1. Nations are free to choose whatever form of government they wish to follow

2. Nations are free to express themselves on the RMB, as long it follows rules of NationStates

3. Nations are free to individually challenge laws they view as unfavorable

4. Any grievances with any of the Big Three(Prime Minister, Founder, WA Delegate) may be taken up with any of its other members

5. All members are free to vote

6. All members are free to communicate via telegram

Addendum

1. Nations cannot be forced into military service or government positions against their will

2. Nations are free to vote however they choose in any election/ poll based on their own beliefs.

3. Nations have free speech and may express themselves however they wish, HOWEVER, they are still subject to suppression on the RMB as the B3 or any government official sees fit. That being said nations have the right to seek a trial to overturn said suppression or imitate an impeachment using the Triumvirate Courts or in rare cases the B3.

4. Nations may appeal for a ban to any member of the B3 against another nation. However, the accused nation may appeal for a trial which consists of both the B3 and Triumvirate excluding the agreeing B3 member totaling 5 nations. If a ruling is not reached in 48 hours the ban stands.

5. Nations are free to dissent against any regional policies

6. Nations may appeal for a poll with any government official holding the appropriate power. This excludes elections in which an appeal may only be made through the Courts.

7. All passed laws must be made public by being made accessible to the general public in a Constitutional Addendum.

8. Affairs relating to inter-regional treaties and alliances must be made public for the entire region to see.

1. Debates may be held for the position in contest

2. There must be minimum of three candidates on the ballot

3. In the scenario where the winner of an election rejects the position, the vote will be given to the next most populous candidate

4. Votes for one's self will be rendered null and void during elections

5. Votes cast by banned nations will be rendered null and void

6. Sabotage of any processes of the region will result in a possible ejection and possibly a ban depending on the severity of the crime

7. Use of puppet states to win elections is STRICTLY forbidden

8. WA Candidates may choose their Vice Delegates

9. The holding of multiple positions is prohibited however the B3 can make exceptions to this

1. The region will be run democratically

2. The founder, Prime Minister and WA Delegate retains the right to add laws to the constitution, however, a 1/4 of the region is needed to challenge a law and anyone can propose one

3. The WA Delegate may not change the Prime Ministers office in any way

4. The B3 consist of the founder,WA Delegate and Prime Minister

5. A vote may be called among the B3 over the proposal over a new law

6. Apart from the B3 no other position may have powers that equal or exceed any of the B3 without permission

7. The B3 may replace an inactive judge after a period of two weeks with a candidate of their picking.

8. For non-B3 members simply write the law you are proposing and send it to one of the B3.

The Big Three is a major governing body in The New Democratic Union of Republics that acts as a council to vote on decisions that affect the entire region. Members of the B3 may:

1. Pass legislation after consulting with the region and holding a vote

2. May repeal laws

3. May call for votes between members of the B3

4. May call for a vote between members of the region

5. The terms of the Prime Minister and WA Delegate have a maximum of four consecutive terms which last for two months

The Windrose

All Ministers of the Windrose will be allowed to employ other nations and may work with other departments in the region to help them advance the goals of their respective departments at their own discretion

1. Minister of Defense

   The MOD handles the management of external and internal threats to the region. The Minister of Defense is capable of organizing and commanding military forces, however, the MOD cannot mobilize forces in military operations without permission from the B3. Operations such as intelligence collection and multi-regional combat operations can also be handled by the Minister of Defense. Powers granted to this office will include Border Control, Communications, and Appearance.

2. Minister of Foreign Affairs

   The MOFA handles connections and relations between the region and the rest of the world as well as help increase and spread the regions influence across the world. The Minister of Foreign Affairs is capable of seeking and or negotiating treaties but must go through the B3 to implement them, this department is also responsible for managing embassies and monitoring which regional embassies are aligned with the interests and beliefs of the region and are permitted to act accordingly through closure or construction. This department can also follow the politics and policies of the WA and can create and recommend for its resolutions to be crafted by the WA Delegate. The WA Delegate will be required to propose the resolution to either the Security Council or General Assembly but may reject the resolution in the WA Delegate or another B3 member calls a vote on the resolution and votes against it. Powers include Communications and Embassies.

3. Minister of Culture

   The MOC will handle the growth and maintenance of the social aspects of the region. The Department of Culture may call miscellaneous polls, start miscellaneous regional mini games or activities and host any official regional tournaments or competitions both onsite and offsite. Powers granted include Communication, Polling, and Appearance.

4. Minister of The Interior

   The MOI will handle the growth and development of the region. The department is in charge of recruitment efforts and is responsible for analyzing and the appropriate types of nations to maximize results. The department is also responsible for acting as an accommodations front for the region, showing new nations around and answering any questions they may have. Powers include Polling, Communications, and Appearance.

1. The Court members will be individually elected by the region, each election cycle. An election cycle is defined as the general elections held for the B3 positions every month

2. In the event of challenged law the courts will decide on whether to uphold it, or repeal it.

3. Each judges term will last for 6 weeks

4. The court may decide on whether or not to replace an inactive Prime Minister or WA Delegate after a period of 1 week

5. With a unanimous agreement The Courts may challenge a law

I. A DEFCON-like system will be implemented, with CLEAR DEFINITIONS of WHAT each LEVEL OF THREAT allows the B3 to do as RESPONSE, and PROTOCOL as to DECLARATION OF. THIS is NECESSARY TO ASSESS THE THREAT, AND TO ALLOW FOR PROPER RESPONSE. SEE SEPARATE PROPOSAL FOR DEFCON SYSTEM.

II. A TIME LIMIT of 72 HOURS with NO ENEMY RESPONSE will be placed on all B3 SoE restrictions. NEW RESTRICTIONS NOT EFFECTED.

III. EXCLUDING EVENTS that fall under the 'SURPRISE ATTACK CLAUSE', The B3 must hold both an OPEN FORUM, DISCLOSING DETAILS OF THE THREAT on the RMB, and MILITARY DEBRIEF for all who VOLUNTEER for REGIONAL MILITARY SERVICE.

IV. SURPRISE ATTACK CLAUSE: IF the FOLLOWING OCCURS, MINISTER OF DEFENSE, FOUNDER, DELEGATE, PRIME MINISTER, or VICE-DELEGATE, CAN TAKE FULL CONTROL OF BORDER SECURITY without adhering to ACT 3 of STATE OF EMERGENCY BILL, for 4 HOURS.

IF a RAIDER PARTY ATTACKS WITHOUT WARNING OR ENEMY SPY/INFILTRATOR IDENTIFIED. THIS CONTROL INCLUDES BAN-EJECTIONS, RMB SUPPRESSION, AND PASSWORD CONTROL. PURPOSEFULLY BANNING NATIONS NOT AFFILIATED with a THREAT, WHETHER out of MALICE or otherwise, under GUISE of A SURPRISE ATTACK will be considered ABUSE OF POWER, and TREASON. ACCIDENTALLY doing so, BAN will be REVERSED. ALL NATIONS BANNED are ALLOWED A FAIR TRIAL.

V. POWER TRANSFER CLAUSE: In the event of a surprise attack, Delegate can give border control power to any other active nation.

N-DUR CON

The following is a defense readiness system to protect and inform the region of external threats. All powers defined are to the big 3, and Cabinet members with appropriate powers.

D1: An eminent destruction of Region. This can only be called if the Founder goes inactive, and we are attacked, or if somehow we are tricked into electing a rogue delegate. It requires A Big Three(Or former, in the event of a takeover) member to call it. Authorized to call on allies for aid, enact martial law, Regional Lockdown, and RMB lockdown(The enemy can see the RMB even if the region is locked, all information should go through telegrams), and invokes power transfer clause.

D2: Raid eminent. Intel has suggested Raiders intend to attack SHP. Requires that all SHP members are briefed on WHO is attacking us. Authorized to Alert Allies, and lock-down the Region, or can trigger the Surprise Attack Clause of the SOE bill, and invokes Power Transfer Clause.

D3: War Declared. As in, someone has declared war on us, or on an alliance, we are part of. Authorized to conference with allies on the threat, to militarize the region if possible. No lock-downs allowed.

D4: Threats have been received. Authorized to alert SHP and our allies.

D5: All Clear!

Merger Protocol

In the event of a merger, the following steps must be followed.

1. A Big 3 vote will decide if the Merger is acceptable by their standards

2. If approved or even disapproved by the Big 3, Merger Requests must then be voted on by the entire region

3. At least 2/3rd s of the votes must approve the merger for it to move forward.

Impeachment is defined as a charge of misconduct made against the holder of a public office.
Any officials in the government of The New Democratic Union of Republics to impeachment which will be tried by the courts or in instances where a judge is on trial the B3. Any nation in the region may call for an impeachment of a government official

Section I- Eligibility for Impeachment Appeals

1. Any nation can appeal for impeachment charges with suggested punishments, no restrictions have been placed on the process at this time.

Section II- Initiating Impeachment

1. The Triumvirate will preside over impeachment cases except in cases where a Triumvirate Judge is being impeached, which at that point the listed responsibilities and powers transfer to the B3

2. If seeking an impeachment charge all nations must send a telegram to the Triumvirate detailing the appeal as well as make a public statement on the RMB notifying the region on this action

Section III-Impeachment Legitimacy

1. The Triumvirate Judges have full control on ruling on the case or not. They are completely free to dismiss and an appeal as illegitimate

2. However once an appeal has been accepted it must be ruled on

Section IV- Impeachment Execution

1. Once a verdict has been reached the Triumvirate must pick a punishment they believe is appropriate with the crime's severity, this includes but is not limited to permanent or temporary banning from the government, temporary ejection from the region or permanent banning from the region

1. Upon activation The B3 and Triumvirate will be suspended

2. The WA Delegate assumes power over all aspects of the region

3. The founder ultimately holds full power and may counter the WA Delegate with any means possible
