Unless Rome says anything against this I think your reasoning is valid, from what I could read (Since the search engine has some technical problems I had to read by searching previous pages) there could be no way for the jacobins to be elected and it is weaird that the King would even support them, unless there was a progressive change in how Westphalia would slowly turn to pan-german stuff I would have kept it valid but it was a big sudden change. And the invasion of the three states is clearly too much. So I approve of this ruling

i have looked at the maps, and noticed a significant lack of people playing as true asian nations in the side roleplay.
