His government was not involved in that civil war.
Civilian volunteers. Shav would have to enact laws to prevent them from going. And once they are there, they can fight on whichever side they want.

Do you want to end it? Or do you want to continue?

It is so hard to write twists and mysteries into stories these days

I dont have a lot of fans but the ones i do are INSANE.. they rip thru my books within a week of release and create 50 theories out of every thing even mildly unexplained

It's very hard to put in a twist there that no one has thought of, so i just sprinkle my work with TONS of red herrings now : D

This way, when I'm driven crazy, at least I'll have company : )
