Not sure if that was ever made cannon or not, but it's the only explanation I can remember as to why some people Ghoulified when the bombs dropped, while most people outright died.

I'd say Caesar would have a higher chance of surviving post-apocalyptic Chemotherapy than he would becoming Ghoulified.

I've got plans for the Kings in Freeside. Right now it would be best to leave them be. I'm going to need income, that means NCR people coming to New Vegas to gamble and shop. Contact with NCR should be priority.
