Angel of Charity already made a ruling on this. You need to remove 1 member. Also your colonies were made off of treaty and are owned by you the nation. EK + TDS aren't the same player as you and agreed to join you.

Charity ain’t even active here anymore, so I ain’t gonna listen to a ruling for a rule I’m not breaking. We are one unitary State with one federal government with one leader. They just happen to have megaphones while my other states don’t. We are one country and not breaking any rules.

Charity was the one who published the RMB RP rules in the first place, so I'm pretty sure you need to listen to RMB RP moderator rules. And as a RMB RP Mod yourself aren't you kinda supposed to follow all of the rulings? You can't just handpick the rules you choose to follow. And each state is OOC owned by different player. They are different RPers and still RP differently. They thus are different states even if they're part of some personal union, or whatever you consider your union as.
