Clause 1
International waters are any part of an ocean or sea whereby no borders of any nation meets and allows any vessel regardless of nation of origin free and unhindered passage.

Clause 2
No nation may create artificial islands in International Waters.

Clause 3
A nation that breaches clause 2 poses a threat to the free passage of any nation and shall be required to cease such actions immediately. A refusal should be considered by the International community as an act of aggression.

Clause 4
Territorial Waters of a nation end 200 miles from the point of the mainland of the nation. The building of artificial islands within this radius does not extend the Territorial Waters of that nation.

Clause 5
An artificial island is an island that has been constructed by means of work that requires machinery and/or any intelligent lifeforms or Artificial Intelligence and has not been created by natural formation.
This does not include rigs or platforms used for the purposes of gathering resources from below the surface of the seabed such as Oil.

Clause 6
An artificial island will also include the renovation of any rig or platform to become used as such, and the island is not created by natural means. These islands will not be allowed Territorial Waters.

Clause 7
Any artificial islands created in international waters prior to this treaty, islands older than 2 years, will be protected by a Territorial Waters boundary of 50 miles as long as the boundary does not block the passage of any nations vessel without hindrance.

Clause 8
A natural island is an island that has formed over time from a number of natural means such a volcanic eruption.
