Our County Charter:

By the powers vested in the Governor and the Mayor: The Supreme Charter of the Town of Ridgefield, under the witness of the Honorable Judge and of the Speaker of the Council.
Article I: Amendments to the Charter and Continuity.
a) Any resident may propose an amendment to any section of this document at any time.
b) Any proposed amendment must be sent to the Judge, who will review the text for legality.
c) Should an amendment be ruled illegal, it may be revised and re-submitted at any time, until the Judge issues a Statement of Approval or Statement of No Merit.
i) The former Statement must be made publicly. Upon approval, an amendment shall proceed to a region-wide referendum, to be held onsite.
ii) The latter Statement may be made privately at the Judge's discretion, and prohibits the resident in question from re-submitting the same amendment.
d) Should an amendment pass the referendum with a two-thirds (2/3) supermajority in favor, it shall be added to the Charter by the Mayor.
a) All statutes within the Statutory Code applicable prior to the passage of this charter and not superseded by it will remain in place unless otherwise legislated or overturned as appropriate.
b) With respect to the Constitution of Ridgefield: its authority is rescinded, and all titled authorities within Ridgefield shall have their vested powers transferred as deemed appropriate by this charter.
c) This charter shall be enacted upon the completion of a referendum vote under the Constitution of Ridgefield.
a) No clause in this section, in whole or in part, may be amended or changed in any way.
b) The Foreign and World Assembly Policy (Article III), being necessary to the international influence of the town, shall not be amended or changed in any way.
c) The position of Mayor shall always be occupied by the current World Assembly Delegate, and shall always be granted executive authority.
d) Candidates for the position of Judge must pledge impartiality in all cases laid before them.
Article II: Rights and Duties of Residents.
a) Freedom of expression as it pertains to regional and interregional political matters.
b) Submission of amendments to the Charter.
c) Voting in regional elections and referendums.
d) Endorsement of nations and voting in the World Assembly.
e) Applying for political office.
f) Speedy criminal trial by a jury of one’s peers, except in the case in which the Governor distributes punishment without trial.
g) To not self-incriminate.
a) Maintain world assembly membership.
b) Maintain good faith and will with fellow nations.
c) Abide by all onsite and offsite rules, regulations, and terms of service.
Article III: Foreign and World Assembly Policy.
a) All residents are required to be members of the World Assembly at all times, barring special exemptions under solely the following circumstances, as given permission both by the Mayor and the Governor:
i) A matter of Augustin Alliance or regional security.
ii) A matter of military support of an ally of Ridgefield or of the Augustin Alliance.
b) Non-WA nations without an exemption will be issued a reminder within a week of their arrival or resignation.
c) Nations not in compliance one week after the reminder will be ejected, but not banned.
d) No prohibitive regulation shall be made regarding World Assembly endorsements, nor shall any discrimination in regulations for World Assembly endorsements on the basis of any national attributes or leadership be made.
a) All foreign policy regulations not otherwise specified in the charter are subject to the judgment and policy of the Director of Relations.
b) The Director of Relations shall maintain embassies in agreement with all treaties and alliances unless deemed by the Judge that the treaty is violated, or rendered void by cessation of existence of the region, change of rule in the region, or by the violation of treaty by that party.
c) Embassies shall not be construed to represent alliance, rather, good inter-regional relations.
d) Ridgefield is a neutral region, and an embassy with another region shall not be construed as a token of ideological or gameplay alignment with that region.
e) Ridgefield is not only staunchly neutral in all offensive military affairs, but also condemns the destruction of innocent native regional communities.
f) Nations in embassy regions shall have posting privileges under Regional Message Board Regulations.
g) To ensure respect of interregional commerce, non-alliance regions shall be given the following test if they seek embassies: include the word “moose” in a telegram to the Director of Relations. No embassy shall be granted to any regions that do not send such a telegram.
h) Ridgefield shall negotiate treaties solely via the Director of Relations and their civil servants, or through the Alliance at the Governor’s direction.
i) Treaties shall be passed with a two-thirds (2/3) majority vote after negotiation. No debate shall be had on treaties, nor may they be amended.
j) Should a treaty with a region fail to pass after two attempts, the Governor and Mayor shall be asked to personally mediate discussions and shall be given final say in direction.
k) All treaties, alliances, and embassies are maintained as applicable from prior governments of Ridgefield.
l) Treaties may be repealed by two-thirds (2/3) majority vote, with the consent of the Governor if the treaty is alliance-related, or by the Governor unilaterally.
m) Treaty ambassadors shall be appointed by the Director of Relations, except WA treaties, appointed by the Mayor.
n) The Director of Relations shall consult the Cultural Curator in appointing ambassadors to regions or organizations with which Ridgefield or Alliances it is a part of has a primarily cultural treaty.
a) The Founder shall consist solely of a ceremonial role, and shall be permanently occupied by August, the individual responsible for creating the Augustin Alliance regions, including Ridgefield.
b) The Governor shall retain as a regional officer all executive and other authority granted naturally by NationStates.
c) The Governor shall protect, uphold, and defend the government of Ridgefield.
d) The Governor may advise the Mayor on all applicable matters.
e) The Governor may, without trial or adjudication, suspend or terminate the residency, privileges, and/or presence of any nation in Ridgefield.
f) The Governor shall retain veto authority over any law or amendment.
g) Should Ridgefield be without a Governor, the Mayor shall be granted all powers of the Governor until a Governor is restored or chosen.
a) The Mayor shall consist permanently of the delegate of Ridgefield, and shall be invested by the Governor with executive, appearance, border control, communications, embassy, and poll authority as a regional officer.
b) The Mayor shall administer the general matters of the region.
c) In the absence of a Mayor where mayoral presence is necessary, the Governor shall be granted all powers of the Mayor until a new Mayor is elected.
d) The Mayor shall convene a meeting with the Governor in a timely fashion whenever applications for candidates for office are presented to them.
e) The Mayor shall, as appropriate, appoint, dismiss, or modify regional officers.
f) The Mayor shall issue recommendations on World Assembly resolutions to the region, or shall direct a government member to do so, with due reason and consideration.
g) The Mayor shall keep a good record of all regional documents, or in the case of documents of law, shall advise the Speaker of the Council on keeping a good record.
h) Should a vacancy in any statutory or constitutional office not otherwise specified appear, the Mayor shall assume that office’s responsibilities until the vacancy is filled.
i) The Mayor may appoint civil servants to assist in their duties, but they may not supersede or assume the Mayor's authority.
This section regards political organizations established by residents of the region.
a) All councilors (i.e., positions specifically enumerated in this section) shall be appointed as follows:
i. Each resident may run for one (1) of these positions, and must submit an application to the Mayor at least five (5) days before the termination of the election that is to be conducted.
ii. The applications for each position will be considered by the Mayor starting fifteen (15) days before the end of a position’s term, or at such time as there is a vacancy. If the incumbent is determined not to be suitable for re-appointment by the Mayor or the region, The Mayor will then choose the two (2) most qualified applicants to be voted on. An application will consist of a dispatch which clearly identifies the position of interest, creating a compelling case for why they should be chosen.
iii. The two most qualified applicants for each position will be subject to an election lasting forty-eight (48) hours via regional poll thirteen days after the consideration period began.
iv. Specified positions shall have terms lasting three (3) months. Residents may be appointed to an unlimited number of consecutive terms.
b) The Speaker of the Council shall maintain the legal code, maintain the World Factbook Entry, compose region-wide communications as necessary to the function of government, and regulate the convention of debate and deliberation on legislation. The Speaker shall also be required to represent the defense of any criminally tried resident upon request of that resident, and shall defend the government’s case in all judicial cases with the government as a defendant. The Speaker of the Council shall be given appearance, communications, and polls authority.
c) The Chief of Police shall enforce the laws and regulations of Ridgefield as directed by the Charter, Statutory Code, Governor, Mayor, and/or the Judge as applicable. The Chief of Police shall also send out a warning every Saturday to all non-WA residents of Ridgefield who are not exempt to ensure their compliance with the World Assembly Policy, and shall eject all residents who do not comply with the warning within two (2) weeks, but not prior to one (1) week after the warning is given. The Chief of Police shall be given communications and border control authority.
d) The Cultural Curator shall maintain the culture of Ridgefield through development of events and regional roleplay. The Cultural Curator shall be given appearance, polls, and communications authority.
e) The Director of Relations shall enforce the region’s embassy policy, establish diplomatic relations with current embassies, and advise the government on foreign policy as is pertinent to the law. The Director of Relations shall be given embassies authority.
f) The positions enumerated in (b-e) shall comprise the Council of Ridgefield.
g) Any councilor may appoint civil servants with some vested authority of their office, barring regional officer powers.
a) The Judge shall have the final say in all court cases where a jury is neither applicable nor requested, or the jury is hung.
b) The Judge shall be selected by the Governor and Mayor and shall serve until resignation, or being asked to resign or declared unfit by the Governor.
c) The Judge may employ in their stead a temporary justice for period(s) amounting to no longer than one (1) month per year.
d) The Judge shall have the right to review the constitutionality of all laws, but shall in all but cases with extraordinary new circumstances or evidence abide by stare decisis.
a) The jury of any court case shall number the rounded-down cube root of the number of residents of Ridgefield, and shall convene on a secure, public, offsite chat.
b) Each juror shall be deemed fit by the judge if: they are willing and able to access the official secure, public, offsite chat, they are willing and able to be impartial in the trial, they are in good standing with the law, and they are willing and able to be convinced by evidence contradicting their beliefs.
c) Any juror shall be removed by the judge and replaced at the juror’s request, or if they are disqualified for unfitness. Jurors shall convene in secret with the judge, and each may have their name withheld from public posting upon request.
d) Jurors shall be selected randomly by random.org via the order of the residency ranking of the region, in the witness of one other government official.
e) Juries may only be selected for criminal trials, only if requested by the defendant, and only if the defendant is a resident of the region.
f) Jurors may not speak on actively occurring trials except as official communications through the court as sent to (and republished as applicable to all appropriate parties) the judge, or in the case of speaking about themselves being a juror in private.
a) Criminal trials may be brought forward by the Chief of Police for violation of charges, but may not be brought discriminatorily.
b) The Judge shall decide if the charges have merit, and shall schedule a hearing where all parties, the Jury, and the Judge are available if the charges are deemed to have merit.
c) If the charges are deemed to have merit, a public notice of the hearing shall be posted on the regional message board.
d) If the charges are deemed to be without merit, the would-be defendant may not be charged again on the same basis.
e) No defendant shall be subject to double jeopardy.
f) Punishments shall be given by the judge, given a range of recommendations per the law by the jury if applicable, and may include: authority revocation, position removal, regional message board ban, temporary kick and/or ban onsite, permanent kick and/or ban onsite, and recommendation to be banned on offsite official media (e.g., Discord) except for legal purposes, per regulation under the statutory code.
g) In cases where the Judge is subject to trial, the governor will serve as or appoint a judge in their stead.
a) If fifteen percent (15%) of World Assembly residents sign a petition of no confidence, an official who is not the Governor or Mayor may be subject to articles of no confidence and held to a referendum, and shall be removed from the position immediately if the vote passes and shall not be permitted to return to it without the permission of the Governor.
b) Votes to pass bills, treaties, amendments, and referenda will be passed onsite, and otherwise are subject to the Speaker’s discretion.
c) Government officials must be residents of Ridgefield, and forfeit their office if they cease to exist or leave the region for more than 12 hours.

1. Awards of Merit: this section regards awards for those that have done the best work for the region.
i) In order to achieve this award, one must serve this region with honor and distinction, proving that they have merit.
ii) Individuals will be added to the government document when the Council bestows this honor.
iii) Individuals will also be presented with the Medal of Merit, showcasing their fine achievements.
2) Merit Badge: a Merit Badge is a way to commend different notable activity in the region that is easily trackable.
3) There are five Merit Badges:
i) Notary Badge: Given for notable and active WA involvement.
ii) Outreach Badge: Given for active involvement in the NS forums.
iii) Community Leadership Badge: Given for quality RMB activity.
iv) Local History Badge: Given for notable, interesting, and or active Nationbuilding.
v) Honorary Townie Badge: Given to an up-and-coming new member, someone new to the region who's making waves.
4) In case of an attribution, it shall be announced in the last newsletter of the month.
1. Consecutive [Regional Message Board] posts.
i) Do not post more than once in a row. Multiple consecutive posts will be suppressed with no exceptions.
ii) Instead, reread your post before submitting, check for typos, and hit Preview to look over your formatting.
iii) Deleted posts cannot be suppressed and therefore do not count toward this rule, but it is asked that you avoid posting consecutively and deleting the posts.
iv) When quoting a post, a resident should shorten the content between the [quote] tags to 50 words or less and in a clear and concise way that is not misleading to the meaning and intent of the original post, so as to reduce spam and posting of the same thing twice in its entirety.
v) If a resident fails to comply with rule iv) then a warning will be issued, and, if it is not fixed in a reasonable amount of time, the post is to be suppressed indefinitely, until the necessary changes are made.
2. Objectionable [Regional Message Board] posts.
i) Spam is defined as completely meaningless content, or at least six consecutive posts, including deletions. Three or more consecutive posts with completely meaningless content will be considered aggravated spam.
ii) Obscene material is defined as gore, nudity, shock images, or highly R-rated text (sexually explicit or containing excessive profanity).
iii) Spamming the RMB will result in a telegram warning and suppression of all offending posts, issued by the Chief of Police. Aggravated spamming will result in summary ejection, by the same.
iv) Posting obscene material will result in summary banishment, issued by the Chief of Police.
3. Embassy [Regional Message Board] posts.
i) Nations in regions that have embassies with ours are able to post on our RMB.
ii) Frequently, though not always, you will have the same ability to post in those regions. Be thoughtful of other regions when posting on their RMBs, as your posts reflect on our region as a whole.
4. Regional image.
i) Residents shall strive to act in a way that presents the region in a positive light, and avoid actions that will tarnish its appearance or reputation before the outside world.
ii) Residents shall take care to stay within site rules at all times, and avoid bringing moderator attention upon the region.
iii) Residents shall not be allowed to remain in the county if their name is deemed to be obscene or otherwise inappropriate.
iv) Residents shall speak coherently and sensibly, keeping in mind that they represent the region as a whole, especially on foreign properties.
5. Consequences for violation of (1-4).
i) Minor violations may be met with post-suppression, post deletion, or private censure, depending on the circumstances and location.
ii) Major violations may be met with any of the above, as well as temporary or permanent bans from the region or particular offsite property, private reprimand, or removal from office if applicable, depending on the severity of the offense.
iii) The responses to violations of (4) may be determined by Court decision.
Article I: Definitions
1. This section shall only apply to votes pertaining to the passage of bills, treaties, and amendments to the charter, as well as regular elections and recall elections.
2. “Election date” shall refer to either to the date of a term’s end or fifteen days after a vacancy, whichever is most applicable.
Article II: Electoral Regulations
3. Regular elections (i.e., elections described in Charter IV.3.a) shall be administered by the Mayor.
i) The Mayor shall publicly post an application form and clear instructions about how to apply to council positions at least twenty (20) days prior to the election date, and shall only consider those applications which are sent in up until fifteen (15) days prior to the election date, except in the case of elections to fill vacancies, where applications will be taken until five (5) days prior to the election date.
ii) If an election would oust an incumbent, the Mayor shall publicly post their decision about whether an election will occur five (5) days prior to the election date.
iii) The Mayor shall publicly post the names and applications of the two (2) chosen candidates five (5) days prior to the election date in the case that an election is held.
iv) The Mayor shall subject the region to an election via an onsite poll lasting forty-eight (48) hours.
v) The Mayor shall then proceed to appoint the elected individual to appropriate regional officer authority.
4. Recall elections (i.e., elections described in Charter VI.1.a) shall be administered by the Mayor.
i) The Speaker shall notify the Mayor if a petition has been filed to recall an official with fifteen percent (15%) of World Assembly members in Ridgefield at the time of the petition’s filing.
ii) The Mayor shall then immediately subject the region to a recall referendum via onsite poll lasting forty-eight (48) hours.
iii) Should the referendum pass, the position shall be declared vacant and a regular election shall be held. The previous occupant may not return to this position without permission of the Governor.
5. Votes on bills shall be administered by the Speaker. Once language of a bill has been approved by the Speaker, the Speaker shall subject the region to a referendum via regional poll lasting twenty-four (24) hours.
6. Votes on amendments to the charter shall be administered by the Speaker. Once language of an amendment has been approved by the Judge, the Speaker shall subject the region to a referendum via regional poll lasting forty-eight (48) hours, and the amendment shall pass if two-thirds (⅔) of the region should vote in favor.
7. Votes on treaties shall be administered by the Speaker.
i) Once language of a treaty has been presented to the Speaker by the negotiating parties, the Speaker shall subject the region to a vote on the treaty lasting forty-eight (48) hours, and shall pass if two-thirds (⅔) of the region should vote in favor.
ii) For a treaty to be repealed, the Director of Relations shall file a request to the Speaker for a vote repealing a treaty, with consent of the Governor if this is an Alliance-based treaty. The vote shall last forty-eight (48) hours, and the treaty shall be repealed if two-thirds (⅔) of the region should vote in favor.
8. In all polls described in this section, all non-WA and non-resident votes shall be discarded at the time of the poll’s termination and not recorded in the final count, even if those conditions did not apply at the time the vote was cast. This shall be facilitated by the Speaker, or in the case of an election involving the Speaker or a vacancy in the Speakership, by the Mayor.
9. The Speaker shall, for votes involving charter amendments, treaties, and bills, be permitted to cast a ballot after the conclusion of a poll if that vote would change the outcome of the question, and the Speaker shall note publicly when this is done and the reason for it.
Article III: Application Regulations
10. All application forms for council positions shall include:
i. A section for describing past experience in similar roles.
ii. A section for describing motivation for applying.
iii. A section asking about foreign government commitments.
iv. A section for an affidavit to comply by the Council Conduct Code if elected, with said code linked.
v. A section wherein the duties of the role are either enumerated or linked in bulk, and the applicant is asked how they would address said duties.
vi. A section for who to contact for questions about the application, kept up-to-date.
vii. A section for basic identification information, including discord username.
viii. A section for an affidavit that all provided information is accurate.
11. Application forms may include:
i. A section for a short personal statement.
ii. A section asking for a link to their platform.
iii. A section asking who choices are for potential civil servants under the role.
12. Application forms shall under no circumstances include:
i. Questions asking about endorsement totals or constitution.
ii. Questions asking about race, gender, ethnicity, caste, or sexual orientation.
13. An application form for each office shall be publicly posted by the Mayor or their civil servants on the Regional Message Board, sent via telegram, and posted via discord at an appropriate time before the election date, including but not limited to at least once in the time between 27 and 20 days prior to an election.
14. Every application shall be reviewed and approved by the Governor and the Mayor.
15. After an election, it is mandatory the elected member to be present in the Augustin Alliance Discord. However, due to the nature of its duties, the Cultural Curator may be exempted from this policy.
Article IV: Amendment Regulations
16. An amendment shall be considered valid if:
i. They are created using the official amendment template;
ii. They are signed by the respective author of the amendment;
iii. They have the date when the amendment will be sent to the clerk/Speaker of the Council/Judge;
iv. The amendment is sent to and publicly approved by the Judge.
17. If the Judge refuses to approve an amendment, that amendment may not be resubmitted.
1. Any of the following actions shall constitute a felony:
i) Treason: Treason is defined as the taking up of arms against the County of Ridgefield and its government, or the subversion of the government by means not otherwise permitted in the Charter.
ii) Espionage: Espionage is defined as the willful communication of sensitive government or allied government information outside of appropriately designated channels.
iii) Harassment: Harassment is defined for this purpose as repeated incidents of disturbing and offensive behavior exhibited by one individual to another, forming a pattern of undesired contact. The most dangerous methods of harassment are subtle and manipulative, making these patterns hard to detect, and discouraging victims from reporting a problem. Harassment can frequently be psychological, emotional, sexual, or racial in nature, though it appears in many forms.
iv) Abuse of Office: Abuse of Office is defined as the gross violation of the authority of an office of government in the manner that gravely violates the constitutional rights of an individual resident, or that endangers the legitimacy of the government. This shall include any discriminatory enforcement or coercing of World Assembly endorsements through official channels.
v) Election Fraud: Election Fraud is defined as willful misdirection and/or deception intended to deceive about the results of an election or to cast a ballot on behalf of another voter.
vi) Puppeting: Puppeting is defined as repeatedly moving non-World Assembly nations into Ridgefield, or moving nations into Ridgefield during the period of a prior ban.
vii) Perjury: Perjury is defined as willful lying under oath of government.
viii) Term of Service Violation (ToSV): ToSV is defined as violation of the NationStates or Discord terms of service on Ridgefield channels.
ix) Felony Contempt: Felony Contempt is defined as willful violation of terms agreed to in settlement or judgment with the government.
2. Any of the following actions shall constitute a misdemeanor:
i) Willful Repeat Civil Violation (WRCV): WRCV is defined as any violation of subsection (3) after repeated warnings within several months of subsection (3) violations.
ii) Disorderly Conduct in Government (DCiG): DCiG is defined as the repeated violation of the codes of conduct within designated channels specifically pertaining to the Government of Ridgefield.
iii) Recruitment Abuse: Recruitment Abuse is defined as any recruitment channel or message usage that causes significant inhibition of recruitment efforts by the Government of Ridgefield. This shall not be construed to prevent trained residents from recruiting.
iv) Misdemeanor Contempt: Misdemeanor Contempt is defined as public, willful disrespect for a Government Official’s official duties in a government channel.
3. Any of the following actions shall not constitute a crime, but shall constitute a civil offense that may result in communications being silenced:
i) Multiple consecutive posting on the regional message board.
ii) Spam and/or nonsense posting on the regional message board.
1. Felony punishments shall include summary of the judgment to the Governor.
2. Felony punishments shall include banishment from the region for times between one year and permanently, and shall also include banishment from participating in government and roleplay for times between one year and permanently.
3. Misdemeanor punishments shall include any of the following: community service to the government of no more than forty hours, a demand for public apology by the defendant, a posting ban on the defendant lasting for no more than twelve months, a request for removal from the region of the defendant by the Governor, or banishment from participating in government and roleplay lasting for no more than six months.
4. Juries may not deviate from sentencing beyond guidelines permitted herein.
5. There shall be no statute of limitations for felonies, and for misdemeanors, the statute of limitations shall be three months.
6. The Judge shall not be required to post trial decisions on the NationStates website if it would violate site terms of service to do so.
1. Each councillor shall be required to recruit for Ridgefield regularly except for the cultural curator, given that no discord access is required for this role and a primary task thereof involves greeting new nations to Ridgefield already.
2. Each councillor shall be required to notify the Governor and/or the Mayor of any absence that would require a major departure from regular duties, and to recommend an acting replacement if possible, within two weeks of the absence being known, or as soon as practicable.
3. Each councillor except the director of relations shall, in the last week of every month, provide a list of happenings in their jurisdiction to the Director of Relations.
4. The Director of Relations shall each month publish, or direct civil servants to publish in their stead, a public report of happenings in the appropriate place to embassy regions.
5. More than two violations of this section within one year shall result in the offending party being considered lowest priority in future applications for government office for one year, and they may not be reconsidered by the Mayor for the current office during the next term.
1. Ridgefield's roleplay shall be administered ad-hoc by the Cultural Curator.
2. Ridgefield’s map shall reflect official national boundaries only by the consent of the nations included on the map, and shall be entirely administered by the Cultural Curator and their civil servants.
3. Ridgefield's title shall be "The Town of Ridgefield" in all official documents.

1. "The Principality of Ridgefield" shall henceforth be the official title of the region for roleplay purposes.
2. The re-branding takes immediate effect upon this bill’s ratification.
Article II: Roleplay Reformation
3. "The Council of Nobles" is established, superseding the Meritocratic League.
4. Existing Roleplay Dispatches shall be archived, and new dispatches shall be created.
5. Title Holders within the Principality are granted autonomous territories, delineated in the Official Principality Borders Map.
6. The Mayor shall be replaced by the Sovereign Prince within roleplay.
7. The ”Official Principality Borders Map” shall replace the current World and Town Maps as defined in Article III.
8. The Council shall be replaced by the Privy Council within the context of roleplay.
9. The Privy Council shall be composed of the members defined in Article III of the Ridgefield Charter.
10. Members of the Council shall receive the honorific Grand prefix to their Title.
Article III: Official Principality Borders Map
11. The Official Principality Borders Map will be a map that will showcase the internal borders of Ridgefield, which itself shall contain the borders of the players taking part in the roleplay, geographic features that shall include, but are not limited to, resource deposits, various bodies of water, and topography.
12. The players taking part in the roleplay shall be granted land within the Principality and be permitted to develop their land.
13. Title Holders shall be allowed to choose a Title in the following list or any Title found acceptable by the Speaker of The Council.
i) Count or Countess
ii) Marquess or Marchioness
iii) Baron or Baroness
iv) Duke or Duchess
v) Prince or Princess
vi) Viscount or Viscountess
Article IV: Region Title
14. The region’s title shall reflect its population size, adopting the following titles at set population marks:
i) Under 30 WA residents: “The Barony of Ridgefield.”
ii) 30 to 100 WA residents: “The County of Ridgefield.”
iii) 101 to 300 WA residents: “The Duchy of Ridgefield.”
iv) Over 300 WA residents: ”The Grand Principality of Ridgefield.”
15. Official correspondence and legal documents shall employ the appropriate title, except in cases of artistic license or roleplay context.
Article V: Historical Context and Technology
16. The roleplay setting shall adhere to the historical, technological, and cultural context of the early industrial era.
17. The roleplay date of January 1st 1824 shall be set to be January 1st, 2024.
Article I: Purpose and Scope
1. The World Assembly Ambassador and their civil servants shall promote World Assembly development in the areas of proposal development, general endorsement encouragement, and community engagement with upcoming resolutions.
2. No part of this code shall be construed in any way to coerce endorsements on any specific nation(s) to the exclusion of other nation(s).
Article II: Program Features
3. The World Assembly Development Program shall be called "World Assembly Collaborative Taskforce" (WACT).
4. WACT shall include the World Assembly Ambassador or their appointed civil servants posting upcoming proposals on the RMB within forty-eight hours before they are to go to vote, and asking for community comments and feedback.
i) The World Assembly Ambassador shall take into higher consideration the opinions of those who have endorsed over 75% of the region's World Assembly nations.
5. WACT shall include a World Assembly Ambassador-led initiative to develop World Assembly proposals in Ridgefield. The World Assembly Ambassador or appointed civil servants shall organize regular meetings and feedback guidance for this purpose.
6. WACT shall include weekly endorsement campaigns by the World Assembly Ambassador or their appointed civil servants, and a compilation of all World Assembly nations in Ridgefield.
1. Any resident may send a request for information to the government, who must either note the information requested as classified or send a message with appropriate requested information within one (1) month.
2. (1) shall not apply to jury trials, or proceedings with foreign governments, or private proceedings between officials.
3. Requests for information shall be sent to the Speaker or a person publicly designated by the speaker.
Article I: The Ridgefield Regional Guard
1. Wherever Ridgefield's residents serve in an official capacity in a military operation, they shall serve under the Ridgefield Regional Guard (RRG).
2. The RRG's ranks and insignia shall be determined by Augustin Alliance policy.
Article II: Conditions of Activation
3. The RRG shall only be activated upon a call from the Augustin Alliance's Central Strategic Command (CSC), the necessity for the immediate defense of Ridgefield, or a defensive treaty obligation requiring fulfillment.
4. The RRG may only be activated by order of the Mayor or the CSC, and must be issued with necessary and sufficient conditions of deactivation in the case of the Mayor.
5. Upon the termination of activation either by order of the CSC or Mayor, or fulfillment of necessary and sufficient conditions of deactivation, the Ridgefield Regional Guard shall be suspended and all members shall return to civilians.
6. Prior to activation, residents of Ridgefield may apply to be part of the activated RRG by telegramming the Mayor with an application, to be determined in form by the CSC.
Article III: Rights of Guardspeople
7. Any member who serves in the RRG shall be entitled to information regarding whether a proposed operation is defense or offensive.
8. Any member who serves in the RRG may not be forced to participate in any operation.
9. Any member who serves in the RRG shall retain the right to membership in Ridgefield even without World Assembly membership under the exemption pursuant to Charter III.1.a.
i) this reason, the Mayor must personally approve all applications to the RRG in consultation with the Governor and Augustin Alliance Defense Officer.
1. No proceedings of the convention may occur on a holiday.
2. The Mayor shall respond to all immediate affairs on a holiday, or else shall delay them until after that (and any immediately subsequent) holiday, except in the event that the cultural curator desires to host cultural events on that day.
3. Each holiday must be announced at least a week beforehand by the Speaker.

Dear Reader,
At some point in the future, someone will read this document to ask "why did they do such-and-such"? The answer is most likely lost to history, but perhaps I can provide some general insight to future speakers and rules lawyers (or actual lawyers) as to the specific question of what the authority of this document is under what is the currently a proposed Charter for this Village. The answer is simple: "The Speaker of the Council shall maintain the legal code, maintain the World Factbook Entry, compose region-wide communications as necessary to the function of government, and regulate the convention of debate and deliberation on legislation." (Charter IV.3.b) As such, I now convene this debate and deliberation for the first time of what I dearly hope is many, many times.
In this guide, I write on a variety of things I believe are crucial to a deliberative body's proper functioning. At the very minimum, the Speaker should ensure the region is always running smoothly on a legislative front, and should actively seek out people to help. This is the guide to ensuring the region is always functioning at this level at the very least. Should the region ever cease to function in this way, one may well modify these rules as experience permits. The key is transparency and an even hand. I especially highlight the importance of neutrality in Rule 11, and I implore the reader to consider the importance of fairness and equity in all affairs pertaining to the law.
Rule 1. The Convention of the Village of Ridgefield shall meet in regular session in the #council_chambers beginning the day of each new term of Speakership. In each session, it shall first proceed with its organization and the appointment of clerks and officers.
Rule 2. Meetings of The Convention shall be announced at regular intervals, subject to announcement on the regional message board and in the discord at least 24 hours prior to each meeting. Quorum shall always be presumed.
Rule 3. Meetings may be adjourned only at the direction of the Presiding Officer or via a motion for adjournment.
Rule 4. Meetings of The Convention shall be held publicly in the discord, via voice and/or via public comment in #town_hall.
Rule 5. Any member who declares presence at a meeting shall be assumed present until either the meeting is adjourned or the member announces their departure.
Rule 6. A list of business for a meeting shall be made available at least twenty-four hours before that meeting.
Rule 7. The Speaker shall preside over The Convention except when otherwise designated by the Speaker or Governor.
Rule 8. The Speaker may not appoint someone as designated in Rule (7) to preside over more than four conventions in one month.
Rule 9. The Presiding Officer shall preserve order and decorum; may speak to points of order, rising for that purpose; and shall decide questions of order, subject to an appeal to the convention. When two or more members rise at once, the Presiding Officer shall name the Member who is first to speak.
Rule 10. The Speaker shall appoint all officers of The Convention.
Rule 11. The Speaker shall vote according to the following to break ties, or to cast a vote where it would change a voting threshold outcome, and shall cast her vote as late as possible, after the conclusion of the vote count if possible as follows: in favor of treaties, in favor of adjournment, in favor of tabling a bill, in favor of regular procedural resolutions, in favor of proceeding with earlier versions of motions versus latter when there is debate between versions, against procedurally irregular resolutions, against votes of no confidence, against amendments to the charter, against bills, against amendments to bills, against extending discussion of bills, and against motions brought against other members.
Rule 12. The presiding officer shall pose all questions to the members, and shall wait ten seconds for objections after conclusion of the reading. If an objection is raised, the question shall carry forward to debate and a roll call vote, and the objection shall be recorded in the journal. If no objection is raised, the motion shall carry by unanimous consent and shall be recorded in the journal.
Rule 13. The Speaker shall have the right to establish standing committees for important purposes and appoint chairs to each committee, in consultation with the Council of Ridgefield, and may disband a committee or remove a chair with similar consultation.
Rule 14. The Speaker shall notify the region of all rule changes on the Regional Message Board.
Rule 15. The Clerk shall serve as parliamentarian of the convention, and shall take roll, when appointed. In the case of multiple clerks, the Speaker shall assign them a schedule, or may request multiple to alternate during a single meeting.
Rule 16. The Speaker and/or Clerk may arrange, from time to time, an introductory speech to a meeting that may not be religious in nature.
Rule 17. The Clerks shall each record the journal each for their day. In the case of multiple clerks, they shall convene to ensure their records concur. Once the journal for the day is complete, it shall be published in a dispatch in standardized format and linked to the Speaker for publishing in the official journal.
Rule 18. The Clerk shall be responsible for the care and preservation of each bill introduced into the convention, or in the case of multiple present at a meeting, they are each responsible for all bills introduced. This responsibility shall only be relieved by a receipt from a person when the bill passes from his or her possession, or by explicit assignment by either the Speaker or most senior clerk. The Clerk shall enroll a bill in the journal once final language is passed to be voted on.
Rule 19. When a bill has passed, the Speaker shall record the result of the bill’s vote, and shall place the bill either in the legal code if it passes, or if it fails, in the archives.
Rule 20. External press with respect to the region may not be present except by explicit consent of the Governor and Mayor. Internal press shall be required to present the Speaker with press credentials upon their entry to every meeting.
Rule 21. The Speaker and Clerk shall take supervisory care of the order of the media in which the session takes place, and shall be responsible for regular publication of the journal in public format.
Rule 22. When any Member is about to speak in debate or present any matter to the convention, the Member shall rise and respectfully address the Presiding Officer, confine remarks to the question under debate, and avoid personalities.
Rule 23. If any Member in speaking transgresses these rules, the Presiding Officer shall, or any Member may, call the transgressor to order, in which case the Member so called to order shall not rise unless to explain or proceed in order.
Rule 24. No person shall mute or speak over the Presiding Officer repeatedly, only interrupt politely.
Rule 25. When so ordered by the Presiding Officer, the members shall be silent.
Rule 26. Any member referred to by another member may respond to the other member once recognized by the presiding officer.
Rule 27. Recognition by the presiding officer may be sought outside of debate via direct message on discord.
Rule 28. Roll call votes shall be recorded in the journal with ayes, nays, and those present. Roll calls may only be applied to amendments to legislation and internal convention motions, votes on legislation, amendments to the charter, treaties, and elections/recalls shall be subject to regionwide votes with the exception of the Speaker who shall recuse herself until the vote’s conclusion.
Rule 29. The journal shall include only the following, for sake of brevity: members present, external witnesses and/or guests present to speak, notes of objection without summary, summaries of comments, whole language of motions, whole language of documents, whole language of testimony, and roll call vote results on specified motions.
Rule 30. Voting on all motions passable without referendum shall occur via any reasonable combination of voice and text vote, in public whenever possible. No member may vote for another member, and no non-members may vote.
Rule 31. When a bill’s final language is read into the journal preceding a vote, the Presiding Officer may not leave the floor until the vote is complete.
Rule 32. Should a member decide a motion to amend to the language of their motion is friendly, that language shall be amended without vote, and the amendment shall be noted in the record as friendly.
Rule 33. All non-friendly motions shall require a second supporting member, to be announced publicly by the second member.
Rule 34. The Speaker may move without second.
Rule 35. The Convention may issue a subpoena to any member by two-thirds majority vote, and the Clerk shall schedule with the member an opportunity to stand before the Convention within one week if possible.
Rule 36. The following shall be the Convention’s order of business in each meeting, unless otherwise ordered by the Presiding Officer:
1) Introductory speech.
2) Approval of additions to the journal from the previous meeting.
3) Announcements, in the following order:
a) Communications from the Speaker and/or Clerk.
b) Motions and resolutions to be presented at the meeting.
c) Communications from committees.
d) Communications from the Government of Ridgefield.
e) Communications from foreign governments.
f) Notices.
g) Presentation of Petitions.
4) On each question, the following procedure:
a) Statement of the question by the Presiding Officer.
b) Investigation of objections to unanimous consent by the Presiding Officer, where applicable.
c) If the objections are none, then enrollment of the motion in the journal by unanimous consent.
d) If objections are present or unanimous consent does not apply, debate, alternating between those with questions about the motion or motions regarding it, those in favor of the motion, and those against the motion.
e) Cloture of debate (which shall be after thirty minutes by default, or whenever no more members have risen to speak), or a motion to extend debate.
f) A roll call vote on the final language of the motion, with re-reading.
5) Adjournment.
Rule 37. Debate position order shall be determined by the posting of a message on discord, with the question mark, green check, and red x emojis being used to signify questions and motions, in favor, and against, respectively. The order within each emoji shall be determined by the order in which members have reacted. If a member is recognized but does not either begin typing or speak within fifteen seconds, the next member under that emoji shall be recognized.
Rule 38. The following motions shall not be subject to debate under any circumstance:
1) Friendly amendments to motions.
2) Routine procedural motions of the Convention.
3) Tabling of bills.
4) Adjournment.
5) Recess.
6) Motions made by the Speaker.
Rule 39. The following resolutions and items shall not be subject to a roll call vote, debate, or amendment under any circumstance:
1) Treaties.
2) Amendments to the Charter.
3) Votes of No Confidence.
4) Elections.
Rule 40. A bill that is introduced and fails may not be re-introduced until the following session of the Convention.
Rule 41. A motion may be withdrawn at any time before it is passed.
Rule 42. The regular order of the meetings may not be disturbed by members except in the case of:
1) Points of order.
2) Points of privilege.
3) Motions to adjourn or recess.
Rule 43. The Rules may be suspended by a two-thirds (⅔) vote, with consent of the Speaker.
Rule 44. A member may be censured by a two-thirds (⅔) vote of members present, but a motion to censure must be announced at least one week prior to consideration by the Convention.
Rule 45. Bills shall be entered in regular form as provided in this model template by the Clerk once the Clerk is sent the text by the author or by the appropriate committee: page=dispatch/id=1964760
Rule 46. Proposed Amendments to the Charter shall be entered in regular form as provided in this model template by the Clerk: page=dispatch/id=1972097
Rule 47: Proposed treaties shall be sent textually in their entirety to the Mayor by the Clerk, and shall be entered by them in the form provided, and cited as closely as practicable to the structure therein.
Rule 48: Petitions shall be sent to the Clerk and Speaker, who shall publicly tally and verify that the number of signatures appropriate for consideration has been achieved, and enter them into the public record under a standard style here: page=dispatch/id=1972094
Rule 49: Bills shall be construed as proposed amendments to the legal code of Ridgefield and shall be added to the document and referred to as such, but shall not be referred to separately.
Rule 50: Amendments to the constitution shall be referred to separately within the constitution document.
Rule 51. The journal shall be paginated as such with three numbers “X”, “Y”, and “Z”, with “X” representing the session number, starting from 0 being the constitutional convention, 1 being Session One, etc., “Y” being the meeting number, ordered from the # of meetings of the session, and “Z” being the page, with pages each being forty lines long, line breaks and paragraph splits excluded. The format of this shall be, for example, “CJ 1.2.33”, and it shall be cited as such.
Rule 52. The charter shall be cited as follows: by article, section, clause, and subclauses, e.g., “Charter IV.3.a.i”.
Rule 53. The legal code shall be cited as follows: by section number, clause, and subclauses, e.g., “LC A.3.i”.
Rule 54. A committee may recommend a bill’s language as-is, amendments, a substitute, or referral to another committee, with or without recommendation as to passage or adoption. A substitute is an amendment that replaces all of the language in a bill or resolution.
Rule 55. Committees shall not be required to enter bills into the journal, but shall be required to notify the Speaker of any recommendations and referrals, and these shall be entered into the next journal..

This section contains a full explanation of Ridgefield's policy requiring WA membership, and instructions for obtaining an exemption.
Requirement.
All residents are required to be members of the World Assembly at all times (see "Exemption" below).
A puppet may be used to join the World Assembly, but only that nation may remain in the region.
Non-WA nations without an exemption will be issued a reminder within a week of their arrival or resignation.
Nations not in compliance one week after the reminder will be ejected, but not banned.
There are no rules regarding endorsements of other WA members.
Reason.
Ridgefield strives to maintain a certain quality of content and community. Puppets, which are frequently anonymous and of low value to their owners, degrade this quality.
The only way to prevent a flood of puppets with total surety is to rely on the game's automatic anti-multiing functionality, which prevents players from cheating by entering multiple nations into the WA.
A high-quality region full of active, contributing residents is preferable to a much larger region that has been inflated with inactive puppets.
Finally, a high concentration of WA nations strengthens our voice in international affairs, and increases our overall regional influence by orders of magnitude.
Exemption.
There may be exemptions offered by joint ruling of the Governor and Mayor.
The Governor nation is exempt from this policy, but the Governor will not be permitted to own puppets within the region.

Consecutive posts.
Do not post more than once in a row. Multiple consecutive posts will be suppressed with no exceptions.
Instead, reread your post before submitting, check for typos, and hit Preview to look over your formatting.
Deleted posts cannot be suppressed and therefore do not count toward this rule, but it is asked that you avoid posting consecutively and deleting the posts.
When quoting a post, a resident should shorten the content between the [quote] tags to 50 words or less and in a clear and concise way that is not misleading to the meaning and intent of the original post, so as to reduce spam and posting of the same thing twice in its entirety.[/tab]

Objectionable posts.
Spam is defined as completely meaningless content, or at least six consecutive posts, including deletions. Three or more consecutive posts with completely meaningless content will be considered aggravated spam.
Obscene material is defined as gore, nudity, shock images, or highly R-rated text (sexually explicit or containing excessive profanity).
Spamming the RMB will result in a telegram warning and suppression of all offending posts, issued by the Chief of Police. Aggravated spamming will result in summary ejection, by the same.

Embassy posts.
Nations in regions that have embassies with ours are able to post on our RMB.
Frequently, though not always, you will have the same ability to post in those regions. Be thoughtful of other regions when posting on their RMBs, as your posts reflect on our region as a whole.
This section contains our official embassy policy, which is currently subject to change at any time. Foreign ambassadors should read carefully before making an in-game embassy request.
Please telegram a request to the Director of Relations, or if unavailable, the Founder. The request should include at least one good reason why we should accept your request. All regions collecting embassies will be categorically denied.
Embassies do not signify alliances, but good inter-regional relations. We are a neutral region, and an embassy with another region should not be taken as a sign of ideological or gameplay alignment with that region.
Keep in mind that nations in embassy regions have RMB posting ability in our region.
