In an effort to revive and sustain this historic and renowned region, this document will serve as a provisional framework for a new administration.

Article I - Administration

I. In the absence of a successive government, the executive administration of the region shall be led by Vichtander, whose office will henceforth be known as the Prostátis (Patron), and any other person or persons deigned necessary by the Prostátis.
A. The Prostátis reserves the right to all executive actions and privileges, unless otherwise noted in this constitution.

II. As an extension of the aforementioned executive privilege, Spexico is hereby appointed to the office of the Magistrate, whose services will be offered and levied pro re nata by the Prostátis and as deemed necessary by the Magistrate’s own office.

A. In exigent circumstances, the Magistrate will serve as the only legal successor, officially known as the Tanist, to the Prostátis, unless a discrete person is designated as the Tanist by the Prostátis with the approval of the current Magistrate. For this reason, the office of the Magistrate and the Tanist shall not be mutually exclusive.
B. The Magistrate, assuming the sitting Magistrate is that who was appointed at the writing of this constitution (Próta Magistrate), is perpetually protected from being removed from the office by the Prostátis without consent of the Magistrate.
1. The only legal circumstances in which the Próta Magistrate may be removed from office by the Prostátis without consent is if the Próta Magistrate has either ceased to exist or become unable to fulfil the duties of the office.

C. The Magistrate reserves the privilege to appoint a successor to the office of the Magistrate with the approval of the Prostátis.
D. The Magistrate reserves the privilege to appoint secretaries in the office pro re nata.

1. The Prostátis may suggest secretarial candidates to the Magistrate.
2. The Prostátis may remove secretarial officers of the Magistrate when deemed necessary.

E. Circumstances permitting, the Magistrate shall reserve the right to the office of the World Assembly Delegate.

1. If circumstances prevent the Magistrate from holding the aforementioned office, the Prostátis, or a person the Prostátis appoints, shall hold said office.

Article II - Residents and Citizenship

I. All persons who reside in The Confederation for no less than seven (7) days shall be considered legal, naturalized residents of The Confederation.
A. Legal residents reserve the right to free speech on the regional message board within the bounds permitted by NationStates Etiquette.
1. A legal resident may be ejected from The Confederation by the administration if the resident violates the aforementioned etiquette.

II. All persons who hold membership in the World Assembly, fulfilled the naturalization period, and have expressed interest in citizenship shall be granted citizenship status.

A. Persons who fulfill all citizenship requirements without holding membership in the World Assembly may be granted a dispensation by the Prostátis, or by the Magistrate with the approval of the Prostátis.
B. Persons who hold citizenship status may be appointed to administrative and/or secretarial offices.
C. Citizens reserve all rights and privileges granted to residents.
1. Citizens may only be ejected from The Confederation by agreement between the Magistrate and the Prostátis should an investigation, conducted by the administration, find such action to be necessary.

This document, in its wording as of the date of its enactment, shall serve as the sole governing framework of The Confederation until further amended or superseded by a non-provisional constitution or document of governance.
