No one in Ursia can completely know the full capabilities of the building, with every weapon, trap or defense being built and produced secretly by separate groups, completely oblivious to the others' inventions. Garrus raised his hand to stop him. "You know after all these years that personal testimony is far too little evidence," the general mused. "I know, however, there is one certain event that changes this all. As all of us know, personal testimony from the point of view of an Ursian is not considered enough evidence, however, the testimony from several people from the point of view of the other party we're dealing with is considered, right?" In essence, a councilor could not use him/herself as evidence of something, but if he enough evidence from the person in question's experiences, and other people who can confirm, it could be allowed.
