As you can imagine this year has been extremely tough for people. Suffice to say he's been extremely busy lately and he's had a lot on his plate. He was grateful to hear that the TWI crew were thinking of him and eager to welcome him back. He's not left us and will be back when things calm down for him.

Another year has passed, which is typical yearly behaviour: passing. And what a year it was: it had days, it had months, it had nanoseconds! And things happened! There is a war in Europe! Peru had six Prime Ministers this year! Cats were lost! The Queen died! Weather took place!
And of course there was the Great Blackout of NationStates! I remember it well. It must have been a Tuesday..., or was it a Friday? In any case, Fidel Castro was ready to accept Soviet nuclear arms, and... no; that was the Cuba Crisis. Confusing events. Anyway. It happened.
I mentioned it already in my previous monthly reports: this isn't really a monthly report, since this is the only one that will appear this year. Weekly reports were more my thing. Perhaps that my successor will do a better job with the monthly reports. It really started well, back in 2020, but after already a couple of months I noticed that months passed more quickly than I remembered writing the reports, so they became bi-monthly, then tri-monthly, and suddenly they were annual. Weekly reports are easier; weeks start and end on the same days so there is a fixed rhythm. Subsequent months end on different days (except January and February in normal years) so they are more difficult to schedule the report writing.
To make a long story even longer, here are some more words: ingefära, vachement, 黑鳥, boostât, pericombobulation, naughty, asiakaspalautelomakkeet, လက်ကိုင်ပုဝါ.
Your dispatches Around 3300 new dispatches were written this year by nations who were at one shorter or longer point residents of The Western Isles. An overview of these dispatches can be found here:
It must be noted that there is a gap between 19 and 28 December: due to the Great Blackout of NationStates, no weekly report was written on 25 December so no dispatches were noted down between 19 December and the start of the blackout on the 23rd.
Graphs and Statistics So here is the statistical overview of 2022. It was a rather normal year like we had in 2020 and 2021; normal amounts of nations in The Western Islands, albeit slightly above average from March on. But then in August something happened: in the third week of that month, 90 new nations joined TWI at once, which caused a lot of activity on the Regional Message Board as well as in the Dispatch area.
A similar event occurred in the first week of October, then 92 new nations joined at the same time, causing the number of nations in The Western Isles to peak at 514 in the second week of October, which is the largest population TWI had in quite a few years. October as a month outperformed all other months in terms of TWI residents; even in the somewhat weak third week of that month, there were still more TWI dwellers than in any other week outside of October. October also saw 2022's largest number of dispatches written in one week (100), the largest number of nations on the map (75), and the most pages added to the Regional Message Board (24). Of course, it didn't last (in the first week of November, 56 nations left at once) and we're back at 380 nations, but this is still more than any date in 2022 prior to Mid-September.
It is however noticeable that the Delegate endorsements didn't quite catch up: despite the huge number of new nations, only few of them answered to calls to endorse Vancouvia (and Ainslie). The second week of December saw the most endorsements (83). The number of nations on the map also didn't grow that much, although it still did: the maximum number of nations on the map before Mid-August was 62, whereas it went to 75 in the second week of October and didn't fall below 63 in the entire period after Mid-August.
A special mention should go to the number of Embassies with other regions, which is the only item that stubbornly went down for various reasons.
End 2023 has now started and with this new year has come the realisation that I will have been Secretary of Information for three years at the end of January, and although it has been fun, I think it is time to hand over the task to someone else. I therefore informed Vancouvia , Ainslie , and Aizcona last month that I will step down as Secretary of Information at the end of January 2023. If you are interested to succeed me, please inform Ainslie and/or Aizcona of your intention to do so, so that they can organise an election. I will of course be available should you require information about what a Secretary of Information does.

The Caelius Dynamics VT-15 Series is an is a twin-engined tiltrotor VTOL aircraft with a configuration similar to that of the VT-10 and VT-12 tilt-rotor aircraft. Much like its sister designs, it is capable of landing vertically like a helicopter while having a range and speed in excess of conventional rotorcraft. The VT-15 is aimed at the military aviation market - namely at medium-lift helicopters - but also the civil aviation market, in particular VIP customers, intra-city aerial transport and offshore oil and gas operators.
The aircraft's purpose is to take off and land vertically but fly faster than a helicopter. Although many nations would continue to utilise standard helicopters, several nations - including the Alteran Republics and Serpens Land - would push forward the development and introduction of tilt-rotor aircraft. The Alteran Defense Force is one of a few militaries in the region that fully utilise tilt-rotor aircraft; acknowledge that the expense and maintenance cost outway the potential and practicality of tilt-rotors.
Design
The Caelius Dynamics VT-15, similarly to the VT-10 and VT-12, is a tiltrotor aircraft capable of performing vertical landings whereas conventional fixed-wing aircraft cannot, allowing the type to serve locations such as heliports or very small airports while possessing twice the speed and the range of any available helicopter. Caelius Dynamics promotes the type as "...combining the benefits of a helicopter and a fixed-wing aircraft into one aircraft". The VT-15 appears to be outwardly similar to the civil orientated VT-12 as well as the military-orientated VT-10; however, the three aircraft share few components. Unlike the VT-10, the VT-15 does not feature a pressurised cabin - due to the rear loading ramp and nature of the aircraft's expected duties. However, subsequent upgrades allow the cockpit to be pressurized. As of 2013, multiple cabin configurations have been developed, including a standard twenty-four passenger layout (in a seated configuration), a thirty-six paratrooper configuration, and a search and rescue model featuring a hoist/basket and four single seats; medevac and maritime patrol/surveillance-orientated variants have also been proposed. Light attack roles have also been proposed - but were dropped due to the VT-10 fulfilling the role, with an Airborne Early Warning variant with a roof-mounted radar developed instead. Access to the cabin is through a rear loading door, whilst access to the cockpit is through either an internal door into the cabin or an external door located on the side of the aircraft.
The VT-15 is powered by a pair of Oakoms Accord OT.430 turboshaft engines, which each drive a three-bladed prop rotor. These engines possess roughly twice the horsepower of the similarly sized helicopter. Both of the engine and prop rotor pairs are mounted on a load-bearing rotatable pylon at the wing's ends, allowing the prop rotors to be positioned at various angles. In helicopter mode, the prop rotors can be positioned between a 75- and 95-degree angle from the horizontal, with 87 degrees being the typical selection for hovering vertically. In aeroplane mode, the prop rotors are rotated forward and locked in position at a zero-degree angle, spinning at 84% RPM. The flight control software reportedly handles much of the complexity of the transitioning between helicopter and aeroplane modes; automated systems also serve to guide pilots to the correct tilt angle and airspeed settings.
When flying in aeroplane mode, the majority of lift is produced by the VT-15's wings, which are slightly forward-swept. Both the wing and the main fuselage are made largely of composite materials. The 45-foot-long (14 m) wings feature flaperon control surfaces which are normally automatically controlled; in vertical flight, the flaperons drop to a 66-degree downwards angle to reduce the wing area being encountered by downwash from the prop rotors. A high-mounted rudderless vertical stabiliser is attached TO the rear of the fuselage to stabilise flight while in aircraft mode. In the event of a single-engine failure, either engine can provide power to both prop rotors via a drive shaft; the VT-10 is also capable of autorotation. The VT-10 has been designed to develop Full Transport Category/Class 1 performance to operate safely even when flown under single-engine conditions. It is equipped with a de-icing system and is to be certified for flying into known icing conditions. Building on experiences with the VT-12 and VT-10, the VT-15 is outfitted with a sink rate warning system as standard.
Avionics include a triple-redundant digital fly-by-wire flight control system, a head-up display system, and Full Authority Digital Engine Controls (FADEC). The cockpit has been designed so that the VT-15 can be flown by a single pilot in instrument flight rules conditions. Several of the aircraft's controls, such as blade pitch, are designed to resemble and function as their counterparts on conventional rotorcraft, enabling helicopter pilots to transition to the type more easily. Elements of the aircraft's controls feature touchscreen interfaces. Shortly following the introduction to SLAe Systems and Wilcox-Ayers Aerospace to the programme in 20, substantial modernisation of the VT-10's design was initiated in 2012; these changes included new engines and the redesigning of the cockpit. As part of the design refresh, new flight management systems, inertial and GPS navigation systems, and various other avionics from Alteran Aerospace and Oakoms Aerospace were adopted.

It is however noticeable that the Delegate endorsements didn't quite catch up: despite the huge number of new nations, only few of them answered to calls to endorse Vancouvia (and Ainslie). The second week of December saw the most endorsements (83). The number of nations on the map also didn't grow that much, although it still did: the maximum number of nations on the map before Mid-August was 62, whereas it went to 75 in the second week of October and didn't fall below 63 in the entire period after Mid-August.
A special mention should go to the number of Embassies with other regions, which is the only item that stubbornly went down for various reasons.
End 2023 has now started and with this new year has come the realisation that I will have been Secretary of Information for three years at the end of January, and although it has been fun, I think it is time to hand over the task to someone else. I therefore informed Vancouvia , Ainslie , and Aizcona last month that I will step down as Secretary of Information at the end of January 2023. If you are interested to succeed me, please inform Ainslie and/or Aizcona of your intention to do so, so that they can organise an election. I will of course be available should you require information about what a Secretary of Information does.
