Royal Federal Republic of Free States

In accordance with the CAP Act, I specially reappoint CrimsonScribbles to the office of Lord Pontiff for the remainder of the present term.
Given a lack of interest in the remaining offices, I make no other special appointments at this time.

In accordance with BEAST Act, I decree the creation of a Royal Council of Religion, to deliberate and advise the Crown on matters of public morals, religion, tolerance, and the like.
I decree that the Lord Pontiff and all Curators are to be made, by holding said office, members of this Council.
Furthermore, I decree that religious offices of this Republic lawfully established may be made members of this Council, by legislation or decree.

I legislate and enact the following constitutional amendment:

1. This amendment repeals Article 12, Section 7 of the Constitution.
2. A regular date upon which Elections, Appointments, or both are scheduled may be, for brevity, referred to as a "Selection Date," in both official and unofficial use. Likewise, regular Elections and Appointments may be referred to as "Selections." Special Elections and temporary or special Appointments may likewise be referred to collectively as "Special Selections," and the dates upon which they fall as "Special Selection Dates." Election Slates and Appointment Slates may likewise be referred to collectively as "Selection Slates."
3. "Selections" shall be interpreted, in official use, as referring to determinations of any candidate for an office of any kind, from a pool of possibly many candidates, by any licit method, excepting where specified by law, act, judgement, or policy.
4. The crown sovereign shall submit, no later than three (3) days in advance of a scheduled Selection date, the Selection Slate containing an Electoral Slate and/or a Slate of Appointments. The crown sovereign may submit a Selection Slate only after the most recent Selection has been resolved and results announced, excepting in times of declared crisis. These slates shall list the name and number of each office sought filled by the crown sovereign in the scheduled Elections or Appointments.
5. Any Knight, or Free State, or Resident, or other nation eligible under the Republic to stand for office, shall announce their intent to stand for an Election no later than one (1) day prior to a scheduled Selection date and no earlier than either the submission of a Selection Slate by the crown sovereign or twelve (12) days prior to a scheduled Selection date, whichever comes sooner.
6. Candidates may publicly campaign for Selection no sooner than five (5) days prior to the scheduled Selection date.
7. No candidate may stand simultaneously for more than one of the following Selections: (A) Election to Lordship; (B) Election to Senate; (C) Appointment to Lordship; (D) Election to minor office; and (E) Appointment to minor office. Further established minor offices may be excluded from this prohibition by legislation.
8. In any case where a candidate erroneously stands for multiple categories of Selection, they shall specify in writing for which they intend to stand before the Selection Date, or all their candidacies may be rendered null and may themselves be removed from consideration in every Selection, under the authority of the Crown.
9. No Act nor writ shall be held to overturn the result of a given Selection that occurred prior to the most recent Selection of that same office.

In summary:

• The period in which candidates have the ability to declare their intent to stand for selection has been greatly increased, to twelve days before selection;

• a deadline for such declarations has been set for one day before the selection, to allow the drafting of ballots before selection day and settle campaigns; and

• the campaign period has been explicitly limited to the 5 days prior to the selection.

I've also allowed myself more generous time to submit slates, and candidates more flexibility in whether or not they can declare candidacies in spite of a lack of official slates.

In accordance with the CAESAR Act, I proclaim a state of general inactivity.
I suspend the regular elections for two months from now.
I suspend the regular appointments for two months from now.
I suspend the fortnightly elections for Vox Populi for two months from now.

These include the following regular selection dates: 1st of June; 16th of June; 1st of July; and 16th of July.

In honor of public service rendered, recent and historic, I hereby grant The Confederacy of Beastland the title of Free State In Perpetuum. By this title, I abrogate the Residency Requirement for the maintaining of Free Statehood status with the Royal Federal Republic. By this title, I also abrogate the prohibition against foreign military service and holding foreign office. This title and its privileges shall be effective and enjoyed immediately and henceforth, excepting so as it is publicly declined by the recipient.

IMHO: A truly excellent result. I personally wonder about striking such a law down on first amendment grounds, but there is no question in my mind whatsoever that these state bans on funding religious schools is purely anti-religious, and especially anti-Catholic, laïcité-style secularism. Any locality that seeks to fund education and improve its citizenry should not have its hands tied by bigoted anti-Catholic laws from two turns of century ago.

It does ignore the reality that the majority of education in American history, to say nothing of European history, was carried out by the churches.
