Great Question, and yes. The newly seated Conclave is working behind the scenes to develop a bill of rights for the entire region. I dont know, but think a proposal will be made public within the next day or 2. Then the debates on that begin.

In Roleplay Guild there is discussion on a couple of map proposals and getting an RP organized.

Greetings to all new nations of Abydos. I am your Grand Luxarch.

You’re probably wondering what that name means so I’ll explain that for you.

Here is an extract from our constitution The Eye of Abydos.
§5.1. The Grand Luxarch of Abydos shall be regarded as the highest attainable position possible and the regions public figurehead, highest executive leader and commander of the military.

However I also see myself as trying to keep order between the nations of Abydos. I may be quiet on the RMB sometimes but I always read what’s going on and will weigh in on any discussions that need my attention.

Normally I do not flash the badge of Grand Luxarch and will always try to remain unbiased in anything I’m involved in. However, since we have so many nations joining recently I felt it was best to introduce myself and the office which I hold.

Thank you for taking the time to read this and I hope you all decide to stay in Abydos for the benefit of our region and yourself!

Let me tell you what I created for a backstory. I don't think it lines up with this... (trust me it doesn't and it is bad)

But I had little details...
(This'll sound very cringey. Maybe.)

I created this alien robot character. I wanted a backstory, so I looked up alien planets in sci fi. I found Abydos! Yay! It was the first planet to ever enslave humans, so naturally I was like "yes... that one." I didn't look up anything else...

So I had imagined my Abydos as this desolate freezing planet with many volcanos in space with these lizard men and robots everywhere. Hehe that is entirely different. I pretty much took the name and made my own planet. It was fun, and I added more personality to my character.

I went all out. Hehe that is kind of cringy... but anyway I roleplayed like the world depended on it! I loved it. My currency was Abydosian Zelrec (Again, I took the name and made my own planet)

And I'm assuming that was how I ended up here. I made something entirely different, and I could've done research. But I didn't want to. I guess now I can conform to new Abydos. Oh boy it feels so good to be able to have a nation in this region!

If I change things in the settings, which I will do, I will change some things. I plan on keeping some things though. Like national animal, pretitle, motto, etc.

Well, then perhaps it can be developed. There are a couple here who go into great detail in their nation management, and backstories. Hydoria has a pretty good example that maybe you can be inspired by:

Hydorian Doctrines of Socialism. The Democratic Republic of Hydoria takes a multifaceted approach to socialist ideas, and observes goals and ideas from three different branches of socialism as its primary sources of inspiration.
  • Democratic Socialism: Democratic Socialism advocates Socialism as an economic principle (the means of production should be in the hands of ordinary working people), and democracy as a governing principle (political power should be in the hands of the people democratically through a co-operative commonwealth or republic). It attempts to bring about Socialism through peaceful democratic means as opposed to violent insurrection.

  • Revolutionary Socialism: Revolutionary Socialism advocates the need for fundamental social change through revolution or insurrection (rather than gradual reform) as a strategy to achieve a socialist society. It is widely identified with Communism.

  • Scientific Socialism: Scientific socialism refers to a method for understanding and predicting social, economic and material phenomena by examining their historical trends through the use of the scientific method in order to derive probable outcomes and probable future developments. It is in contrast to what later socialists referred to as "utopian socialism"—a method based on establishing seemingly rational propositions for organizing society and convincing others of their rationality and/or desirability. It also contrasts with classical liberal notions of natural law, which are grounded in metaphysical notions of morality rather than a dynamic materialist or physicalist conception of the world.

    Scientific socialists view social and political developments as being largely determined by economic conditions as opposed to ideas in contrast to utopian socialists and classical liberals and thus believe that social relations and notions of morality are context-based relative to their specific stage of economic development. Therefore as economic systems both socialism and capitalism are not social constructs that can be established at any time based on the subjective will and desires of the population, but instead are products of social evolution. An example of this was the advent of agriculture which enabled human communities to produce a surplus—this change in material and economic development led to a change in social relations and rendered the old form of social organization based on subsistence-living obsolete and a hindrance to further material progress. Changing economic conditions necessitated a change in social organization.

Hydorian Socialism is partially characterized by its odd (by socialist and communist standards in terms of central economic planning) incorporation of specific concepts of capitalist economic theory into the Hydorian economy, which have been rationally deduced as correct. The socialists of Hydoria have noticed flaws in central economic planning that the government has a mission to correct.

"Supply and Demand" theorems are fundamental to economics in general, and one of the mistakes the Hydorian socialists believe prior socialistic and communist groups have made is to ignore the notion of Supply-Side Economics. Some say that demand will create supply, but the opposite is also true. A fundamental idea of Supply-Side Economics, is that existing and new supplies of goods and products drive demand for more and better economic products. Demand for a product cannot exist if there is no concept of the product to begin with. One cannot demand that a better airplane is created if one has not invented airplanes and has no idea what an airplane is.

Socialist scientists of Hydoria deduce that the usual socialist rejection of Supply-Side Economics is a mistake, because it stifles innovation and denies society the benefits of increased economic efficiency from technological progress. Hydoria puts Supply-Side Economics into practice by prioritizing the following:

  • Scientific rationalism in education

  • Gradual replacement of obsolete/inefficient infrastructure

  • Increasing the usefulness of computing power in contributing to economic calculation

  • Nation-wide recycling of important natural resources

  • Programs of research into applications of advanced foreign technology

  • Planning for "Technological Revolution" to raise standard of living and increasing the scope of what the units of society, and of what society as a whole, is technically capable of



Hydorian Government: Hydoria is a unitary state. The central government delegates many functions (such as education and the police force) to the prefectures and municipalities, but retains the overall right to control them.

The Democratic Republic of Hydoria is divided up into Prefectures (informally known as States) which are the first administrative unit of state. Each Prefecture is further divided into administrative sub-divisions known as Municipalities, which include but are not limited to cities, towns, villages, and special wards.

The Democratic Republic of Hydoria claims itself to be a "socialized democracy", with an elected congress of representative political officials filling seats in the executive institution of the Upper House. The Head of State and Prime Minister of the Upper House is the President of Hydoria. The President is the commander-in-chief of the Hydorian Army and leader of the nation in important crises, and is represented as the highest public official of the Democratic Republic of Hydoria. The apparatus of the Hydorian government as a whole is known as the "Hydorian Political Bureau", and the nation of Hydoria itself formally takes the title of the Democratic Republic of Hydoria.

The official state ideology of the Democratic Republic of Hydoria is socialistic in nature. It aims at the rigorous prevention of income inequality, the equitable distribution of societal resources, the expropriation of the capitalist classes, the development of a centrally planned economy based on the scientific method (under the direction of HYCEA), and radical secularization with the goal of a program of state atheism. The economy of Hydoria is seen as not only a means to an end to secure the people's welfare and increased prosperity, but also as an ongoing experiment in optimizing the methods of the nation's socialistic policy initiatives to achieve a stable and growing socialist civilization capable of technical innovation and pragmatic action to support the nation's people and ideals. The Democratic Republic of Hydoria's greatest proponents of socialism desire an ideology of "Robust Socialism", and one of the key precepts of the ideology of Hydorian Socialism is the logical integration of Supply-Side Economics into its central planning considerations. Supply-Side Economics is the notion that the existence of a supply not only creates demand, but that the thereafter existing demand immediately creates a demand for increased supply, ideally both in terms of quantity and quality of supply. With this notion in mind, Hydorian Socialism abandons the notions of "good enough" and "capitalist decadence" (or perceived extravagance in materialism) and instead subsidizes and idealizes central planning think-tanks that focus on using the nation's available resources to construct the most optimal/efficient known systems of infrastructure, machinery, electronics, and transport... and on ultimately re-investing the gains of leveraging the usefulness of the state and people's technical and logistical capabilities to produce and use better infrastructure, better machines, better transport, rinse and repeat.

Advanced security matters in the Democratic Republic of Hydoria are managed by the Hydorian Security Council (HYSEC).



Organs of State: The following is a list of administrative (and other) state organizations/institutions which are necessary to the daily functions of the Hydorian socialist system and the Democratic Republic as a whole.
  • Hydorian Political Bureau: This is the name of the "core" government of Hydoria, its highest authorities throughout the nation which administrate through the use of bureaucrats, technocrats, politicians, and other officials of state. It consists of the People's Commissariat, State Commissariat, Lower House, Upper House, and Presidential Office.

  • People's Commissariat: The People's Commissariat consists of small councils of lower-ranking political officers that act as representatives and local authorities in Municipalities. As such, the Commissariat is a vast, somewhat decentralized entity, which mostly acts as a data-gathering operation for the officials of the State Commissariat, Lower House, and Upper House. They act as minor officials tasked with delegated powers used on behalf of the government and of the people. Councils of the Commissariat primarily operate out of City Halls, Town Halls, and Meeting Halls, located in Cities, Towns, and Villages respectively. Members of the People's Commissariat are elected into their offices from the local population, but the Upper House reserves the right to review, replace, or command members of the People's Commissariat depending on circumstances. Official elected reps of the People's Commissariat that serve on the local councils are known as "Commissars", and are identified by a badge of office and a utilitarian grey-blue uniform (plus necessary state credentials).

  • State Commissariat: The State Commissariat is an administrative institution at the Prefecture level, where some of the highest ranking officials of the Hydorian Political Bureau congregate in order to discuss matters of state relevant to their Prefecture. The offices of the State Commissariat are usually imposing, important-looking structures officially designated as the Capitol building of an entire Prefecture. The Capitol building of a Prefecture invariably is established in the most economically prosperous City (or Town) Municipality of a given Prefecture. Members of the State Commissariat are elected to not only represent their Prefectures, but to administrate the goings-on of the various Municipalities of their Prefecture as is proved necessary for the continuance of business as usual and the advancement of Hydorian socialism. The Upper House reserves the right to review, replace, or command members of the State Commissariat depending on circumstances. Official elected reps of the State Commissariat that serve in the Capitol buildings are known as "Commissars", and are identified by a badge of office and a utilitarian light-red uniform (plus necessary state credentials).

  • Lower House: The Lower House is the third-largest body of state officials in the Hydorian Political Bureau. They come from the ranks of the People's Commissariat, as experts on various facets of the country in touch with the common people. It is their job to participate in debates, write reports to the Upper House, and see that the Upper House is kept aware of the issues of the country. Members of the Lower House will often act as assistants to the Upper House in matters of reviewing the laws and think-tanking plans. Official elected reps of the Lower House that serve in the high offices of the Hydorian Political Bureau are known as "Chairpersons" (Chairman or Chairwoman), and are identified by a badge of office and a utilitarian navy-blue uniform (plus necessary state credentials).

  • Upper House: The Upper House is the leading "senate" of the Hydorian Political Bureau. Most often their membership comes from the ranks of the State Commissariats, but there are other cases where appointments are made at the discretion of the President. It is the responsibility of the Upper House to vote on proposed bills, review the nation's legal archives, and to act as vanguard leaders of socialism in the nation. Issues from the State Commissariats of the highest importance are brought to the Upper House, so that the leading brains of the Hydorian Political Bureau can deduce the best courses of action and advise the President. Official elected reps of the Upper House that serve in the high offices of the Hydorian Political Bureau are known as "Chairpersons" (Chairman or Chairwoman), and are identified by a badge of office and a utilitarian dark-red uniform (plus necessary state credentials).

  • Presidential Office: The Office of the Presidency is the supreme executive authority of the Democratic Republic of Hydoria. The President provides final authorization to laws that are voted on in the Upper House. Presidents are selected from within the Upper House, and serve for life, or until they resign and appoint a successor. The President is the Head of State of the Hydorian Political Bureau, the Prime Minister of the Upper House, the Commander-in-Chief of the Hydorian Army, and the main representative of Hydoria's national interest. Under ordinary circumstances, the President delegates authorities/responsibilities to important agents of the government so that he or she may have time to focus on only the most important matters of state. The President is identified by wearing a utilitarian black uniform which includes a red sash (and of course their state credentials).

  • HYCEA (Hydorian Committee of Economic Affairs): In the Upper and Lower Houses of the Hydorian Political Bureau are technocrats and political officers assigned to the direct management and enactment of the Centrally Planned Economy of the Democratic Republic of Hydoria. These agents of the government work as leaders and organizers of the Hydorian Committee of Economic Affairs, or HYCEA. HYCEA is under the direct observation and command of the Upper House and the Office of the Presidency. HYCEA concerns itself with the planning, logistics, management, development, etc. of the Centrally Planned Economy. It can be considered a "department" of the Upper House dedicated to matters of the economy. Officials of the Lower House may be associated with HYCEA as researchers, theoreticians, statisticians, logistics experts, scientists, and other technocrats whose purpose is to assist the HYCEA project managers in the Upper House and see to the proper functioning of the Centrally Planned Economy, and the gradual and continual enhancement of its efficiency.

  • Ministry of Income: This is a department of HYCEA. If a sudden rise in someone's wealth is detected, a citizen may file a report to the Ministry of Income, which is responsible for auditing citizens to gain information regarding their income. This data is used by HYCEA's Ministry of Income to identify "income anomalies" and help prevent inequitable distribution of wealth. Ministry of Income statistics are shared with the Ministry of Information.

  • Ministry of Trade: This is a department of HYCEA. It regulates and helps conduct Hydoria's international trade activities, and is responsible for printing money that is counted as legal tender in Hydoria. The currency is the Hydorian Pound. 1 Pound is worth 4 Shillings. 1 Shilling is worth 5 Pence. 25 Pence makes a Pound.

  • Ministry of Health, Labor, and Welfare: This is a department of HYCEA. It keeps a registry of known workers in Hydoria, and deals with labor affairs, medical institutions, and caring for the population. Any foreigners seeking employment in the Democratic Republic of Hydoria must acquire the correct Work Permits from the Ministry, and present this paperwork to Hydorian authorities to confirm their employment status. Ministry officials host monthly "labor lotteries", which select people from among the unemployed population and assign them to jobs in Hydoria.

  • Ministry of Information: This is an integrated department of HYCEA and HYSEC. It is a data gathering, data processing, state research, and oversight institution. The Ministry of Information provides fact-checked reports to other departments where it is deemed beneficial. Responsibilities of the Ministry of Information include auditing citizens and investigating suspicious activity. In the Democratic Republic of Hydoria, it is common knowledge that an in-person visitation from an Inspector (a hybrid of intelligence and political officer) from the Ministry of Information is a potentially serious situation. Inspectors carry credentials from the Ministry of Justice to order the arrest of a criminal suspect and/or the detention and interrogation of a suspected traitor. Inspectors may work for the Ministry of Information, but in their day-to-day operations they may also serve the interests of the Ministry of Justice, Ministry of Internal Affairs, or Ministry of Public Safety.

  • HYSEC (Hydorian Security Council): In the Upper and Lower Houses of the Hydorian Political Bureau are police agents, military officials, and political officers that cooperate in the running of the nation's government services devoted to the various facets of maintaining the sovereignty and order of the Democratic Republic of Hydoria.

  • Ministry of Admission: This is a department of HYSEC. The Ministry is tasked with maintaining border security and upholding the nation's border-crossing policies. A network of Border Checkpoints are maintained by the Ministry of Admission, through which any ordinary visitors or migrants to the country are mandated to show their papers. Persons seeking entry into Hydoria must have acquired an Entry Permit produced by the Ministry of Admission, and the Entry Permit will be shown to checkpoint officials alongside their travel Visa/Passport.

  • Ministry of Defense: This is a department of HYSEC. The Hydorian Army and all other military groups of the nation are under the jurisdiction of the Ministry of Defense, Upper House, and Presidential Office. Preservation of the Democratic Republic of Hydoria's national sovereignty is guaranteed by the government through the country's first and last line of defense: The Hydorian Army. It is the duty of the Ministry of Defense to advise the President on matters of warfare and the appropriate use of military resources given the national situation. The Ministry of Defense contracts and funds the following state-owned companies that produce the Hydorian Army's equipment & logistics services (but are not strictly limited to providing services to the Ministry of Defense at all times):

  • Ministry of Internal Affairs: This is a department of HYSEC. It is an intelligence agency charged with monitoring and investigating the activities of Hydorian officials and citizens of interest to ensure that no treasonous activities are taking place. The Ministry of Internal Affairs often acquires the data it needs from the Ministry of Information, but Internal Affairs retains its own means to conduct investigations and gather data. The Ministry of Internal Affairs can utilize resources in the Ministry of Public Security to further the scope of their operations. Public Security officials working directly for the Ministry of Internal Affairs have the jurisdiction to arrest "high officials" or other citizens of Hydoria if investigative action reveals criminal activity.

  • Ministry of Justice: This is a department of HYSEC. The majority of the nation's judicial processes and policies are enacted by the Ministry of Justice. A national system of courts are maintained by the Ministry, where citizens, officials, and other persons may conduct hearings, trials, and other cases to resolve disputes. Court sessions are presided over by Judges. The Ministry of Justice also manages the nation's network of correctional facilities where convicted criminals serve out their sentences in prison.

  • Ministry of Public Security: This is a department of HYSEC. The Ministry of Public Security is a multifaceted system of police organizations that work for the Hydorian Political Bureau and other areas of the nation. Public Security is divided into "Sections", each with their own area of expertise, particular jurisdiction, resource allocations, and levels of secrecy.
    Section 1: Special Service Squad. It investigates very serious crimes, and its reach is limited to Hydoria only.
    Section 2: Section 2 enforces laws related to the Ministry of Health, Labor, and Welfare.
    Section 3: Section 3 works on drug-related crimes in Hydoria.
    Section 4: Section 4 consists of emergency military special forces units available to other Sections.
    Section 5: Section 5 is a Civil Defense unit that prepares to protect civilians during crisis situations.
    Section 6: Section 6 is a Surveillance and Reconnaissance unit, specializing in those services.
    Section 7: Section 7 is a Disease Containment and Hazardous Material unit that works to counteract Biohazards.
    Section 8: Section 8 is the Border Patrol unit, tasked with assisting the Ministry of Admission.
    Section 9: Section 9 is a Search and Rescue organization with international scope, permitted by Public Security to intervene and assist with international emergencies with the permission of foreign governments.

    Section 9: Section 9 is a counter-terrorist task force and anti-crime unit operating on behalf of the Ministry of Internal Affairs.

Well, I don't know exactly.. But you do have the freedom to develop your nations history and such however you wish. If you are an android who manifested somehow in the ancient desert of Abydos, well, then I suppose we now have an android running about. No worries. I have War Rhinos, if that's a statement for the quirks of this region.

War rhinos aren't really androids.

Maybe they built advanced technology and I happened?
Maybe I could look more Abydos like and that would fix it.

First I wanted to congratulate you on your elections, selections, and appointments to the Abydos Conclave, our legislative body. However you got to your positions, I know you are all fully able and ready for the momentous task this 2nd Session of the conclave has. Some of you serve for 2 months, some of you serve for 4 months and some of you serve indefinately, but could be replaced at a moments notice. The time you have here should be used to the absolute max.

This is no easy Session for you and I will not pretend as if it is not going to be burdensome at times. As the first ever fully functional Conclave, you all will literally lay the groundwork for most future sessions and laws. It is your task to shape Abydos into the future that you collectively desire, and must do so with both the approval of our High Priest Zartavaria whose job it is to sign and ratify or veto everything you send to him, the Oracles Guild which will scrutinize every word you write against the our invaluable Eye of Abydos, and of course deliver upon the promises of our Grand Luxarch Ancient Greek Kingdoms his desire to lead this region into a new Golden Age. All of this, you must do while remaining true to yourselves, your party and your own vision and desires for Abydos. Of course, you must do all of this while also addressing unexpected issues that may arise, conducting votes on hearings, potential impeachments and assessing behavioural issues with unruly citizens should there be any. One could argue that a Scribes task is perhaps the most burdensome, yet most rewarding position in the region. How you all conduct yourselves matters both today, and years from now when people look to the example you set for our great region.

How You Vote
Several eager and ambitious Scribes have already enquired about how to vote, how things are done. Fortunately, a precident has been set providing an excellent example for you. Constitutionally, all Scribes are equal, with the same rights as every other Scribe. Any Scribe, at any time may propose a law and open it up to voting.

Step 1 Post your Proposal on our Regional Message Board.
Step 2 In a second post (NOT the same one as the proposal), post your intent to open this Proposal up for voting with all Scribes. You may also say whether you are FOR, or AGAINST the proposal you posted. Telegram your other 5 Scrives privately, all of them and announce that a vote is underway, and they have 24 hours to vote. It is always helpful to include a link to your proposal. (To find the link, click on the time of the most, or will say something like "Posted 22 minutes ago".) Also, there is no such thing as abstaining from a vote. As Scribe, your number one job is to make decisions, not run from them. Abstainations and missing votes will count against you at reelection time.
Step 3 If you proposed your vote, invited other Scribes to vote, then you must count the votes at the end of the 24 hour period and publicly declare whether the proposal was ratified by the Conclave, or not. If ratified, the proposed must then telegram the High Priest to inform him of the vote results so he can sign or veto the proposal.
Step 4 if the proposal is ratified, the High Priest shall inform the founder to add the law to our list of laws, thus becoming the law of Abydos for everyone.

On the Docket
You all have a busy schedule, and Coming up very quickly is a vote to allow you to establish a Bill of Rights, followed by negotiations and the drafting, review, ratification, and signing of it into law. Additionally, there are some basic Crime Laws proposed which one of you Scribes can act upon and propose. Additionally, Any other citizen, myself included may "tap" you to propose a law that we have written. Fortunately, a Scrime is not required to officially call to vote any law, and may chose what they want to do with a proposal. This may have positive or negative consequences down the road, keep in mind, as there are many parties, guilds, and personalities here all seeking to make their mark and you never know who will be in power next.

In conclusion:
Please wear the title of Scribe with Pride and dignity here in abydos. Your acts today will determine your legacy and our destiny. Your will and seriousness will define who we are. Your hand will be etched into documents that could last years.
