If you don't take the boiling potatoes out of water, then yes. If you take them out, then that's no longer a soup.

There is stock though, at least in the best salsas. Boiling a bunch of peppers and tomatoes down to a salsa is great, and technically qualifies as soup.

As Manne reads the letter, Bruj reads one of the many papers piled on Manne's desk. "Hmm, seems like the Solarians are giving us more weapons to replace our aging ones." Bruj thought to herself, as Manne finishes reading the paper.

"Alright, send a email back to the General saying that we accept and agree to the building of a base in Meria, but they should probably expand on a existing base here instead, like Nerucharest Central Base right outside of the capital, which already has 2 runways as it also doubles as a Air Force base too." Manne ordered, as Bruj nodded.

As Bruj walks off, Manne looks back at the paper which shows the weapons the Solarians are giving. "The Air Force and the Navy needs some upgrades too, but this should be enough for the time being."

A Merian Lieutenant at the SSTO Offices places a letter onto General Stanton's desk.

On behalf of President Manne of the Triple Republics, I would like to agree to the building of a SSTO base in Meria. However, the expansion of a existing base to fit in SSTO troops should be considered too, as it can also allow the training of Merian soldiers to take place. One location could be the Nerucharest Central Base outside of Nerucharest, the capital, which has two runways, as it doubles as a Air Force Base too.

This is essential to the defense of Meria, as we're the only democratic nation in a sea of autocrats. If there were to be an invasion of Meria, the alliance will not arrive quickly to deal a counterattack to the invaders, resulting in us returning to the days of dictatorship.
