Part 1, dealing with Ursian politics.

Hallway, Citadel of Solitas, The stigyan triumvirate

"So that's the news about the Neurax Worm parasite cure huh?" Georgios talked on his phone. Ruguo with their AI computer has been giving lots of information about their cure. With majority of the Ursians in other countries, especially WARPP ones, The Ursian Empire does not have the opportunity to actually refuse such spreading of the airborne version of the gas. In effect, they have no choice in the matter. That was of particular concern, among many others, of the High Council. Such a cure that could potentially immediately kill all infected at the cost of many lives may not be classified as a bio-weapon in other countries, except for maybe Ursia. "Okay, you've told me enough soldier. I will take care of those matters," he said as he turned off his phone. He sighed, another potential problem to solve. He dialed a number.

"Natalie, you're healed up right?" he asked on the phone. The wife of the High Councilor said yes.

"I need you and the SC3s to infiltrate Ruguo, specifically Weynei Bioengineering Institute," he continued.

"This cure they speak about, it could be used as a bio-weapon can it? And the cults around it" she replied.

"Very much so, and you Spider teams are experts at infiltration. I know you've been hiding that wound, you have been perfectly healed since 2 weeks ago," he said as the voice in the phone chuckled.

"Ah, I just wanted to pick up on the news around here. Did you know the Praetorian Guard down on the cafeteria hallway at 3 am is having an affair? Ghastly isn't it?" she mused. Georgios thought about Alex and how he can even try to hide secrets from Natalie in their marriage. It would straight up be impossible.

"Just so you know, you can fail and pretty much publicly humiliate the The Ursian Empire right? Possibly get executed."

"If you're worried, you can always send in a nano Bee drone fleet with us. We can handle any form of threat, but we won't have to worry if they can't even see how we recon in the first place," she answered. Georgios knew she was right, Spiders rarely have to fight due to the fact that no one has even detected them ever since they were established. They even snuck some in The stigyan triumvirate in their isolation just to check up on them. And if they do have to fight, Georgios didn't even want to imagine what they were going to do to their victims.

"I can start by tomorrow, you have a busy day ahead of you. I need you to help Alex, that is the primary problem now," she said.

"Will do," he said as he dialed off the phone.

Blue swirls started to appear around him as a figure of a tall man shown behind him. Georgios turned to see in his surprise, General Garrus. "You're very late to the High Council meeting," the general growled. He wasn't wrong, today was the High Council meeting, but with the new Ruguo cure had some concerns which Alex ordered Georgios to take care of. "Alex ordered me to, I'm about to head there right now," he answered. Garrus sighed.

"You are still Vice Councilor. Forcing one of your generals to warp into one of our potential enemies is generally a bad idea. I mean look at this hallway, such pathetic architecture. So gloomy and pale, how could these barbarians even live here," he said. Georgios did not mind that, Garrus has been like that ever since he was part of the military. Only reason why he was kept in was because he was the guy who made the doctrine specifically to counter WARPP in case a situation like the First World War ever happened again. UES Calliope was only ever built because of this man.

"Now come on, as much as I oppose you and Alex, a debate in the High Council with no present opposition is a boring one. If we're going to question the competence of Alex, we need the witness testimony from you," Garrus continued. Georgios nodded and the two men dialed their holographic watches and warped away.

Roxas' Office, Citadel of Solitas The stigyan triumvirate

"Infiltrate the High Council Congress, somehow,..." Pieck muttered as Roxas stared at her. She thought about it for a second. The High Councilor did not have a single huge fortress like the Citadel of Solitas, just a small personal office in the High Council Capitol. She has visited it many times, but she's never fully known the capabilities of the defenses themselves. That was reserved for the highest among the Engineer Corps. She would have to ask for a couple of favors to even know a percentage of the defenses. The Capitol could very well be a mini-fortress in the already well protected fortress city, but even fortresses have an Achilles Heel. She'll just have to ask the higher ups.

"None that I currently know. It's well protected for the same reason why you want to infiltrate and slice off the head of the snake, 400 years of Ursian engineering as taking in consideration nearly every infiltration technique known to man," she answered Roxas put a hand on his chin.

"You're the sister of the High Councilor and even you don't know its full capabilities?" he asked. Pieck nodded. No one in Ursia can completely know the full capabilities of the building, with every weapon, trap or defense being built and produced secretly by separate groups, completely oblivious to the others' inventions. Not even the organizers know the full capabilities, however...

"There is however one weakness I know of. Its being manned by Violetists now, as such they have absolutely know clue how to utilize most of the defenses in the building. If I can send a virus inside the building, it could possibly take out the remaining defenses," she continued. Roxas eyes flickered at the opportunity. Pieck raised her hand.

"However... there would be two problems with that. One is the pulse machine. It may not affect us Ursians or Violetists, but it will definitely kill you if you're that close to the island, regardless of how powerful you are. Even foreign technologies like electrolyte have been observed to be also pushed away, mechs won't do either. Us Ursians, are repairing and regaining our strength, I'm not sure if any of our frontline Commandos are ready," she said her concerns. Roxas nodded at those.

"Second... it's Madrigal. We were both there Roxas, she casually destroyed something that was meant to restrain her. She took down all 4 of us in the blink of an eye. If the Falcon teams, who were made to be faster and tougher to kill than any of their brethren to protect VIPs couldn't even see her, what chance do any of us have? We could send in a bomb sure, but considering her speed, she'll just outrun the explosion," Pieck continued her worries. She was not wrong, Madrigal was a brutal commander. Who knows how many wars or killings she has done.

"We'll think of something, just show me the defenses of the Capitol," he asked. Pieck nodded.

"You're that worried for Cielle huh? I still think it was an insane idea to send Barnos in, but we really do have no choice. You think they're going to be alright?" she asked.

"I hope so," he answered.

Congress Meeting Room, UES Calliope

The High Council had been arguing for only around 10 minutes and already it had been as chaotic as the time the High Council argued about what to do when XXURBANXX and the rest of the Coalition declared war. From trying to appeal to the Queen of Sakiria to some secret negotiations with The Greenlandic North, all failing. Alex couldn't imagine in a thousand years that the next most chaotic meeting in ever would be under his reign. While they talked about how to deal with WARPP now, Alex knew that before long, they will be questioning his decisions.

Georgios and Garrus came in as the latter made a banging sound with his cane. 34 years old and he can still establish that sense of authority over the rest as the High Council got silent. "We're Ursians, not some Uniopolis or Svipjoth barbarians. Start acting like one before I throw you out of this satellite myself," Garrus screamed. The High Council muttered amongst themselves.

The 50 man Blessed Councilors approached the center of the circular room and officially began the meeting. "High Council Meeting 2 in the reign of Alexander IV Windwalker, current High Councilor of The Ursian Empire. Two things shall be debated on, his disappearance in the early days of this war and his decision to ally with our previous enemies in WARPP, especially the The stigyan triumvirate and Sakiria," their spokesperson said. Georgios took a seat beside Alex.

"Did you tell Natalie about the Neurax Worm?" Alex asked. Georgios put a thumbs up. He sighed in relief knowing at least someone is taking care of that. Two spokespersons from one of the opposing parties of the High Council and Garrus approached the center as the Blessed left.

"Today marks the sixth month since the start of this long civil war. Started by General Melvin and his mutiny from his traitor divisions, none of us could have planned that our long time friend who has consistently crushed any form of opposition to The Ursian Empire would become a traitor. How could one of our own betray his brethren? Thousands of years with each other have told us that as Holy Bear's children, we must stick together if we are to survive. This betrayal paralyzed our entire military for a month. But what is worst is the higher ups that were supposed to be there reorganizing the military left us. This ranges from General Merek who has been demoted for incompetence, up to Alexander IV himself. Sir Alex, what reason did you have to leave the mainland?" the first spokesperson asked.

"As per protocol, the High Councilor is to rendezvous with the nearest Sky Hunter for safe evacuation for him and his family. I dropped my only child inside The stigyan triumvirate and had to leave him behind. UES Aurora was supposed to be heading for UES Calliope soon after. However in the case I would not arrive due to circumstances, I told Georgios to lead the High Council, as specified by my final message before I was captured by the Violetists traitors inside Aurora," he answered.

"Exactly why The stigyan triumvirate?" the spokesperson asked again. Alex went deep into thought. Georgios looked at him, very concerned.

"As High Councilor, me and my family would be targeted the most. Trashkanistan73 would not do as multiple of other Ursian councilors are there, and ImperialRussia had most of our refugees. If I dropped my son in a far more secretive place, it would give him a better chance. A slight advantage," he continued. "And this Emperor Roxas Amory didn't have you killed on the spot? Does this have something to do with your great-grandfather, Alexander II?" the spokesperson peered into it more. Alex had to answer very carefully or else he'd accidently give off the fact that the Amory's and Windwalker's had a deal since the First World War. Political dynastic bargaining was not looked upon with favor with anyone in Ursia.

"None, he just took my son in. Remember Gravity's Union? and Bloody Red Summer? Maybe Roxas took pity on my family because of his memories," Alex replied. The councilors in the meeting room muttered amongst themselves. Georgios looked to his friend. It could possibly be true, but it was mostly to omit the more shady details. The spokesperson removed his papers.

"Then I have nothing to debate. If it was for the sake of safety for your son and not out of incompetence, then this is allowed," the person spoke and then left the center of the room. That left Garrus. Both Georgios and Alex were not at ease, Garrus may seem like an out of touch man, but he's the most critical person that has ever walked the halls of the High Council.

"As you all know, I have been a proponent to denying WARPP, especially the The stigyan triumvirate, on their expanding military power. They have expanded in members a such an alarming rate. Now, they have most of their forces here, ready to possibly take our island from us. That was the main concern of Ursian Military Command during the invasion. Now I ask you Alexander, why do you intend to keep this alliance, when we have a perfect opportunity to strike them right now when they are weak and oust them from our island. We can just abandon our rescue efforts and head straight for Ursus Majoro. If they expectantly attack us, we need only to bombard them or hold their forces hostage with UES Calliope. We can call up both ImperialRussia and Trashkanistan73 to help us. We can finally deal back the damage they did to us a hundred years ago," Garrus explained his mad plan. Mad, but the Councilors in the circular room were muttering, some agreeing. Most of the WARPP forces were injured in the escape, at the complete mercy of Ursian forces.

"Tell me Garrus, won't this action give us a terrible reputation of breaking alliances? And the fact that they are still helping us in this?" Alex asked.

"Tell me High Councilor, who will stop us? Those primitives of the New Narag Empire? As much as they are powerful and strong in number, they are not as seriously as advanced as us. Uniopolis? We've studied their magical creatures and have identified multiple UCVP defense measures already. What is Svipjoth going to do? Raid us? We've been raided a thousand years since the days when Ursus Majoro was founded and we've beaten them back every time. Why shall we care about our reputation when we know exactly how brutal WARPP can be when threatened. Even helping us is ambiguous, they're here to primarily kill Violetists. It could be a cover for them," Garrus countered. Alex was taken aback. It was such an insane plan, but knowing Garrus, he'd actually make it work. It reminded him of General Melvin before he was a traitor. Absolutely insane compared to his peers, but his plans always worked.

"Before I continue with my evidences High Councilor, I must ask a question. Why do you seek peace so much with WARPP? Look at the evidence, we were invaded because we were not liked by them. For all we know, they landed their forces here to turn against us and take our land, Holy Bear's gracious land. Why shall we wait being stabbed in the back when we can cripple them first? Alex, do you have any form of proof that a long lasting peace could possibly happen," Garrus continued. Alex pondered for a moment. He could hear the breathing and mumbles around the room. He heard some voices in agreement, others questioning if even Alex was fit for High Councilor due to this peace deals.

"If I may," Georgios stood up as Alex looked up to him. Alex smiled as he remembered why he chose Georgios. Alex is an excellent planner, Georgios could get stuff done exactly when needed at the highest quality. The Vice Councilor looked at Garrus before him.

"As you know, I've been in the Citadel myself so as to accompany Alex in his duties. Now I'm not saying that all Stigyans are friendly, some can be cold, or just far too uncaring, but I've met nearly an equal number of people who do care," he started. Garrus raised his hand to stop him.

"You know after all these years that personal testimony is far too little evidence," the general mused.

"I know, however, there is one certain event that changes this all. As all of us know, personal testimony from the point of view of an Ursian is not considered enough evidence, however, the testimony from several people from the point of view of the other party we're dealing with is considered, right?" Georgios asked the rhetorical question. In essence, a councilor could not use him/herself as evidence of something, but if he enough evidence from the person in question's experiences, and other people who can confirm, it could be allowed.

"Yes, but I very much doubt there is a single Stigyan who would want peace with us without have any ulterior motive. I'm pretty sure Roxas is sweet-talking to you two about peace and all while he's trying to steal UCVP secrets," Garrus replied.

"Except I do," Georgios countered. He gestured to Alex with his hand behind the table. Alex knew exactly what he meant by which evidence he was going to use. Cielle and Barnos.

"Do you know of the heiress to the The stigyan triumvirate?" he asked. The council had some chuckles in the mutterings. Everyone knew who would succeed Roxas, Cielle Amory.

"Of course, if one are to take note of another country, how their politics works should be taken in consideration," Garrus responded.

"So, as you know, Barnos II Windwalker, the son of this man right here, was dropped off there to live with the Amory family," he continued as people around the council started to connect the dots.

"I checked on him several times at night, and all I could see was a miserable young man. Until she came along, and every day I lived there, even when Alex did not come back yet, even when he was forced from his home thousands of miles away, he was slowly getting happier and accustomed to the Citadel," Georgios stopped as he was sure the entire council knew what was going on. Garrus himself had put his thumb and pointing finger on his forehead, thinking about the situation. "This is real? Confirmed? Absolutely sure that she isn't just trying to use him?" Garrus asked. Georgios slightly laughed.

"Confirmed by the many other Ursian soldiers stationed there, the High Councilor, the Falcon Alphas, and of course Barnos' family members. Do you want me to get details?" he sarcastically said. Alex knew Georgios won already. Garrus sighed.

"If this, opportunity is a beneficial one in the long term... I will delay these plans..." he said a bit still in thought. Alex internally sighed in relief. The two things that could have brought him down have been weathered through. He just hoped that Cielle and Barnos came out alive.

TLDR: Ruguo's cure is being investigated, Pieck and Roxas plans to bust into Ursia, and Alex and Georgios thankfully keep their jobs, peace and authority intact.

I kind of agree. He has already left the region I figure he won’t trouble us anymore. Not like his land is worth much. Though this type of thinking is also due to the Narag Policy of Anti-imperialism…
