Entre as alterações previstas está a atribuição automática de bolsa de estudo no ensino superior a todos os estudantes que beneficiem do 1.º, 2.º ou 3.º escalões de abono de família e que ingressem através do concurso nacional de acesso ao ensino superior público. As alterações preveem ainda o alargamento da atribuição de bolsas +Superior, com o valor de 1700 euros anuais, a todos os estudantes bolseiros, nomeadamente aos que se enquadrem no 1.º, 2.º ou 3.º escalões de abono de família. A bolsa +Superior, destinada a incentivar a frequência do ensino superior em regiões do país com menor procura por estudantes economicamente carenciados, é acumulável com a bolsa de estudo. Será ainda criado um novo complemento à bolsa de estudo, com valor máximo de 250 euros anuais, para apoiar as deslocações dos estudantes bolseiros entre as localidades da sua residência habitual e as localidades das instituições de ensino que frequentam. Serão ainda atualizados os complementos de alojamento fora de residência (para alunos que tenham de recorrer ao alojamento privado para frequentar o ensino superior) e será atribuído um complemento de alojamento a estudantes bolseiros que se encontrem deslocados do seu país de residência habitual, “o que permitirá a atribuição de apoios de alojamento para os estudantes em situação de emergência por razões humanitárias ou beneficiários de proteção temporária bem como para emigrantes portugueses que ingressem no ensino superior em Portugal”. Segundo o comunicado, estas medidas adicionam-se ao aumento do valor da bolsa de estudo para estudantes inscritos em ciclos de estudo de mestrado que já foi aprovado na Lei do Orçamento do Estado 2022. E mais informa que, “até ao momento, os estudantes de mestrado que recebem bolsa de estudo recebem um montante insuficiente para suportar integralmente o valor de propinas dos mestrados, facto que tem limitado a formação avançada de estudantes provenientes de famílias mais carenciadas. Com esta medida as bolsas de mestrado deixam de suportar apenas 872€ de apoio de pagamento a propinas e passam a suportar até 2.750 euros de apoio a pagamento de propinas”, sublinhou o ministério. Para beneficiar da atribuição automática de bolsa de estudo os estudantes candidatos ao ensino superior podem apresentar já o seu requerimento para atribuição de bolsa de estudo e até dez dias úteis após o fim do prazo para a apresentação da candidatura ao concurso nacional de acesso. Adicionalmente, os estudantes que pretendam ingressar em instituições do ensino superior localizadas em regiões do país com menor procura e menor pressão demográfica e receber a bolsa +Superior podem requerer a sua atribuição logo após a submissão do requerimento a bolsa de estudo. O Governo salientou que, com estas medidas, a vigorar já no próximo ano letivo, dá cumprimento a diversas propostas constantes do seu programa, onde está inscrito o acesso automático às bolsas de ação social do ensino superior quando o aluno tenha beneficiado de uma bolsa de ação social no ensino secundário, o reforço dos incentivos e apoios para a frequência do ensino superior, em regiões do país com menor procura e menor pressão demográfica, por estudantes economicamente carenciados que residem habitualmente noutras regiões e o aumento do valor da bolsa de estudo para estudantes inscritos em ciclos de estudo de mestrado. O prazo de candidatura à primeira fase do concurso nacional de acesso ao ensino superior público decorre até 8 de agosto. Finalmente uma melhoria de apoios. The Senado e Mexilhão of Astartia Israel (oh não, vamos levar com um ataque bombista em cima) é talvez uma das sociedades mais interessantes porque a necessidade de sobreviver significa que muitos elementos daquilo que nós rotulamos como esquerda e direita coexistem lado a lado. Um pouco como acontecia no ocidente durante a guerra fria. Eu olho com muita suspeita para com o individualismo extremo, talvez porque quando era mais jovem o defendia em certa medida porque era egoista. Mas chegámos a um momento em que muitas pessoas leem citações de um líder cívico como o Eisenhower e pensam que estamos a falar de socialismo... Quanto ao reflectir e analisar, a sociedade moderna neoliberal realmente não dá muita abertura para isso. É irónico pois os computadores supostamente iam permitir uma sociedade menos intelectualmente opressiva, mas cá estamos. Um ano de falha no CV é fatal. Tudo é quantificável e transformavel em dados: desde filmes ao amor. Hobbies, paixões, interesses, tudo irrelevante para a máquina. E claro, abriu-se as portas à China, e manteve-se essas portas abertas apenas por ganância, precisamente para se matar essa sociedade de bem-estar que se começava a formar na Europa e EUA. Parece quase um argumento de esquerda, mas a sociedade actual arrelia-me como alguém de direita. "A comunidade é para esquecer, tens que fazer é networking. A Nação é irrelevante, obsoleta. A família não importa, compra um cão, a empresa é mais importante. Acreditar em algo que não seja a marca, é parvo, crenças não importam no "fim da história"..." Já agora, no discord tivemos uma conversa interessante sobre a wikipedia e todos os seus pedidos desesperados por donativos. Eu comecei a investigar as finanças da wikimedia para perceber se precisavam mesmo do meu dinheiro e não vou mandar para aqui a pesquisa inteira, porque tem imensas imagens, mas digo que está no #chat e começa às 5:14 PM de hoje se quiserem ler. Its total funds, which have risen by about $200 million over the past five years, now stand at around $300 million. Its revenue has risen every year. In just the first nine months of its current financial year, it has raked in $142 million in donations according to an internal document—and already obliterated its previous annual record. This news may surprise donors and users around the world who have seen Wikipedia fundraising banners displayed at various times during the past year—including, for the first time, in India. Presently shown to readers in pandemic-ridden Latin America, these banners have created a widespread impression that the WMF must be struggling to keep Wikipedia up-and-running, with tearful-sounding messages like: “This Thursday Wikipedia really needs you. This is the 10th appeal we’ve shown you. 98% of our readers don’t give; they look the other way … We ask you, humbly, don’t scroll away.” But keeping Wikipedia online is a task that the WMF could comfortably manage on $10 million a year, according to a casual 2013 estimate by Erik Möller, its VP of engineering and product development at the time. So what does the WMF do with all the money? It has used the funds to hire hundreds of additional staff and put money aside for a rainy day. It has ambitious plans to “become the essential infrastructure of the ecosystem of free knowledge.” And it is prepared to tell Wikipedia readers it really needs their money when it is richer than ever. When the WMF announced the creation of an endowment with the Tides Foundation in January 2016, on Wikipedia’s 15th birthday, its goal was to accumulate $100 million over 10 years, as “a permanent source of funding to ensure Wikipedia thrives for generations to come.” Just five years later, the endowment passed $90 million, and the $100 million mark, now described as an “initial goal,” will be reached this year. Major donations from Amazon, Google, Facebook, and others have been supplemented by legacy gifts—and $25 million from the WMF itself. It’s noteworthy that money donated to the endowment is not included in the WMF’s reported net assets ($180 million as of last June) or annual revenue ($130 million). Money the WMF pays into the endowment, however, is recorded under expenditures (“Awards and Grants”). These two facts disguise that the WMF has effectively operated with a far larger surplus for the past five years than its financial statements indicate—they “only” show a $100 million increase in net assets over that time period. In reality, the WMF’s total funds have increased by twice as much. The endowment is not the only money Wikimedia funnels to the Tides Foundation. Last year, when the WMF literally had more money than it knew what to do with, with community events canceled due to the pandemic, it transferred another $8.7 million to a new “Tides Advocacy” fund. Moreover, the WMF is launching a for-profit company named Wikimedia, LLC. This will sell API services to big tech companies, making it easier for them to process Wikimedia content, which powers voice assistants like Apple’s Siri and Amazon’s Alexa as well as Google’s infoboxes. These smart internet of things devices all draw on content from Wikipedia to create their aura of omniscience. The Wikimedia, LLC project fills many of Wikipedia’s volunteer writers with unease. They see profits as a potentially corrupting influence. And there’s a perceived inequality in WMF staff being paid, while volunteers work for free. Wikipedia has been built with around 3 billion individual “edits.” The average edit currently brings the WMF around 4.3 cents in annual revenue, and now far greater profits to big tech. Wikipedians who have made hundreds of thousands of edits may well feel someone else is enjoying the fruit of their labor. From a reader’s perspective, the WMF’s wealth has little changed Wikipedia’s look and feel. A time traveler from 2007—the year Wikipedia became a global top-10 website—might not notice much difference. But the WMF itself has changed beyond recognition. In 2007 the organization had 11 employees and expenses of $2 million. Fast forward to 2021, and the WMF’s job advertisement looking for a successor to CEO Katherine Maher—who left in April—says the WMF employs a team of over 500. Top-tier managers earn $300,000 – $400,000 a year. Over 40 people work exclusively on fundraising. Today’s banners count how often the reader has seen them (“Hi, reader in Canada, it seems you use Wikipedia a lot; that’s great! It’s awkward, but this Tuesday we need your help. This is the 10th appeal we’ve shown you …”), and plead with them to “Please don’t scroll away”—a phrase that’s proved surprisingly effective in A/B testing. Last December, readers dismissing the banner were shown a weeping emoji. The WMF emphasizes time and again that Wikipedia never tries to sell the public anything. But its own fundraising banners have been described as ads that say “We’ll never run ads.” This is a major aspect of the WMF’s PR work. In April, during her last week at the WMF, outgoing WMF CEO Katherine Maher was interviewed on the Daily Show with Trevor Noah. (The wife of the WMF’s PR consultant, the Clinton Foundation’s Craig Minassian, works on the show as a producer.) In the interview, Noah put it to Maher that the downside of being a non-profit is that “you often struggle to have enough money to keep Wikipedia up and running. So, two parts. One, is that true and how does it affect you, and then, two, why would you make this thing if it’s not going to make you money?” Maher’s cheerful answer made no reference to the WMF’s vast money reserves, but emphasised that Wikipedia’s lack of ads was responsible for the site being so trusted today. The video—”Katherine Maher—Why Being a Nonprofit Makes Wikipedia Better”—is available on YouTube, complete with a donation button: “Help Wikipedia Stay Free, Independent & Online.” Wikipedians have long been dismayed by these fundraising banners. Wikipedia is supposed to be “The Free Encyclopedia,” not the one that makes its readers feel guilty. Wikipedia has never been at risk of going offline, needing advertisements, or losing its independence. Every year the WMF has taken more money than the year before, and expanded its staff. This year is no exception. In the first three quarters of the WMF’s current 2020-2021 fiscal year, the combined year goal for the Wikimedia Endowment and the Foundation was exceeded and raised from $108 million to $125 million. This goal too had been exceeded by the end of March, by a full $17 million. Yet a few weeks later, the WMF began fundraising in pandemic-ravaged South America, asking readers “humbly” to donate money “to defend Wikipedia’s independence” and “tell the volunteers that their work matters.” (Some of those volunteers are not amused.) The WMF’s financial independence is clearly not at any risk. So what is going on? The official answer is that the WMF thinks you can never have too much money put aside for a rainy day. The WMF also has high-flying, global plans to “become the essential infrastructure of the ecosystem of free knowledge” by 2030. It says it wants to create “knowledge equity”—a world where people everywhere will have as much access to information in their own language as a first-world citizen—and that this will require continuous budget increases. In all of these endeavors, it is aided by the discovery that it has a money tap in Wikipedia, built through the work of volunteers, that it can open whenever it pleases. This year, WMF — the nonprofit that administers Wikipedia.org — hopes to raise $25 million to keep the site “online and growing.” Reading that, you may well assume that the world’s seventh-largest site risks going dark if you don’t donate. In reality, that couldn’t be further from the case. “People will come up to me during fundraising season and ask if Wikipedia’s in trouble,” said Andrew Lih, an associate professor of journalism at American University and the author of “The Wikipedia Revolution.” “I have to reassure them that not only is Wikipedia not in trouble, but that it’s making more money than ever before and is at no risk of going away.” In the fiscal year that ended last June, WMF reported net assets in excess of $77 million — about one and a half times the amount it actually takes to fund the site for a year. On Dec. 3, 2014 — the single biggest day of last year’s fundraising campaign — the foundation pocketed enough money to power Wikipedia’s servers for 66 straight weeks. This sort of financial situation is actually far from unusual among large nonprofits, which hope to guard against future shortfalls by amassing current reserves. But when the Wikimedia Foundation follows that model, it gets reprimanded: It grew out of the near-anarchic online community surrounding the wiki movement, and is still beholden to its ethics. “It’s an advertisement that says ‘we will never run advertisements,’” complained Pete Forsyth, a former member of the Wikimedia Foundation’s fundraising team and a current Wikipedia consultant. “It’s an embarrassment to Wikipedia.” At other nonprofits, of course, even those in the media space, fundraising drives rarely provoke such contempt. NPR regularly solicits its users for donations, often in doomsday terms, and any number of stable, well-funded charities peg vocal campaigns to Giving Tuesday events. It is, in fact, considered industry best-practice to maintain a cash reserve in excess of your charity’s annual operating expenses, per the Nonprofits Assistance Fund — that way, if costs go up or a major donor disappears, the organization isn’t left out to dry. “Based on guidance from the Wikimedia Foundation Board of Trustees, our reserve amounts to one year of operating budget,” said Samantha Lien, a spokeswoman for the Wikimedia Foundation. “If there were circumstances that affected our ability to raise those funds during that period, we could end up in an urgent situation — the reserve is a safety net to protect Wikipedia against such a possibility.” Without such protections, Wikipedia could theoretically go dark. (While the encyclopedia is written and edited entirely by unpaid volunteers, the Wikimedia Foundation handles servers and legal services and tech support and otherwise keeps the lights on.) Sure enough, the message on this year’s ad is slightly more mellow than the one that greeted readers last year, warning that the site “survived” entirely on small donations. (“As far as I am concerned, the Wikimedia Foundation has satisfactorily addressed this problem,” said Andreas Kolbe, a prominent Wikipedian who had previously complained about the ads’ language.) But concerns linger, particularly among Wikipedia’s more cynical or independent-minded members. (This is, it’s worth pointing out, a sizable demographic.) In forums and listservs, Wikipedians have eviscerated the foundation’s ever-more-professionalized fundraising efforts, which rely heavily on A/B testing and focus groups and are projected to cost $5.6 million this fiscal year. Others have expressed alarm over the ballooning of the foundation’s annual expenses, and the corresponding growth of its cash reserve. “The Wikimedia Foundation has gotten far off track,” said Forsyth, the former fundraiser. “Every year, it builds its campaign around a budget many millions larger than the year before.” Some of those core editors don’t even want the site to have a reserve, which they associate with abuse and corporate malfeasance; others have questions about how all those extra millions are being allocated. They’ll point to the fact that the foundation has, in the past nine years, grown to 240 employees from a mere three, with plans to make further additions to its advancement, HR and marketing teams. (These additions, outlined in WMF’s annual plan for 2015-2016, will bring the organization’s headcount to 280.) They’ll ask why WMF publishes breakdowns on which countries donate the most money, but doesn’t supply the same details on how it redistributes those funds back to different local projects. They’ll point out that thousands of Wikipedia “volunteers” essentially work on the site full-time, driving its success — but that while they get nothing tangible for their efforts, WMF bankrolls its employees’ cooking classes, massages and gym memberships. Arguably, that’s the minimum price of attracting talent in a market where employees have their pick of giant, perk-filled tech firms. But in the ongoing culture clash between Wikimedia and its cyber-libertarian constituents, such real-life practicalities tend to get overlooked. “Wikipedia is absolutely unique in that it’s a nonprofit operating in the space of multibillion-dollar brands,” Lih said. “On top of that, it has to answer to this cacophony of voices — to divine what the community wants, and then respond to that.” And if the community doesn’t want what’s best for Wikipedia long-term? Well, it’s just a matter of time until we see inside that particular can of worms. Leaving aside Wikipedia’s other well-documented problems, there’s already evidence that donations might be due for a fall-off. Page views are down across most editions of the site, and more people than ever read Wikipedia on their phones, where they’re far less likely to donate. For the Wikimedia Foundation, that means a choice between more aggressive, more alienating fundraising ads — and a very difficult place. The question goes to the very heart of the Wikipedia experiment: Can anything truly survive long-term on the Internet’s whims?
