The goal of this party shall be the maintenance and preservation of the Eye of Abydos as originally framed and ratified.
b. In accordance with the Thirteenth Axiom, this party believes the purpose of the Conclave is to legislate only in the interests of clarifying the meaning of the Eye of Abydos, or to further the execution of law therein written. Legislative action should not be an end unto itself.
c. This party shall resist any amendments to the Eye of Abydos unless deemed necessary to the clarification of or further execution of law therein written.

II. Culture

a. This party shall defend and affirm the meritocratic culture in Abydos; namely that merit--work, qualifies a citizen to a position of status politically and professionally. Those who aspire to a higher position must begin at a lower position.
b. People of certain personality types do better in some areas and some in others. This party recommends that future new arrivals be given the Myers-Briggs Type Indicator (MBTI) when applying for citizenship that will further assist them in finding useful, purposeful, and active participation in Abydos that is best suited to their specific personality type.
c. It shall be the mission of this party to further a culture of unity, stability, and social cohesion while embracing change.
d. This party shall promote the culture mentioned above through a cultivation of education via the guild system and the propagation and desemination of information conducive to the unity, stability, and social cohesion of Abydos.


III. Government

a. This party shall strive to maintain the highly evolved, hybridized and layered government encompassing five forms of government which operate as a harmonious whole.

IV. Foreign Policy

a. This party shall not seek to create embassies as an end unto itself, particulary where such diplomatic relations are effectively non-existent.
b. Any candidate associated with this party for the office of High Priest if elected shall work with the Grand Luxarch; and any holder of the office of Grand Luxarch associated with this party shall work with the High Priest to create a foreign policy for Abydos that seeks meaningful, active, and purposeful diplomatic relations with the outside world, particularly a foreign policy that is ORB-centered; this party sees value in providing a common defense to founderless regions against raiders.
c. The members of this party are realists in foreign policy and are doubly aware of the reality that Abydos nor ORB can defend against all raiders, nor defend every and all places around the world, but that in an international order virtually devoid of any significant organization committed to region defense. ORB is the only organization capable of doing so, and therefore, the burden falls upon Abydos and ORB.

V. Ideology

a. The Order of The Sacred Eye is neither left nor right in ideology. Its aims, goals, and ideals place it outside the typical left-right political spectrum. It is thought that in such a crucial time as the present with Abydos, the Eye, and the government in their infancy, this party can ill afford to become ensnared in what is viewed from this party's perspective as an ideological trap that would at best distract its members from, and at worst, impair the party's mission to protect, preserve, and defend Abydos, the Eye, the Axioms, and Abydos culture.
b. Additionally, for this reason, while differences in party and ideology do and will exist, and while by law citizens cannot hold membership with more than one party simultaneously, The Order of The Sacred Eye nonetheless welcomes members of other parties to caucus with its members, insofar as it is the duty of all citizens regardless of political party or none at all to uphold the Axioms and the Eye of Abydos. On this basis, there can be cooperation despite slight and/or perceived differences in ideology, and it is thought that such a policy will be most conducive to regional unity.

VI. Membership

a. Approved and continuous membership is contingent upon registered citizenship and honorable standing within society according to the Axioms, The Eye of Abydos, traditions, customs, and cultural norms of Abydos, as well as the ideological and ethical standards of this party.

VII. Role of the Judiciary

It shall be the position of this party that the role of the Oracles is the interpretation of the Eye of Abydos, the Axioms, and subsequent law through the lens of the former two listed, when a case of law is brought before them to interpret. We shall not support a judiciary that is activist in nature, or whose members see themselves as an enforcer of law in the manner of an executive agency.

Reading through the recently busy RMB over the past few days, I detect a strong inclination within the region for stronger and more active political parties. As 1 of 36 Citizens of this region, I would like to humbly suggest some ideas that may help advance that cause:

To All Citizens:
Only 19 of 36 citizens are currently affiliated with political parties. For some (like myself), the decision not to join a party is a professional one, wishing to avoid the appearance of partisanship in upholding the duties of my office. For others, it may be unfamiliarity with the parties or their leaders. It may be dissatisfaction with the platforms of the three existing parties. Or it may be the fact that parties seem largely irrelevant given the comity that our region currently enjoys.

If you would like more information about the three currently existing parties, please feel free to reach out to their leaders, explore their platforms, and look at the various types of governments represented within those parties, all in an effort to see where you might best fit. We are an open and welcoming region!

If you are unsatisfied with the currently existing parties, start your own party; even recruiting two-thirds of the independent ranks would make yours the strongest party in the region and an instantly important political player in the region, if that's your goal. We are a relatively nascent region where history is still being written!

If you would like to see the role of parties strengthened because you like the politics aspect of the game, let everyone know here on the RMB, or send telegrams to the Freeholders of the Conclave. We are a region where democratic participation is highly valued!

I understand that there is some push to enact a so-called Charter of Rights, ostensibly to promote patriotic causes. I also understand there is an eagerness to pass legislation so as to cement this Conclave's place in the history of Abydos. That said, no issues have arisen where the rights and privileges of residents and/or citizens have come to the fore on the RMB or even been questioned (at least since 1 Jan). As such, I wonder if it really ought to be the first order of business of this new Conclave? At the very least it should be discussed and other citizens, whose voices like mine are 1 of 36 of our glorious regional polity, should also weigh in on the matter. We should not make laws for the sake of making laws!

What legislation do I propose the Conclave should consider before a (premature at best, unnecessary at worst) Charter of Rights?

I think our five members of the Conclave should craft legislation that is both constitutional and will make political parties more relevant. For instance, would it be possible to use a party-list system and have staggered elections (10 March, July, November) for the two Selected Scribes positions? Democratic partly-list elections would encourage citizens to join, recruit for, and lobby on behalf of parties and their platforms. The informal role of party leaders would be strengthened as they rank order the list and whip votes in their favor. And the parties would have greater reason to distinguish themselves as partisan entities in a community that currently enjoys little political dissent or even debate.

But what about the Eye? Can this be done without amendment to the constitution?

The answer is yes. §7.2. Priestly Duties in the Eye specifically grants the HP the right to select the two Selected Scribes according to his/her "will or party." That principle would not be jettisoned. If written correctly, legislation could be enacted that calls upon, but does not mandate, the HP to strongly take into the account the will of the people's party-list elections when choosing their Selected Scribes. Could the HP constitutionally and legally go against the will of the people's party-list selections? Yes, but the Conclave itself, the most democratic body in the entire region, may find they have 'no confidence' in an HP unwilling to abide the will of the people and see fit to invoke a vote of impeachment due to unfitness as outlined in §7.5. Impeachment. Or maybe they won't. Either way, it would certainly make for intriguing politics. It would also add more elections, which is the main way in which 'politics' can happen, and it would cycle more nations, potentially, in and out of government service, which in a fast-growing region seems an important way to encourage retention.

As far as the mechanics go, there would also exist the possibility of a new HP being elected (since there is a three-term limit). In this case the (Party) Selected Scribes, midway through their 4 month terms, would submit their resignation letter pro forma (this can be legislated), and the new HP will have the ability to either re-select the same scribes who are half way through their terms or, without prejudice for unfitness, appoint Selected Scribes according to their "will or party." Two months later the people will have the chance to have their say in new party-list elections, either way.

It seems to me a reasonable and constitutional proposal that will make the game more interesting. I think it will also fit well with the culture of the region, something that, as an Oracle, it's (in part) my job to oversee. I would love to hear others' thoughts on this proposal and I'm sure our Conclave would be most open to other grass-roots legislative proposals meant to strengthen the party system in Abydos. If the Conclave were to act fast, I think this could be enacted in time for a round of March party-list elections, another historical milestone for Abydos. I'm happy to answer any questions about how party-list elections might work for those less familiar with parliamentary procedure.
