Laws that I would like to be written

As the Speaker of the Parliament of the UEPU Federal Republic, I have decided to enact this list of laws that I would like to be written for the region. If you would like to write a regional law, but don't know what to write, pick a subject from this list ! I may myself write some of these.
As a remind, the bills are divided in four categories : Laws, Motions (to remove government members, for example), Declarations (basically opinions of the region on something), and Amendments (including Constitutional Amendments).
If you see another subject that should be added, let me know !
The UEPU Federal Republic is against fascism. This is written in our Constitution and in our RMB Rules. But there is always someone to ask : "What is fascism ?". This regional declaration, in addition to renewing our commitment to anti-fascism, would provide a clear definition of fascism that will hopefully enable our regional laws to be more precise.
If we have a Declaration against Fascism, why should we forget Stalinism, which is also an oppressive and totalitarian ideology ? This will firstly further emphasise the commitment of the UEPU Federal Republic to fight against all forms of oppression, left or right ; and secondly, this will make a distinction between Stalinism and the other forms of communism, as not all of them are oppressive. I don't think, for example, that the council communists repressed by the Soviets during the Hungarian revolution of 1956 would like to be assimilated with the Stalinists, especially since council communism, or Councilism, is not totalitarian, like other sorts of communism. I am not saying that I support councilism either, simply that it should not be banned as stalinism.
The Interim Government had formerly joined the RainDrop Pact months ago and ratified its charter. This has never been ratified by the Parliament though, which, without being illegal since the charter does not binds the region as a law, is not a good practice as the ratification came not only from the Executive instead of the Parliament, which means no popular ratification, but also from an unelected Executive, since the Interim Government was appointed by the Governor until the elections were organised. This law would act as the parliamentary ratification of the Charter of the RainDrop Pact.
Moreover, the UEPU Federal Republic has the right to have a representative to each of the two institutions of the Pact : the WA Delegate of the region is a member of the Board of Delegates, while the Chair of the UEPU Federal Republic represents the UEPUFR to the Leadership Council of the Pact and is appointed by the region, through mechanisms that have never been defined. Currently, the Chair of the UEPU Federal Republic is me, as I have been appointed by the Interim Government and never dismissed, and I am also de facto the "Delegate" to the Board of Delegates while not being the Delegate anymore. This law would clarify these nominations.

RainDrop Pact Law

This bill formalises the parliamentary approval of the adhesion of the UEPU Federal Republic to the RainDrop Pact and precises how the UEPU Federal Republic will send its representatives to the Pact and take decisions related to the Pact.

The Parliament of the UEPU Federal Republic,

Conscious that the UEPU Federal Republic is already part of the RainDrop Pact ;

However noticing that the adhesion of the UEPU Federal Republic, conducted by the first Interim Government composed by the Governor due to the temporary delay of elections (whose members were The United Economic Prosperity Union, Volksbund europa, The Great Empire of Europe II, Eieryn, Separtia, Crestvale republic and Pax zealandia), while legal, lacked democratic legitimacy ;

Desirous to formalise it through a democratic process ;

Further noticing that the position of Chair of the UEPU Federal Republic to the RainDrop Pact has never been fully formalised, even though the Interim Government appointed Eieryn to this position, who kept the position under all the following governments ;

Hereby establishes the following Law.

  1. The Parliament of the UEPU Federal Republic recognises that the UEPU Federal Republic is a full member of the RainDrop Pact.

  2. The following Charter of the RainDrop Pact is officially ratified by the UEPU Federal Republic :

  3. The Executive Branch must open and keep embassies with all members of the RainDrop Pact and with the region RainDrop Pact HQ. No member of the Government of the UEPU Federal Republic shall be able to close these embassies, unless they violate the article 1 of the Regional Embassy Policy or the Constitution.

  4. The Parliament mandates the use of the following seal for the Executive Branch to represent the UEPU Federal Republic to the RainDrop Pact :

  5. The official acronyms of the UEPU Federal Republic are UEPUFR and UFR. Both can be used in all official documents when talking about the UEPU Federal Republic.

  6. The President of the UEPU Federal Republic shall be the only legal representative of the UEPU Federal Republic to the Board of Delegates of the Pact. He may however be represented by the Vice-President or by a member of the government to whom the President would have explicitly delegated his power.

  7. The Chair of the UEPU Federal Republic shall be nominated by the President of the UEPU Federal Republic and shall be considered as a member of the government, and, as such, may be removed and/or replaced in accordance with the Constitution and the laws. The Chair may be the President himself.

Everything is in the title as well. The Roleplay may happen outside of the region or of the regional Discord server though.
Theoretically, the President is the WA Delegate. In practice, it happened that the President wasn't the one who had the most endorsements, which can possibly bring problems. For example, Separtia remained WA Delegate during the beginning of the presidency of Crestvale Republic, and when I resigned from the Presidency, I had to resign from the World Assembly to give the Delegacy to the new President, VolksBund Europa.
An endorsement cap would therefore be useful to avoid such situations, and also to have a quick transition of power from the President to the Vice-President in case of resignation or removal of the President.
This would complete the Endorsement Cap Law by providing for the situations when the Delegate is not the legal Delegate.
This would create the possibility for government members to temporarily leave their office if they have to do so for any reason.
It often happens that people are rejected from regions due to their former reputation. We can understand that having said bad things must have harsh consequences ; however, if the person is regretful and/or if enough time has passed, there should be an opportunity for them to be forgiven, which is not always the case on NationStates since reputations last a very very long time and are easy to tarnish. This declaration would say that the UEPU Federal Republic, while not tolerating what is not tolerable, has the ability to forgive people if and only if it is justified. This declaration wouldn't be easy to write though.
There are some people (totally not looking at the region Christians when saying that) who think that it is acceptable to feel and show disdain to LGBT+ people, because of the principle "hate the sin, love the sinner". They do not understand that homophobia and transphobia are not limited to discriminations and pure hatred : disdain is also part of homophobia and transphobia. This declaration would emphasise that and reassess the position of the UEPU Federal Republic regarding LGBT+ people, which is not a matter of political spectrum but of supporting basic human rights.
The RMB Rules currently provide - rather poorly - for advertisements on the RMB, by forbidding them unless they are endorsed by the government or by a political party. However, as telegrams can also be used for advertisement, I think that this needs its own law.
