Military manpower of the Union now ranges around 12,000 strong. But... there are only weapons for 9,000. A full quarter of the army was decommissioned due to shortage.

That can’t do. While negotiations to purchase arms from Mexico are underway, a strong domestic arms industry, independent from foreign weapons, are critical for winning a large conflict.

Thus, an improvement of the Santa Clara Arsenal is underway to include an additional production line for SKS rifles to arm the units.

After traveling for 3 days up the NY State turnway. The expedition came into Albany proper, finding little on the way there besides small gangs along the road that either ran or were killed off quickly enough. The expedition made camp within the Albany Port District in the south of the city.

After setting camp, the pathfinders and patrools began scouting out for the raider gangs in the city. Already finding a few coming to the city outskirts there was no easy way into the city. With no clear way in, squads simply began scaling r clearing paths into the south end. Once inside the city it was found that not much remained within. Besides the odd feral ghoul and mole-rat the city seemed abandoned by everyone. It wasn't until men moved into downtown that they found some more gangs camping on the dun bridge and the Plaza.

With little actual gangs within the city, it seemed that the caravan rumors were over exaggerated with the number of gangs. With mortar teams and pathfinders the gangs were quickly run out of the city. With the city cleared, the expedition began setting up a permanent base within the area. Building the main camp in the Port district, three more outposts were set up. The first was further up the Hudson in the town of Troy, another in the Schenectady County Airport, and the final in the small town of Voorheesville. A small settlement began to form as well in the time union center, as scavengers began to enter the cleared city.

With the population growing and commerce increasing, and with the renovations to landmarks such as the Lincoln Memorial and the Capitol progressing steadily, attention has been turned to supplying the settlements of the Capital Wastes with consistent power and thus freeing up generators and other local power sources for other uses.

In addition to planning out a new power grid, RAR engineers have surveyed the old MPDL-13 coal-fired power plant for possible reactivation. The plant is in a state of severe disrepair and the coal turbines are unfixable. As such, the engineers have proposed putting in new industrial-scale cold fusion generators to replace them. General Winchester has approved the project and work is to begin immediately to make the plant operational.

She gave her thanks to the waiter for the water and took a small sip before continuing her line of questioning.

"Do the Generals of the RAR stay for life or are you replaced eventually? Also I did see what I would assume to be the capitol building that you speak of, however I am not well versed on which building is which in the city. Is that where your council will take place to determine what will happen in and around your country?"

"The Capitol is the one with the big dome, at the end of a large field," Nora explained. "It's where the United States Congress, well, used to meet. Someday, perhaps, they'll be able to do so again."

"That's a long time in coming," Nate remarked with a smile. "Things are too precarious yet, I think, to think about moving the seat of government back from California. It's just like your retirement, sir," he directed at Winchester with a chuckle.

Winchester managed a wan smile. "If I get to retire, I'll be lucky. So far every man who's had my job has died in it, and not from old age. Though General Graam did manage to make it to 76 before the heart attack did him in."

Ethanol Farming

After the discovery of Ethanol powered machinery, the only issue that engineers came forward with was a surprising one. There was no ethanol production anywhere nearby outside of some small distilleries. This could be an issue as most of the senate planned on using ethanol for the navy, but luckily this could be fixed.

To fix the issue the army ordered the creation of two small Ethanol farms to be built within the confederation. To avoid overloading one area with the farm's demands the Department of Industry chose a spot in Suffolk and another in the Hudson Valley.

    | Five more Hours later, they arrived at the remnants similar in most to when Raleigh was reclaimed, teaming with mutants the inhabitants long since dead once more they had to fight, and another batch was lost including some of the friends from his own group, over the ruins of the central square the Carolinian flag was raised, and defenses were underway, their march was not over not just yet, they were all told to defend the area and wait for departure the final portion of their march was under way, some already called this; [ "The March to Fortitude" ] or for some less optimistic; [ "The March of fire" ].

With the engines figured out and the issues with the grav plates solved, the only thing left to do was to design the airframe itself. For inspiration, the engineers looked to the F-110 Phantom II, what had been the most advanced plane developed prior to the bombs for use in the skies over China. While initially looking to simply use the Phantom II's design for the plane, calculations performed by MODUS showed that the airframe as-is would be structurally inefficient and potentially cause fatal structural failures when carrying a full combat load.

As such, the engineers had to come up with some new calculations, adjusting the design to fit their needs. The basic shape was retained, with a wing with a roughly similar sweep and a tri-delta tail (a v-tail was considered but ultimately discarded). However, the dual thrusters underneath the tail were discarded, the tail sweeping up more naturally. Instead, the thrusters were placed on either side of the body. The wing had to accommodate a directed exhaust system that would allow the pilot to funnel jet exhaust to wherever needed for stability and maneuverability, even though the majority of the lifting would be done by the grav plates.

By the fall of 2173 they were finally ready to prototype. A prototype was constructed on the golf course of the Whitespring using the Congressional Bunker's advanced manufacturing facilities. A remote control was installed for the first couple of tests, with MODUS handling the testing. The prototype managed to take off briefly before a computer glitch caused it to crash back onto the landing pad, damaging the landing gear and the understructure. Once the damage was repaired and the glitch identified and corrected (it was actually a problem with the comms, a ping went missing) the plane was started up again and flight-tested.

The plane successfully hovered and even managed a short flight around the resort. Upon trying to land, a grav plate malfunctioned and the plane landed hard on the vertibird gantry. Thankfully, the plane did not explode, but it did damage the portside wing sufficiently to need to be replaced. The engineers wrote it off as a prototype, though, as they would need to make some adjustments for the second prototype.

The city of Firsts ⅓

With the expansion along the Hudson river, more pathways to expansion have opened up. One of which is along the I-90 the way to Springfield, Massachusetts has opened. While out of the way Springfield had been a center of innovation and arms manufacturing in the early United states. Along with sitting within the Connecticut River Valley and along the Connecticut River it sits as a gateway into the state of Massachusetts. The numerous colleges nearby the city leaves much to be desired of the possible technical documentation that could be found.

With that in mind a few pathfinder squads were deployed into the region to scout out the city. Along the roads they found small settlements or farms, though no major threats. They warned off the scouts on heading into the city but wouldn't say why. It wasn't until they came across the town of Westfield that they found why people avoided the city.

Super mutants had moved in, coming somewhere from eastern Massachusetts they had occupied Springfield and the surrounding area. They had already dug-in and set up camp in west springfield to terrorism the surrounding area. With the news of the inhabitants, the army mustered a force of 5 companies and some juggernauts to take Springfield.

5 companies and 3 squads of juggernauts are sent to Springfield, totaling 996 men.

To win local support and further human development, literacy initiatives are beginning to roll out.

In the Central Cuban Settlement Republic, literacy brigades are coming in from the west.
They are all young, in the 20s, and was sent to teach children and adults alike how to read and write. English is the language used, and people may choose Spanish as well and travel to a large settlement like Santa Clara or Camaguey to study it.

After roughly 1 month, basic math will be taught.

This is a temporary measure, as restoring schools is still underway. Once that is done though, education will be mandatory and free.

Coupons, Basically
To further the advancement towards communism, and to preserve caps for external trading, caps and similar forms of currency will be phased out for labor vouchers.

These are earned purely from well, labor. They act as a medium of exchange for consumer goods. They cannot be used as money in any other way, for as a traditional currency they are effectively worthless. Investing using them is foolhardy, nor can they be generated via such methods.

Each person controls their own vouchers. If one wants to use the vouchers of another, there must be written permission on the voucher (or stack of).

"Well, as much as I enjoy small conversation about a country I have never visited let us address the real issue at hand that warrants such warm hospitality to someone who wasn't known to you until very recently. My country is currently being ravaged, my small group of supporters have been dispersed or killed. I am also not keen on returning to my country to add to the violence that plagues it. So what are the policies of the RAR when it comes to nations that it deems, important, but said nation is ravaged by internal strife?" she finished off her water and pulled out a second cigarette promptly lighting it her eyes piercing each of the officers as she looked among them sat at the table.

Using flares to signal for the ship to come in to dock a messenger was sent to rally the council members in order to see who or what this new arrival had brought to their shows.,

As the Diktat has grown and reclaimed ever more parts of Mexico, it has become clear there many more areas that could benefit from a new wave of industrialization and factory construction. Aguascalientes, Parral, Mazatlán, all of these areas would make for excellent location for new industrial works. It would help shore up Diktat resources and equipment, while also being a handy way of keeping the people employed, housed and fed, and thus content are loyal. And so, large amounts of material and labor are being moved around, with renewed urbanization projects, to build new factories in key locations, such as the above cities, but also other areas as well.

We'd like to see the violence resolved as soon as possible, and it looks increasingly like we might need to do a bit of nudging to make that happen."

"The Kingdom of Jacotown as you refer to it is lead by the McAthor Noble Family. Then there are the Horatios who lead the Empire of Jacotown and are pretty content on killing everyone who threatens their visions of Jacotownian dominance in the entirety of the wastes. There is also the Free States of Jacotown led by a coalition of Generals who are against fighting for either side and retaining some form of the old system. Since there is no heir that they know of the Council of Generals simply rule their territory through Martial Law. The McAthor's know who I am some how since they attempted to assassinate me at my home in Louisville," she ashed the cigarette before taking another drag.

"I am a ghost in the former Fiefdom but if you were able to perhaps bribe or wet the beaks of the Council of Generals I would be able to have a fighting force, but I do not wish to return to Jacotown to fight against my fellow countrymen. I was a nobody, a wastelander until recently. I was not brought up in the court of King Robert, I was not groomed to be royalty despite my blood ties to royalty. It is going to take serious man power, resources, and time to oust both the McAthors and the Horatios" snuffing out the cigarette now and asking a passing waiter for more water she looked between the commanders.

"The Federation as soon as it takes a step in the wrong direction towards Jacotown will be swept from existence by the Fallen Angels Empire which to my knowledge on national politics is a very close ally to the former Fiefdom. So is the RAR willing to spend blood, money, and if so what would their expectations be in return? This is the wasteland gentlemen, nothing is done without an expected return with interest," her smile had disappeared as she spoke in a very serious and commanding tone.
