I think it's more because now, since the british don't have any "colonies" per say, the commonwealth is more of a way for english speaking nations to get together. However, i don't really know why they would come in

Mozambique is surrounded on every side by commonwealth, left driving nations, it joined to get closer to them. Rwanda plans to form the East African Federation alongside Commonwealth nations Tanzania, Uganda and Kenya as well as English speaking South Sudan and French speaking Burundi, and so joined the commonwealth to be closer to them.

Rwanda's official languages are English, French, Kinyarwanda and Swahili. English replaced French as the main European language taught in schools somewhat recently.
