Let's make an example.
Paul is the CEO of a anime body pillow industry, but the government tells him "don't put your waste in the rivers". Yes, he isn't 100% free, but probably still 99% free.
As long as there's capitalism, it's considered free market.

One American president said something like "It doesn't matter what the people are voting for, always 1/3 will be against it".
Democracy is a system, where you can't get anything done, even if it is for the benefit of the entire nation and world.
There will be always those, who oppose the change because it affects their personal interests and profits.
These people will rather destroy the world, than allow changes to happen.
And government regulations are needed. So people with money or power don't defraud other people in order to increase their profits. Things like minimal hourly wage exists, because nobody believes and trusts the companies that they will pay anything at all, if they are not required to do so. They can just start a cartel and lower the price of the labour to practically 0. And even if the worker wants to quit and go somewhere elsewhere, he will face again the same terrible conditions and miserable wage.
Nobody believes that companies will invest any money at all to protect the environment. The CO-s would rather walk on the street with gas mask and throw toxic waste straight into the rivers, lakes and forests. Because it is cheaper and increases their profits.
That's why law and order must exist and Themis should be truly blind and judge deeds, not faces.
Expert government means that you don't allow every idiot with money to be elected. But for example the minister of the economics is economist and the director of nuclear power plant is somebody with atomic physics degree. Means to have people in charge that are not populists and puppets, but truly understand what they are managing/governing.
