Malistaire and his Power Elites passed laws in order to prevent anyone from being the king of dragonspyre, elections aren't allowed, only trusted members of the Power Elite can be a goverment offical but can' t be the king of Dragonspyre.

Malistaire accuses some of the power elites for betraying him, so he thought of assassinating them, he sends guards to kill them, and then Malistaire plots political assassination in order to remain in power.
