Lubin Mayor was the next to speak with passion "Lubin has seen greater growth then it ever sore under Yemet in the last year we seen the kingdoms investment rebuild our economy and made it reach new heights. The people of Lubin do not wish to turn there backs on a nation that has welcomed that in this December allowed not only us but all of Listovia to vote in the kingdoms wider elections. I won my mayor campaign on a platform of further integration with the kingdoms. Which is why I move to have all of Listovia to be made a kingdom within the 5 kingdoms."

Ivangorod mayor seem disgusted by such a notion and other 2 mayors seemed to not favour such an idea either. The mayor of Chekhov was the next to speak, speaking softly. "We in Chekhov are divided more so then any other city in Listovia the riots last April where a strong reminder of that. We do need investment, I also need guarantee that no matter which way Listovia travels it is done with the consent of the people. I have seen too much bloodshed both in the war and the riots to stand to see anymore."

Chris nodded at that and said "Wise words"
He turned to the Mayor of Kadi who had remained silent and spoke "What about Kadi? where do you stand on all of this?"
The mayor of Kadi was an old man he spoke however with the voice of a young man full of life and vigor "We never been truly part of Yemet we have always been a mixed town on the very outskirts of what kingdom or nation ruled us. I remember my farther before me telling me of the horrors of the civil war that plagued Yemet and I grew up in the specta of that war. Which is why I still stay firm in my belief that the kingdoms invasion was unjust."
A smile seemed to cross the Mayor of Ivangorod face but Mayor of Kadi was not done "However Mr Borisov words threatening further violence is just as unjust if not more so. We have burred our own 2 years ago and the British have left us alone. They have not tried to force there beliefs, they have not torn down our temples nor taken our men to die in foreign wars instead they have offered investments, gifts to the family of the dead and given me and my people rights as if we came from there home islands. My people aren't in favour either way, we simply want freedom and the peace to grow. Weather it be as an independent region, once more as a region inside Yemet or remaining now in the kingdoms which ever side can ensure that my people are free and allowed to prosper will win my support and Kadi's backing."

Chris gave a nod. "You all want what is best for your people, so how can we in London Proper help you. We have been thinking for the 2022 budget to create a fund to give to each county inside Listovia a sizeable funds for you to invest in to help you all reach your potential. But if we did that we would have to ask what would be your place within the kingdoms? as a colony, free cities, a 6th kingdom? You see we want to help but if we all cant now decide where Listovia should be going, that why I arranged this meeting to get an answer once and for all. Where should Listovia go and how?"
Chris looked upon Borisov "And yes Mr Borisov, you want your independence but what else. Why do you want it for what can you do without the kingdoms that you cant do while inside the kingdoms?"
The Mayors looked to Borisov, Ivangorod looked with hope, Lubin with disgust, Chekhov with interest and Kadi mayor... well his old eyes showed hope, but hope for what?

Borisov sat up straight this time before talking and then proceeded to speak, "Mr Prime Minister, I would never threaten more violence, too many Listovian lives have been lost over the years for wars that did not concern us; I simply state that the British government's refusal to understand the situation and the will of the people is a slippery slope indeed and you must be ready to face the consequences to your actions. And you ask me what the Five Kingdoms can not provide to the people of Listovia and that is free will. The freedom to choose our destiny. For too long our people have been subject to foreign control be it from London Proper or Tulipeo, our people have had the freedom to choose our future stripped from us. And it is time for this to end Listovia must be granted true freedom from London Proper so that our people can finally build back the way we see fit and guide our nation into the future the way we want." Borisov took a sip from a glass of water and leaned back into his chair.

Lots of them, and they needed to be stamped out. A Single Bomb fell out.

A Flash as the object hit the town hall As in a instant, explosives set off a chain reaction, heat vaporizes the building as a shockwave blows out, a Mushroom Cloud Rose up, Not a Nuclear bomb, A Big dirty Expensive bomb that Caused everything within a 3 block radius to go up, and everything in the city was hit by the shockwave as flames echoed out from the explosion.

The Felines had it coming as soon as they killed that single archduke.

And Tenedor would Burn.

and Not a single crop would grow in the already cold, now dirty, land area in the city for another few decades at least.

and Midway to Fredens, Tom saw a distant flash, as he flew, he felt wonder.

All the council members were seated. A circular table of 10 men and women all sat in silence.

One women, referred to simply as "M" due to the council using initials only, stood up.

"Shall we begin our discussion?", she finally says before sitting again.

The other council members nod in agreement.

"Good. Now, with the recent death of Prince Bernadonne, we aren't exactly in a good position here. There's a lot of things that could potentially go wrong.", M says.

Another council member, across from M; known as K, scoffs.

"M, you overestimate the challenge we face. Emeraldisian democracy is a guarantee.", he says.

M stares coldly at K as the other members stay quiet.

"And who's going to stop another dictatorship from forming if we're careless?", she retorts.

K falls silent to this. All of them knew very well what could happen if they failed the people of the nation...

"M's right. We can't be careless, K.", says another member; known as C. "If we allow the situation to grow beyond our control, then this Interim Government is a failure. Remember our purpose. A temporary system."

The others nod in agreement, with a reluctant nod from K.

"Well, nonetheless; I suggest we get down to ideas rather than bickering.", responds another member, known as H. "I suggest we begin by finishing Project Emerald with the Babans before we take any further action."

"Well, modernisation would be helpful to democracy...", M says. "But even still, most Emeraldisians prefer neutrality and isolation over us joining alliances and picking sides. Once we're done with their help, it's more than likely we will become isolationist again, which is not exactly a bad thing. However; it would definitely damage our relationship with our only real allies."

The others nod.

"That being said, branching back to what H said, we do need to modernise this nation. Take a look at half of the cities outside the capital. They're wrecks, to put it mildly. Emeraldisian infrastructure, roads, and so much more are poorly developed and hardly exist. Those that do only go so far out until they abruptly stop.", M continues. "Henceforth, I think I am in agreement with most of this Council when I say modernising is our first priority."

K frowns.

"Why shouldn't we focus on democracy, hmm; M? Is there a particular reason why you favour the modernisation?", K says pompously.

"Would you rather have a modern democracy or a failed state?", M affirms.

K falls silent and slumps in his chair slightly, knowing his points would get him nowhere.

"Anyways, back to the topic at hand.", M says. "As I was saying; we need to build up our technology and modernise up to the rest of Strangereal, then we can go from there. To what K has said, a democracy can only exist when we are finally built up enough and are perfected as a nation that this Interim can finally end."

The room falls to silent nods.

"If nobody has anything more they wish to contribute or bring to this conversation, then this meeting is adjourned.", M says.

A man, simply referred to as A, raises his hand. M nods to him.

"With the fact of the matter being that modernisation is also key to us, shouldn't we look at economic reforms as well? We live in what we have been told is the "1800s level" of technology, and we possess very little in the way of heavy production of industry. I think we should also put that on the table, too.", he proposes.

M smiles.

"Thank you for that interesting topic, A.", she says. "I will say that I agree with you on that, but with our limited knowledge of things such as carbon dioxide emissions and such, we need to also regulate these potential industries. Otherwise, we could have disastrous consequences."

The council falls silent.

"Well, I suppose that since nothing more is to be said, this meeting is adjourned.", H says.

The council members stand and leave. The meeting ends.

Chris nodded "There is a comprise then. Between kingdom status and your independence. Autonomy. The exacts can be discussed later but it would be in my power assuming parliament did vote infavour of it to offer the whole region colonial status. You still vote in national elections and recieve funding from London proper. But much if not all day to day running of the region would be down to you all and who ever you elect as colonial governor. Of course matters such as foreign policy would be down to the whole government decision and any armed forces you did raise would have to follow commands from London Proper but you find it would be acceptable to get that freedom of choice."

Kadi mayor nodded then spoke "And what does London Proper get for all of it funding and Autonomy it will give us."
Chris looked to the mayor "For one you will all sign up to the Magna carter ensuring each British citizens rights are respected and of course trade. After all it would be rather hard to have borders within our nation."

Ivangord mayor spoke up "And how will we ensure you Brits keep your word?"
Chris "well your militia's that you have the right even now to raise would ensure that any government that tried to take your freedoms would have to pay. I should mention that you would also be protected from outside powers interfering in your affairs as after all kingdoms arent the only ones with intrests in the region. Being part of the kingdoms would give listovia added protection from outside forces who wouldnt be as lets say understanding as the kingdoms. There are few powers in the region that are democracies after all."

The room went quite for a moment before Chris spoke again "Look we dont have to make a choice today but I am sure we could really work towards this autonomy idea. What do you think Mr Borisov?"

Nothing. Anastasia blocked out her subordinate’s question and continued to read the dispatch. With every step her books thumped against the hard-wood floor of her office. Sarah snatched the letter out of Anastasia’s hands and started to read it for herself.

And the next thing that gets reported is that the Rubculus’s to our west are preparing to build defensive lines.” Anastasia spoke, before leaning back on her chair. Sarah tossed the dispatch back down on Anastasia’s desk.

“I’ll have to speed up the process and cut the public relations sh*t. Surely they don’t need easing into the war. a surprise attack and subsequent war with the Socialist devils would launch them into a nationalist fervor.” Anastasia spoke to herself, “We cannot afford for the Rubculus’s to find their footing and prepare against us. That could be more than just a pain in our side.” The Empress once-more arose from her seat, walking over to one of the many ceiling-height windows that stretched throughout her office and gazed over the concrete jungle that was Braga.

She nodded, and exited the room, her voice muffled behind the doors as she spoke to Hans, the Guard posted outside the Empress’s Quarters, outside the door.

Behind some trucks, towed anti-aircraft guns, anti-tank guns, and mobile artillery, all extradited towards the front as the black clouds of war gathered over Gothgraff and Lilium.

The soldiers would arrive at a makeshift camp, the “walls” being rows of barbed wire mounted on top of each other with large wooden poles on each corner. Hastily-set up tents splattered throughout the entire base with medical tents and other necessary facilities thrown throughout. It wasn’t much, but it was something. Until the resources to properly construct a base arrived as the logistical force couldn’t keep up with the influx of people, this would have to do.

Soldiers made themselves at home; as this would be their home for months to come.

Try your best to find out in advance WHERE you would like to claim, not just "can i join the map pls" or a vague "this rough area pls" *points at an entire continent* Get yourself Linkpaint.net, make a thing, show where you want it. Or at the very absolute least try to put in words exactly where, it's not that hard.
4. When you know where you want to be, stay there, don't ask carto if you can move. "B-b-but that spot is nicer and-" Should have thought of that in advance.

Claims must be:
1. Reasonable enough to be put onto the map. No beginner nation will be the size of Friently, or higher, for their claim. If you want more accurate claims and you have Paint.net, beginner claims have a limit of 40k pixels. Your secondary nation will have to be at 20k pixels or less. However a secondary cannot be claimed immediately upon joining the map.
2. Picky is good. Feel free to request changes to borders if you aren't happy with them.
3. This map's planet is the same size as Earth, so we won't be making the map any bigger. If Earth can fit 200 nations, so can this.
4. We are not changing or adding new territory to the map. Use the existing land more efficiently and we won't need any more.
5. Not on any body of water.
