We the People of Selene, in consequence with our inherent rights and for the permanent progress of our society, have resolved to establish institutions for the democratic representation of our interests and for the preservation of our peace and freedom through this Constitution of the Empire of Selene.

Chapter I - Bill of Rights

1. Citizens of Selene shall have the right to free speech and association provided they comply with espionage laws and regional forum terms of use.

2. Citizens shall have the right to equal treatment and participation in the affairs of the region without any arbitrary discrimination from the government or forum administration.

3. Citizens shall have the right to petition the government and receive an appropriate response within a reasonable amount of time.

4. Citizens shall have a right to due process in a court of law, including the right to proper defence, a speedy trial and and the presumption of innocence.

5. Citizens shall have a right to reside and participate in Selene without fear of arbitrary ejection or unfair treatment on the basis of their opinions, national management or any illegal causes.

6. Citizens shall have a right to run for office, vote in elections and participate in the government.

7. Residents shall possess all the aforementioned rights, provided that only citizens may hold elected office and vote in elections and no user may hold multiple citizenships.

Chapter II - The Monarchy

1. The Monarch of Selene is the head of state and personifies the region. They keep the peace and ensure the orderly development of regional affairs.

2. The Monarch is the sole owner and holds exclusive control over the founder account of Selene Artemis.

3. The Monarch has full oversight over the composition of the Royal Family and over the bestowing of styles and honours to any citizen and all institutions of the state.

4. The Monarch manages and ensures the fairness of all elections, but may choose to designate an impartial citizen to discharge these duties in their place.

5. The Monarch cannot be tried without their consent. The Royal Family cannot be tried without the consent of the Monarch.

6. The Monarch should not use his immunity or that of the Royal Family to shield illegal acts or tacitly sanction unbecoming behaviour.

Chapter III - The Legislature

1. The Legislature will be elected by all citizens every three months in a manner prescribed by law.

2. The Legislature will be composed of such a number of seats between three and nine that the Monarch might determine two weeks before the beginning of the election.

3. The Legislature will establish procedures for the attainment and loss of citizenship.

4. The Legislature will issue a criminal code detailing all existing crimes and the penalties associated with each.

5. The Legislature may establish a regional military and rules for its regulation, provided that such a body shall not invade other regions or assist in foreign invasions or occupations.

6. The Legislature may call Ministers into questioning and pass resolutions to express its sentiment on any event. It may also withdraw confidence from any Minister.

7. The Legislature will establish its own procedures and elect its own presiding officer.

8. The Legislature may expel its members for unbecoming behaviour. Vacancies due to this or other causes will be filled in a manner prescribed by law.

9. The Legislature will have its presiding officer send all passed bills to the Monarch. If the Monarch grants Royal Assent, the bill shall become law.

Chapter IV - The Executive

1. The Chief Minister will be appointed by the Monarch and shall serve at their pleasure and that of the Legislature.

2. The Chief Minister must nominate Ministers for the consideration of the Monarch. They too shall serve at the pleasure of the Monarch and that of the Legislature.

3. The Chief Minister will manage the affairs of the government with loyalty towards the Monarch and Selene.

4. The Chief Minister will encourage the growth and development of a regional culture and constant activity in a positive and welcoming environment.

5. The Chief Minister will ensure good relations and positive engagements with like-minded regions.

6. The Chief Minister will propose to the Legislature, or take by himself when legally appropriate, any measure that will improve Selene.

Chapter V - The Judiciary

1. The Royal Court will be composed of a Chief Justice named by the Monarch and a maximum of two impartial Associate Justices named in a manner prescribed by law.

2. The Royal Court has the sole power to interpret this constitution and determine the constitutionality of the laws and all inferior regulations.

3. The Royal Court has the sole power to determine guilt and criminal responsibility and to order any restorations or penalties as authorised by law.

4. The Royal Court will establish rules and regulations for the filing of criminal charges and the submission of questions on the interpretation and constitutionality of the laws.

5. The Chief Justice may recuse himself from a case due to conflicts of interest. In such cases the Monarch will appoint a qualified citizen to temporarily fulfil the duties of Chief Justice.

Chapter VI - Final Dispositions

1. This Constitution shall be supreme over all laws and decrees that might be issued and all other inferior regulations that might exist in the future.

2. This Constitution may be amended by a majority of two thirds in the Legislature and the granting of Royal Assent.

3. This Constitution shall come into force upon the approval of a majority of residents of Selene at the time of its submission, excluding Selene Artemis, and its subsequent promulgation by the Monarch.

4. Until such a time that Selene has twenty resident nations, all institutions of government shall be suspended and the Monarch shall rule by decree.
