The Compact of Flathinnis

Preamble
We, the members of Flathinnis, establish this Compact to preserve a community founded upon civility, tradition, fellowship, creativity, and mutual respect.

Flathinnis is not merely a political association but a shared home within NationStates. We seek to create a region where disagreement does not destroy friendship, where newcomers are welcomed warmly, and where the culture of the community is valued above factional victory.

Our common purpose is expressed in our motto: "Tendimus in unum pariter ut assequatur." (Together we strive as one to attain our purpose.)

And in the spirit of our island: Come for the island; stay for the company.

Article I — Membership

1. Membership in Flathinnis requires the maintenance of a NationStates nation resident within the region of Flathinnis.

2. The Founder ("Lord Protector") may grant exceptions for ambassadors, friends of the region, or former members of good standing.

3. Every member is entitled to dignity, courtesy, and fair treatment within the community.

Article II — The Lord Protector

4. The Lord Protector is the guardian of the vision, identity, and continuity of Flathinnis.

5. The Lord Protector holds final constitutional authority and may act to protect the region from disruption, abandonment, or hostile takeover.

6. Such authority shall be exercised with restraint and in the spirit of this Compact.

Article III — The Hearth Circle

7. The Hearth Circle is the body entrusted with the care and governance of the community.

8. It consists of:

a. Elders, who oversee administration, policy, community development, and dispute resolution.

b. Stewards, who moderate the forum and assist in the day-to-day running of the region.

c. Wardens, who maintain the welcoming character of the public spaces and serve as custodians of The Quiet Garden, the community’s private space for mediation and reconciliation.

9. The members of the Hearth Circle are servants of the community, not its masters, and shall seek consensus whenever reasonably possible.

Article IV — Conduct

10. Members shall conduct themselves with civility and good faith.

11. The following conduct is prohibited:

a. personal attacks;

b. name-calling;

c. harassment or bullying;

d. intimidation or threats;

e. deliberate provocation intended to inflame conflict;

f. public humiliation of another member.

12. Humour, satire, spirited debate, and strong disagreement are welcome; cruelty and contempt are not.

Article V — Public Affairs

13. Discussion of politics, public affairs, and controversial issues may take place within designated areas of the forum.

14. No faction, party, ideology, or movement shall claim ownership of Flathinnis.

15. When discussion becomes excessively hostile, the Hearth Circle may pause, moderate, or close it for a period of reflection.

16. The purpose of debate in Flathinnis is understanding before victory.

Article VI — The Forum and Communications

17. The public life of Flathinnis is conducted through its forum and such communication platforms as may be established by the Lord Protector.

18. An official Discord server or other community platform may be created when deemed beneficial to the region. All official platforms remain subject to this Compact and to the authority of the Hearth Circle.

Article VII — Honours of Flathinnis

19. Honours recognise exceptional contribution and confer esteem rather than governing power.

a. Fellow of Flathinnis — for kindness, service, and dedication to the community.

b. Keeper of the Chronicle — for storytelling, history, and worldbuilding.

c. Master of the Hearth — for making newcomers feel welcomed and at home.

d. Laureate of the Isles — for distinguished artistic or creative achievement.

e. Cartographer Royal — for excellence in maps, heraldry, or visual worldbuilding.

f. Keeper of the Lantern — for wisdom, calm leadership, and the restoration of understanding during times of disagreement.

Article VIII — Disputes and Discipline

20. Flathinnis prefers reconciliation to punishment.

21.Members are encouraged to resolve disagreements privately and respectfully, and The Quiet Garden may be used for confidential mediation under the guidance of the Wardens.

22. Where this Compact is breached, the Hearth Circle may take proportionate action, including:

a. a private reminder;

b. a formal warning;

c. temporary muting or loss of posting privileges;

d. temporary suspension from the forum or Discord;

e. ejection from the region;

f. permanent ban from the community.

23. Disciplinary action shall be directed toward the protection of the community and the restoration of peace, not the humiliation of the offender.

24. A member subject to suspension, ejection, or ban may request a review by the Elders. In exceptional circumstances, a final appeal may be made to the Lord Protector.

Article IX — Amendments

25. This Compact may be amended by the Lord Protector after consultation with the Elders and the community.

26. Minor administrative changes that do not alter the principles of this Compact do not require formal amendment.

Closing Declaration

27. Flathinnis shall be governed not only by rules, but by custom, courtesy, and good company.

28. May this island remain a place where people arrive as strangers, converse as neighbours, and depart as friends.
