It's a play on words. 'Insecure' tends to refer to ego and how safe/secure one feels while 'secure' tends to refer to the actual security-quality of a system and/or organisation.

Actually, it's very very safe here. Enforcing a 10 Endorsement cap ensures total security, ensuring only ROs have power.
