Yes! You are correct. We do have embassies with other regions. However, we do not involve other regions in TWI happenings and we rarely engage in NS outside as a whole.
yes... you have to separate between In character (IC) and Out of character (OOC) interactions. What happens on the Regional Message Board (RMB) and between different regions here is all OOC. TWI RP is entirely contained within the regional map.

If you are not on the map yet, you cannot post in IC threads as per Role-play Executive Order 2. I have seen some posts in the International District IC thread from certain nations that are still not on the map. Please read the appropriate legislation as to why this rule is in place. For those who have posted in the International District IC thread that are not yet on the map, please remove them as soon as possible. If you are not on the map but are planning to join and are willing to engage with other NS members, please use the OOC thread under Introduce your Nation.

This order has been created to address the concerning and growing prevalence of nations role-playing before they are adequately equipped to engage in it meaningfully with other nations. The Western Isles has a strong history of collaboration and cooperation in forming canon and it is often troubled by the transient nature of nations. Common practice, although there being no set rule, has been to notify nations that are not on the map to refrain from participating in our in-character (IC) threads. This order is designed to formalise that practice and give it an official backing.
This order mandates: 1) That only nations located on the map of The Western Isles (member nations) may participate in in-character threads run by other member nations. 2) That nations who are in The Western Isles that have not yet been added to the map, but have recently applied, may post on out-of-character threads run by member nations. Despite this, they are primarily encouraged to use this time to create and refine descriptive national factbooks.
The information is confusing: on the TWI page under New Players Start Here it says 'introduce your leaders', which is redirected to the International District. We should change this (or the executive order) and/or create a new OOC thread in which non-map new players can introduce some of their characters.
This has always bothered me. The title of that forum is very misleading, and changing the name of that forum while creating a new forum that is actually about introducing our heads of state and heads of government would be a very good idea.

All of the above is, of course, at the discretion of the Founder and admins of the region, so it is entirely up to them and is not a given.
