The Synarchist Empire of Kiptupia is a colossal, efficient nation, ruled by Emperor Luis with an iron fist, and renowned for its barren, inhospitable landscape, frequent executions, and sprawling nuclear power plants. The hard-nosed, cynical, humorless, devout population of 3.72 billion Kiptupians are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The enormous, corrupt, socially-minded, well-organized government juggles the competing demands of Administration, Industry, and Law & Order. It meets to discuss matters of state in the capital city of New Belize City. The average income tax rate is 92.7%, and even higher for the wealthy.

The frighteningly efficient Kiptupian economy, worth 849 trillion Wampums a year, is mostly comprised of black market activity, especially in Uranium Mining, Retail, Information Technology, and Tourism.
