Civil Service Bill!!! 🎉 🥳

The bill seeks to establish civil services in the Cabinet.

Proposed Law

1. Hereafter referred to as the Civil Service:

  1. Citizens shall have the freedom to join and assist a relevant ministry in its efforts

  2. Participants shall be labelled Civil Servants (CSs) and shall be directed by their relevant minister

  3. Prospective CSs are to voice their interest through the RMB, telegram to the relevant ministry, or the regional Discord

  4. The relevant ministry must provide a valid reason for refusal such as assistance not being necessary for that particular ministry

2. The following responsibilities shall be expected to be fulfilled by all Civil Servants:

  1. Civil Servants shall be expected to keep a regular line of communication with their ministry

  2. Civil Servants shall be expected to keep up regular activity within their Service

  3. Civil Servants shall be expected to announce any leave of absences before becoming inactive for a period of time

  4. Civil Servants are to announce their leave of absence or resignation to their relevant ministry head

3. The executive branch may, at its discretion, develop and/or alter an application process to streamline the Civil Service

To continue what Llo started, I’ll give some background to the bill. The Civil Service Bill seeks to establish something that’s, as far as I’m aware, been talked about for the past two campaign seasons but has yet to be acted upon. The Civil Service.

For those who aren’t aware, the Civil Service is any position that citizens can volunteer to be a part of that help the region get things accomplished. For TLA, we have a de facto Civil Service in the form of ambassadors. Under the CS Bill, ambassadors would be considered Civil Servants for the Ministry of Foreign Affairs.

Now, the opposition to this bill might say “Oh well, the cabinet can create a civil service internally whenever it wants. This just seems like it’s forcing them to do something that they can do at any time anyway.” Some other concerns may be that a ministry might have a perfectly valid reason for not offering civil servants or that the bill doesn’t go in depth as to the specifics of each ministry.

We can’t expect all cabinets to consciously seek out to create Civil Services, because of course, being human beings — different cabinets are going to simply have areas they overlook. For example, the current executive is concerned with starting an endotarting program. That’s a top priority. But another executive might elect to emphasize domestic affairs, such as regional events. Now obviously, both of these are areas that I’d say deserve equal attention. Currently, we’re left to hope that the executive spreads itself thin enough to touch on every point of interest. I believe the Civil Service could help with this in more ways than one.

The Executive’s purpose is just that. To execute. They are not independent actors. The function of the cabinet to act upon that which the GA has set in motion. This isn’t “forcing” ministers to do anything especially with respect to subsection 1d: The relevant ministry must provide a valid reason for refusal such as assistance not being necessary for that particular ministry as well as the clause in section 3: The executive branch may, at its discretion, develop and/or alter an application process to streamline the Civil Service. These two examples showcase leniency within the parameters of the bill.

If for example, Secretary and Minister of Information Arg says “You know what? I’d really like to have Assemblians help with Information but I’ve literally got it all covered. There’s absolutely nothing that they can help with.” Then, of course, granted that he provides said reason for refusal, he wouldn’t need to create completely unnecessary offices arbitrarily. I’m not looking to create some sort of bureaucracy in TLA. Obviously, there’s a level of discretion. We don’t need a “Royal Pencil Sharpener” as an example of unnecessary jobs lol.

Sure, if the bill is passed, then the MoFA’s Civil Service is already legislated so it might make sense to legislate others. But, allow me to posit this. If we are to write a bill for every office, I’d say that’s a fool’s errand. Because 1.) Different points of interest in each office might arise as we progress as a region. Are we to amend bills every time a new area someone can assist a particular ministry in arises? Again, my example of the “Royal pencil sharpener”. 2.) New offices can be created and are created. Two terms ago, the MoI didn’t exist. Last election season, a candidate spoke of creating a Ministry of Environmental Awareness (or something to that effect). We can’t be expected to create a law for each and every new ministry that might pop up with each administration. Potentially for the ones that are cemented into the constitution, yes. But it becomes redundant to say “Okay, team, let’s create a new bill for the specific season of the civil service of the Ministry of [blank].”

With all that being said, as Vice-Sec, I have discussed this privately with Secretary Argentigrad and he has shown support for the civil service being legislated in some fashion. Perhaps not in the form of this particular bill, but nonetheless, he too believes that if this is to become a regular program, it should be legislated so we have a clear procedure. Alternatively, if this bill is found to be undesirable with the public at the moment and cannot be remedied by revision, then the Secretary also suggested to me perhaps attempting a trial run in the cabinet first and then legislating it. However, I do believe that even with a trial run, we should have a baseline to operate from. So if this bill is passed, I suggest the following.

I propose, if the bill is passed, TLA should have a trial process with the legislation to see how effective it is and any areas that might need to be revisited. My reasoning for still pushing the bill even for a trial process is so that we have things locked in place of what Assemblians ought to do when interacting with the Civil Service. So that there is no confusion. The legislation would function as any other, but would operate on the trial basis unless we decide to continue it.

I have heard the "ethnic cleansing" charges are more of an ethnic dislocation from their traditional locations. That may very well be ethnic cleansing, I am unsure. The discrimination charges also have proof to them. But dislocation is almost always an effect of war, and I have no doubt things would be much worse with a Turkey-backed puppet there instead.

TL;DR we must look at these problems very seriously but for now, even with my ideological differences with the SDF and Ocalan, I support them critically.

This is kind of my position too, although I admit I'm not too knowledgeable about the region. Rojava's past ties with the US have made me uncomfortable, but I suppose sacrifices had to be made in order to secure a nation for the Kurdish people. The ultimate foolishness of that strategy seems to have been realised now, however. The US has turned on Rojava, as we all knew it would, and Turkey will probably swallow up the whole region soon enough.

Very plausible. The PYD in establishing Rojava had to contend with a lot of bad blood between Kurds, Arabs, and Assyrians. There is still definitely some discrimination going on, as these kinds of pre-Rojava racial attitudes are difficult to wipe out in the span of only a few years. However Rojava has made some progresa on the matter. The SDF has an all-Assyrian wing under it, the Syriac Military Council, which helps protect the rights of Assyrians/Syriacs in Rojava.

I partly joke, but one of the solutions put forward by Rojava to combat the patriarchy and racism is to give women and ethnic minorities firearms and the knowledge to use them - which, I mean, fair enough.

yep, I've been watching Indonesia closely for weeks. Hoping it goes well even though I suspect it won't.

Frankly the betrayal of the Kurds was expected, I wrote a policy paper on it two years ago. Once again the great protestations of 'spreading democracy' give way to abandoning our most consistent defenders in the region to a tidal wave of blood, at the hands of a NATO member this time.

The Kurdish leaders are probably well-aware that this was coming, It's not like it's the first time the US has thrown them to the wolves. Let's hope they're ready.

It would do my troubled psyche a great deal of good to see them give the Turkish army a thumping, but we'll see. In the meantime, this should be among the big internationalist focuses for the next while I think

I have recently been ‘cancelled’ by sections of my online peer group for continuing to listen to David Bowie and other artists accused of sexual crimes. I protested that my listening to their work in no way denotes a support for their personal qualities or actions. What are everyone’s opinions? Can we enjoy the music of morally reprehensible people without becoming morally reprehensible ourselves?

Really it's about drawing a line in the sand and unfortunately there's always going to be a fight there. For example, I enjoy movies and music made by people who have been accused/convicted of sexual assault, bribery, etc. To me, it's not me supporting them, it's me simply enjoying art.

However, I won't go to Chick-fil-A because they use their earnings to support groups that engage in gay conversation camps. To me, that's just food and no food will be good enough to allow me to support that type of behavior.

In a nutshell, it's how important is what they've produced to you and how awful is their crime in your eyes? Cant boycott everything lol

Agreed. I found myself begrudgingly listening to the Gary Glitter track that recently formed the backdrop to the climactic scene in Joker, and rationalised my decision to listen to it by reasoning that, since Glitter will die in prison, he can’t take advantage of my royalties anyway. Ditto with Bowie, who is of course dead.

Moreover which acts are to be considered reprehensible enough to warrant a blanket ‘cancellation’? If we include other actions like murder, assault, bribery, coercion and so on, the majority of the music industry vanishes before our eyes. Alternatively, we could include only sex crimes - but why should we limit ourselves? If we’re approaching from a consequentialist standpoint, as most of the left does, acts like murder are at least equally reprehensible as sexual misconduct.

I think it should be possible to enjoy the artist’s work, so long as it doesn’t contain reprehensible messages, simultaneously as we condemn their misdeeds.

My opinion is enjoy what you enjoy and be critical of the creators and the content, but that's no reason to not enjoy it for the artistic quality. I will watch Roman Polanski and Johnny Depp and listen to Bowie and Modest Mouse. I'm very much an SJW type but I don't want people to self flagellate for others' sins.

Edit: not that there's anything of "artistic quality" in Depp's films.

This is my position, but I’m told I’m sending a ‘bad message’ to survivors of sexual abuse and assault. I find that somewhat difficult to accept, given how tireless I’ve been in advocating for gender equality and so on. Indeed I’m always telling unfortunate partygoers the sordid tales behind Bowie and other favourite artists. I’ll happily condemn the artists themselves and their crimes, but I’m not sure why I must condemn their music with the same breath.
