Organization of Strategically and Economically Aligned Nations
Established July 18, 2018


Rules

    All OSEAN members must be on the Strangereal Map.
    All OSEAN members must obtain the consent of either the Premier, Chairman of the Council of Ministers, or Minister of Defense prior to declaring war upon another nation.
    In submitting a request to go to war, OSEAN members must detail their reason for going to war, who they are going to war against, and if they need OSEAN support.
    OSEAN support of member nations in conflicts must be requested for from the Minister of Defense.
    When requesting support, detail the combatants in the conflict, and the reasons for the request.
    All requests must be done by telegrams.
    OSEAN member nations shall not be given OSEAN protection from the repercussions of agreements signed before the aforementioned member's entry to OSEAN.


Brief Overview

OSEAN is a political, military and economic alliance of 27 member states that are located primarily in North and South Osea. The organization was established on 10 July, 2018 in an effort to resolve and stabilize the growing tensions and conflicts within the region. OSEAN constitutes a system of collective defense whereby its independent member states agree to mutual defense in response to an attack by any external party. The alliance headquarters are located in Chengde, Hong kong empire, while the military headquarters of OSEAN is near Nuenbridge, New Chilokver.
OSEAN (originally the Osean League) was created by a merger of another Osean entity, the Union of Federative States. In a collaboration with the governments of Hong kong empire and Toshavo, both agreed and sought to unite the continent under one union of nations. After the treaty between Toshavo and the Iron Bank, South Osean governments opposed and condemned acts of imperialism within the region. It was officially rebranded as OSEAN on October 20, 2018 in order to keep up with the times.
OSEAN also seeks to bring a monetary union, in which Osean nations use one regional currency, the OSEAN Standard (OSU; ₴). Nations that apply for membership may want to join the economic region known as the OSEAN Standard Cooperation Area (OUCA).

Charter

PART 1

Article 1

SECTION 1
Only nations that have ratified this Charter may become members of the OSEAN.

SECTION 2
Nations ratifying this Charter will inform the Cabinet if it does not want to join the League.

SECTION 3
A member will cease to be so upon the expiry of one week from the date of notifying the Cabinet of its intentions or immediately when the Cabinet accepts the said Notice of Intent.

Article 2

SECTION 1
No member of the League may declare war on another member without the approval of the High Council.

SECTION 2
If the interests of any member of the League is being disregarded by another member nation and the matter requires such urgency that the nation may bring to the attention of the Cabinet of such a situation.

Article 3
No nation may expend the resources of the OSEAN without the sanction of the Cabinet or of such authority that the Cabinet may appoint.

Article 4
No member may be expelled from the League without sanction from both the Cabinet and the High Council but nothing in this Article will be interpreted to prohibit the suspension of a member from the League by either or both of them.

PART 2

Article 5
All OSEAN nations shall have complete autonomy over the internal policies of their nations. This, however, shall not prohibit any regulation(s) to be placed upon the internal policies as a measure of punishment or security.

Article 6
All OSEAN nations shall have the right to speak their mind about OSEAN policies, unless it infringes on the terms of service or rules of NS or the Discord.

Article 7
Only OSEAN nations maintaining an active presence on the Discord may be eligible for appointing to be a minister. The definition of active presence shall be determined by the President of the High Council.

Article 8
It is a duty of all OSEAN members to report conspiracies against OSEAN and this Charter to the Administration.

Article 9
Additionally, there shall be elections for the position of Premier of OSEAN every 6 months. These elections shall be open to all OSEAN members who have been in OSEAN for more than one month.

PART 3

Article 10
All members of the OSEAN will have the right to be appointed to the High Council.

Article 11

SECTION 1
The High Council will elect among itself as President, a member to preside over its meetings.

SECTION 2
The President of the High Council shall be the official Head of State of OSEAN, while the Premier shall be the Head of Government. The President of the High Council shall also be the President of OSEAN.

SECTION 3
The High Council will elect among itself a First Secretary, a member except the member already serving as President, to preside over its meetings in absence of the President.

SECTION 4
In case neither the First Secretary nor the President is competent to preside over a meeting of the High Council, the High Council will elect among its members, except members already serving as the President or First Secretary or unable to discharge the duties of such, a Special Secretary to preside over only that meeting.

SECTION 5
No such member will preside over those meetings of the High Council considering any issue involving itself.

SECTION 6
No such member that is already part of the Ministries or serving amongst the committees of the High Council may preside over the meetings of the High Council without resigning from such position.

SECTION 7
The High Council shall consist of 10 members, including the President and First Secretary.

SECTION 8
The Ministries are allowed to be elected into the High Council, however not all members of the High Council must be a Minister.

SECTION 9
The High Council must consist of any odd number of members until 11 of OSEAN that can either be picked by the Chairman, or elected through a separate election. Should 11 members of OSEAN not exist, then said position(s) will CTE until they can be filled again.

SECTION 10
In order for a nation to be appointed to the High Council, they must have.
Been in OSEAN for 1 month.
Have a Discord account and be active within the SR Discord Community.
Be approved by the Chairman or existing Ministers before allowed to be put on the roster.
The President and all members of the High Council shall hold their offices during good behavior.

SECTION 11
The President of the High Council shall appoint new High Council members as they see fit.

Article 12

SECTION 1
If the High Council,
1. Declares that the First Secretary is unable to discharge its duties by not less than two thirds in favour of such declaration,
2. Receives the resignation of the First Secretary,
The Second Secretary will assume the position of the First Secretary with full responsibility and privileges of the position and the High Council will as soon as possible elect among themselves a Second Secretary.

SECTION 2
If the High Council thinks that the Second Secretary is unable to discharge its duties, it may elect by simple majority from among its members a Second Secretary.

SECTION 3
The High Council shall be responsible for all interpretation of the Charter.

SECTION 4
The First Secretary of the High Council shall be charged with resolving disputes between members.

PART 4

Article 13

SECTION 1
The Premier will choose at its discretion from members and observer nations of the OSEAN, six nations to form the Cabinet, in order of line of succession
1. Chairman
2. Minister of Foreign Relations
3. Minister of Public Relations
4. Minister of War
5. Minister of Internal Security
6. Minister of Finance

SECTION 2
No nation may occupy more than one position in the Cabinet but nothing in this article will be interpreted to prohibit a Cabinet member to assume additional charge of a Ministry without a Minister.

SECTION 3
No one nation may serve in both the positions of Premier and President at the same time.

SECTION 4
The supreme power of legislation rests with the Premier, however any proposal to modify the Charter must be approved by a majority vote of the High Council

Article 14
All members of the Cabinet serve at the pleasure of the Premier.

Article 15
The Premier may be recalled before expiry of its term by a majority of not less than two thirds of the High Council.

Article 16
In the case of the Premier being recalled, the President of the High Council shall appoint a temporary Premier out of the Administration who shall serve in the position until the term at the time of recall is finished.

Article 17
The term of the Premier shall last six months, and no Premier may serve more than one term consecutively.

Article 18
In the case of an emergency, the President of the High Council, with the approval of 7 members of the High Council may grant emergency powers to the Premier that shall allow the Premier to suspend the second part of this Charter In addition, if the state of emergency lasts past the end of the term of the Premier as defined in Article 15, then the election shall be held not less than one week after the state of emergency is declared to be over.

Article 19
A state of emergency can be declared to have lapsed by the consent of 5 members of the High Council, along with the consent of the President of the High Council.

Article 20
The Premier shall have authority to change the flag and symbols of OSEAN, but any name change of the alliance must be approved by the President of the High Council.

PART 5

Article 21
In case of disputes among the members of OSEAN, the High Council will commence a hearing between the disputants, in presence of the High Council or in presence of a subcommittee, with fair opportunity being given to all sides to present arguments and at the conclusion of which, the High Council votes by simple majority on any penalty awarded to any of the disputants, provided that no disputant be expelled from OSEAN without approval by the High Council, further provided that the High Council may not proceed to vote until a report on the dispute by the subcommittee, if formed, has been published in the High Council.

Article 22
All nations assuming an official position in OSEAN shall have to take the Oath of Allegiance: I, [nation name], do solemnly swear, that I shall execute the duties of my office to the full extent of my capability. I shall always tell the full truth of any affair to my superiors, and I shall keep secret all that I have been instructed to keep secret by my superiors. I shall never commit any act of treason against OSEAN, and always further the OSEAN cause during my tenure in office.

“Where to my Dearest Leader?” the driver asked anxiously.

Dao peered into the cabby’s inside mirror, “The Palace of Governance.”

“Yes, my Dearest Leader,” the driver flashed a fake smile into the mirror and then stared straight ahead.

A graze of snow peppered the streets, mostly empty streets; for the most part, everything seemed dead.

Drawing a small grin, Dao gazed empty out onto the white-furred landscape. Taking a moment to check his golden watch, the glorious leader attempted taking a nap and sleeping on his armrest.

Upon achieving the demanding climb, he staggered into through the remaining halls. Walking wonderuously into the council room, the man arrived to the faces of thousands.

Able to hold an impressive 170,000 people—the entire structure was designed after Volkshalle. The leader crept into the lavish speaking box after relaxing his frigid fingers and clearing his rough throat. Swallowing his spit, Dao stalked into the booth to great applause.
