The New California Republic of Empire Confederation

The NCR was one of the few nations in the wasteland that had access to numerous services that for many others were part of the old world. Dayglow itself had become mired in the old world blues thanks to the popular mayor Myers. His constant campaigning on the old world ideals that the richer city of dayglow could afford had begun to affect the economy of slavagers. If the Boneyard was known for the gun runners and other manufacturers, dayglow was the original birthplace of the followers of the apocalypse and most of the big name salvage groups in the NCR. A few former salvagers had begun the only known mass producers of pre-war medicine and drugs like stem-packs and med-x. Along with this a number of settlers that had immigrated into Baja had begun building up the old world settlements. Many benign buildings were rebuilt with the common adobe buildings commonly found through the NCR. Though the founding of the civilian merchant fleet has led the NCR to begin production of its own navy, two larger escorts, a troop transport and a number of patrol boats had begun production in the shipyards. Though the few ships would be an expensive endeavor along with the needs for an enlarged army, most senators viewed the matter as a good thing with the enlarging of the shrunk NCR military.

Asset Evaluation 8

A trio of raiders had gone skating. In addition to their obligatory horned helmets, the three had essentially the standard garb: multiple belts, painted eyes, leather with studs, and large bandoliers, full of glass bottles - some to drink, and some to throw, with seemingly no visible distinction between the two. In this season, the garb was quite improper, but they all wore patchy fur pelts to compensate. They skated on a frozen portion of the baltic sea, between tiny islands, known as skerries. Portions of rocky cliff were torn up, piled high, and thrown around, like the islands had been redecorated by a giant. They were covered by banks of snow, broken by the occasional withered tree, and sprinkles of pink, crystalline rocks. The opaque ice mostly showed the rocky shore, but the vikings could see the opening of an underwater fissure, leading to a deep trench. The smallest of the three, a cowering fellow with wood-framed glasses and a nasally voice, gestured to the other two, poking at something with his Kalashnikov.

Eric: "You two idiots! Get your axes, help me dig out this loot!"

The largest, with a braided beard, bulging arm muscles, and a dopey expression quickly followed. Spotting some sort of brown-green tube under the ice, he began to hammer away.

Trygve: "Uh, sure, buddy. Think it's a seal or something under here? I hope so, I'm hungry."

Eric: "No, you fool! Treasure!"

Trygve: "Can we... eat it?"

The third one followed, at a safe distance. A lady with long, messy hair, she had a distant, unconcerned expression. Mentally weighing up the effort required, she finally decided to speak.

Ulfhild: "Buddy. Don't stand on the ice when you break it."

Trygve: "Oh. Sorry, food/treasure/value-to-be-determined."

Ulfhild: "No food down there. Just metal."

Trygve: "Oh..."

Eric: "It's better than food! See the sigil on that treasure chest?"

Ulfhild: "A circle, surrounded by three cones in a ring."

Eric: "We all know what that means."

Trygve: "Super treasure!"

Eric: "Exactly. We bring this back to Lord Fjolnir, he'll make me one of his Hirdmen for sure!"

Then those ungrateful little soldiers broke our deal, threw us out of Tallinn. We could make sure their precious little city burns properly this time."

Trygve: "I bet the lord is gonna be really happy with us! I did it, I got through the ice!"

Ulfhild: "How are we going to get it all the way back to Mariehamn?"

Eric: "You're the big one, buddy, pick it up."

Trygve: "hrr... I'm trying, but it's reallllly heavy! Oops! There's a couple of buttons on the top..."

Ulfhild: "Did anybody hear a clunking sound? By freyja, it's glowing!"

Kraton-117: "Congratulations. International observers. You have located a Soviet. Normal. 'Weather observation station'. Please do not interfere in Soviet. 'Weather'. Monitoring operations."

Trygve: "There's someone stuck in the treasure box! Don't worry, we'll get you out, little buddy!"

Eric: "No, you fool! Stop hitting it! There's nobody trapped in the treasure. The treasure IS alive!"

Aksel Arondight: "The Coast Guard has claimed that they have triangulated the radiation spike. They've concluded that it likely came from the Aland Archipelago, possibly caused by the detonation of a tactical nuclear weapon, such as a sea mine."

Marten Madsen: "That's why you don't touch anything. Ever. Uh, if any fishing crews have happened to be at sea near Aland, you've been instructed to sail into Riga, and consult the Red Cross for a medical checkup.

Aksel Arondight: "Which leads to our next headlines. First - the end of the typhoid fever epidemic in Riga."

Marten Madsen: "Yep. The latest water tests have revealed that you can drink it now, even if you don't boil it. Again, thanks to the tireless work of the Red Cross. I'd make a comment about how lucky we are to be healthy here in Tallinn, but I'm worried that would summon an instant beam of free cancer, right through that window."

Aksel Arondight: "And, uh, speaking of water... fishing! Next up, we have an interview scheduled with the Captain of the trawler "Requiem". He'll tell us all about his experience at sea, in the Raz Special Administrative Region."

Marten Madsen: "Edge of the world! Ish. I hear there's a ton of submerged rocks, and those make this huge maze of permanent waves. A really dangerous thing to balance a boat through, but there's a lot to catch."

Aksel Arondight: "That sounds amazing! You know, I wanted to be a sailor as a kid. We'll have to wait for the interview to see how much I regret the career choice. But first, we've pulled up a tape in honour of the Federation's most far-flung member. You know, it's quite interesting how the call and response musical style is popular both in Estonia and Bretagne."

Marten Madsen: "The guy at the market who sold it to me also said what the words meant. Gangly fella, apparently sold everything to make passage to Tallinn. I gotta warn you, listeners, it's all about drinking, and the tavern's closed today."

We have no such reservations.

If your majesty should wish it, we're perfectly happy to share any knowledge that may be useful, particularly regarding that of motor vehicles, and smokeless powder. Our own national finances are quite tight in this regard, but if so desired, we'd also be happy to provide limited gifts of these weapons, along with appropriate ammunition and training. Of course, our government has its own agenda, as they tend to. His Excellency the Chancellor is quite eager to reach America. From, of course, the Swiss, we've heard some tales of their exploration of that lost continent. Highly advanced weapons, great industrial facilities, spices that almost no Estonian has tried in centuries. As we have no airships, we're quite eager to secure a passage by sea."

Meeting with King Albert VII

The king nodded briefly when Misha spoke of contacting their merchants. He was surprised, however, that the work of Maersk Moller had survived. They head offices before the Dark Age in the Lowlands. Last he thing he knew about the company was that the vast majority of the ships had either sunk in the war in the Middle East or gone rogue without being heard from again, especially since the civil war in the Commonwealth.

The king came to his senses and seemed interested in the idea of an exchange between this 'college' in Tartu and the temple-universities, although it was not he who could take the decision but the Grand Bishop and the council of the free temple-universities.

Only schools formed or supported financially and materially by the royalty could be under the king's jurisdiction, but there was nothing prestigious about this and it was considered to be help for the poor who couldn't afford a tutor from these temple-universities.

For his part, the king would not be opposed to this and mentally noted that he would either have to find a way to have the universities under his control or form royal universities.

Albert listened attentively to what followed with a serious face. Sharing technology could help make the country less dependent on the goodwill of temple-universities and their high prices.

When Misha finished, the king spoke, "And we have heard nothing of the sort from the Swiss. But while I'm sure these stories would please the people and our merchants, we have our own objectives. Our aims are more... local: the restoration of the former territories of my family, the Saxe-Coburg and Gotha dynasty, and the control over the North Sea and its coasts. However, we can cooperate on our respective objectives. An exchange of knowledge would benefit us more than it would you, for the moment, but help us, and we could help you in return, more like an investment"

"While I will let the temples-universities decide about the visits of their professors, I'm not against this idea, on the contrary, I encourage these exchanges. But I can offer you this: in exchange for a sharing of technology between our governments, we will give you free passage to America, access to our ports, whether for supplies or repairs, and we will let you set up bases on the North Sea coasts, with the exception of the Islands, for now". As the King looked on, the old man with the black stick made a general semi-circle around the islands to the north-west of the Lowlands. "We will of course retain the right of revocation if we think you are taking on more than you need, but we are always open to dialogue."

"Since our objectives do not seem to conflict, if you also help us militarily as you propose, and train our levies and soldiers as well as our engineers and sailors, we would also be prepared to negotiate a military alliance with you."

Time goes on, our future is uncertain, but there will always be a war

My lord had died during my absence, and François, his son, had taken over the small castle. He had already sworn fealty to Duke Leclercq. However, François had decided that I no longer had a place in his service at Mons. I had become a knight without oath, a knight errant. My family continued to serve the chatelain, but he had no need of a knight.

While I was wandering, I joined the Charlèrwè guard. The pay was miserable but it was steady work and you got to see a lot of people. I spent a month there, until I saw the posters that a royal envoy was putting up all over the place. The royal army was recruiting. Many knights found themselves out of work as the nobles became more and more economically orientated. I decided to try my luck.

Times were changing fast, railways were now crossing the country, and electricity became more spread. I remember the first time I saw the railways, I was curious. The first train that went by scared me, the sound, the shaking, the size, the speed, the smoke, and the light blinded me during the night. It was really something.

I waited on the platform with some stress, it was my first time taking the train and if I missed this train, I'd have to wait three days before I could catch another. The train was arriving when I saw Duke Leclercq in person with two other knights. He saw me and our eyes met. He had lost his old smile. He moved towards me as the carriages passed us before stoping. We had to get to the top of the stairs. As we waited for the people in front of us to get on, the Duke grabbed me by the shoulder.

"Hey, I know you, don't I ? You were the knight of my previous chatelain at Mons, right ? »
"Yes, my lord, I was, for I am now only a knight errant," I replied, sighing.
"It is sadly the end of knights but not yet of chivalry, are you going to New Brussels?"
"Yes,
" I replied, preparing to board the carriage.

We began to climb and reached a closed compartment. As we settled into the long seats, the train began to move off. It was much more... Serene inside, the slightly muffled noise must have had something to do with it.

"So we got off at the same stop. I failed to defend our knights. The king wants modernity and the crisis the knights caused him during the northern war only made things worse. Our victory is that, in the end, the royal army is mainly made up of French speakers. The king's plan for a Flemish army failed because, after the war, most of them went back home, unlike ours who decided to go and sign, even those who couldn't write."
"That's not likely to please the Flemish Dukes, is it ?"

"They don't care, the Royal Navy that is being formed is Flemish and at the moment they are popular among the Flemish. The wild territories to explore, the wealth left over from the old world and being well-paid has attracted the Flemish. These dogs only think of themselves, instead of doing their duty..." He looked away from the glass, his face angry. "The other dukes, apart from the Duke of Liège, have betrayed us. If we carry on like this, we'll lose not only our sense of honour but also our beautiful language."

I looked at him stunned, "What do you mean by losing our language ?".

He looked me straight in the eye, "The king would like the Lowlands to share their languages, we would be forced to learn Flemish."

"But they would speak our language, don't they ? And the Germanic ones ?"

"Yes, yes, they will always have our language to learn and the Germanic ones only have our language to learn too, although the negotiations on languages will perhaps push them towards learning Flemish. But they manage to understand each other more or less from what I can see, except in writing. But anyways, in short, I intend to ask for the formation of a form of representation to the King, a council of French speakers who would manage the lands where our language is spoken on behalf of the King. This would limit the ambitions of certain dukes."

"Do you think it would work? »

"We won't know, if we don't try. We'll see, if not I have other plans."
"May I ask you a personal question, my lord?"

"Why don't you want to learn Flemish? Now, with the northern war over and the heir who when he reigns will unite our kingdoms, Flemish will be totally dominant."
"It's a matter of principle, a nobleman should never stoop to the level of the peasantry, Flemish is a peasant's language without honour, their deviance has even been spread among our poor knights from what I've heard. As long as I'm alive, our land will never become Flemish. People are free to choose if they want to speak this language, but I won't help them."

The Duke changed the subject and started talking about the new carriages and trains but also new works going on in his city. We talked for an hour to make the journey go by more quickly in our minds.

When we reached Nieuw Brussel, we went our separate ways. The recruitment office was not far from the station. I'd been asked if I had ever served in battle, so I told them the few battles I'd been in, but also my positions with ranks. After that, I had now joined the Royal Army and was invited to join a barracks.

There, I saw a few knights I hadn't seen since the battle for Tournai. We exchanged a few words in memory of that time and then a messenger came to bring me a letter. My affectation was in the artillery, again. The nobility still had an important role to play despite the death of chivalry, as we all knew. Luck was on my side when I saw the men who were to serve me, they were the same as in the Northern War. That made this new service much more pleasant, as I already knew some of the people here. But we had to go through all the training again and help the newcomers, plus I had the paperwork and compulsory mathematical studies to do now. I already had the uniform, at least that was something I didn't have to pay for. I was still wondering how long we would be at peace before being mobilised again.

Meanwhile, in England

In England, the council was expanding into the countryside, with the western region of Kent having problems with raiders and the undead. The Royal Army of the Lowlands had sent a few troops to help consolidate the council's presence in the countryside and to try to recruit local people to compensate for the loss of some of the troops. But the problems of the West Kent lands were very annoying, never serious enough to really require a whole troop to be sent, but numerous and recurrent enough to irritate the officers and soldiers who could see no end in sight.

Major Lejoly, who had taken over de Kuiper's role, was in his camp to the west of Kent. An English messenger entered his tent.

"Sir, a new settlement needs your help, I will mark it on your map" he said slowly in English. The Major was still learning their language. The messenger then marked a place on the board with a regional map on it.

The Major sighed, not a day went by without this sentence being said. He was fed up, to the point of applying zero tolerance. The slightest crime was punished by death. The council still had no real law and thus still applied the law of the wasteland, which Lejoly took advantage of. While the Kent council recognised the king of the Lowlands as their king, the laws of the Lowlands were not applied here.

One day, after several months of enduring the "A new settlement needs your help", no messengers came, not because of problems such as the death of a messenger, but because there was no longer a problem to solve militarily.

The raiders had been driven out, the undead killed for good, and crime had also dropped. Kent Council had no army and its few militiamen could do little, but the council was still trying to take advantage of the Lowlands' help. All that was left for Kent Council to do was to make its entrance and ask the settlements to join or leave. None of the settlements refused, thanking their liberators. They joined so they could finally live in peace without the fear of being killed and could profit from the foreigners' investments. At least, that's what they thought, because soon they were going to discover new things that only few knew: taxes and levies.

Most of the men sent to England returned to the Lowlands. Only a handful were there to ensure the stability of the controlled regions but also to learn the language and recruit people for the army to serve locally.

The Politics of Flight
It took several meetings with Pearl and Loyal to accomplish it, but eventually Veronica was able to convince the Boomers to allow her to establish a flight school on the premises of Nellis. The initial objections, of course, had revolved around the traditional reluctance to let outsiders into the tribe's territory, much less utilize their runways and their flight sims. Though the Boomers were more open to the outside than ever, they were still very closed-minded, and still grappling with the idea that maybe not everyone that lived in the wastes were a bunch of savages.

If it weren't for this extended contact, in fact, this proposal might never have gone through. Veronica was able to leverage the fact that the Courier, and then her, as well as the survivors of Vault 34 and a girl from the Crimson Caravan, had managed to deal fairly with the Boomers and even integrate (well enough) into the tribe, into convincing Pearl in particular that maybe there was a place for outsiders. It was part of the sell - it was also part of the compromise. Pilot candidates would also be Boomer candidates, and the Boomers themselves would have full control over who they accepted as candidates for induction. They would be expected to uphold Boomer values and contribute to the tribe as full members, once they finished their induction process.

This, though, led to a fairly lengthy discussion about what exactly it meant to be a Boomer. Was it a love for flying? A love for explosions? A love for Mother Nellis herself? The tribe had a heritage, certainly, but they had no sort of rite of initiation, not even for their own young - nothing to mark exactly what differentiated a child, or an outsider, from a Boomer - other than the ability to survive the artillery bombardment. They would have to come up with something before they started to accept inductees.

In the meantime, they asked for one other thing - help repairing the airbase to full functionality. The last time they'd taken the Lady out, they'd damaged the landing gear on a pothole when they landed. The radio equipment in the tower - which itself was near collapse - needed replacing, and if they were to increase their population again, they'd need additional barracks housing, perhaps something more permanent than the wooden barracks and small quonset huts they currently had. Veronica promised to spare no resources in getting the base rebuilt.

Shortly after an agreement was reached, Veronica introduced Daisy to the Boomers. The Boomers quickly took a liking to the old Enclave pilot, and in no time at all had dubbed her an honorary member. Indeed, her extensive knowledge of flight and aircraft mechanics, while not specific to their B-29 bomber, was nevertheless invaluable for providing context to some of the texts they had, and the things they'd learned in the flight sims. This was sure to be a profitable partnership.

Veronica was satisfied by the arrangement, but she did wonder, after returning to the Lucky 38 in the aftermath, if she'd done the right thing. Indoctrination or not, the influx of outsiders was likely to transform the Boomers in ways that neither they nor Veronica could predict. Had she unintentionally destroyed a tribe by taking away its identity, turning a proud nation into little more than an air force for the Mojave? Or perhaps had she just accelerated something that would have happened anyway as the tribe became more comfortable with outsiders? She truly did not know... and it caused her several sleepless nights afterwards.

With a recovering economy and people more focused on work and the growing consumer economy entering their lives in the urban areas. A Few of the barons that were Friends of the family have been pushing Honeyfield to start expanding again with hunger in their eyes. While a good chunk of the agricultural sector sat in their pocket the famous vice of greed was one Bruce was always surrounded by. The best way was the same way folks like Kimbal got into power. What was the old world saying “Blood must always be fed to the Tree of Liberty” or something like that. Either way two camps formed considering one of the NCR's old ghosts. The unsaid discussion was if ghosts could bleed, or ignored as figments of the past...

Lt.General Moore was standing across a map of california. Scattered marks new and old could be seen on the chart. Brotherhood, Khan, Enclave were all once put on this chart. Now though the marks of the Mohave was added, Helios one and some marks round the nearby mountain about a hidden bunker network. President Honeyfield finally entered the room and addressed her.

“General Moore, good to see you”

“Mr. President, i'm assuming this isn't a social call” her short reply was. She didn't really like Honeyfield. Haivn been bred and raised in the Bishops of New Reno few had an idea of what his goals were. His foreign out of Kimball was the greatest reason why she couldn't see him keeping the republic safe from the likes of the Legion or taking on the new Vegas.

“Straight to business then, I'm moving the 5th Division away from the Colorado river. The The 3rd will be taking your place”

There was a tightening of her fist while he had his back turned grabbing a folder from another table, her quick bite out “And what is the reason your moving your current most experienced commander out of the field?”

Tossing the folder onto the table and spreading the documents, reports of brotherhood scouts in the california region. Approximation of Bos bunkers left in california and old records of missing patrols nearby. “ The republic has fought off in my concern three waves of opponents. First were the raiders that emerged from vault 15 along the founders of Shady Sands. Vipers, Khans, Jackals and their like were killed off and forced into vagrants or corpses. The enclave was fought and died at Navarro, their countless atrocities buried with that camp. The few survivors either hunted down or fled. And finally was the Brotherhood of Steel, our one friend who became scornful and fearful of our growth and lashed out.” Looking up across the table to the general “ What is your opinion of the brotherhood?”

Standing straighter in front of the man “The brotherhood had established themselves as an opponent of the NCR. They've made clear that the both of us can't exist with the other.” Pointing to further points across the map. She went through numerous clashes between the Bear and Steel that were bloody and long. She could name the battalions and commanders of the clashes and the casualties of the battle. The president silently watched her explanation, quietly making notes along a small book along his side. At the end she was quiet as the president finished his notes.

“I moved you off to Colorado as I need your experience elsewhere. Right now Murphy got the support to become enough of a bother to start burying the hatchet with a few of the old ghosts that emerged from the mohave expedition. He wants to make peace with the brotherhood and there might be enough traction to force my hand” was Bruce’s statement.

“Is he an idiot, we can't have an independent power that's as armed as the Bos.” She yielded indignantly. “The minute we turned out back for a minute and they killed our men at Helios and didn't bat an eye at it.”

“Which is why I'm currently treating their chapters independently, Ambassador Crocker in New Vegas has already got the letter from the senate. I'm pulling my weight to spin this to NCR’s benefit.” Moving to poor himself a glass of whisky “The Mohave chapter is well out of our way realistically and is surprising to our benefit. Them sitting there and harrasign the Long 15 is restricting what goods are being sent towards Vegas, along with giving me a chance to turn them away from us. I want the 5th and you to start fining the bunkers still in california while i try and get the senate to turn towards a more appropriate line of reasoning”

“How would this benefit us, when we let an enemy get free?”

Taking a slug of his glass, Honeyfield replied “ Vegas is building up, there clearing out the slums House left on his pristine walls. A university is being set up somewhere, supposedly in one of the towns scattered around. Christ news broke yesterday that the boomers have finally been absorbed and opened up a flight academy to start training pilots. Simply put our dear scribe is putting all the things the brotherhood couldn't accept anyone else having. As soon as they no longer harrasign us they will turn their attention to Vegas and their army of securitrons and get stamped out for good.”

“Even if I ordered an assault on the Mojave chapter today she would rally to their defence. And that is something that would get me kicked out of office. I have already ordered for Crocker to drag New Vegas as an intermediary in talks between us and the Mojave chapter. Chances are a few paladins will get antsy soon with their former member giving out technology to people that could use it. If all goes well the talks get held on the strip with Veronica Santangelo between us. Leaning on her family to make peace and putting herself in their cross hairs. Or stands aside while we bury them in their bunkers.

As such I will have to confer with the New Canaanites on the matter; I am sure, however, that they will be more than amicable, and indeed, they are much more experienced in matters of mediation than I.

Elijah's Paradise
With the Vertibird project completed and in Raul's fairly capable hands, Veronica decided it was time to switch hobbies. She began tinkering with a relic that Elijah had left behind in his bunker - a fully operational Sierra Madre Vending Machine, a pre-war wonder of miraculous operation. Well, near-miraculous, anyway. A marriage of fission and fusion technology, able to transmute any material into any other material, into any shape desired - so long as fissile material was provided to start the reaction. Matter recombination.

She'd tinkered with it a little before - figured out how to replicate the chips with some scrap metal and a fission battery. She theorized that perhaps even the fissile material could be omitted, so long as the machine was hooked up to a powerful enough power source, but she'd never had the time to test that theory. Well, at least until now, in her spare time. Now she would try to unlock the machine's secrets - maybe even so she could replicate it.

The possible applications of this miracle technology were endless. With the right power source, it could serve as a near-infinite source of resources, singlehandedly eliminating scarcity, providing everything a society might need. Indeed, Veronica's regular donations of meds to the Followers at Old Mormon Fort came from this little machine - every month, producing a month's worth of stimpaks and med-X and bandages and antiseptic. And it could do other things - she'd programmed it to produce the hard-to-find parts to repair her power armor, wave/particle diverters for laser rifles, even viable seeds that now grew in pots on the windowsill - sh*t, did she remember to water them today? - Imagine a prosperous New Vegas that didn't need to siphon caps from the NCR in order to survive - caps that were almost immediately sent back for the food and manufactured consumer goods that New Vegas didn't (and really couldn't) provide for itself.

In many ways, it boggled her mind that this technology had existed before the bombs dropped, and had been little more than a World's Fair curiosity. Then again, she supposed, that was the real tragedy of the Resource Wars. America had invented everything it needed to be self-sufficient, to meet all of humanity's needs, even in a world devoid of resources - microfusion that used the literally most abundant gas in planet, robots that could perform menial tasks and dangerous ones that humans couldn't, medical devices capable of healing nearly every disease - and yet it still fought to keep the last of the oil all to itself, and didn't even bother to share the technology with those that it had once called its friends.

Kinda like a certain order she'd once been a part of, huh...

Revolution: Side Quests, pt. 1
Veronica had never really seen the appeal of Gomorrah, with its booze, chems, and prostitutes. Then again, she was an old-fashioned girl, not exactly given to over-indulgence. Though that week she’d spent with Christine in the Sierra Madre… it still made her blush to think about the things they’d done, in front of Vera’s corpse no less. She supposed she didn’t have much room to judge the NCR troopers drunkenly staggering out of the casino lobby.

She and Boone had dressed up for the mission. She’d swapped out for some pre-war relaxedware; he’d donned a trooper’s uniform (a “trophy” item that the Courier had nabbed in Nipton and stashed at the Novac motel room). The trooper’s fatigues were baggy enough to hide a 9mm pistol, while Veronica had a snubnosed .44 strapped to her thigh. Their ace in the hole was Rex, who would be damn near unkillable by anything the Omertas had.

They walked up to the front desk after being frisked for their weapons, introducing themselves as a couple, looking to spice up their love life a little. The concierge directed them to the Courtyard, to Joana - Gomorrah’s most capable (and subsequently popular) girl. Joana brought them to her working room, and that’s when they dropped the act.

“Sorry to disappoint you,” Veronica said, “But we’re not here for sex. We heard something big is about to go down with the Omertàs, and we need information.”

Joana, momentarily startled, quickly put away the sexy girl act. “Arcade sent you, didn’t he.”

“How do you know Arcade?” Boone quizzed, a perplexed expression evident even behind his sunglasses. “I heard he was…”

“Into men? Yes. That’s why he’s the perfect doctor for the girls here. He’s been treating us for a long time now - we all owe him favors for his work.” She took a deep breath. “I don’t know much. Some time ago, the Omertas brought in two specialists. One's a gun smuggler, I don't know what the other does. They've been slowly smuggling in weapons - no, I don't know where they're holding them."

"So where do we find these Specialists?" Veronica asked.

"Troike - that's the smuggler - spends most of his time in the lounge, either high or drunk. The other guy, Clanden, has his own suite on the suites level. Be careful, though, the Omertas might not like you poking around up there."

"Is there anyone else who might know anything about what's going on?" Boone asked.

Joana pursed her lips. "You might try talking to Cachino. He's the bosses' right hand man. Word is, though, that he's been involved in some shady dealings outside of the Family - you might lean on him to cough up some answers."

"Well then. To Cachino we go," Veronica remarked. "Huh, reminds me of a book I read once."

Operation Christmas in July

After concluding matters, the dignitaries made their return trip from Griezelland, much the same way they came. But as promised, a couple weeks later, a larger visit followed. The first to depart, and thus arrive in Antwerp, was the little freighter Saint Platon, with her crane masts, and wide, boxy bridge. Her hold, and some of the deck was piled with crates, watched by a handful of soldiers. Close on her heels was the destroyer Nisse, with her sharp bow, and raked funnels. She was escorting the pocket battleship Sumpurnis, a somewhat overstacked vessel, with a crow's nest shaped like a steam whistle, and a single massive, conjoined funnel, whose figurehead held a gleaming anchor, guarded by three (poor depictions of) lions. Both ships flew their saltire ensigns proudly, along with multitudes of little black bear flags from every possible line. The guns all faced directly forwards or back, and multitudes of sailors stood in neat lines on deck, saluting the shore as they approached.

The freshly promoted Commodore of the 'Coast Guard' stood on a deck just outside the bridge, clearly proud of his new epaulettes. Next to him, in a simple olive suit, was Hilda Hammer, the overall commanding officer. Her expression was largely stern and unmoved, though clearly a bit nervous, and embarrassed at the entrance. Nevertheless, she got right to work. As soon as they docked, General Hammer disembarked, seeing to the unloading of the arms stored aboard their cargo ship. Then, with a small escort of sailors, she set out, briefcase in hand, to sign the proposed military alliance.

Dean Estai nods, "I think French would be an acceptable language to use as our standard. While it isn't a universal language within the Confederation, it is common enough that the majority of our staff at the University have some grasp on it even if they are not native speakers."

"As for your feral problem, that is troubling to say the least. While I am not a military mind, the University would be happy to help if possible. We do have technologies that could help plus our airships could track the hordes from the skies and give you a warning before they arrive in your lands."

Elaine De Morie at your service, interim head of the Swiss Red Cross. I hope you are enjoying your evening so far, we have had many people looking forward to your arrival."

We're hoping for good relations, on the basis of our shared histories of seafaring. Now, America, that's quite interesting. I would assume the continent to be the home for that flag we saw previously, the one with the two bears. Assuming that text was english, does that mean it remains prevalent as the language for an entire continent? If so, before any introductions can be made, I'd best see what can be done to train some interpreters. While an outsized amount of our armed forces can claim ancestry from British Commandos, a family name generally doesn't come with any language skills. Now then, if I may ask, what exactly is a 'vault program'?"

President Juras nods, "English still seems to be the predominate language, however, there are several old languages present as well as some new ones that have emerged since the end of the Great War. We are attempting to try and translate some of these with minimal luck so far. We are attempting to work on a portable translator that can assist our people when interacting with the many peoples of Europe and the New World, but so far the development has been.....difficult to say the least."

"As for the Vault program, from what we gathered in Norfolk and Florida it seems to be a sort of bunker system capable of holder a fair number of people. While we have yet to find one, it could explain why there appears to be a larger number of US nations present as opposed to Europe. More people and more time to develop civilization, especially if aided by a large shelter."

"Ah you would want to find General Duval." Dean Estai says, "He is in charge of the Geneva Wall currently, though I am hearing that his position may be changing soon. Promotion of some sort." The two walk over to Linhardt who is talking with the head of sales at Oerlikon, Ian Wellis. Ian is doing his best to sell Linhardt on the systems when the two arrive, "......so in short equipping your vessels with our Skyguard System could solve all of you concerns about aerial attack! I mean, look at the Wall! It is equipped head to toe with-"

A short cough interrupts Wellis who looks over to see the Dean and Rothkowitz, "Mr. Wellis, I apologize to interrupt but I was wondering if I could direct your visitor to General Duval. You wouldn't happen to know where he is would you?"

"The General? Oh he should be here momentarily." Wellis says, "He was shadowing me for a bit, I think he wants to make sure I am not selling state secrets in return for market access. I would never do such a thing, but the General and I have a bit of...history you could say."

"You could say that." A voice says behind Wellis says causing him to jump. Duval lets out a small smile, satisfied with keeping the businessman on his toes, "Willis. We staying out of trouble?"

"Of course sir!" Wellis say composing himself, "Just showing our friends from the Federation what my company can offer them."

"Ah. Of course." Duval says keeping his eyes on Wellis before looking at the Dean, "Dean Estai, what can I do for you."

"General, this is Mr. Rothkowitz and Mr. Linhardt, they are part of the delegation from the Baltic. They were requesting to meet with a military representative and I firuged you would be the man for the job."

"Is that so?" Duval says, "Well gentlemen how can I help you?"

De Morie nods, "Ah yes you are referring to the new center we opened up in the city. Our reports have been coming back from the region with some interesting data, particularly with that disease the city was hit by. We are working with the University to help develop a countermeasure to it, but we are running into some issues. We are comparing it with samples of diseases across Europe and the New World from our branch that opened in New Orleans, but so far no matches."

"Has there been any unique objects that you have discovered in Riga? The Red Cross has been working to develop a record of events in the pre-war world as a way to preserve history. We would love to include some information from the Federation if that would be possible."

The Baltic-Lowlands Military Pact (BLMP)

The port was crowded, and the foreign ships were impressive for the local population.
If it hadn't been for the merchants and the information they had gathered from their travels to the East, the population would have been less welcoming.

Many people were so eager to see the foreigners that the guard had to intervene to form a perimeter, allowing only certified merchants through. The Duke of Antwerp was the first to arrive on the scene. He spoke calmly in French with a strong accent:

"Welcome strangers, we have already sent a messenger to the king to warn him of your arrival. According to my orders, you must wait here." He looked at the crates. "If you don't mind, let's go to my palace. Make yourselves comfortable, we've prepared our best beers and gruit and wines, as well as speculoos" He led the way to a cart.

It only took a few minutes to reach the palace of the Duke of Antwerp. The palace strongly resembled a fortified castle with a drawbridge and moat around it, all within the partially rebuilt town between the ruins of the old town. The interior, however, resembled mostly like a 19th-century château de plaisance. The guard was everywhere, a mixture of crossbows and muskets, with various melee weapons to be seen.

The duke led them into a sitting room with sofas and a table. He didn't mind if guards followed their master around. Servants placed speculoos on plates. "Would you like something to drink?" said the duke, pointing to his servants waiting near a counter where bottles and dozens of glasses waited.

Whatever they answered, the duke would later give them a version of a treaty. "We have waited for you, here's what we propose. The king hasn't signed yet, he wanted to be present in person if there were any points to negotiate. Until he arrives, you're free to go. If you go out, I'll have one of my servants escort you as your guide and advisor in this city, and a messenger will be sent to your ship. If you stay, I'm at your disposal.", he finished, sitting on his sofa

The treaty called the Baltic-Lowlands Military Pact (BLMP) included several points, summarized as follows:

Article I: Military Cooperation and Training
1. The Baltic Federation shall provide military training to the Lowlands Kingdom, focusing on weapon uses, tactics, and usage of new technologies in a military context.
2. Both parties shall exchange knowledge and expertise in military technologies.

Article II: Naval Cooperation
1. Baltic ships are authorized to dock, resupply, and undergo repairs in any Lowlands ports.
2. Both governments shall respect the territorial waters of each other.

Article III: Bases in the North Sea
1. The Baltic Federation may establish military bases in the North Sea, excluding the Isles.
2. The Lowlands Kingdom reserves the right to revoke base authorization if deemed excessive.
3. The Lowlands kingdom has to give a minimum of 6 months after the order of the revocation of a base was given to the Baltic Federation.

Article IV: Joint Naval Defense
1. The Baltic and Lowlands navies shall cooperate to protect the North and Baltic seas.
2. Regular communication and joint patrols shall ensure maritime security.

Article V: Defensive Interventions
1. In the event of defensive wars threatening either party, both nations shall intervene to repel aggression.
2. Coordination and joint military operations shall be prioritized.

Article VI: Neutral Zone Operations
1. The Baltic-Lowlands alliance may conduct joint military operations in neutral zones.
2. Such operations shall be mutually agreed upon and transparent.

Article VII: Offensive Wars
1. In offensive conflicts, each nation retains the right to accept or refuse intervention.
2. Prior communication is essential to prevent misunderstandings or instant refusal.

The Brotherhood of Steel of New Decandsor

Danse I: Sword of Steel

Danse gazed out the window at the orange Sun setting beneath the horizon of the Commonwealth. The days were short for Danse and his team, and the winter of the Northeast did them no favors. Luckily spring is on the horizon, but it's about the only bit of luck that him and his team are getting. Over the past few months, Danse has led Recon Squad Gladius through a long journey, departing from the Capital Wasteland on a long and dangerous journey to the area surrounding Boston, Massachusetts known as "The Commonwealth". The journey itself was difficult enough, encountering various hostile creatures, raiders, and bandits. They avoided large former population centers such as Philadelphia and the irradiated hellscape that is New York City and instead took paths along rural areas, which minimized the risks.

After an exhausting journey, they finally managed to reach the Commonwealth. And then it went to absolute sh*t. Knight Keane lost his Power Armor in a raider attack, leaving them one suit down. They managed to make base at a police station in Cambridge with a long-range transmitter to communicate back with the Citadel. However, before they would be able to make contact a Super Mutant attack left it damaged and unable to operate. The group suffered their first losses when Knight Branch would be killed by the raiders at the Corvega Assembly Plant while Knight Worwick would be injured and die only a few days later. A few weeks later, Knight-Sergeant Dawes would be killed by the Mutants at Fort Strong. And then, only a month later, Knight Keane would be killed after the Police Station would come under attack by a horde of Feral Ghouls.

That left Danse four people down, with only three left, including himself. The situation is getting more dire by the day as their supplies, both munitions and food, continue to dwindle. The attack by the Feral Ghoul horde left them dangerously low on ammunition and Danse's Power Armor was damaged, but luckily still operable. They needed to make a move, and soon, as it was increasingly clear that there was no help coming. After Scribe Haylen sent out a desperate distress call with no response, Danse came to the conclusion that the majority of the Commonwealth was a lost cause. That was until Hayden had discovered a series of mysterious signals emanating from the Commonwealth, signals that could only come from an advanced source. The source of these signals would be an incredible find for the Brotherhood. But how much longer could him and the others hold out? Danse couldn't help but feel like a failure, he had lost over half of his team, damn good people, and they had barely anything to show for it. Will I also lose Rhys and Halden? He asked himself, over and over.

He shook the thoughts off and stood up from the window, heading back over into the main room where Rhys sat, cleaning his weapon, and Haylen sat at the terminal. "How're we holding up?" Danse asked the two.

Rhys grunted, "Just dandy, I don't think I can imagine being any better," Haylen turned around with an annoyed look on her face, "Could you not be a sarcastic ass for five seconds?" Rhys smirks, "Come on Haylen, you know my vibrant personality is the only thing to look forward to in this sh*thole."

Danse sighs, "That answers that question. . .Haylen, are you still picking up those high-frequency energy readings?"

Haylen nods, "Yes, they're the exact same as before, completely consistent. I'm sure if I had access to a more advanced system I could plot a correlation chart and capture the pattern of the signals, it's still a safe bet that it's coming from the Institute."

Danse frowned, the revelation of those readings had bothered him for some time, the possibility that it's coming from the Institute is a more disturbing thought. They needed to send out a message back to the Capital Wasteland. "We need to make a move soon," Danse starts, "These energy readings from the Institute could be the key in locating them and stopping them. That takes precedence in this situation. We can not afford to sit around and wait for another horde of ferals to wipe us out. We need to get our transmitter working, and the best place for us to get the parts necessary is the ArcJet Systems facility not far from here. If we can obtain the deep range transmitter, we should be able to repair our transmitter to reach the Capital Wasteland. I will complete the mission alone."

"Alone? You can't, that's far too big of a risk!," Haylen comments. Danse nods, "I agree, but it's our only choice at this stage. Rhys is still too injured to do a mission of this scale and you need to stay behind to watch over him and the base. I don't like this any more than you do, but I have to act. I am the Commander of this mission, and I will finish it regardless of what happens. I will start preparing tonight and set out first thing at dawn tomorrow. If I am not back by nightfall tomorrow, you both are to assume that I died. In the case that happens, Rhys, you will be the new Commander. Once you are better, you and Haylen will go back the same way we came back to the Capital Wasteland, is that understood?"

"Yes sir!" Rhys empathically responds.

"This will be dangerous and I can't guarantee I will come back alive, but I'll be damned if I don't try, Ad Victoriam!"

The Crossroads of the World

For the first time since the Great War, the Panama Canal is becoming a hotbed for activity as the Confederation construction teams began the finishing touches on the repair work on the Canal Locks and the other infrastructure across the Canal Zone. The arrival of the Swiss Fleet off of Colon had been a boon to the teams as heavy equipment, supplies, and military support had helped expedite many of the repairs. Thanks to this, repairs which should have taken nearly a year were set to be completed within four months. The roads, railroads, and communication systems had allowed for all of the resources to reach both the Atlantic and the Pacific as well as transport airships sent from the Home Fleet which helped to bypass the Canal for several heavier lifts. With the Panama Canal only days away from being opened, there was an air of excitement within the construction teams. However, there had been an unexpected byproduct of their presence.

With so much activity and the constant flow of air and sea traffic, many locals from areas beyond isolated Panama had begun to take notice. It was mostly a few tribes at first, but soon a few fishing boats had begun to appear. Using Spanish translators from the Red Cross, it had turned out that settlers from regions across the Caribbean and Central America were afraid that a new power was about to attack the region as they had no idea the Canal was being repaired, only that a massive amount of military might was appearing in their waters. Once the translators made it clear as to why there was such a large military presence, the fishermen relaxed and relayed the information across the region. While this information would unfortunately reach a few raider and pirate groups as well, none of them made an attempt to seize Swiss ships or attack the Canal. However, this did have the unintended consequence of causing a migration to the area as it was set to be a center for commerce and trade, and a safe one at that. Settlers from multiple Caribbean islands, South America, and Central America began to arrive in the ruins of Colon and Panama City. Makeshift huts, boat houses, and scrap walls began to appear in certain segments of former downtown and the old marine terminals across both cities. Unintentionally, the Swiss had not only brought back the Canal, but also a population to the region.

With this in mind, the Red Cross and SDF began to make plans for the construction of living quarters, food warehouses, and water purification stations to address the needs of the new refugees who were trickling into the area. However, given the hazards of building in the crumbling ruins of Panama City the decision was made to create a new settlement on Lake Gatun. The former village of New Providence was selected due to the presence of roads already in the region and its direct access to the deeper waters of the lake. While it would take time to construct a large scale settlement and move the new residents of Colon and Panama City to a more permanent home, the Red Cross and SDF are hopeful that at the very least the site should be able to house 3,000 residents within a month.

As the Red Cross and SDF began to address civilian needs, the Swiss Military began settling in to establish suitable defensive stations at their new bases. Fort Davis, located at the Atlantic Locks, received its first shipment of defensive batteries, including Skyguard and Pike systems. Meanwhile, the Rodman Naval Base, Fort Kobbe, and Howard Air Force Base in the South would have to make do with the smaller light squad weapons until the locks were completed as the larger weapons could not be transported via airship.

Lastly, the Swiss Air Fleet created a new civilian arm to run the transport fleet now that airship were freed up from supplying Bermuda and Madeira. The new Swiss Skylines was formed both as a company and as a means of logistics for the Swiss Air Fleet. Skylines will offer flights to and from Howard Air Force Base from the Swiss Homeland ensuring the continued connection between Switzerland and the Canal Zone. Additionally, Skylines will be offering connecting flights to Swiss Airbases in Riga (The Moonsund Lands), Goodfellow (Callinoria), and New Orleans (Praal) to allow for international air access to the Canal.

"You could say that." A voice says behind Wellis says causing him to jump. Duval lets out a small smile, satisfied with keeping the businessman on his toes, "Willis. We staying out of trouble?"

"Of course sir!" Wellis say composing himself, "Just showing our friends from the Federation what my company can offer them."

"Ah. Of course." Duval says keeping his eyes on Wellis before looking at the Dean, "Dean Estai, what can I do for you."

"General, this is Mr. Rothkowitz and Mr. Linhardt, they are part of the delegation from the Baltic. They were requesting to meet with a military representative and I firuged you would be the man for the job."

"Is that so?" Duval says, "Well gentlemen how can I help you?"

Nevertheless, the term 'vault' is... also quite interesting. It would seem to imply that those inside might be considered a resource. ...or it could simply be lost in translation. ...It's difficult for us to form accurate impressions of any prewar nation-states. Albrecht listens intently to the death merchant, all too aware of his old ironclad's vulnerabilities from the air. While being politely dragged away by Juris, the engineer manages to promise to look into a future purchase. Upon seeing the Swiss General, he sighs, and, remembering the sternness of his own leadership, stands at attention, and offers an unenthusiastic salute.

Albrecht Linhardt: "Lieutenant-Commander Linhardt, Chief Engineer, FCG Devastation, reporting, sir."

Juris Rothkowitz: "Well, Comrade Linhardt? I've read the papers about the battles going on across the Narva border. Surely this is the right time to request some support?"

Albrecht Linhardt: "Actually, it's a little over-reported. Uh, General, he's referring to the flood of feral ghouls that keeps arriving from Russia. It's a constant fight, yes, and psychologically draining, I've heard, but one that's pretty well contained. The ghouls have to mass over a few remaining bridges in the face of forts, machine guns, and an armoured train. As long as barrels are changed, and troops are rotated, the math works out. But also, since it's a defensive battle, the electric blimps can do surveillance without worrying about range."

Juris Rothkowitz: "Well, it appears I got worried over nothing, then-"

Albrecht Linhardt: "...There is a matter, sir, that General Hammer wished me to bring up. Something more in my wheelhouse, or, haha, boiler room, as a naval officer. The campaign for the island of Gotland, off the coast of Sweden. The area is largely overrun with war-robots, which vary in type, but are generally pretty resistant to small arms fire. Our forces have been trying to clear them out. We've been making do with naval gunfire and heavy weapons, but it's slowed the battle to a crawl."

Juris Rothkowitz: "Can an airship really help with that? I imagine you'd have to get quite close to the ground to pick out a single target.."

Albrecht Linhardt: "Yep, but thaaat's not what we'd need. Uh, General, there's a more efficient method than killing every robot. Almost none of them seem to have onboard reactors. They retreat somewhere to recharge. But those things have thermal sensors and lasers, so reconnaissance is difficult. We were hoping to get Swiss airships over Gotland, surveying the terrain, and looking for some sort of power station. The reason I'm not just bringing the request to Riga is... well, it could be pretty risky. Our ships haven't taken any hits, but from what I saw on our trip over here, airships fly low enough to risk catching some ground fire."

Lisette Viires: "Ah, who knows, madam? The old Soviet Union flooded the forests with all sorts of disease weapons. Even with a whole branch of the army to deal with it, our people are still dying from the aftereffects. An old world city is a mixed blessing, really. Existing infrastructure, and often ideal location, as long as the rivers and coastlines haven't changed. But so much destruction, obstructing the building of new things, like water pipes. Really, us archaeologists are sort of a damage control group. We get called to poke over something just before it gets scrapped. There's really a mountain of evidence to go through, my, uh, poor students. It's a little large to display, but the thing that we've found to be quite interesting is the very poor quality of the average motorcar, the, uh, Lada. Especially compared to the average police car, the Gaz. Regardless of the versions with petrol or electric engines, it seems that the civilian model may have been bad on purpose. As long as the secret police had a superior vehicle, they could outrace and capture any suspects easily."
