Gathalay

The Most Serene Republic of Gathalay is a highly cultured and inclusive, somewhat primitive 2000-year old monarchy. Its archaic military relies mostly on spearmen, light cavalry, and elephants. Gathalay has a fleet of wooden sailing ships and zeppelins. Gathalayan Saviors rely on Arbiters, who act as judge, jury, and executioner; and Advisers, who manage the Republic and placate its numerous multicultural vassals.
