Iron Republic of Ballistikov 2023 Constitution

Preamble

We The Iron Citizens of the State, in order to form an Invincible Nation, give absolute power to the State, this State shall never know invasion, destruction, or humiliation; it shall only know Victory and Glory. No longer shall we have the boot of the coalition pinned down on our necks, no longer shall we be victimized by their oppression, no longer shall they make a mockery of us; this is our time! This document shall serve as a guide to reach the Power of the Invincible Nation, and maximize the absolute potential of Humanity. The Invincible Nation is not chained to the laziness of liberalism and communism, it is unleashed from its cage to Dominate in the struggle for survival of Nations. The State survives only through mud and blood, it is constantly at War, constantly suffering, constantly fighting; it is in this struggle where the State earns it's right to exist and experiences the ultimate Redemption. This document ordains certain inalienable rights to the State that shall never be infringed upon. The State's right over the individual reigns supreme. It is not the individual that matters, but the State; for the State does not serve the individual, the individual serves the State, the individual is meaningless, for the State is absolute. Everything in the State, nothing outside the State, nothing against the State!



Clause 1. The State shall be called the Iron Republic and it shall operate as a totalitarian nation.

Clause 2. There shall be an Autarch and he shall have the most power.

Clause 3. There shall be a National Assembly that shall be made up of the Iron Council and the Senate.

Clause 4. There shall be a Supreme Iron Court with other Lower Courts below it.

Clause 5. The Autarch shall pick the members of the Iron Court; the Iron Court may remove the Autarch; the National Assembly shall pick the Autarch and the Autarch may remove members of the National Assembly; the Iron Court shall pick the members of the National Assembly and the National Assembly may remove members of the Iron Court.

Clause 6. The Military and Police shall be at the center of the nation.

Clause 7. The nation shall be a Christian nation and the State shall fund the church.

Clause 8. The citizens shall have certain rights and responsibilities as they are inseparable from the State; the State shall also have certain rights and responsibilities.

Clause 9. This nation is to be run ran by the Iron Party and they shall follow the Iron Doctrines.

Clause 10. This Constitution is absolute throughout the entire nation.



Clause 1. The Autarch is the highest position in the government, and is of the highest authority. He shall be the leader of the State and shall have the authority to make most major decisions for the State except for picking and choosing members of the Iron Council and the Senate.

Clause 2. The Autarch shall be elected by the National Assembly by a simple majority vote and shall serve for a term of six years.

Clause 3. The Autarch must be atleast thirty five years old, must be of Ballistikovian national identity, must have been born on Ballistikovian soil, must have an intelligence quotient of atleast 125, and must be a member of the Iron Party.

Clause 4. The main responsibility of the Autarch is to run the nation, make most major decisions for the nation, and should work closely with the Iron Council to draft and write legislation.

Clause 5. The Autarch may at any time repeal or strike down legislation in the National Assembly. The Autarch at any time can come up with his own ideas for policy and tell the Iron Council to write the policy.

Clause 6. the Autarch shall uphold the doctrines of the Iron Party. If the Autarch is not upholding the doctrines and philosophies of the Iron Party then the Iron Court may impeach him out of office with a simple majority vote.

Clause 7. The Autarch shall be the Supreme Commander of the Military.

Clause 8. The Autarch shall pick a Second in Command Autarch, for if the Autarch falls ill or dies before the end of his term, then the Second in Command Autarch shall finish the duration of the term.

Clause 9. The Autarch shall pick his advisors; there shall be an advisor from every department.

Clause 9. The Autarch shall pick the members of the Iron Court, and may remove members of the National Assembly.

Clause 10. The Autarch shall meet with the National Assembly atleast once a year and give a speech addressing the current issues facing the Iron Republic and the goals of the Iron Republic.



Iron Council

Clause 11. The Iron Council shall be a formation of experts for labor, industry, transportation, public health, communications, war, energy etc. Selections are to be made from collective professional and or of tradesmen, with legislative powers, and elected directly to a General Commission with ministerial powers.

Clause 12. The members of the Iron Council shall write legislation in their respective areas, and advise the Autarch on making certain decisions, and work closely with the National Assembly when writing policy.

Clause 13. The experts from each area are the heads of their respective departments and are responsible for managing the administrative tasks of those departments.

Clause 14. The Iron Council may expand itself with new members and create new departments as long as the Autarch okays it.

Clause 15. A member of the Iron Council must be atleast twenty five years old, must be of Ballistikovian national identity, must be born on Ballistikovian soil, must have an intelligence quotient of atleast 120, and must be a member of the Iron Party

Clause 16. Members of the Iron Council shall serve for a four year term.

Clause 17. The Iron Council shall have the power to vote for the Autarch ever six years.



Senate

Clause 18. The Senate shall have the power to vote on legislation that has been drafted and written by the Iron Council.

Clause 19. Senators shall serve for a three year term and shall be directly elected by the public.

Clause 20. A member of the Senate must be atleast twenty five years old, must be of Ballistikovian national identity, must be born on Ballistikovian soil, must have an intelligence quotient of atleast 120, and must be a member of the Iron Party

Clause 21. The Senate shall have the power to vote for the Autarch every six years.




Joint powers of the National Assembly

Clause 22. The National Assembly shall have the power to pass legislation with a simple majority vote and the approval of the Autarch.

Clause 23. The National Assembly shall vote for the Autarch every six years with a simple majority vote, and may remove members of the Iron Court.

Clause 24. Tha National Assembly shall meet atleast once a year to discuss the state of the Iron Republic and discuss issues facing it.




Supreme Iron Court

Clause 25. The Judges of the Iron Court are to interpret the Doctrines of the Iron Party and the Iron Republic Constitution in order to make sure that they are being followed by the bodies of government.

Clause 26. the Iron Court shall have the power to remove the Autarch by a simple majority vote, if they feel that he is not following the doctrines of the Iron Party, and not acting in the best interest of the state.

Clause 27. The Iron Court may expand itself with new members as long as the Autarch okays it.

Clause 28. A member of the Iron Court must be atleast thirty five years old, must be of Ballistikovian national identity, must be born on Ballistikovian soil, must have an intelligence quotient of atleast 125, and must be a member of the Iron Party

Clause 29. New Members of the Iron Court are appointed by the Autarch and shall serve for life.

Clause 30. The Iron Court shall pick the members of the National Assembly.



Lower Iron Courts

Clause 30. The Lower Courts are to be broken up into two different types of courts; Criminal Courts and Civil Courts. The Criminal Courts shall deal with citizens that have broken National Law, and a group of Judges shall decide if guilty, and determine the punishment. The Civil Courts are to deal with non criminal cases between citizens and the state and civil disputes between citizens.

Clause 32. The Judges of the Lower Courts are to be picked by Judges on the Supreme Iron Court and they are to serve for life.

Clause 31. Lower Courts are to be distributed across the country so that every city, town, and village has atleast one Lower Court.




National Law Categories

Clause 32. Criminal laws that are passed shall be put into the following categories. Some laws that are passed may fall into multiple categories. Crimes that do not fit into any these categories shall be handled by state courts. These categories shall be: Trafficking, Financial Crime, Cybercrime, Internet Crime, Business Crime, Violent Crime, Kidnapping, Theft, Sex Crime, Terrorism, Robbery, Possession,Conspiracy, Government, War Crime, Corruption, Treason, Piracy, Property Crime, Espionage, Fraud, Negligence, Security Crime, Degeneracy, Heresy.

Clause 33. The List of Things Banned, Zero Tolerance Act, Clothing and Body Modification Laws, and The Book of Judgment shall be enshrined into National Law.

The Book of Judgment

The Book of Judgement: Laws and Punishments of the Federal Republic of Ballistikov

These are the Federal Laws that override all local city and state laws. Cities and states can make the punishments for these crimes worse than what is written but they can not make the punishment less.

Every single Arbites is REQUIRED to know these Laws. Imperial Citizens are advised to read them to know what they are.

Years in prison translates as 1-3 minutes in the Brig. Lashes are to be cut down to a quarter the number, and of course, medical aid should be on hand to prevent death.

SECTION I Homicide
Murder is very common throughout all the civilised settlements of Imperial worlds. Sometimes in the overcrowded hive worlds and overpopulated civilised worlds, murders can go undetected, unsolved, or not bothered with. Many are simply put on holoscript and filed in the Administratum and will probably never be solved. This is not to say that the Adeptus Arbites never catches murderers, for they do, it's just that with so many murders being committed it is virtually impossible to 'sort everyone out'.

Many murders are gang-related, since the bulk of humanity comes from hive worlds and people there are almost always a member of a gang. The Adeptus Arbites cares little for a slain gangster as it is one less they have to worry about. Solving murders of this kind are not at the top of their list as they are more concerned with public security than dead riff-raff. However, the death of a noble/influential person or an Imperial employee (i.e. an Arbitrator, Guardsman etc.) is another matter entirely.

Grade 1: The murder of an employee in the service of the Imperium. A noble or prominent member of Imperial Society.
Punishment - From life in a slave gang (metered out to those 'worthy of living'), reduction to servitor (becoming a mindless bio-mechanic), conscription to penal platoon to the death penalty.

Grade 2: A serial murderer (notably of civilians). This varies from 2 dead civilians to half a dozen, depending on how a planetary governor views his subjects.
Punishment - 10 years in a slave gang, enforced conscription into the Imperial Guard (if applicable to the murderer), conscription into a penal platoon, or the death penalty.

Grade 3: Incidental or accidental murder (manslaughter) whilst in the act of committing other crimes. Criminal or contributory negligence resulting in the death of a second party.
Punishment - Varies hugely. If a citizen causes accidental death to another citizen he may be given a suspended sentence, a fine, or maybe even told "not to do it again". Conscription into a penal platoon is also an option.

SECTION II Blasphemy
Blasphemy is a crime that goes back to the start of the Horus Heresy, some ten thousand years ago. It is one of the most serious crimes to be convicted of and punishable by many brutal methods. To blaspheme is to acknowledge one's allegiance to the Gods of Chaos and the Adeptus Arbites responds quickly to reports of blasphemy. Once the perpetrators have been rounded up they are imprisoned until officials of the Adeptus Ministorum arrive to interrogate them.

Blasphemy incorporates many crimes against humanity such as being a genetic deviant, harbouring a mutant, or found in possession of a heretical symbol (generally of the Chaos Gods). Punishment inevitably ends in death, this can be anything from instant death to crucifixion - slow and painful deaths are often preferred.

Grade 1: Bearing the mark of Chaos.
Punishment - Death by burning or decapitation. Mutants that are found are slaughtered mercilessly or are used for 'mine clearance'.

Grade 2: Possessing a symbol or any trappings of the Chaos Gods.
Punishment - Death by burning or decapitation.

Grade 3: Harbouring a mutant so as to conceal it away from the authorities.
Punishment - Death to life in a slave gang or life as a servitor.

Grade 4: Slurring the Emperor's Name as to insult or demean the Saviour of Mankind. This may also be attributed to Adeptus organisations.
Punishment - Fifty lashes of the whip to be conducted in a public place. This may be increased to 100 to 200 lashes depending on the seriousness of the offence. Very minor cases will be punishable by a public pelting, which involves anything that the public can get their hands on, stones, rotten food etc. Alternatively the offender may be given an on the spot beating by the arresting Arbitrators (always favoured).

SECTION III Public Order
Public disorder is a serious offence. Gang warfare is endemic on all hive worlds and disorder is sometimes common when taxes need to be paid. People dislike being treated unfairly, giving away their taxes and blood to the Imperium. Inevitably this can sometimes lead to riots. Freedom fighters use any excuse to rise up against the government and try to rouse the population against their Imperial masters. Resources are often in short supply so everything will be fought over leading to an inevitable riot. When a riot does happen the riot squads of the Adeptus Arbites ruthlessly purge them armed with power mauls and suppression shields.

Grade 1: Rabble rousing.
Punishment - Death or enforced conscription into a penal platoon.

Grad 2: Rioting.
Punishment - Offenders are often roundly beaten and given a night in the 'hospitable' cells of the nearest Arbites Courthouse. Rioters that are rioting against their circumstances, housing, air, food, receive this punishment. Rioters against the Imperial establishment are given 5 to 10 years in prison or even forced into a penal platoon.

Grade 3: Unlawful assembly.
Punishment - An instant beating is punishment enough.

Grade 4: Disorderly conduct.
Punishment - An instant beating and/or a night in the cells.

SECTION IV Assault
Many assaults go unnoticed, not surprisingly in the Imperium, as there are more serious things going on. However, the assault of an Arbitrator or other Imperial servant is a serious offence.

Grade 1: Serious assault of an Imperial servant, noble, or similar prominent figure.
Punishment - Life in a slave gang to conscription into a penal platoon.

Grade 2: Serious assault of a civilian, or a number of civilians.
Punishment - 3 to 10 years in prison.

Grade 3: Common assault, including brawling and assaulting an Imperial servant.
Punishment - 1 to 5 years in prison.

Grade 4: Menacing with criminal intent. Threatening behaviour.
Punishment - 6 months to 4 years.

SECTION V Kidnap & Blackmail
Kidnap and blackmail is an every day occurrence for the wealthy and noble families of the Imperium. They will be obvious targets for these sorts of crimes. The crime is a complicated one, as paying a ransom demand is an offence. Some kidnapping cases have other motives than simple monetary gain, including the coercion of people into committing illegal acts for the kidnappers in a perverse form of blackmail. But influential clans or gangs throughout the Imperium are not safe as rival factions seek to further their gains through kidnapping and blackmail too, of each other.

Grade 1: Kidnap, including abduction by force, of an Imperial servant, noble, or prominent figure.
Punishment - Conscription into a penal platoon, life in a slave gang, or life in prison.

Grade 2: Kidnap of a civilian in order to undermine Imperial authorities or to further one's own circumstances.
Punishment - 20 to 30 years in a slave gang.

Grade 3: Coercion by force.
Punishment - 8 to 15 years in prison.

Grade 4: Incitement to Further Kidnapping, such as paying a ransom.
Punishment - 5 years in prison.

SECTION VI Burglary
Thieving is endemic in the Imperium, more than people care to realise as money and resources are taken to keep the Imperium's vast war machine. Sometimes gangs of thieves will force their way onto a premises and completely turn the place over and be gone in a flash. Other thieves will operate alone and burgle a place, often a wealthy building, which might even belong to the Administratum.

Grade 1 - Burglary, including forced entry.
Punishment - 5 to 15 years in prison or conscription into a penal platoon.

Grade 2 - Trespass.
Punishment - 2 to 10 years in prison.

Grade 3 - Possession of Burglar's tools.
Punishment - 2 to 5 years in prison.

SECTION VII Robbery
The small Adeptus Administratum buildings are the target for organised robbers, who will readily use violence to get their money. Larger admin buildings, though it is very rare, have also come under attack from robbers in the past. On lesser developed worlds where the Administratum's arm only reaches into the old-style banks, robbery can sometimes be rife. But by far the most common kind of robbery is mugging where footpads lie in wait in dark alleys for the unwary victim.

Grade 1: Armed robbery with violence.
Punishment - 10 to 20 years in prison or enforced conscription into a penal platoon.

Grade 2: Armed robbery.
Punishment - 5 to 15 years in prison or enforced conscription into a penal platoon.

Grade 3: Mugging.
Punishment - 5 to 10 years in prison or in a slave gang.

Grade 4: Robbery or theft.
Punishment - 5 to 10 years in prison.

Grade 5: Petty theft.
Punishment - A beating or a public pelting.

SECTION VIII Theft-Related Offences
The black-market is a blossoming business in the Imperium, especially in the sales of munitions either Imperial or captured from the battlefield. The Imperium tries hard to clamp down on black-market merchants and their associates but the problem is, is that some planetary governors, or even some Imperial officials, are actually in league with these black marketeers. But handling stolen goods is a very serious crime as the Imperium needs all the resources it can get without this illegal black economy.

Grade 1: Passing, receiving and/or dealing and trading in stolen goods.
Punishment - 5 to 10 years in prison or the equivalent time in a slave gang.

Grade 2: Misuse of private property for storing illicit material.
Punishment - 5 to 10 years in prison. Depending on the world, this crime could incur the death penalty
or conscription into a slave gang or penal platoon.

Grade 3: Possession of stolen property.
Punishment - 1 to 5 years in prison.

Grade 4: Minor theft, fare dodging, illegal credit etc.
Punishment - A beating or a public pelting.

SECTION IX Forgery
Forgery is an ever-present annoyance. Cred-cards can be forged so can certain security parchments; the former is easier than the latter to forge. Many worlds still use paper money and coins and forgers can easily replicate them. Many a capable forger has made his millions on worlds such as these.

Grade 1: Forgery of Imperial parchments.
Punishment - 8 to 15 years in prison to conscription into a penal platoon.

Grade 2: Forgery.
Punishment - 5 to 10 years in prison.

Grade 3: Possession of forging equipment.
Punishment - 5 to 12 years in prison.

Grade 4: Possession of forged items.
Punishment - 2 to 8 years in prison.

SECTION X Arson
Arson is an incredibly serious offence seeing as much of humanity inhabits overcrowded worlds. To start a fire in a hive spire would see the deaths of hundreds, even thousands of people. Arsonists have a number of motives, either to wipe out their enemies, or to fulfill some perverse desire.

Grade 1: Intent of or actual destruction of an Imperial building through arson.
Punishment - Death or conscription into a penal platoon.

Grade 2: Arson.
Punishment - Life in a slave gang or conscription into a penal platoon.

Grade 3: Endangerment or criminal negligence, resulting in fire.
Punishment - 5 to 10 years in prison.

SECTION XI Heresy
The most terrible war to rage in the Imperium was the Horus Heresy, a war that almost saw the end of humanity. To this end, heresy is just as serious as being a mutant or Chaos cultist. Treason must also be stamped out. To turn one's back on humanity can also be construed as heresy and all heretics must be purged according to the Inquisition and the Codex Imperialis. Many of the below punishments will be metered out by the Adeptus Arbites Death squads where they usually kill anyone suspected of heresy.

Grade 1: Heresy.
Punishment - Death through decapitation or burning.

Grade 2: Treason.
Punishment - Death through decapitation or firing squad, or enforced conscription into a penal platoon.

Grade 3: Attempting to gain classified information for treasonable purposes.
Punishment - Death or enforced conscription into a penal platoon.

SECTION XII Criminal Damage
Acts of vandalism is quite common as gangs of thugs take to the wanton destruction of anything they come across. Vandals will also scribble their names or slogans on walls and defacing an Adeptus building is a serious offence.

Grade 1: Vandalism of Imperial property (includes cogitators and servitors).
Punishment - 5 to 10 years in a slave gang.

Grade 2: Defacing an Adeptus building.
Punishment - 3 to 8 years in prison or equivalent time in a slave gang.

Grade 3: Criminal damage.
Punishment - 2 to 5 years in a slave gang.

Grade 4: Scrawling/Graffiti.
Punishment - A beating or a public pelting.

SECTION XIII Controlled Substances
The use of controlled substances varies tremendously throughout the Imperium, where a substance is legal on one planet it might be illegal on another. This is where merchants seek to exploit these circumstances and sell cargo illegally through the black-market. Spook, the drug that stimulates the psychic centres of the brain, is made on many hive worlds and is highly illegal, despite the fact that some nobles make great use of it.

Grade 1: Manufacturing or smuggling proscribed item.
Punishment - Conscription into a penal platoon.

Grade 2: Trading in proscribed item.
Punishment - 5 to 15 years in a slave gang or conscription into a penal platoon.

Grade 3: Possession of proscribed item.
Punishment - 6 months to 10 years in a slave gang or conscription into a penal platoon.

SECTION XIV Heretical Activities
Cults are seen as treasonous in the Imperium and are ruthlessly stamped out as a result. Not only does this section apply to cults but to anyone caught performing an illegal experiment, such as robotic experimentation. Robots have been outlawed in the Imperium since before the Horus Heresy when the Iron Men rebelled against their human masters. Today, a select few will attempt to experiment with the possibility of constructing one. As ever, the Arbites Death squads will typically administer the punishment to anyone contravening this section.

Grade 1: Partaking of heinous rituals to the Chaos Gods.
Punishment - Death by burning or stoning.

Grade 2: Robot experimentation, the actual construction of an Iron Man.
Punishment - Death by burning.

Grade 3: In possession of documentation that could result in the construction of a robot or in possession of documents which detail the Gods of Chaos.
Punishment - Death by burning.

Grade 4: Failure to report an illegal psyker to the Imperium.
Punishment - 5 to 10 years in a slave gang. (On some worlds this is punishable by death by stoning).

SECTION XV Perverting The Course Of Imperial Justice
Being found to destroy evidence in an important case, or hiring an assassin to kill a witness so as to pervert the course of justice is a very serious offence. Lying to an Arbitrator when questioned is also an offence in itself. Similarly bribing an Arbitrator often results in a beating, depending on the moral statue of the Arbitrator in question.

Grade 1: Perverting the Course of Imperial Justice.
Punishment - 10 years to life in a slave gang or conscription into a penal platoon.

Grade 2: Bribery of an Arbitrator.
Punishment - 3 to 10 years in a slave gang or prison. Arbitrator has the right to administer his own
punishment.

Grade 3: Bribery of a civilian.
Punishment - 2 to 5 years in prison or in a slave gang. As ever this depends on the circumstances.
Bribery of a civilian so as to gain access to restricted areas would warrant this punishment.

Grade 4: Perjury.
Punishment - 1 to 5 years in prison.

Resisting Arrest
Punishment - A beating in the courtyard of the nearest Courthouse.

Responsibilities of Citizens

Clause 35. Since the individual is inseparable from the state, every day when the Iron Citizen wakes up, he does not live for himself, but for his country. The purpose of the Iron Citizen's life, is for the purpose of the state, all else is obsolete.

Clause 36. Iron Citizens have a patriotic duty to know the Ballistikovian national anthem and the pledge of allegiance by heart, and have atleast one Ballistikovian flag in or outside of their home.

Clause 37. All Iron Citizens have a duty to serve in any of the branches of the military for atleast two years, to fight for their country at anytime if called upon; Iron Citizens should always think of themselves as soldiers for the Iron Republic.

Clause 38. All Iron Citizens have a responsibility to keep atleast one firearm in their home.

Clause 39. A Bible shall be kept in all households.

Clause 40. All Iron Citizens have a responsibility to know and follow National Law; and shall have a duty to report crime to the authorities.

Clause 41. Every Iron Citizen has a responsibility to contribute to the Iron Republic; all Iron Citizens must be employed.

Clause 42. All Iron Citizens need to have the Ballistikovian Cross either branded or inked somewhere on their arm.

Clause 42. Every Iron Citizen has a responsibility to keep himself in good health, he shall do this by exercising and eating well.

Clause 43. All Iron Citizens have a responsibility to procreate and start a family; the Iron Citizen shall take care of his family and raise the next generation of Iron Citizens.

Clause 44. Every Iron Citizen has a duty to make sure that other Iron Citizens are living up to the duties and responsibilities that have been given to them.

Clause 45. Every Iron Citizen has a responsibility to fight all types of enemies of the Iron Republic, whether they are foreign or domestic, whether they are organized or disorganized, and groups or individuals.

Clause 46. Every Iron Citizen has a responsibility to belong to a Trade Union.



Rights of Citizens

Clause 46. All Iron Citizens, within the territory of the Iron Republic of Ballistikov, until they reach adult age (18) shall have the right to public schooling provided by the state.

Clause 47. All Iron Citizens, within the territory of the Iron Republic shall have the right to receive healthcare and have health insurance at a reasonable price.

Clause 48. All Iron Citizens, shall be entitled to the right to life starting from conception; any attempt to terminate an unborn human life form is illegal.

Clause 49. All Iron Citizens have the right to defend their family, home, and self against a threat that poses a danger to their lives.

Clasue 50. All Iron Citizens, have the right to have access to clean drinking water without a cost to them.

Clause 51. All Iron Citizens, shall have the right to engage in Mutual Combat regulated by a police officer; all individuals have the right to intentionally and consensually engage in a fair fight with no weapons, while not hurting bystanders or damaging property.

Clause 52. All Iron Citizens, have the right to seek justice if a legal injustice has been bestowed upon them.

Clause 52. All Iron Citizens shall have the right to vote for members of the Iron Council and the Senate.

Clause 54. All Iron Citizens have a right to be free from the chains of liberalism and communism, and have a right to find their true spiritual meaning through the state.



Clause 55. Cultural development, art, science, and technical research shall be promoted by the state through various institutions such as the education system, media, military, and business sectors.

Clause 56. The state shall provide for the identification, acquisition, restoration, enhancement, preservation, and administration of scenic, historic, archeologic, scientific, cultural, and recreational areas, sites, records and objects, and for their use and enjoyment by the people.

Clause 56. Ballistikovian military ethos are to be taught in all classrooms in the nation starting at grade 6.

Clause 57. All forms of degeneracy are outlawed, and cultural decency is to be promoted by the state.

Clause 58. German is to be the official language of Ballistikov.

Clause 59. Only warm colors are permitted to be on buildings, structures, houses, roads, and transportation.

Clause 60. Museums are to be funded by the state, and statues of past and present Ballistikovian leaders are to be erected in every major city.

Clause 61. Hearts of Iron is the official national anthem of the Iron Republic, and military parades are to be held on the 1st of every January.

Clause 62. The production and distribution of alcohol is to be permitted and owned by the state, while the hops may be produced by private farmers. Possession and consumption of state owned alcohol is legal for cultural purposes, and the alcohol is to be held to a high standard.

Clause 63. The official genre of music of Ballistikov is 'War Metal'.

Clause 64. Football and Field Handball are the official national sports of Ballistikov. Fields and stadiums shall be funded and built.

Clause 64. The Christian nuclear family is the basic fabric of our society.

Clause 65. We are to embrace the masculinity of men and the femininity of women and this is seen as thousands of years of evolution, natural order, and balance.

Clause 65. A social hierarchy is seen as necessary to organize society and prevent chaos. Order and respect for authority is necessary for any civilization or any life form that claims to be intelligent; this is what makes the human race superior, and this hierarchical structure strengthens the state.

Clause 66. Competition and struggle is ultimately good for humanity as well as inevitable, this ultimately improves humanity, without competition and struggle between states and individuals there is only decline. With this in mind unity on a national scale is essential.

Clause 67. Ballistikovian Culture is superior to all other cultures and we shall never sell out our culture in the name of greed and materialism; the government has a responsibility to prevent cultural deterioration and decline.

Clause 68. New Blitzkov is to be the capitol and cultural center of the nation.

Clause 69. in Hofstede's cultural dimensions, Ballistikov could be described as a high power distance, collective, high uncertainty avoidance, masculine, long term oriented, and high restraint culture.



Clause 70. Everyone is to be fed and housed; being homeless is illegal.

Clause 71. The construction of mental institutions and hospitals.

Clause 72. The rehabilitation and disciplinnary action of drug addicts.

Clause 73. The construction of prisons and jails to separate criminals from Iron Citizens; and the authorization for police to do their job at their own discretion.

Clause 74. Deleted

Clause 75. Mandatory employment.

Clause 76. The construction of schools, universities, and community centers.

Clause 77. The construction of a transportation system for all Iron Citizens.



Clause 70. Christianity is the official religion of the state. All forms of Christianity that derive from the Bible are accepted. The state shall fund the Church and its efforts; Churches may also receive private funds.

Clause 71. Any attempts to erect structures belonging to other religions, spread other religions, and draw other religious symbols is considered heresy and will result in prosecution by the state.

Clause 71. 'In God We Trust' is the official national motto and this refers to the Christian God.

Clause 72. The Ten Commandments from the Bible are enshrined into law; breaking these commandments are considered heresy.

Clause 73. All workers are guaranteed to have Sundays, Christmas, Easter, Ash Wednesday, and Good Friday off.



Clause 74. It is the right of the State to control the media, information on and offline, and the arts.

Clause 75. It is the right of the State to defend its national sovereignty and identity; it is also the right of this State to conquer other states that are inferior to it, and maximize its power and strength.

Clause 76. It is the right of the State to regulate its economy and control the resources coming into and going out of it.

Clause 77. Since the State is viewed as a living entity, it is the right of the State to control all of the elements that make up the State. If the State needs to sacrifice an element that may result in harm or death of the State, then it may do so.

Clause 78. It is the right of the State to be free from all outside influences, and to make it's own destiny.

Clause 79. The State has the right to exist and to protect and conserve its existence; To preserve its independence, and give security against foreign aggression and encroachment, is the highest duty of every nation, and to attain these ends nearly all other considerations are to be subordinated. It matters not in what form such aggression and encroachment come, whether from the foreign nation acting in its national character or from vast hordes of its people crowding in upon us.

Clause 79. The State has the right to territory and to exclusive jurisdiction over its territory and people.

Clause 80. The State has the right to have its borders and its existence legally recognized by other nations and the whole international community.

Clause 81. It is the right of the State to negotiate agreements, and deals with other nations, and to build relationships, and alliances with the international community.

Clause 82. It is the right of the State to have it's own language, culture, laws, and ethnicity.



Clause 83. The Iron Republic shall have a Corporatist Economy, where there is private ownership of property, production, and resources, but the state shall control the economy and how resources are used.

Clause 84. There shall be a fixed price for gold and The Ballistikovian Iron Mark shall be pegged to the fixed price of gold. Ballistikovian Iron Marks shall be redeemable at banks for gold bars and coins.

Clause 85. The Iron Vault shall be the central banking system of the Iron Republic. The Iron Vault's primary responsibility is to implement monetary policy that keeps the economy stable by managing the supply of money in circulation. The National Assembly shall have oversight of the Iron Vault.

Clause 86. The Iron Chest shall be the treasury; The role of the Iron Chest shall be to manage all of the money coming into the government and paid out by it. They shall do this by printing money and providing advice to the Autarch. The National Assembly shall have oversight of the Iron Chest.

Clause 86. The National Assembly shall fund the rapid and complete systemization of all railways and of all of the transport industries; as well as space ports, and telecommunications terrestrial and extra terrestrial.

Clause 87. There shall be the participations of workers representatives in the function of industry commissions, there shall be the same level of confidence in the labor unions (that prove to be technically and morally worth) as is given to industry executives and public servants; as well as compulsory membership to trade unions. The State shall have ownership of these unions.

Clause 89. All Iron Citizens shall be given a set federal minimum wage and mandatory employment.

Clause 90. Industry is to be regulated in alignment with the state's goals, and there shall be a merger of corporate and state power.

Clause 91. The government shall pursue pursues a policy of economic self-sufficiency/Autarky.



Military

Clause 92. The Military is the heart and soul of the nation, it is also the muscle and the teeth that feed the Iron Machine we know as Ballistikov. It shall protect and defend the nation as well as lead conquest and expansion.

Clause 93. There shall be six branches of military; The Iron Army, Iron Navy, Marines, Airforce, Space Force, and Sea Guard.

Clause 94. The sixteen sectors that are considered to be vital to national security are chemicals, commercial facilities, communications, manufacturing, dams, arms manufacturing, emergency services, energy, financial services, food and agriculture, government facilities, healthcare and public health, information technology, nuclear reactors materials and waiste, transportation systems, water and waiste water systems.

Clause 94. The Stahl Arms Defense Corporation shall be put under military control.

Clause 94. Any attempt of a government or non government organization to kill Ballistikovians shall be considered an act of war.

Clause 95. The military should be heavily involved in the lives of Iron Citizens and should do many community activities with them; and should have many programs for the Iron Youth.

Clause 96. The Autarch is the Supreme Commander of the military and he gets to pick his Generals.

Clause 97. The military shall be heavily involved in the education system and should give the Iron Youth direction and meaning in life.

Clause 98. Military service is compulsory, as well as gun ownership.

Clause 99. If need be, the military shall enforce order and the national curfew through out the nation if the Police fail to do so.

Clause 100. On the twentieth of every August there shall be a military parade on victory street in the capital city of Blitzkov.

Clause 101. The Black Cross Militia is the official state sponsored paramilitary organization of the Iron Republic and they shall help the Iron Republic carry out its nationalist objectives.



Police

Clause 102. The main responsibility of the Police is to enforce all National Laws to maintain law and order within the Iron Republic.

Clause 103. Police have the authority to do their jobs at their own discretion, and do what is necessary to maintain law and order and keep Ballistikovians safe from criminals.

Clause 104. The Police shall be a militarized police force and shall have much of the same equipment as the Military.

Clause 105. The Police shall enforce the national curfew.



Clause 106. In order for an Ammendment to be added to this Constitution, the Autarch, National Assembly, and the Iron Court need to approve of it with a simple majority, and it shall become an Ammendment.

Clause 107. In order for an Ammendment to be repealed from this Constitution, the Autarch, National Assembly, and the Iron Court need to vote to repeal it with a simple majority, and it shall be repealed from this Constitution.



Ammendment 1. Following the Third Ballistikovian Civil War, all states and territories are to be united under this Constitution once again.

Ammendment 2. This nation is now named the Iron Republic, and the word 'Iron' should be inserted everywhere in this Constitution appropriately.

Ammendment 3. The Iron Party, the Sword Party, the Reformist Party, and the Exodus Party are to be allowed to hold positions of power as Autarch, in the National Assembly, and on the Iron Court; and citizens may choose to belong to any from those four parties.

Ammendment 4. Leonhart Steinball is banned from this nation, and a 500,000 Iron Mark reward shall be given to anyone that captures him and gives turns him into the government. A 250,000 Iron Mark reward shall be given to anyone that captures those that are supporting him and his efforts.
