Creative compliance to me falls more into a fabricated sense of willing compliance, where those who are under creative compliance are more or less forced to comply but don't realize it. After reading through quite a few GA resolutions, i think a lot of them are good and generally positive in effect, while the quality of the resolutions is very high and their effectiveness is too. Yet there's always room for improvement with the laws already passed, and more laws that need to exist.
But as Liberzan forces seemed to approach Duludian capital with ease, the generals forgot to defend the mainland from the U.S.A., who had chosen to bomb the Capitol in Freiheitsstadt. Phönix was unconscious and severely injured, and the generals were take by surprise. This weakened Liberza, who was now falling back to Duludian forces getting close to Freiheitsstadt

For the longest time, those who regularly participate in the General Assembly have been unable to come to a consensus on what constitutes compliance with various resolutions. As a rule of thumb, the idea is that member states will attempt to follow resolutions in good faith and that good faith is their willful compliance.
It can be a rather nuanced topic, which is why this particular question has different answers depending on who you talk to. There can be common, widely-accepted schools of thought about things that happen within the GA, but it’s not universally agreed upon what exactly good faith is since its meaning can be subjective to what member states view as acting in good faith. Because of this, some choose to look for more creative interpretations of international law or even attempt to exploit loopholes in language to get around certain provisions.
Creative compliance refers to such creative interpretations, and really it’s all about how your nation is viewed internationally. If you’re a state in non-compliance and you make it known that you don’t agree with certain resolutions and provisions and are actively attempting to get around them, your reputation will likely take a hit as a result.
In a way, you’re sort of compelled to comply. In theory, you have to. But, in practice, people can look for ways not to or seek out creative interpretations. Some believe that, even if you do this, you inevitably still end up complying regardless.
Maksov waited patiently in the waiting room as the doctor walked in. “So, what happened to Phönix?”
“He’s alive and breathing, but the bad news is long term.”
“Tell me,” said Maksov.
“He’s going to be in a coma for 20 years,” said the uncomfortable doctor. “So we’ll need to elect a new leader.”
“WHAT?! Doctor, this is outrageous! How can he be in a 20 year coma?”
“It’s the facts, Secretary Maksov.”
“But can’t we at least just have the Vice-Commander In Chief take over?!”
“We could, but the citizens keep sayin that is ‘too boring’ and they want elections.”
Maksov sighed. “But when Phönix wakes up, will he take over as the leader again?”
“This isn’t how it works, Secretary,” said the doctor. “He’s not able to take over leadership. You could consider him retired.”
“This is terrible and huge news…I have to address the public on behalf of Phönix.”
“If that is what you wish, we cannot stop you,” said the personal doctor. “We apologize for this breaking news, Secretary Maksov.”
3 days later, Maksov announced that Phönix would not be able to retake leadership as he was in a 20 year coma. New special elections would be held, though both of the candidates would be from the same party. Citizens would be able to vote for who. Maksov also announced that he would run for General Secretary and ‘continue what Phönix started’. The next candidate was unknown. Nobody could have predicted who it would be! However, Klara Astrid, Head Liberzan Scientist, outrageously accepted to run for General Secretary, and to become the first female leader of Liberza and to ‘continuously focus on our scientific progress, and to pass to the side with religious practices’. Many people didn’t expect Klara Astrid to run, but here they were. The new special elections were crystal clear: Klara Astrid and Maksov Nikyta (made up a new last name just now since I forgot) would run, both part of the same party with different priorities.

In that case, I believe creative compliance to be the most rational choice.
Every country in NationStates has specific material and cultural conditions - we can't except them all to implement the same solution for a problem that is being addressed in the GA.
A country with a less developed economy, healthcare system and industry is in the right when it chooses to minimize the effects of resolutions that would, for example, inflate spending on culture - it has to address its primary concerns first and because of that it cannot afford to increase unnecessary budget expenditures by following WA resolutions.
GA resolutions should, in my opinion, be viewed as loose guidelines for policy making - they should not be seen as precise instructions for countries to follow.
HOWEVER, because WA resolutions ARE considered binding, creative compliance represents the best possible solution for WA nations and a way to strike balance between their actual needs and goals and the collective decisions of the international community.
Maksov made his speech in front of a large crowd, swearing to continue the legacy of Phönix, who was in a coma, followed by saying that ‘While Ms. Astrid has lost the elections, I am appointing her as Vice-General Secretary to appease her voters and herself. I hope that Liberza, under I and Ms. Astrid, will continue to thrive alongside our wonderful allies as Phönix started. Liberza prevails!”
The speech ends there, and the elections are final. Maksov is the new General Secretary, with Astrid alongside him as the Vice.
For Maksov, though, he was not a big fan of military force. Years before many people teased Maksov for being the so called “Mr. Can We Just Hug It Out?” Guy. Often he was bullied in school for being diplomatic and always trying to compromise with bullies or upset people. Therefore, Maksov, now in charge of Liberza, tried to compromise with Duludia, and persuade the other countries to give the region semi-autonomy, only as long as they didn’t invade. Maksov did not make an attempt to appease the U.S.A., given they are the strongest capitalist rival.
Dear Maksov Nikyta, I have learned of the recent events in Liberza, and send ny deepest condolences for your loss. Phönix was one my closest allies, and a good friend of mine. It's a shame the missile attack didnt kill him only to leave him in a coma. Americuh will pay for this. The war with Duludia has been swift, with my troops having won several engagements with rebels already. I hope your leadership brings further prosperity to Liberza, and that our alliance is strengthened. If you ever need anything feel free to ask. Greetings, V. Kasprov, I give you my greatest thanks for the support in these hard times that Liberza was not expecting to be difficult as it now has been. The good news is that Phönix is alive and well, though named “retired and unable to lead the country” anymore even if he were to return. Throughout my life, Phönix was my greatest friend of all, since Elementary School. Often he stood up for me, but chose violence rather than my preferred diplomacy. I feel that was a sort of karma for being so aggressive, haha…We immersed into politics when we got into Middle School, and discovered socialism. Phönix was really in love with that. I feel the fact that the attack didn’t kill Phönix was a sign of good will, good will from nature, trying to tell us that in the end everything will turn out in our favor. I have tried to compromise with the Duludians and give them semi-autonomy, but I haven’t received a response yet. I don’t plan to show America any mercy, though. Alongside my new Vice Secretary, Klara Astrid, I will continue Phönix’s legacy and keep peace, prosperity and greatness for Liberza. Thank you for the support, once again. United Norria is in a buzz of excitement as, for the first time in four years, new or existing candidates will be elected into the Workers' Council in the general elections. From there, the council will elect specific overseers and spokespersons. Along with the elections taking place, the new Workers' Council, in the coming weeks, and using what data they have collected, will set out the next four-year plan for the United Norrian economy, much of which is expected to be focused on a refurbishment and expansion of the United Norrian education system, and an increase in the production of synthetic materials. With the now plateauing population growth, the new government will take action on greatly improving the standard of living which is already at an outstanding level in comparison to the rest of the globe and capitalistic nations.
