3.2. Annual reports shall be submitted to Parliament by the respective departments, detailing the utilization of funds and the progress made in improving healthcare services and educational outcomes for Sámi individuals and communities.

Section 4: Duration

4.1. This legislation shall remain in effect for a period of 10 years from the date of enactment, during which the allocated funding shall be disbursed annually as stipulated herein.

Section 5: Funding Source

5.1. The funds required for the implementation of this Act shall be appropriated from the general revenues of the United British Kingdom government, subject to budgetary considerations and available resources.

Beijing — Today the Ministry of Foreign Affairs has denounced the actions by Indian officers in the Aksai Chin region. In a press conference, the Ministry informed the public that Chinese soldiers were harassed and captured by Indian officers who, despite efforts by the Chinese military to communicate with their Indian counterparts, have opted for a belligerent response to what otherwise would have been a misunderstanding fueled by the darkness of night. The Ministry demanded in that same press conference that the Chinese soldiers are released to Beijing in order to avoid further escalations in the region.

At the same time, the Ministry of National Defense announced that an additional 5,000 troops would be sent to Hotan County of the Xinjiang Uyghur Autonomous Region. The county currently administers most of the Aksai Chin region. The Defense Ministry clarified that the goal of the Chinese troops would be to "guarantee the protection of Chinese sovereignty" and to "provide safety to Chinese citizens in the region" during the current times of heightened tensions. The troops are expected to arrive in 2 weeks.

            'FSSO investments need to be more aggressive to justify spending cuts', says Saraiva

Manuel Vidal Saraiva, the incumbent Minister of Human, Fiscal, and Natural Resources of the Brazilian Restoration and Salvation Council (BRSC), has strongly criticised the work of the Fundo de Previdência Obrigatório (FSSO; Mandatory Social Security Fund), calling it "too passive and stagnant for Brazil's good."

The FSSO is Brazil's national superannuation fund, founded 7 years ago as part of the BRSC's attempt to viciously cut public spending. The spin-off relieved the BRSC of the enormous burden imposed by pensions spending, allowing it to effectively dissolve the Ministry of Social Security, and with it, save its $883 billion real budget. A similar 'trick' was tried with unemployment, leading to the agglomeration of monies spent on the Seguro Desemprego (SD) and Fundo de Garantia de Tempo de Serviço (FGTS) benefits into a standalone common fund. Quantitative reductions in contributions and payouts would help keep both mechanisms afloat.

The problem, however, are the withdrawals. The average retiree - one who has contributed 15 years during the working age bracket prior to 2019 - is expected to withdraw $103.674 billion USD from the fund this year, leaving it with a net asset pool of just over $141 billion USD. Over 81% of this is sourced from the Short Life Levy, a sin tax on life-shortening substances such as tobacco, alcohol, and sodas, and employer-employee contributions. However, the onerous nature of the Levy means it will likely depreciate year-on-year, meaning something else will have to pick up the slack.

Official figures show that roughly $80 billion USD, or 56.7%, of FSSO monies have been invested in shares, bonds, real estate, and other productive assets. Another 12% is held in precious metals. This means that only 68.7% of the fund is generating any income at all, causing both economists and laypeople alike to accuse the FSSO for intentionally underutilizing the nation's hard-earned money.

And this seems to have been picked up by the BRSC.

"FSSO investments need to be more aggressive to justify the earlier spending cuts," Minister Saraiva opined, speaking to a forum of NGOs and unions this morning. "The fund's investment income - dividends, share appreciation, interest, and rents - is barely $14 billion. Half of that would be wiped out by inflation. What's left is a paltry amount, and well, it should be evident that this is unacceptable."

FSSO fund managers have said they will draw up a plan to invest the 31.3% of 'unproductive' monies, currently valued at $44.14 billion USD, in a series of variable- and fixed-income securities. However, they have not taken the Minister's remarks lying down.

"While we agree that we should have used our funds to a greater extent, we will not be using our funds aggressively," said the FSSO's CEO.

"We hold these monies on trust for the people, and it would be negligent to throw it into high-risk ventures."

Minister Saraiva later signed a decree designating the FSSO as a fund of last resort. This bars withdrawals for the 6.8 million* with private pension coverage unless those funds become depleted - an attempt to buy the FSSO more time as it 'gets its act together'.

Good evening to you, my fellow Iranians. I hope you have had a truly positive evening today. Children, I hope that your school day has been great as well. I am here to talk about the tensions in India and Ceuta.

India is a truly great civilization that has flourished and evolved for many thousands of years, with a profound worldly influence that few other nations can match. Despite several periods of decline, the great subcontinent has shown time and time again that no matter what obstacles are thrown at them, the leap is momentous and truly remarkable. From the great Indus River to the rich Bengal delta, one square meter of India is worth the richness and beauty that not even one square meter of plundered British gold can match.

India has had a rough modern history. I cannot emphasize the extreme negative influence the British have had on India, robbing the rich lands of its resources, causing famine after famine, and treating the people in a worse way to even Iran. The leadership and indeed its ignorant followers know nothing but greed. Then you have the violent Partition and eastern rebellion, forming an outsized Bangla. Yet India has prospered still after these hardships, and has flourished to become the great nation, risen from the ruins caused by the British.

As much as I would like to continue to talk about the truly heinous deterioration of Britain on India, Iran, and the like, there is but one more problem India has faced. The land of Kashmir, with its mighty mountains, great meadows, and truly remarkable beauty, has been under dispute for many decades, with China claiming a portion of land known as the Aksai Chin. Iran has been neutral and peaceful for the vast majority of this dispute to others, but I, along with most of you, do not buy the Chinese claim.

With the recent rise of tensions in the Aksai Chin and the capture of several Chinese soldiers, Iran has decided to recognize the true borders of Kashmir - the borders that India recognizes as Kashmir. We stand by our Indian cousins for peace and mutual support as they go through these tense times. Of course, this recognition is not an affront to China - Iran does not wish to insult China over a topic such as this. However, it must be noted that throughout history, Kashmir as India sees it has truly been part of India in its full form, from the Princely State till the present day. May the land of Kashmir be fully won by India for a unified Indian nation.

However, to Iran's west, the Mediterranean Sea, another crisis has emerged. Ceuta, a so-called Crown Dependency (meaning territory) of the United Kingdom, is recently planning for a referendum that would legally make it a constiuent part of the United Kingdom rather than one of its final colonies. This attempt to justify colonial expansion in a modern society is truly disheartening - the British still don't seem to have learned their lesson, even after colonization, murder, robbery, and human rights abuses that they hypocritically condemn at in the present day.

Over its history, Ceuta has been occupied by numerous European powers as part of colonial occupation from Tamazgha. Roughly a century (OOC: or however long the British have controlled Ceuta IRP) has passed since the British seizing of the port city, with severe British cultural assimilation disconnecting Ceuta from its past as Tamazghan lands. Furthermore, the British have committed to a drastic expansion to further solidify its colonial grip over Ceuta, including the building of a military-grade airfield and naval expansion. The British intend to make Ceuta a naval colony and, much like the cancer that took my dear father, spread around the Mediterranean with their ships, threatening peaceful trade among Tamazgha, Iran, and other nations.

Iran will continue to support Tamazgha in their efforts to rid of the British cancer at Ceuta. Without cancer, the human may finally live a normal life. Long live the peoples of India and Tamazgha in their struggles for unity and prosperity!

Breaking News: Skirmishes in the Aksai Chin region

Aksai Chin — Towards the end of the day, a patrol of Chinese soldiers was doing its usual round when they noticed the unthinkable: An Indian encampment. By the looks of it, the Indians must've set it up during the light of day. The problem is that the camp was more than a mile northeast of the Line of Actual Control (LAC). In other words, the Indians had setup their camp in Chinese territory. The Chinese patrol quickly returned back to their established camp to bring reinforcements. In less than an hour, the Defense Ministry in Beijing was aware of the delicate situation in Aksai Chin.

Past dusk, a bigger Chinese patrol - composed of around 50 soldiers - journeyed towards the illegal Indian encampment. When they arrived, the leading officer of the patrol approached the Indian soldiers. From the distance, he yelled "Indian soldiers, this is a Chinese patrol. Your encampment is in Chinese lands, you must leave now." The Indians paid no attention. The Chinese patrol came closer and closer to the encampment to the point where they were only a few feet away. An Indian officer walked towards the Chinese officer until they were face to face. The officer spoke again, "You are two and a half kilometers from the LAC. You and your men must leave back to Indian-controlled territory."

The Indian officer scoffed and replied, "all of this land is ours, it's Indian. It is you who must leave now." The Chinese officer countered, "The Line of Actual Control was established in 1962 to reestablish peace in this land. Your encampment is in Chinese territory and must be removed at once." The two men continued to argue until two Indian soldiers shoved two Chinese soldiers back. At that point, the Chinese soldiers began to push the Indians back in return, and them responded in kind. Eventually an Indian soldier fired his gun at a Chinese soldier - silence once again ruled in that land. The Chinese soldier fell back and gasped for air, faster and faster. Everyone watched as the man's life left his eyes in a matter of seconds.

The two group of soldiers drew their weapons, shouting once more reigned over the uneasy silence. A Chinese soldier fired his weapon, lethally injuring his Indian counterpart. As chaos ensued, both groups took defensive positions and the firefight intensified. Three hours since the first man had fallen, a total of 5 Indian soldiers and 7 Chinese soldiers had lost their lives in the skirmish. The Indian group retreated past the LAC and the Chinese patrol moved back half a mile away from the scene. That uneasy silence reigned once more in Aksai Chin, but this time it was different.

Key officials and junior ministers from the European council- met in Minister for Mining and Natural Resources, Mr Devondo Alweendo in Pretoria this week to agree details around the Atlantic Battery Alliance.

A day of in-person discussions following months of preparation by officials with tours of the proposed Recycling Plant in Roodeplaat (Pretoria) .

The following mines have been selected to be developed to roughly double output within the next three years:

Allow to me thank you for your interest in improving diplomatic relations with the Socialist Republic of Adwilaur. The Adwilaurian People's Assembly has voted on the matter, and the Government has decided on our official stance. We are interested in improving relations, to a reasonable degree, with the I.S.A. For the sake of diplomacy, alongside international peace and cooperation. I am happy to confirm that your embassy request has been granted, and construction will begin with haste, according to any guidelines our two nations may have.

We are also willing to establish some trade between our two nations. However, any imported products must confirm to strict ethical guidelines and workers' rights regulations. If this is something the I.S.A can confirm, then we will begin discussing a deal.

As for I.S.A donations and investment within Adwilaur, we are glad to accept. There are many charitable organisations within the nation, including Muslim/Islamic charities, which I'm certain would be happy to receive money from the I.S.A. If the I.S.A would like to invest in Adwilaur's Universal Basic Income program, this is something we would be very interested in. The additional income would be used to increase the UBI for our citizens, allowing for greater welfare and economic stimulation. If the I.S.A desires to construct mosques within Adwilaur, I would strongly advise donating to the aforementioned charities, which provide funding for such things. We have decided to not approve direct construction by the I.S.A at this time.

This concludes our response and desires. There is a general concern within Adwilaur as a whole, and within our Government, that the I.S.A has a democratic deficit. And the theocratic aspects of governance are generally frowned upon by the secular state of Adwilaur. As such, this is as far as we desire to improve relations at this point.

New overseas naval base

The Ministry of Defense is proud to announce that India has commissioned a new overseas naval support base near the city of Pemba on the Swahili Coast in Swowianska Rodezja. The support and logistics facility, called INS Kashyapa, is located in the historic Zanj coast of southeastern Africa, and oversees the Mozambique Channel, which is an important part of the strategic African Cape maritime route that connects Asia to Europe and America. The facility will serve to support military logistics for Indian troops and naval activity in the Mozambique Channel and the Indian Ocean, and also other activities that are a net positive for maritime public goods, including peacekeeping, humanitarian and disaster relief operations in Africa.

The heavily fortified base will be 0.5 square kilometres (0.2 sq mi) in size and staffed by approximately 1,000-2,000 navy personnel, having an underground space of 23,000 square meters. The base will also have a 400m runway with an air traffic control tower, as well as a large helicopter apron. For construction and exterior maintenance work will, teams will be hired from among the local population, along with the provision of other employment opportunities for locals.

Equipped with state-of-the-art infrastructure and advanced naval assets, the base will play a crucial role in safeguarding India's national interests, ensuring maritime security, and fostering regional cooperation. The Government of India thanks the Government of Swowianska Rodezja for the allocation of the required land, and hopes for close collaboration via joint exercises in the maritime domain in the near future.

    Deadly Skirmish amidst news of Chinese incursion on border

Ujjain — In a tragic turn of events, a violent clash between Indian and Chinese soldiers unfolded yesterday in the disputed Galwan valley region of Aksai Chin, intensifying longstanding tensions along the India-China border. The skirmish, characterized by gunfire and physical altercations, resulted in 5 Indian and 7 Chinese casualties and has raised concerns over territorial disputes in the region.

What's happening?

Recently, the Government of the Socialist Republic of Adwilaur has been in discussion about potentially changing the political system within the nation. This arose from a desire within the APA to create a greater separation of powers, alongside giving more power to local and regional governments. Now, the APAC, with the assistance of the APA, has written up a formal list of constitutional changes to be voted on via referendum.

Parliamentary to Presidential.

One of the proposed changes is to do away with Adwilaur's current Parliamentary system, where the Executive branch derives its legitimacy directly from the APA, thus creating the APAC. The proposal is to replace this system with a Presidential one, where the Head of State and Government is directly elected by the people, into a newly created Presidential office. The proposal suggests that three Presidents be elected, rather than one, allowing for collective leadership to remain within Adwilaur. However, one of these Presidents would be voted the Prime President, and would hold additional diplomatic powers.

This change would do away with the APAC, although a Council of Ministers would still exist. These Ministers would not serve as the Head of State and Government, however, and would be appointed by the Presidents.

Federalisation.

Currently, the Socialist Republic of Adwilaur is a Unitary state, as opposed to a Federal one. This has concentrated power into the hands of the national Government, despite the fact that Adwilaur was formed through the merging of two sovereign states. The new proposals would change this, turning Adwilaur into a Federation of three, semi-independent states, known as Provinces.

The national Government and the APA will still, of course, exist. And the national Government will continue to hold much power. However, each Province will also have established within them, Provincial People's Assemblies, or PPAs for short. These PPAs will mirror the APA in design, although they'll be much smaller. Each Province will also elect three Provincial Presidents, who will oversee and appoint Provincial Ministers. The Provincial Presidents will work closely with the national Presidents to foster cooperation between the Provinces and the nation as a whole.

Many duties and tasks will be delegated to the PPAs, such as Educational policies, Healthcare policies, and Agricultural policies, to name a few. The national Government will remain in-charge of things such as Foreign Affairs, Defence, Currency, Constitutional Changes, National Parks and Upkeep, Major Infrastructure, etc.

In addition to the federalisation of Adwilaur, local governments, such as city and town councils, will be granted additional powers when it comes to economic decisions and the operation of local public services.

Legal System Changes.

As of now, the High Court of Adwilaur consists of twelve High Judges, each of them appointed directly by the APA for three year terms. The new proposal would do away with this system, and instead have the Judges directly elected by the people of Adwilaur. Candidates would be required to hold a law degree and have other relevant training in order to stand for election.

This move would again see a further separation of powers between the Legislative, Executive and Judicial branches, with each branch being elected directly by the people rather than everything stemming from the APA.

European Council Talks.

Whilst writing up these constitutional changes, the Socialist Republic of Adwilaur is closely communicating with it's fellow member states in the European Council. Adwilaur desires to work alongside it's allies and friends in the creation of this new, improved, political system. This could see the adoption of additional changes and proposals prior to the referendum.

What's happening?

A nation-wide referendum was recently held within Adwilaur to vote on proposed electoral, constitutional changes. This referendum has now concluded, and the votes have been counted. The results, only counting those who voted, are as follows:

YES - 68.3%
NO - 31.7%

This means that the referendum passed with a healthy majority. Now, the Government of Adwilaur will begin implementing the proposed changes. It will certainly be a gradual change, with a focus on implementing the new Presidential System first, alongside the removal of the APAC. Then, at a later date, the Federalisation process and the election of new Judges will take place.

To send 2 Zafar-2 satellites to various GSO orbits around the Earth. These satellites, with great resolution, will serve to help enhance Iranian security throughout the world, as well as expand operations in the burgeoning telecommunications industry.

From Semnan Space Center, the weather is perfectly sunny, with small cirrus clouds. Not expected to obscure sight for the duration of the time the rocket is in Earth's troposphere.

ROCKET

- The Safir-2 rocket, a domestically-made two-stage rocket already capable of sending objects into LEO. The rocket will come attached with the Saman-1 Rocket Stage in order to boost the payload into GSO orbit.

- 2x Zafar 2 satellites, capable of taking 15 cm resolution photos from orbit. Total weight: 8,000 kg

Note that the prior number of satellites planned for orbit, 5, was reduced to 2 due to weight concerns.

Social democrat parties Partido dos Trabalhadores (PT), Partido Democrático Trabalhista (PDT), Partido Socialista Brasileiro (PSB), and Partido Popular Socialista (PPS) have called on voters to protest against theo-conservative rhetoric on the night before election day.

The protest would involve staging massive sit-ins outside polling stations to show resistance against the rising tide of political extremism. These would be accompanied by the chanting of slogans, raising of flags and banners, and a leaflet and poster campaign.

"There are many of us who reject right-wing intolerance," PSB's newspaper wrote. "The silent majority in Brazil needs to know that they are not alone in their repulsion for such antiquated beliefs."

"PSB has agreed to form a coalition with PPS, PDT, and PT to create a better and more inclusive Brazil. This is a Brazil where women will be free to exercise their reproductive rights, where the state remains separate from the church, and where the ideology of one group will not be forcibly imposed on the whole."

The Congressional elections - Brazil's first since the Brazilian Restoration and Salvation Council (BRSC) rose to power - will take place in six months' time. 34 political parties are contesting 100 seats on the Brazilian People's Congress (BPC). The remaining 200 seats are returned from functional constituencies or appointed by the BRSC. The truncating of the electorate is meant to represent the interests of the country's three key stakeholders, those being the people, market entities, and government.

He could not see the thermometer outside it because of the thick frost covering, but he knew that tonight would be bitterly cold. It had finally stopped snowing, but the clouds had not moved and it was almost totally dark outside, except for a tiny sliver of yellow lingering on the western horizon. A thin mist, which would be a thick ice fog by morning, was already forming in the quiet air.

The child's breathing was ragged and strained. Ánte glanced at the clock. It was 16:29, and the sun would have set by now. Just before sunset, his wife had nearly dropped dead from exhaustion, so he had sent her away to bed; now it was his turn to watch, his turn to wait. He would wait with Greta all night, if he had to.

Ánte had been steadily losing hope all day, as the helicopters had not come and there had been no sign of his brother. He had checked in with Pedersen many times, before the man went to bed early, but the last information that had yielded was that the helicopters had not taken off yet from Anár, Áltá, Ohcejohka, or Kárášjohka.

Ánte looked down at his daughter's face, at her dark hair, at her pale skin flushed red. He squeezed her hand gently as she coughed, struggling for breath. It was almost as if he was seeing his daughter's breath-soul, escaping her physical body as she died. Ánte drew his hand over both his eyes, took a deep breath, and blinked a few times. Then he looked out the window. There was a little light out there. Someone must be coming, he thought, with something; perhaps one of the little old women of Váljohka with a few kind words and some minor healing wisdom.

Ánte's phone buzzed in his pocket. He jumped, opened the phone, and greeted the caller in a business-like way, though he spoke with a hushed voice to let his daughter sleep. "Ánte, Ánte," a voice was saying. His brother's voice, Lejo Somby's voice. Tension almost overcame Ánte. "Yes?" he said. "Have the helicopters come yet?" "Not yet, no," said Ánte. He would have heard one if it had come. "Call the doctor," instructed Lejo. "That man visiting from Ohcejohka. Call him now. I'm close." He hung up the phone. Ánte felt relief wash over him like a wave of warm water. Pumping his fist in the air, but suppressing exclamations of joy, he dialed the doctor, who had given him his contact information in case he could be of any help to Greta.

Lejo arrived at his brother's house before the doctor did. He had explained himself, picked up Greta's antibiotics as prescribed by the doctor, and without even calling (as it would have delayed him, if only slightly) he had returned home as quickly as possible. And so, his face red with cold and his eyelashes covered in frost, he stamped inside before slamming a brick-sized package down on the table. "I have it, Ánte!" he said. "It's right here!" He thumped the package triumphantly. Ánte shouted and rushed over, grabbing his frozen older brother in the tightest hug of his life. Then he ran to the bedroom to awaken his wife.

There was a knock on the door. Lejo opened it. There was the doctor, who had been having dinner with his family. "You have the medicine?" he asked. Lejo nodded. "Come inside," he said. As the little girl's parents and uncle watched, the doctor gently awoke her, gave her the antibiotics, instructed her parents how to use them over the next few days, and then left after accepting thanks. Lejo followed him out the door, but Ánte ran after him as his wife held onto Greta. "I don't even–" he began. Lejo held up a hand. "Don't," he said. "What's that sound?" they both fell silent and listened.

They heard the rumbling sound of a helicopter in the distant sky.
