A debt brake is a monetary policy that requires governments to balance their budgets every monetary year. A balanced budget sounds good right? It limits government debt, and nations such as Germany and Switzerland who have implemented it in our own world have been able to drastically reduce their debt after its implementation. It is often hailed by fiscal conservatives as a way to limit wasteful spending. But it may not be all good. Critics argue that debt brakes can cause pains to public services, since the government cannot spend extra funds to fix things like roads, hospitals, and public transit. Critics also warn that the policy could hurt in times of recession. During economic downturns, governments typically lower interest rates and increase spending to give the economy a breath of life to keep going. A debt brake severely limits the government's ability to respond to economic downturns, many would say, and is in the long run bad for the national economy.
What do you think? Are debt brakes a good thing? Should we all implement one? Or are they not the great policy fiscal conservatives claim they are?

I just want to make sure if everybody is okay with the decision to merge WA Delegate Position with that of Foreign Minister, as in the draft Constitution?

No, the WA Delegate should only have Power in the WA, no internal powers
I think that the WA delegate should just be the region's representative to the World Assembly. They'd be responsible for bringing the WA issues to the RMB, to explain what is happening there and voting on resolutions based on the will of the residents of the region. They are our advocate to this organization. The delegate position for this region is non-executive, so we can choose whomever we wish to be our go-between.
But that doesn't mean that's the only thing they can do. They can also run for office and otherwise participate just like any other nation. There are many hats to be worn and I don't see anything wrong with some people having more than one hat.
If we are merging your Region with ours, please telegram me your Map and we could add it to ours. I would maybe need to redesign yours to have the same style as ours but that wouldn't be a problem.

If you are going to merge with Korovia, then I will be on my way. That region is tagged 'Invader', a game-play in NationStates that I cannot abide. I will not support, even passively, players who think destroying the hard work of others to be entertaining.

Entrits
I am from Korovia and we as a region not once invaded another region nor did we ever talk about it. We were invaded 3 times and those that invaded us last put that tag on the region, not the roleplaying region.
If the invaders did not destroy our constitution, map, and region as a whole you would have seen that.
Let's not be so hasty to judge here.

Calm Down! Calm Down!
Puts down a bottle of soft drink on the table
Korovian Nations have decided to join Union of Democrats. They themselves did not put the Invader tag, it was put since the time they were invaded. Unfortunately they don't have an Founder, so the region is always vulnerable to raid get tagged by raiders.
Opens the bottle and pours some soft drinks in two glasses

I see what everyone else in the game sees, an 'Invader' tag. Once a region has been liberated the first thing to do is to remove that designation.
And you bet your ass I'm being judgemental. Who in this game doesn't worry constantly that their little space in this game will come under attack and face destruction? If I were approached by someone with a gun pointed at me, the conclusion I would immediately jump to is that I am in danger and I would act accordingly.
I should also mention that while you may have a perfectly good explanation, there are groups in this game who do not have the same feelings about fully investigating before they take action. The 'Defender' and 'Anti-fascist' groups will attack 'Raider', 'Invader' and 'Fascist' regions without asking questions first and will see any region with an embassy with those regions as supporters and therefor legitimate targets.
