In my opinion Article 3 brings down this bill. The constitutionality of a bill should be reviewed by the Goldenfolk Tribunal, and clause 1 of article 3 allows the President an infinite amount of time to decide, and therefore unofficially veto a bill (this is also known as a Pocket Veto). Reberydinigzadaland makes no argument against Articles 1 & 2, and if Article 3 is removed in a second version of this bill, Reberydinigzadaland would be in favor. However, with the bill in its current form, Reberydinigzadaland will vote Nay.
No current duty is detailed for the Goldenfolk Tribunal or judicial branch as a whole within the constitution. I believe that giving them such a duty would be better suited for a constitutional amendment.
The Goldenfolk Tribunal fulfills all of the responsibilities of a Judiciary, as it is the Judiciary branch, and a responsibility of the Judiciary is to determine the constitutionality of a law.
I disagree. The RGBN judiciary fulfills the duties laid out for the RGBN Judiciary. With no duties laid out, they currently do not have any responsibility.
1. The Judiciary Branch of the RGBN shall consist of a Tribunal, named The Goldenfolk Tribunal, composed of a minimum of 3 Tribunes. 2. The Tribunes shall be nominated by the President and confirmed by a simple majority vote in the Regional Assembly. 3. If there are less than 3 Tribunes, the President must nominate a citizen to the position within 2 weeks. 3.1. The Speaker of The Regional Assembly must start a debate on it within 1 week, the debate must not last more than 3 days, and whenever it ends, the Speaker of the Assembly shall start the voting at a maximum of 1 day after. 4. Tribunes serve until they resign, or are removed. 5. There are two methods to remove of a Tribune; 5.1. The first method of removing a tribune is via a 2/3 majority vote in the Regional Assembly. 5.1.1. The President may veto this action, however a 3/4 majority vote in the Regional Assembly will overturn this veto. After this, the President shall not have the right to veto the removal. 5.2. The second method of removing a tribune is via a request from the President; After the President requests the removal of a tribune, the Regional Assembly only needs a simple majority vote to remove the requested Tribune. 5.2.1. If this method is used, the President may not veto the removal of the requested tribune.
At the moment article J does not give powers to the tribunal other than its existence and how to appoint or remove members of that body. I didn't realize till later that the pre/post amendment to article J did not lay out the powers and duties of the Goldenfolk Tribunal, not even laying out a Chief/President of the Tribunal. compared to the Executive, Legislative, and, Curatorial branches that do have their powers and duties(mostly) laid out.
I recommend an amendment to RB9 Article 3, Clause ii.
Article 3: Passing of Legislation:
i. Bills passed by the Regional Assembly will then be taken to the President to be signed into law or vetoed.
ii. The President or any Assemblyperson has the right at any time to call to question whether the bill at debate is constitutional. Upon the President or any Assemblyperson using this privilege, the speaker is to invite the Goldenfolk Tribunal on the assembly floor to give an opinion on whether the bill in question is constitutional if passed.at which time a debate over the constitutional nature of the bill will be conducted.
iii. Should a bill be declared unconstitutional, it will fail on the spot regardless of if it has been passed in the assembly.
Purpose: To layout the powers and duties of The Goldenfolk Tribunal
Article 1: Amendment I. The Amendment to Article J is as follows:
Article J: The Judiciary Branch 1. The Judiciary Branch of the RGBN shall consist of a Tribunal, named The Goldenfolk Tribunal., composed of a minimum of 3 Tribunes. 1.1 The Tribunal must be composed of a minimum of 3 Tribunes, as with the number of Tribunes to remain an odd number. 1.2 The Tribunal is led by a Chief Tribune, which is appointed among the Tribunes. The Chief Tribune determines the rules and conduct of the Tribunes and Citizens interacting in and with The Goldenfolk Tribunal
2. The Tribunes shall be nominated by the President and confirmed by a simple majority vote in the Regional Assembly.
3. If there are less than 3 Tribunes, the President must nominate a citizen to the position within 2 weeks.

6. The Goldenfolk Tribunal's powers and duties: 6.1 Judicial review on the constitutionality of the actions from the branches of Executive Legislative and Curatorial 6.2 Judge and provide verdicts and if needed punishment in Court Cases involving the breaking of law.
Purpose: To resolve an issue about RGBN Regional Bill numbering
Article 1: Amendment
I. Amends the following on RGBN Regional Bill 1:
Article 1: Definitions 1. Legislation that is introduced to the floor of the Assembly by the Speaker is referred to as RGBN Regional Bill or RB for shorthand.
2. Legislation that passes the Assembly is referred to as RGBN Regional Law or RL for shorthand.
Article 2: 1 Format of a Bills and Laws
1. A Bill shall have the following format:
RGBN Regional Bill [Number of Bill]: [Title of Bill]
Purpose: [The purpose the bill is trying to achieve]
Article [Article Number]: [Article Name]
[Clause Number]. 2. The number of bills is determined based upon its introduction to the Assembly floor.
3. Bills passed by the Assembly shall be referred to as RGBN Regional Law With the numbered determined by the oldest passed bill first as RGBN Regional Law 1 and so on.
4. The number of RGBN Regional bills and laws shall remain the same.
II. Upon the passage of this amendment to RGBN Regional Bill 1, the format changes will apply retroactively.
The assembly is now once again in session. RGBN Regional Bill 9: Proposal and Passage Restructure Act will receive one more day of debate, making the bill's official debate period 3 days.
I am still against Clause 1 of Article 3 of this bill as it places no time limits for the President and it’s giving more power to an already very powerful executive branch.
