(WIP) Charter of the Union (UECR)
BELOW IS TEMPORARY, ALL IS SUBJECT TO CHANGE.
1. Preamble
The Union of European Conservative Republics (UECR) is founded upon the enduring principles of national sovereignty, conservative republicanism, and mutual cooperation. It stands as a bastion for free and independent regions committed to the defense of liberty, the rule of law, and the prosperity of their peoples. United by shared values, the members of this Union seek not conquest nor domination, but strength through solidarity — preserving their distinct identities while forging bonds of loyalty and respect. In a world too often torn by disorder and tyranny, the UECR affirms that national pride, civic virtue, and responsible self-governance are the surest foundations of peace and stability. This Charter shall serve as the guiding law of the Union, ensuring the protection of its ideals and the success of all who uphold them.
2. The Union Assembly
a. UECR Leadership
The UECR is ruled by the combined leaders from each participating region. These can default to the governor or WA delegate, though another nation may be picked to serve for their region's interests.
b. Representation
Each region is responsible for sending a single nation over to the Union of Enduring Conservative Republics region. These representative nations are what will allow fair voting practices within the Union, when determining the various subjects that may pop up.
c. Responsibilities
The Assembly is responsible for the admission of new regions, maintaining strong relations with one another, and organizing attacks on anti-conservative raider regions.
3. Proposals to the Union Assembly
a. Proposal Submission Guidelines
Eligibility: Any official representative nation from a member region may submit proposals to the Union Assembly.
Proposal Limit: Each region may submit a maximum of one proposal every 7 days, unless classified as an Emergency Motion (see Section 3c).
Format Requirements: Proposals must contain the following:
i. A clear and descriptive title
ii. A brief summary of the proposal's intent
iii. A specific action to be taken if passed
iv. A written justification or purpose
b. Voting Procedures
Deliberation Period: Proposals must remain open for discussion for a minimum of 24 hours before voting begins.
Voting Period: Once called to vote, the voting window shall remain open for 48 hours.
Vote Thresholds: The requirement for most proposals to be passed will be a simple majority (50% +1). Any exceptions will be determined on-hand based on the severity of the proposal.
c. Emergency Motions
i. Must be co-sponsored by two distinct member region representatives.
ii. Emergency Motions bypass the standard deliberation period and proceed directly to vote.
iii. Voting period is limited to 24 hours, and requires a two-thirds (2/3) majority to pass.
d. Proposal Recordkeeping
All passed, failed, and withdrawn proposals must be archived in a dispatch within the UECR to preserve transparency and institutional memory.
4. Member Region Rules
a. Relations with Other Member Regions
Each Region must have embassies with the Union of Enduring Conservative Republics region. Members are recommended but not required to build embassies with other members.
b. Ideological Clarity in Public Messaging
Member regions must represent the values of conservative republicanism clearly and consistently in their public-facing materials (such as factbooks, WFE, or RMB). While tone and culture may differ, the Union’s guiding ideology must not be contradicted or undermined.
c. RMB Moderation Standards
Each region must actively moderate its Regional Message Board to prevent the spread of extremist ideologies, spam, or targeted harassment. This is essential to preserve order and credibility across the Union.
d. Activity Requirements
All member regions must maintain at least one weekly update on their WFE or Factbook and demonstrate basic diplomatic activity. Prolonged inactivity (30+ days) without notification may trigger a Union Assembly review.
e. Internal Disputes Between Member Regions
Disputes between member regions must first be addressed diplomatically. If unresolved, the issue may be brought before the Union Assembly for arbitration. Public feuding between members is discouraged and may result in warnings or formal censure.
f. Prohibited Alignments
Member regions may not form diplomatic relations (embassies or other alliances) with regions identified by the Union Assembly as ideologically hostile, extremist, or subversive to conservative republican principles.
5. Union Admission Requirements
a. Alignment with Conservative and Republican Values
The region in question must be committed to the values of conservative republicanism, of which includes but is not limited to:
i. Free Markets over Socialism
ii. Rule of Law over Anarchy
iii. Meritocracy over Cronyism
iv. National Pride over Globalism
b. Secure, Stable, and Independent Regional Governance
The region in question must have a stable and secure government (likely an active governor), and not subsidiary to another region.
c. Commitment to Mutual Defense and Solidarity
The region in question must commit themselves to being able to help another region in the Union if they come under threat. You should be able to expect the same help from others if your region comes under threat.
d. Logistical Limitations
The region in question cannot have less than 5 real member nations, and should be reasonably active at all times (reasonable activity is determined by the Union Assembly)
e. Union Assembly's Authority on Ruling
The Union Assembly has final say in an applicant's entry into the Union, though this decision can be appealed if further argument is made. If the Assembly votes unanimously in favor, a region could also enter the Union without meeting all of the requirements
6. Membership Ranking
a. Ranks
Each region fits into one of these ranks, determined by their ideology and relevance to the UECR's overall values and goals.
Rank I: Regions that were there to see the founding development of the Union. These are the highest contributors to the alliance's start and are given special recognition for it.
Rank II: Regions that fit the primary political ideology of the UECR, that being Conservatism, Republicanism, Capitalism, and Moderatism.
Rank III: Regions that do not fit the UECR's political ideology fully, but align with some of it's values.
Rank IV: Regions that do not fit the UECR's ideology at all, but wish to help the Union fight its enemies regardless.

7. Principles of Conduct
a. Respect and Integrity
Member regions and their representatives must act in good faith, upholding truth, civility, and respect in all Union discussions, votes, and public statements.
b. Anti-Rhetorical Manipulation
Baseless accusations, propaganda, and dishonest framing tactics aimed at Union members or their values will not be tolerated and may result in formal censure or removal.
8. Enforcement and Discipline
a. Violations
Any member region that violates the Charter, acts against the Union’s interests, or engages in hostile or slanderous activity may be subject to investigation and potential removal.
b. Due Process
Before removal, a formal inquiry shall be conducted by the Union Assembly. The accused shall have the opportunity to defend themselves in writing. A vote of at least 3/4 of Assembly members is required for expulsion.
9. Defensive and Offensive Operations
a. Collective Defense Policy
In the event of an invasion, hostile disruption, or clear threat against any member region, all available members of the Union will automatically be called to assist in defensive coordination. No vote is required to authorize such action, as it constitutes an emergency.
All member regions are expected to contribute where possible, whether through military presence, endorsement and WA support, communications, or other means. While inability to assist is understandable due to availability, failure to respond without cause undermines alliance trust and may prompt a review of the region's place in the UECR.
b. Strategic Offensive Raids
Offensive operations may be carried out against regions openly hostile to the UECR or its member regions, if such action is deemed necessary for the continued security and dignity of the Union. These actions will be limited, justified, and never conducted as routine aggression.
Offensive raids are voluntary, though strongly encouraged to demonstrate resolve and unity. Plans for such operations will be kept internal to the Union to limit strategic exposure.
For each sanctioned raid, a Raid Officer shall be elected by participating representatives to coordinate the effort. This officer’s term shall expire at the conclusion of the operation.
c. Rules of Engagement
All operations must reflect the Union’s values: sovereignty, discipline, and order. Actions should not exceed what is necessary to achieve strategic aims, nor violate the principles of national self-governance or regional stability.
Unauthorized, reckless, or ideologically inconsistent actions may result in disciplinary review or exclusion from future operations.
10. Amendments to the Charter
This Charter may only be amended with a 3/4 majority vote from the Union Assembly, ensuring stability while allowing adaptation to future challenges.
