Economic and Strategic specializations should focus on stockpiling shields. Military specialization should focus on stockpiling nukes. Don't fire nukes yet.

I’ve apparently started a conflict. I didn’t know what the hell it was so I just navigated through a series of buttons and no I’ve caused chaos

Just don’t launch any more nukes unless given orders to do so. Shield specialists will shoot these down, you just stockpile.
