1.) You can serve in both the cabinet and the legislature, yes. We have no law preventing it.
2.) I would say that you can run for multiple positions, but obviously, you can only hold one. For example, you can't be both a member of the House of Commons and a Senator. Note: Cabinet positions are appointed, not elected, so they are different.
3.) No term limits as of yet. You may run for as many terms as long as you're able to deliver.

All of the current political parties are located in a factbook made by Andusre and yes you are free to make a political party of your own. If you do youll need to make a manifesto for your party and you can use the existing parties as guides on how to make yours!

1. I there a link or template to officially make a political party page? The other parties seem to be using the same format and I want to do the same

I also support anti-corruption legislation that will prevent our democracy from being manipulated. I want a strong and just Thaecian government, but one that also stays out of personal affairs, like how we govern our countries. You are just in time to jump into the general election races. Up for grabs are the PM, President, 5 senate seats and 7 house seats. You can join a political party or run as an independent, whichever suits your tastes. To officially declare, send a telegram to President Xernon telling him of what you are running for and which party, if any, you are running with. Please bear in mind that you do need to be a WA member to be a citizen and thus to run for office. I do believe both of you are WA members, though, so you can likely ignore that.

If government isn't your cup of tea, we also have a bustling new Role-play, set up by the excellent Role Play Minister Zhangzhou autonomous province!

Please note: this is a draft of the constitution and sections in bold represent areas which require further clarification. Underline marks an area which is under review.

Article I - The Executive Branch
Section I - The Executive branch of government, also known as the Cabinet, shall be comprised of the Prime Minister, the Minister for Home Affairs, the Minister for Foreign Affairs, the Justice Minister, the Cultural/Entertainment Minister, the Role-play Minister and their deputies.

  • Section II - The Prime Ministry shall preside over all other ministries. The Prime Minister reserved the right to hire and fire any minister, with consent of congress. The Prime Minister shall also have all regional government powers: Appearance, Border Control, Communications, Embassies and Polls. They shall be able to veto legislation which has not received three quarters of congress' support and has not been enshrined in law for thirty days.

  • Section II - The Ministries shall have authority over the following: The Ministry of Home Affairs has responsibility for recruitment and communications; The Ministry of Foreign Affairs is responsible for inter-regional diplomacy; The Ministry of Justice is responsible for all matters relating to the High Court; The Cultural/Entertainment Minister is responsible for culture and the organisation and moderation of regional leisure events; The Ministry of Role-play shall be responsible for overseeing the region's role-play.

    • Sub-section I - The Ministers shall be given the following powers: the Home Affairs Minister will be given authority over Communications, Border Control and Appearance; the Foreign Affairs Minister will be given authority over Embassies; The Justice Minister shall be given authority over Border Control; The Cultural/Entertainment Minister and the Minister of Role-play shall be given authority over Communications.

  • Section III - The President shall serve as WA delegate, which will be non-executive to prevent raiding. The president shall have the same powers as the Prime Minister, except for the right to fire a minister and veto legislation.

Article II - The Legislative Branch

  • Section I - The Legislative branch of government, also known as congress, shall be a bicameral legislature. The lower chamber shall be called the House of Commons (also known as the Commons or simply the House) and shall consist of seven members of parliament (MPs). The upper chamber shall be called the Senate and shall consist of 5 senators.

  • Section II - Any bill drafted and proposed to the House must achieve 50% of the chamber's support. If it meets this threshold, it shall be passed to the Senate where it also must achieve 50% support. If it fails to reach 50% support in the Senate, it may be sent back to the Commons to be amended or scrapped. If it does command a half of the Senate's support, it will become law. The same process will be applied for bills originating in the Senate, which will be sent to the House upon passage.

  • Section III - The House and Senate shall be led by the leader of the party with a majority or the leader of the largest party in the ruling coalition. To be in power, the sum of the number of seats of the parties in the coalition must be greater than or equal to four in the house and three in the senate. The Speaker of the House and the Chairman of the Senate shall have the power to determine their chamber's agenda.

  • Section IV - All ministers except for the Prime Minister must be confirmed by the House with 50% of the chamber's support. If the House rejects the minister, the Prime Minister must choose another to head the ministry.

  • Section V - A motion of no confidence in the leadership of their chamber can be initiated by any member of Congress. If this motion received two thirds of the chamber's support, the ruling party shall select a new leader for that chamber. If there is no alternative, a new election for that chamber should be called. Motions of no-confidence shall be capped at one every 90 days.

Article III - The Judicial Branch
  • Section I - The Judicial Branch will be composed of the High Court, which itself will be composed of three justices: the chief justice and two associate justices.

    • Sub-section I - One of the justices will be chosen by the Prime Minister to be the Chief Justice.

    • Sub-section II - The court is under no obligation to accept every case which is filed before it.

    • Sub-section III - The court can review criminal charges - where a law has been violated, civil lawsuits - where one resident sues another, or constitutional challenges - where a law violates a portion of this document.

    • Sub-section IV - The justices on the court shall give their opinions on a case, and the opinion (for example, whether a bill is constitutional or not) with the most votes from the justices shall be the ruling. The opinion considered of the highest quality by the justices will be the majority opinion, and the justices which support it will be listed as assenting justices; the justices who disagree shall be listed as dissenting justices.

    • Sub-section V - Justices have no term limits and their tenures end when they are impeached or resign.

    • Sub-section VI - Justices will be nominated by the PM and will take their seats on the court if/when they are confirmed by half of the Senate's members.

Article IV - Constitutional Amendments
  • Section I - The Constitution can be amended by a bill originating in the Senate or the House, and it shall be treated as a normal bill, with one exception. The legislation must receive two thirds of both chambers' support. After this, the amendment shall go to a regional vote, if the Prime Minister approves of it. The amendment can bypass the Prime Minister if it receives three quarters of support in both chambers. At regional vote, the bill must receive two thirds approval as well.

Article V - Supremacy
  • Section I - The Constitution is bears the greatest legal authority in the region - all legislation, treaties, et cetera shall be considered less powerful and if they violate this constitution, they should be struck down by the High Court.

Article VI - Citizenship
  • To be a citizen, residents must be in the World Assembly (WA). This requirement may be bypassed by sending the Prime Minister, President or Home Affairs Minister a telegram from a nation in the WA in another region confirming the non-WA resident is a puppet nation of the WA nation elsewhere. One person may have no more than 1 nation as a citizen in this region.

Article VII - Rights
  • Section I - All residents are guaranteed the following liberties without government interference:

    • The right to speak their mind, provided this does not breach NS rules.

    • The right to form or join a political party.

    • The right to run for public office, provided that they are citizens as well as residents.

    • The right to challenge the government, by means such as no confidence votes and court cases.

    • The right to a due process and a fair and free trial

    • The right to be a part of regional media

      • Followed by the right of the media to cover whatever it wants to.

    • The right to vote in elections, provided that they are citizens as well as residents.

Article VIII - Succession
  • Section I - If any government official resigns or ceases to exist, their deputy or the next highest member of that organisation shall succeed them.

  • If there is no clear successor (e.g. a deputy), an snap election shall be held for elected posts.

Article IX - Elections
  • Section I - Elections shall be held for the Senate, the House and the Prime Ministry and the Presidency.

  • Section II - Elections for the House shall be every two months; elections for the Senate, Prime Ministry and Presidency shall be scheduled for every four months, regardless of if a snap election takes place.

  • Section III - The Senate shall have the authority to call a snap election, with three quarters of the chamber's support.

Roleplay's introduction and rules

This is an introductory article for the regional roleplay.

The context

The roleplay takes place in the Thaecia region.

The technological level:

The average technological level is that of the second half of the second world war. Helicopters, radars, jet planes, ballistic missiles, large aircraft carriers, nuclear weapons, phosphor weapons, orange agents, composite armor, HEAT projectiles, infrared sights, etc. ... are technologies that are controlled only by a minority of nations.

The Thaecia region is dominated by the Shogunat Takeda. This superpower has, in the past decade, imposed its hegemony by force. Under the thumb of an ultra-authoritarian regime, and driven by the fanatical desire to bring the world under the imperial cut, the Takeda nation not only controls a vast territory but also regularly intervenes in the internal affairs of the continent's countries. Oikonia and Kœlesania, in the eastern part of the Theacia region.

As the only nation that controls nuclear weapons, the Shogunate is feared, but also generates a lust for its well-kept secrets.

Nevertheless, at the beginning of the game, the Shogunate will be the victim of a serious internal crisis, resulting in opposition between its sprawling administrative branch and its army. The leader Minamoto no Harunobu will try to resolve the situation with a coup with the support of the army; which will fail in part but will fragment the Shogunate.

Beginning players with a nation in this space will thus be able, thanks to this political crisis, to choose between different ways for their nations:

Continue collaboration with the Takedas, try to escape from their sphere of influence, or maneuver to try to make the most of the situation.

The west of the region, to a certain extent, escaped the Shogunate's influence. Beginning players in this area will be technologically behind, but will have greater freedom of action at first.

On the functioning of the RP:

The roleplay will run on discord. The game master and roleplay minister controls the Shogunat Takeda.
We differentiate the "OOC" (Out-Of-Character) interventions where the players speak "outside the game" to give details about the functioning of their nation, explain their motivation or talk about their favorite dish, with the interventions "IC "(In-Character) where the statements of the players are supposed to be the exact transcripts of the statements of their government or their national media.
Finally, note the possibility of making interventions of the type of "SA" (Secret-Actions), where the player notifies the game master of a secret action he intends to undertake. It is up to the game master to decide whether or not the action will work and whether it will remain secret or not.

It will be a performative roleplay: saying is doing. The players' IC declarations represent what is happening at the very moment, whatever the form of the declaration (Text of law, radio program, television news, presidential speech, internal government debate ...). The gamemaster can oppose the realization of an action if it is unrealistic or problematic in the context of the game (a president gaining full powers suddenly and unopposed, an unreasonable territorial annexation ...)

It is obviously necessary that the players make realistic decisions corresponding to their nation and their backstory (Note: nations of nationstate players represent little or no nation in roleplay, with the notable exception of the population).

Players are asked to do at least one IC action every three or four days, and at most one every 12 hours. It is requested that the IC actions are clearly explained, motivated, etc. It is reasonable to imply in the narrative how the action may impact the other players.

Ideologies and factions:

Like the real world during the Second World War and the beginning of the Cold War, two visions are opposed in the apprehension of the world:
-the vision in terms of nation-state, where the response to the immediate problems of the nation and the individual improvement of its status, its wealth and its territory decides the foreign policy of the country, like the expansionism of the Axis forces during the Second World War and non-aligned during the Cold War, and, in the game, the Shogunate and its allies
-the internationalist and globalizing vision, where it is not so much a question of making one's country grow as of trying to impose on the global scale an ideology and a reorganization of the international community; like allies during the Second World War, then the Western Bloc and the Eastern Bloc during the Cold War.

Players are invited to form factions and alliances with other players.
