several new "combat schools" are being introduced across the country in order to produce new major units for the chafametainian military. as time goes on, individual citizens will come by and introduce new "individual combat doctrines" (ICD's) in order to become pioneers that focus on that doctrine, further developing it to create major unit classes for the chafametainian armed forces. individuals who introduce new unit types will gain 1 million E-kredits if approved to continue their research. these "combat schools" will be built in any nation that welcomes them, with one per city in each. they will be funded by the kaiserreich entirely.

The Empire of the Outremeric Peoples would be interested in this approach. As we already are an eco-friendly country, touting our clear skies. But we wish to take this approach further. Currently, much of the country runs on fission reactors, given our advanced mining infrastructure. But we would be interested in re-configuring our mining and purification industry for extracting the great deposits of deuterium in our lakes. As a result, The Empire of the Outremeric Peoples wishes to join this scientific and economic partnership.
