Which of these options do I choose? please!

A humble bureaucrat digging through some old papers came across a rather alarming and disturbing fact: the documentation claiming to be Donnaruna's head of state was filled out incorrectly and now, at least for the moment, Donnaruna has no official leader!

“There's no need to panic,” says Beth Farmer, the senior archivist. “I prepared a new document. All you need to do is sign on the dotted line and you will be our esteemed leader once again. On here! I even brought a pen.”

Now you can configure yourself as Supreme Overlord of Evil for Life! If you don't have full control, where's the fun? That's what I said. I took the liberty of cutting out some of the more boring departments, we just need the police and the military in my opinion. Oh! You also get a free space hopper.”

I propose that we bring together the most senior ministers of Donnaruna to act together as a collective head of state! That's a little more democratic than one person running the whole thing." Also, even if you're not the leader, your opinions are still deeply respected, so it shouldn't be a step down, right?"

"As if ONE leader isn't oppressive enough!" says Leia Skywalker, a little-known representative from one of Donnaruna's more obscure counties. “Suddenly we need even more? This is a great opportunity for Donnaruna to lose elitist concepts like 'leaders'. My mother taught me that all men are created equal and yet, even in a modern country like this one, one person can be named Lord and King of all. A person shouldn't have that much power! Government policy must be the equal responsibility of all politicians in Donnaruna.”

“If we did that, even some crazy quango would have the same power as the Minister of Defense,” argues Romulus Bishop, who happens to be the Minister of Defense. "This is insane. We need strong leadership to get things done! Have you ever been in a meeting where everyone's opinion is, ugh, 'equal'? They go on for HOURS. HOURS! Believe me, trying to run a government like that Either way will be a huge and fruitless headache. The leader's word is law, and if people don't understand that, maybe a little show of force, courtesy of the military, won't be a bad thing."
