Your Excellency,

I appreciate your invitation to Vyborg for a meeting.
I would be happy to pursue closer diplomatic bonds with Romanovskaya, and a state visit would surely help promote this.

However, I regard the matter of our own military exercises in our own territory as a non-issue, and the Fosnian government will not discuss this any further. We have compromized enough by scaling down Naval and airial activity in the area surrounding Romanovskaya.

If you wish, we could invite reperesentatives of your cabinet, or your Army, your Imperial Guard, or the Romanovan Patriotic Front to oversee, and even attend the exercises to ensure towards Romanovskaya that there are no hostile intentions between Fosna and Romanovskaya.

We have the right to condusct exercises in our own land. We are sorry if you feel otherwise, and assure you that these exercises are for the collective security of both our nations.
