On every enterprise, exists a legislative-executive-judicial organ known as a Soviet. It is comprised of all workers of the enterprise, without any conditions. At the end of every 5-year plan (Russian: "Раз в пятилетку"), every Soviet in a city appoints one representative (Russian: "народный депутат", short "нардеп", lit. "people's deputy") to a Soviet of a residential area they inhabit (e.g. every factory in a city appoints 1 representative to a city Soviet). Then, a newly-formed Soviet appoints 1 representative of their respective residential area. This is done recursively (1 representative is appointed from a lower-level Soviet to a higher-level one), all the way up to the Supreme Soviet, which hold highest executive power.

Chain of appointment:
Industrial Soviets -> City/Town/Village (Residential)Soviets -> Regional Soviets -> Supreme Soviet

Industrial Soviets are responsible for running their workplaces, and higher-level Soviets coordinate the efforts of lower-level ones, develop recommendations and methods of ensuring the functioning of economy on the territory they are assigned to. The Supreme Soviet develops 5-year plans and state standards (Russian: "ГОСТы")

Soviets of different residential areas or regions can cooperate to achieve goals that lie outside of class interests, like ecological preservation, beautification of living spaces, etc, but, when it comes to protecting the class interests of workers, the decisions are made exclusively by industrial Soviets.

Ultimately, the economic and political power of workers is protected by the military under the command of the Supreme Soviet, as well as workers' militias comprised of and armed by the members of industrial Soviets. This system preserves professional army and allows to combat direct invasions from similarly advanced and trained capitalist militaries while keeping the Supreme Soviet in check against using the military to alienate themselves from the working class and turn to oppression.

Every industrial Soviet possesses an arsenal filled with state-of-the-art equipment which is locked, limiting individual access to firearms while allowing the arsenal to be opened by vote of the Soviet. Should they wish, the Soviet may declare war on the state and persuade other Soviets to join them, ensuring that the final say in the structure of the politico-economic system belongs to the proletariat.

The Communist Party hold highest legislative power, with such power in localities held jointly by the local Soviet and elected elder (in villages)/mayor (in cities)/governor (in regions). The local authority is elected in the following manner: First, the Party appoints a candidate to every locality, then, an open vote is held at every workplace to make sure that industrial Soviets can discuss their decisions, thus easening the implementation of various kinds of strategic voting.
