This document establishes the Belac Convention on Modern Warfare (hereinafter referred to as "the Convention"), which sets forth rules and restrictions to limit suffering and collateral damage to non-combatants during armed conflicts. All signatory nations to this Convention (hereinafter referred to as "Signatories") agree to adhere to the provisions herein.
Article I: General Obligations of Signatories
1. Commitment to the Rules:
All Signatories of this Convention shall abide by the rules and restrictions established in this document during armed conflicts.
2. Conflicts Involving Non-Signatories:
a. In the event a Signatory is engaged in conflict with a non-Signatory, the Signatory shall continue to abide by the rules of this Convention unless and until the non-Signatory violates any provisions herein.
b. A Signatory shall not, under any circumstances, be the first to violate the rules of this Convention.

Article II: Regulations Concerning Medical Personnel and Patients
1. Neutrality of Medical Personnel:
a. Medical personnel shall not be taken as prisoners of war (POWs).
b. Medical personnel shall have unrestricted access to medical facilities of either side and may treat injured combatants from both sides of a conflict.
2. Protection of Patients:
a. Enemy combatants taken to medical facilities by medical personnel for treatment may not be detained as POWs.
b. Such combatants shall be returned to their own forces as soon as it is safe to transport them.
3. Non-Combatant Status:
Medical personnel and injured soldiers shall be classified as non-combatants and shall not be the intentional targets of hostilities.

Article III: Prohibited and Restricted Weapons
1. Prohibited Weapons:
For the purpose of limiting unnecessary suffering and ensuring the differentiation between military and civilian targets, the following weapons shall be strictly prohibited:
a. Booby traps.
b. Biological weapons.
c. Chemical weapons.
d. Weapons utilizing unmanned explosives.
e. Nuclear weapons.
f. Expanding bullets (e.g., munitions designed to expand upon impact).
g. Rubber, plastic, or other undetectable substances in bullets or shrapnel.
h. Radioactive weapons (e.g., weapons designed to spread radioactive materials).
2. Restricted Weapon:
The following weapons are permissible only under the specified conditions:
a. Pyrotechnic Weapons:
Pyrotechnic or incendiary weapons may not be used in proximity to civilian infrastructure.
b. Autonomous Weapons:
Autonomous weapons, defined as those where a computer determines whom to target, may not be used in proximity to civilians.

Article IV: Conduct of Combat
1. Protection of Civilian Infrastructure:
Civilian infrastructure shall not be intentionally targeted by destructive weapons or military operations.
2. Treatment of Non-Combatants:
a. Non-combatants, as defined in Article V, may not be taken as prisoners of war.
b. Non-combatants shall not be subjected to inhumane treatment or acts of violence.

Article V: Definitions
For the purposes of this Convention, the following definitions shall apply:
1. Civilian Infrastructure:
Any building, structure, or man-made construct not primarily designed for military use or production.
2. Non-Combatant:
Any individual who is unarmed or otherwise incapable of posing a threat due to injury or incapacitation.
3. Autonomous Weapon:
A weapon system in which a computer or artificial intelligence independently determines targets without human oversight or intervention.
4. Pyrotechnic Weapon:
A weapon that utilizes flammable or incendiary substances to cause damage or destruction.
5. Booby Trap:
Any unmanned or concealed defensive measure designed to inflict injury or death upon activation.
6. Expanding Bullets:
Any projectile or munition specifically designed to expand upon impact, causing additional damage.
7. Nuclear Weapon:
Any weapon utilizing nuclear reactions to produce explosive force or destruction.
8. Radioactive Weapon:
Any weapon designed to spread or create radioactive contamination over an area.
9. Unmanned Explosive:
Any explosive device set to detonate independently of a direct operator’s control, including landmines and timed explosives.
10. Biological Weapon:
Any use of pathogens in combination with conventional weapons or as a standalone weapon.
11. Chemical Weapon:
Any use of a man-made or natural compound to inflict wounds via exposure.

Article VI: Enforcement and Compliance
1. Adherence to the Convention:
Signatories shall take all necessary measures to ensure compliance with the provisions of this Convention by their military forces and agents.
2. Accountability for Violations:
Violations of this Convention by a Signatory nation shall be subject to review by an international tribunal, and appropriate measures or sanctions may be imposed.
