It's not bad, but fimbriation is generally most useful when used to preserve rule of tincture, and the fact that gold touches white subverts that purpose. Honestly, removing the white and having a blue-on-red border would probably be less jarring than the white-on-gold, though ideally it would be a gold cross on a red/blue background (again, no white fimbriation).

There might be symbolism reasons as to why you have your flag set up the way it is, in which case ignore my drivel (as the symbolic value would trump the marginal aesthetic improvements).
