Well, You're going to electrocute your ocean waters. Saltwater is an excellent conductor, you'd end up hurting yourself just as much if not more than your enemies. You'd kill all the local wildlife, and if your electro-walls are as powerful as you claim, then I'd imagine the repercussions of activating them to be much more harmful than you predict, not to mention the sheer power needed to form such an electric barrier you speak of, you might knock out your entire nation if you're not careful.
I'd also predict opposing navies have insulation or some kind of barrier preventing electrocuted water from interfering with the ship's systems or their crew. You also say you use EMPs and bombs dropped by aircraft to harm naval vessels. I will assume you mean laser-guided bombs or missiles, not dumb bombs. However, any self-respecting navy that's at least decent will harden their ships to prevent EMPs from affecting their systems. Another mentioned device was your long-range cannons. You specifically mention their reduced damage, but considering ballistic weaponry tends to be less accurate at range, then you'd want it to be the opposite because if you have a very small chance to hit, you'd want that hit to do as much damage as powerful. Your cannons sound like they'd hit a fleet like a cottonball even if they hit in the first place. Not good. Just use missiles at that point.
You also mention mass killings. I'm pretty sure those go against a few articles of law somewhere. Even we, the hyper-militarists, try to abide by those laws, because we believe war should be honorable, and we strive to avoid war crimes when we can. You say you block trade but aside from your fantasy brainchild electro-walls, you have no way to stop trade. You mention attacking resources by mining them (I assume trade lanes) which is good, but also by gassing it. Again rules of war. If you are truly despicable, even the evil nations will hate you, and you'll die in a war with no allies. Just saying.
Lastly, you say you burn farms. I get how this is going to affect a nation, damaging their food supply and whatnot, but when their fleets are on your shores and launching an invasion to your lands, I doubt you'd live to see the fruits of your labor when you send your precious resources to bomb some farmer over yonder rather than defending what's under threat, ie; your shores.
And perhaps the most egregious problem with your plan, is that for your plans, this RP you have no oceanic border. Only a small border on an inland sea. You have no reason to invest in such defenses that are very clearly flawed in the first place. I border you. If I wanted to invade you, I'd just go the land route. You spent all your defense budget fortifying your beaches you left your fields wide open. I suggest scrapping everything you've just said and making a new plan, one that makes logical sense, (without war crimes!) and maybe you'd live to see a competent military someday.
